‘Language and End Time’ is a translation of Sections I, IV and V of ‘Sprache und Endzeit’, a substantial essay by Günther Anders that was published in eight instalments in the Austrian journal FORVM from 1989 to 1991 (the full essay consists of 38 sections). The original essay was planned for inclusion in the third (unrealised) volume of The Obsolescence of Human Beings. ‘Language and End Time’ builds on the diagnosis of ‘our blindness toward the apocalypse’ that was advanced in the first volume of The Obsolescence in 1956. The essay asks if there is a language that is capable of making us fully comprehend the looming ‘man-made apocalypse’. In response to this, it offers a critique of philosophical jargon and of the putatively ‘objective’ language of (nuclear) science, which are both dismissed as unsuitable. Sections I, IV and V introduce this core problematic. The selection of this text for inclusion in this special journal issue responds to present-day realities that inscribe Anders’s reflections on nuclear science and the nuclear situation into new contexts. The critique that ‘Language and End Time’ advances resonates with the way in which the (undemocratic) decisions of a few companies and individuals are shaping the future of life on earth. At the same time, the wider stakes of Anders’s turn against the language employed by (weapons) scientists are newly laid bare by the realities and politics of climate change and fake news. In this new context, the language of science is all too readily dismissed as if it were a mere idiom that can be ignored without consequence. It is against the backdrop of a future that is, if anything, more uncertain than at the time of Anders’s writing, that the essay’s reflections on popularisation, the limits of language and the nature of truth gain added significance.

The chapter analyzes the over-sized role of one visible component of the Third UN. Prominent individuals—many of whom made their government and international civil servant careers as members of the First and the Second UNs—have come to constitute essential and frequent contributors to the advance of knowledge and norms. The case studies concern peace operations (the Brahimi report of 2001 and HIPPO of 2015); the protection of human beings in war zones (the ICISS report of 2001); and for sustainable development (the Brundtland report of 1987 and the ongoing work by the Intergovernmental Panel on Climate Change, IPCC). Less successful or even counterproductive group efforts also figure in the discussion, but the main examples seek to demonstrate how and when such blue-ribbon groups make a difference.

The climate work of the unrestrained and undisciplined geographic determinist, eugenicist, and popular writer Ellsworth Huntington (1876–1947) can be categorized into three large themes: the influence of weather and weather changes on workers and students, the influence of climate on world civilizations, and the influence of solar variations on climate change. The first represented a sort of meteorological Taylorism, the second a reprise of enlightenment determinism, and the third a simplistic and wholly unrealistic pseudoscientific theory. Why, then, should we bother with him? One answer was provided by the historian Arnold Toynbee, who was “enormously influenced” by Huntington’s ideas about the relation between human beings and their physical environments. It was Toynbee’s opinion that “[s]tudents of human affairs may agree or disagree with Huntington, but in either case they will be influenced by him, so it is better that they should be aware of him.” Although Huntington’s thought was indeed influential in its time, since then his racial bias and crude determinisms have been largely rejected. Nonetheless, his categorical errors seem destined to be repeated by those who make overly dramatic claims for weather and climatic influences. Ellsworth Huntington was born in Galesburg, Illinois, on September 16, 1876, the third child and eldest son of Henry Strong Huntington, a Congregationalist minister, and Mary Lawrence Herbert. The Huntingtons were proud of their Puritan ancestry, which they traced to 1633. Following the call of the ministry, the family moved to Gorham, Maine, in 1877 and then in 1889 to Milton, Massachusetts, a wealthy suburb of Boston. Ellsworth attended the public high school, where he excelled in athletics and academics. His biographers have called him reclusive, but his brother suggested that perhaps he was humble rather than shy. Huntington passed the Harvard entrance examinations, but family finances precluded his enrollment there. Instead, he attended Beloit College, where he boarded with a maternal aunt, from 1893 to 1897. Following in the footsteps of T. C. Chamberlin (Beloit 1866), Huntington studied both classics and geology, publishing his first article, on local road-making materials, in the Transactions of the Wisconsin Academy of Sciences.

This article aims at presenting the theoretical foundation of the temes, the third generation replicators proposed by Susan Blackmore. Blackmore’s hypothesis is grounded on the premise that a novel evolution process is presently taking place on earth, in which the copy, variation and selection of information are carried out directly by the machines, and no longer by the genes and memes alone, thus bringing about an evolutionary algorithm in a different complexion. Naturally, a large part of Blackmore’s theoretical foundation stems from Richard Dawkins’s memetic theory, to which memes would be able to account for the cultural evolution pertaining to human beings. By scrutinising the notions of memes and temes, based on the battle of the replicators’ scenario imagined by Blackmore, this article intends, ultimately, to ponder upon the human condition, especially in regard to its relationship with the construct of the cyborg, at a moment in which the temes all but determine the merging of man and machine.

The activities of mankind in the past at least 70 years have led to the disruption of the planet's ecosystem with the prospect of serious consequences for life on Earth. To start at least slow down their action, only global scientific and technical solutions with very short periods of their implementation are needed. The article proposes to carry out the separation of fumes before their emission into the atmosphere, during which, to carry out the selection of greenhouse and toxic components of fumes, with the aim of their further utilization or neutralization. Protecting the atmosphere from smoke and eliminating the shortage of freshwater are purely technical areas that will not create unsolvable problems for the modern scientific and technical potential of mankind. All that is needed is a proactive management, ideologically aimed at solving these technical problems in an emergency mode.

The paper explores the displace of Polish archives from the Soviet Union that was performed in 1920s according to the Riga Peace Treaty of 1921 and other international agreements. The aim of the research is to reconstruct the process of displace, based on the archival sources and literature. The object of the research is those documents that were preserved in the archives of Belarus and together with archives from other republics were displaced to Poland. The exploration leads to clarification of the selection of document fonds to be displaced, the actual process of movement and the explanation of the role that the archivists of Belarus performed in the history of cultural relationships between Poland and the Soviet Union. The articles of the Treaty of Riga had been formulated without taking into account the indivisibility of archive fonds that is one of the most important principles of restitution, which caused the failure of the treaty by the Soviet part.

Resumo:  Apresenta-se uma discussão sobre o conhecimento e a tese dos três mundos no qual a interação entre estes nos aproxima da verdade do problema corpo-mente, tendo em vista, uma nova proposta de solução. O terceiro mundo é uma peça importante neste trabalho; sendo assim, analisaremos o que Popper designa como Mundo 3, em que ele consiste e o papel da linguagem como diferencial do ser humano. Apresentamos as críticas popperianas às correntes monistas e dualistas, ousando fazer uma crítica a Teoria do Conhecimento tradicional. Desta forma, a proposta apresentada por este filósofo da ciência diferencia-se de tudo que estava sendo feito até então, por isso, o interesse de apresentar essa abordagem pouco trabalhada de Popper. Palavras-chave: Conhecimento. Mundo 3.Abstract: In this work, we present a discussion about knowledge and the theory of the three worlds in which the interaction between them approaches to the truth of the mind-body problem, in view of a proposed solution. The third world is an important piece in this work. Therefore, we will analyze what Popper describes as World 3, what it is and the role of language as a differential of human beings. We present Popper’s criticisms to the monistic and dualistic currents, daring to criticize the theory of traditional knowledge. Thus, the proposal of science presented by this philosopher differs from everything that was being done until then. The main goal of dairy breeds selection should be improving breeding and productive qualities of animals under modern conditions. The majority of farms, using native breeds to produce milk, has created optimal conditions for keeping and feeding, selection and matching, growing of replacements etc. Further improvement of created native dairy breeds for economically useful traits occurs at total use of purebred Holstein bulls (semen) of foreign selection. In order to realistically assess milk productivity (milk yield, fat content in milk and fat yield) of Ukrainian Black-and-White and Red-and-White Dairy cows should be conducted a comparative analysis of Holstein cows under the same conditions of feeding and keeping. It was established that Ukrainian Red-and-White Dairy cows were characterized by the highest milk yields for 305 days of all lactations, taken into account, the among three investigated breeds. Their milk yield during the first lactation was 5933 kg of milk, during the second – 6393 kg, the third – 6391 kg and during higher lactation – 6650 kg. Ukrainian Black-and-White Dairy cows were second by milk yield (except for the second lactation), during the first lactation – 5932 kg of milk, the third – 6462 kg and higher – 6541 kg, and Holstein cows were third, during the first lactation – 5794 kg of milk, the second – 6381 kg, the third – 6335 kg and higher – 6469 kg. The fat content was almost the same and varied within 3.49-3.58% in milk of Ukrainian Red-and-White Dairy cattle, 3.50-3.60% in milk of Ukrainian Black-and-White Dairy cattle and 3.50-3.56% in Holsteins’ milk. The difference between the breeds was within 0.01-0.04%. All the investigated breeds had predominance in fat yield for three lactations over standards of these breeds: Ukrainian Red-and-White Dairy cows from 75.1 to 93.4 kg, Ukrainian Black-and-White Dairy cows – 75.1-89.0 kg respectively and Holstein cows – 41.9-60.2 kg. It was found different level of positive correlation between milk yield and fat yield in all the cases and high correlation (r = 0.604-0.921, P < 0.001) in five cases (41.7%) Negative correlation coefficients indicate that selection of animals to higher milk yield in the herd will decrease the second trait – fat content in milk. Positive and highly significant correlation between milk yield and fat yield indicates that selection of cows in the herd to higher milk yields will increase fat yield. It was revealed that bulls were among the factors impacted the milk productivity (milk yield, fat content, fat yield) of three investigated breeds. So, the force (η²x) of father’s impact on milk yield was15.4-47.9%, fat content – 22.0-43.4% and fat yield – 14.9-47.7% taking into account a lactation and a breed. The force of lines impact (η²x) was second; it was on milk yield 6.1-24.5%, fat content – 4.1-17.1 and fat yield – 5.8-23.5%. The force of breeds impact (η²x) was last; it was on milk yield 0.3-2.9%, fat content – 0.2-0.3% and fat yield – 0.6-2.7%. So, the comparative studies of milk productivity of Ukrainian Red-and-White and Black-and-White Dairy cattle with Holsteins indicate that under similar conditions of feeding and keeping, these native breeds can compete with Holstein cattle. The milk yield for 305 days of higher lactation was 6650 kg of milk in Ukrainian Red-and-White Dairy cows, 6541 kg in Ukrainian Black-and-White Dairy cows and 6469 kg in Holsteins. It was found the inverse correlation r = -0.025-0.316 between milk yield and fat content in milk in most cases. Selection and matching of animals in the herd should be carried out simultaneously on these traits. It was found positive repeatability of milk yields between the first and second, the third and higher lactations (rs = 0.036-0.741), indicating the reliability of forecasting increase in milk productivity during the next lactations in all herd. Bulls have the greatest impact (η²x) on milk productivity among the factors taken into account: milk yield – 15.4-47.9%, fat content in milk – 22.0-43.4% and fat yield – 14.9-47.7%.

Though responses to the Anthropocene have largely come from the natural and social sciences, religious responses to the Anthropocene have also been gaining momentum and many scholars have been calling for a religious response to complement scientific responses to climate change. Yet because Genesis 1:28 does indeed tell human beings to ‘subdue the earth’ monotheistic religions have often been understood as complicit in the human exceptionalism that is thought to have created the conditions for the Anthropocene. In distinction to such Biblical traditions, indigenous animistic cultures have typically respected all forms of life as ‘persons’ and such traditions have thus become a source of inspiration for ecological movements. After discussing contemporary Christian efforts to integrate the natural sciences and the environment into their responses to the Anthropocene, this article will turn to animism and seek to evaluate the risks and benefits that could ensue from a postmodern form of animism that could provide a necessary postsecular response to the Anthropocene.

The article presents the results of mathematical experiments with the system «Social potential of childhood in the Russian regions». In the structure of system divided into three subsystems – the «Reproduction of children in the region», «Children’s health» and «Education of children», for each defined its target factor (output parameter). The groups of infrastructure factors (education, health, culture and sport, transport), socio-economic, territorial-settlement, demographic and en-vironmental factors are designated as the factors that control the system (input parameters). The aim of the study is to build a model îf «Social potential of childhood in the Russian regions», as well as to conduct experiments to find the optimal ratio of the values of target and control factors. Three waves of experiments were conducted. The first wave is related to the analysis of the dynam-ics of indicators for 6 years. The second – with the selection of optimal values of control factors at fixed ideal values of target factors. The third wave allowed us to calculate the values of the target factors based on the selected optimal values of the control factors of the previous wave.

This book examines the idea of sustainable development, made up of economic, social, and environmental parts over the period of human history. This work suggests humanity has been unsustainable in all three areas for most of its history, although in the last few hundred years the scale of unsustainability has increased, while, simultaneously, answers have started to emerge. This conclusion can be seen in two parts, namely the economic and social sides of sustainable development and then the environmental ones. This work suggests that, with the correct selection of tools, solid and positive foundations for the economic and social sides of sustainable development is possible as the world globalizes. This is not, however, a foregone conclusion. Despite a number of recent positive indicators in this area, there are still very large unanswered questions with existing mechanisms and other gaps in the international architecture which, if not fixed, could quickly make problems of economic and social sustainability worse, not better. With the third leg of sustainable development, that for the environment, the optimism is not as strong. The good news is that science, laws, and policies have evolved and expanded to the level that, in theory, there is no environmental problem which cannot be solved. In many areas, especially in the developed world, success is already easy to measure. Where it is not easy to measure, and pessimism creeps in, is in the developing world, which is now inheriting a scale and mixture of environmental difficulties which are simply unprecedented.
