Comparison of construction and demolition waste management between Brazil, European Union and USA

Construction and demolition waste represents a significant waste flow, both in Brazil and in other countries. According to specific Brazilian legislation, since 2004 construction and demolition waste can no longer be disposed of in open dumps, municipal solid waste landfills, slopes, waterways and environmental protected areas. Construction and demolition waste should preferably be recycled, but just a small amount of it returns to the construction industry production chain in Brazil. This work aims both to present diagnoses of the construction and demolition waste management in Brazil, the European Union and the United States and to compare their results. It is concluded that Brazil presents performance indicators in relation to construction and demolition waste management well below those found for the other analysed countries. Furthermore, differences and similarities are identified and potentials for improvement in the current situation of construction and demolition waste in Brazil are discussed.

Abstract The need for better natural resource use is currently increasingly recognised, and high emphasis is given to the circularity of building materials and the reduction of activities with negative environmental impact. Legislation, guidelines, and other documentation play an important role in improving demolition activities and construction and demolition waste (CDW) management. Good practices in CDW handling is not achievable without knowledge about CDW recovery techniques described in guidelines and other documents. Demolition activities in arctic regions could be more challenging due to harsh climate conditions, and therefore the cooperation between Russia, Norway and Finland was established to boost the uptake of good practices in demolition activities and CDW management. The main subject of this article is an overview of presently used demolition practices, CDW management, and verification of areas where practices with lower environmental impact and increase of material circularity could be utilised. Two fundamental documents, namely “EU Construction & Demolition Waste Management Protocol” and “Guidelines for the waste audits before demolition and renovation works of buildings” [1, 2], were published by the European Union (EU) in 2019 and serve as a foundation for changes in demolition activities and CDW management in EU and adventitiously also in the Russian Federation and Norway.

The construction industry in Indian cities has grown rapidly in recent decades due to population growth, industrialization and the introduction of new infrastructure projects, which has led to a tremendous growth in the construction industry.A key demand as a result of the growth of the Indian construction sector is expected to be the supply gap in terms of construction materials such as sand, limestone, and aggregate. The Supreme Court has had a major impact on the construction industry due to the ban on river sand and stone mining. It is designed to find an alternative source of natural raw materials.An alternative source in the field of aggregate construction recycled by C&D Waste could replace a significant amount of natural aggregates that run abroad in countries such as the United States, France, Denmark, Germany and Japan. Has been While various methods of waste have been suggested in the literature, the quantification of waste produced in India is insufficient.This inadequacy is due to lack of proper classification control procedures, lack of joint C&D waste estimation procedures, and knowledge of C&D waste processing among generators, collectors, operators, regulators, and the general public. The C&D Waste Management Rules 2016 to address the responsibilities of all stakeholders for the systematic collection, storage, transport, treatment / processing, and disposal of C&D bins in India was introduced. This comprehensive study seeks to analyze current legislation and challenges, and proposes an informational framework for systematic collection, storage, treatment / processing, and C&D waste disposal.This article examines the current methods of C&D waste in India. It also studies the institutional, regulatory and legislative framework in India in the field of construction and demolition waste management.

This chapter examines the structures and principles of waste management law, using several jurisdictions including China, Japan, Australia, New Zealand, the European Union, and the United States for comparison. It first provides an overview of the so-called macrostructures of waste management laws, focusing on three ways in which the broad structure of waste laws can be contrasted: centralized systems versus delegated systems, unified systems versus fragmented systems, and integrated versus specific systems. It then considers the principles of waste management law, with emphasis on approaches taken to define ‘waste’, waste hierarchy, waste streams, and waste classifications. It also describes management principles such as reduction of waste generation, treatment near the source, standards of waste treatment, prohibitions and restrictions of movement, and extended producer responsibility. Finally, it explores the emerging trend of circular economy approaches to waste management.

Construction and demolition waste consists approximately of one third waste generated in the European Union. The recycling of this stream waste will provide ecological and sustainable benefits. Recycled aggregates from construction and demolition waste are clearing a path into civil constructions, as substitutes for natural aggregates. The possible applications of recycled aggregates on infrastructure construction projects will depend on the quality of the recycled aggregates mainly. This will be determined by the nature and the origin of the construction and demolition waste, and the treatment system undergone. Hence, this work proposes recommendations for the handling of construction and demolition waste in treatment plants.

For environment protection in the European Union (EU) it is very important the construction waste to be recycled and reused. The potential for the construction waste recycling and reuse is high, as their components have high cost. There is an opportunity for re-use of such materials in road construction, for drainage systems, for outdoor sports grounds and other construction sites. In 2012 a regulation on the management of construction waste and on the use of recycled building materials was adopted in Bulgaria, aiming to introduce a new model for the management of construction waste. This would guarantee: creation of favorable legislative and economic conditions for implementation of technologies ensuring the achievement of recycling and recovery targets but which are also financially viable in line with the country's incomes; identifying the persons responsible for covering the costs of building waste management and achieving the recycling and recovery targets; creating conditions for the production and marketing of materials from recycling of construction waste at a price that is competitive with the same new raw materials used in construction. The main effect expected from this normative document is to contribute to Bulgaria's development towards European trends, environmental protection through an integrated framework for the management of construction and demolition waste that will reduce the harmful impacts on it caused by construction waste, improving the efficiency of resource use, increasing the responsibilities of pollutants and stimulating investment in waste management.

Ukrainia Remains of huge importance to Russian Strategy because of its Strategic importance. There has always ben Russian Fear and Fear of any move by NATO or USA in the area that it poses a threat to  Russians national Security and its independent role and in funence  on its forces especially the Navy Forces. There for, the Crisis manyement was not Zero sum game, there are gains and offset losses, but Russia does not accept this and want a Zero Sun game because the USA. And European exteance is a Foot hold in Regin Which Russian sees as a threat to its national security and want to monopolize control in the strategic Qirim.

The global financial crisis in 2007–2009 began a period of high volatility on the financial markets. Specifically, it caused an increased amplitude of fluctuations of the level of gross domestic products, the level of investment and consumption and exchange rates in particular countries. To address the adverse market circumstances, governments and central banks took actions in order to bolster the weakening global economy. The aim of this article is to present the anti-crisis actions in the United States and selected member states of the European Union, including Poland, and an assessment of their efficiency. The analysis conducted indicates that generally the actions taken in the United States in response to the crisis were faster and more adequate to the existing circumstances than in the European Union.
