Measuring Progress: Recent Developments in Digital Preservation in the Library Community

The article notes that over the last decade digital preservation has changed from a niche subject to an integrated part of library organization. It summarizes the results of a survey conducted in 2005 by the Koninklijke Bibliotheek, national library of the Netherlands, on best practice in digital preservation, which involved 15 national libraries. As well as the essential technical solutions, the need for the creation of preservation policy plans emerged from the survey as crucial to the whole digital preservation process. The article also describes important developments since the survey was conducted. It shows how best practice is evolving into de facto standards and identifies the beginnings of commercial interest in the marketing of tools for digital preservation.

Straipsnyje supažindinama su skaitmeninimo stebėsenos sistemos koncepciniu modeliu, grindžiamu pagrindiniais sistemų teorijos principais bei sisteminiu požiūriu paremta vertinimo teorija. Koncepcinis modelis integruoja skaitmeninimo stebėsenos sistemos apibrėžties ir jos paskirties aprašymą, modelio kūrimo principus ir metodologiją, stebėsenos rodiklių pasirinkimą bei jų aprobavimo rezultatus.Pagrindiniai žodžiai: koncepcinis modelis, metodologija, stebėsenos rodikliai, skaitmeninimas, skaitmeninimo stebėsenos sistema.A conceptual model of the digitization monitoring system: the Lithuanian experienceRegina Varnienė-Janssen, Jonas Juškys, Neringa Račkauskaitė Summary The article presents a conceptual model for a digi­tization monitoring system, which will be used as the basis for implementing a digitization monitor­ing system in Lithuania. The conceptual model, which is based on the systems theory and evalu­ation theory principles, involves the description of the digitization monitoring system and its scope, principles for the creation of the model, and the choice of the monitoring indicators and their ap­probation results. The key factor influencing the creation of such a system is digitization performed by numerous independent institutions subordinate to different ministries. The creation of a system for monitoring the digitization of cultural heritage objects aims at preventing the duplication of digitization activities, ensuring an effective use of technical equipment and software for performing the digitization of cul­tural heritage objects, applying the best practice of coordinated digitization activities and appropriate standards and formats, as well as a convenient and prompt access to information and statistical data on the results of the activities being performed. The digitization monitoring system is created in line with recommendations of the Feasibility Study for the Creation of a Digitization Monitoring Sys­tem, prepared on demand of the Martynas Mažvydas National Library of Lithuania, and requirements of the Specification for the Creation of Software for a Digitization Monitoring System in which, as one of its main requirements, was the creation of a manual of digitization monitoring. The article builds on the above-mentioned feasibility study. The rationale for the creation of a digitization monitoring system conforms with this system’s the­ory principles which require that the modelling of a system activities should involve an analysis of the input, process, and output, as well as feedback evalu­ation. The conceptual model of digitization monitor­ing is based on the following principles: • the system’s activity is shaped and organized by a holistic evaluation of the existing ap­proaches to the creation of such systems; real­ization that a system aggregates multiple ele­ments (interacting institutions and their units) which interact among themselves and with the environment; and abstraction of all elements and their interactions and merging them into a conceptual model. • indicators within a digitization monitoring system are determined through defining the existing state and problems of digitization ac­tivities, investigating the monitoring demands and requirements for such systems, and evalu­ating the conceptual model of this system, based on the results of a discussion. • The main criteria for selecting the indicators of digitization monitoring are clarity, rel­evance, efficiency, and possibility to monitor. A conceptual model based on the holistic appro­ach allows designing a system able to monitor digiti­zation activity results, standards and formats of me­tadata and access, identification and distribution of tasks, and tracking implementation of goals. It also enables institutions performing digitization activities to acquire information on digitization initiatives and current and (or) intended projects, on resources held by other institutions and the characteristics of these resources, on trainings, conferences or other events related to digitization that are on the agenda, also, it enables to successfully monitor and keep under re­view the realization of initiatives, programmes, and strategies, to facilitate a quality evaluation and per­formance improvement, to assess the risks, to im­prove supervision activities, efficiency, and manage­ment processes, to prepare accounts, to substantiate resources and expenses, to increase performance im­pact, and to monitor digitization initiatives as well as current and (or) intended projects.

PurposeThe purpose of this paper is to describe the recent developments implemented in the ILL Service in the Biblioteca Nacional de España, aimed at a customer‐focused approach.Design/methodology/approachThe paper is based on those facts and activity figures reported between 2006 and the first semester of 2009 within the ILL Service.FindingsAs a result of the implementation of a series of quality standards (promotion of off‐site options, automation of workflows, review of procedures), a customer‐focused approach has been built in the ILL Service. Performance evaluation is a crucial issue in order to provide a better service and to benchmark with similar units in national libraries. The implementation of new electronic services and the great digitisation projects provide a larger visibility of national collections as well as an increase in ILL demand. The ILL Service continues to play a key role in cooperation and support for research, mainly in Hispanic studies.Originality/valueThe paper highlights the major quality measures introduced in the last few years in order to meet new customer needs in the ILL Service offered by the National Library of Spain. It also incorporates the impact of the main digitisation projects on the ILL Service.

Isabel Galina is a researcher at the Instituto de Investigaciones Bibliográficas, a research institute for bibliographic studies at the National Autonomous University of Mexico, UNAM. The university is also home to the Biblioteca Nacional, Mexico’s national library. Isabel Galina discusses the emergence of digital humanities and her views on how DH works within this particular structure and related issues to do with understanding national bibliographical collections in the digital age, in particular regarding e-legal deposit and digital preservation. She discusses the difficulties in identifying, selecting, and incorporating born-digital materials. In the interview, Isabel Galina also describes how she got involved in DH, the creation of the Red de Humanidades Digitales (RedHD), and other DH developments in Mexico and Latin America. Finally, the conversation examines university and government support for DH as well as a look at DH works in Mexico in collaboration with other countries, and in particular hosting the international Digital Humanities conference in Mexico City in 2018.

Created in 1967, the Bibliothèque nationale de Québec exists to collect, conserve and disseminate the published documentary output of the province, foreign documents about Quebec and works written by authors from Quebec. All forms of document - including maps, music, posters, art reproductions, software and microforms - are collected, by legal deposit, purchase or exchange. As well as the national bibliography, the BnQ publishes a wide range of bibliographic lists and indexes, and various works on the conservation of collections. It allocates ISBNs to Canadian francophone authors, participates in the Canadian CIP programme, and maintains numerous links with other national libraries and international francophone libraries. Recent developments include an integrated bibliographic computer system based on the UTLAS server in Toronto and the software suite Best Seller; the creation of a Web site for promoting and allowing access to its services; and the expansion of the library's physical resources through major building and refurbishment work, allowing significant increases in both conservation and dissemination activities.

In recent years a lot of research has been undertaken to ascertain the most suitable preservation approach. For a long time migration was seen as the only viable approach, whereas emulation was looked upon with scepticism due to its technical complexity and initial costs. In 2004, the National Library of the Netherlands (Koninklijke Bibliotheek, [KB]) and the Nationaal Archief of the Netherlands acknowledged the need for emulation, especially for rendering complex digital objects without affecting their authenticity and integrity. A project was started to investigate the feasibility of emulation by developing and testing an emulator designed for digital preservation purposes. In July 2007 this project ended and delivered a durable x86 component-based computer emulator: Dioscuri, the first modular emulator for digital preservation.

The author present the results of study of the activities of national libraries of the Commonwealth of Independent States (CIS) on the creation and promotion of electronic information resources.The article analyses the open resources on culture and art presented in Russian on the official websites of the national libraries (NL) of the CIS countries.The author identified and structured the main types of resources of the National libraries of the CIS: electronic publications; electronic libraries; databases; virtual exhibitions, collections; photo-, video-, audio reports. The article presents in detail the resources of the National Libraries of the Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Uzbekistan and Ukraine. The author notes that the most common resources are electronic exhibitions and collections, but other types of resources — electronic publications, electronic libraries, databases — are rarely created. Innovation in the activities of the NL of the CIS on the creation of information resources is preparation of electronic reports on the results of past cultural events. The leader in creating and providing online resources in Russian on culture and art is the Vernadsky National Library of Ukraine, followed by the National Library of Uzbekistan named after A. Navoi and the National Library of Belarus. Monitoring of Russian-language sources of information on the websites of the NL of the CIS countries demonstrated that the efforts of libraries in the creation and presentation of resources on culture and art are quite active. Their further development by the libraries will contribute to the expansion of knowledge about the national culture and history of the CIS countries, disclosure and promotion of the collections and widening of the boundaries of free access to the national cultural and historical heritage.

SummaryNew forms of psychiatric remuneration linked to levels of activity undoubtedly will have an increasing role to play in mental health systems right across Europe. Potentially they can be more efficient and promote choice, but valid concerns have been raised about their impact on the sustainability and nature of psychiatric care. This article looks in particular at recent developments in England and the Netherlands and reflects on how remuneration mechanisms may need to develop further both to improve efficiency and quality within the context of an ever more fragmented and multi-sectoral mental health system. Any introduction of activity- based reimbursement should be introduced gradually. This should be accompanied by investment in adequate information systems to help better understand service utilisation patterns, transitional funding safeguards to reduce the risk of financial instability and incentives/ contractual measures to ensure that services strive to offer services of the highest possible quality that meet the needs of service users.

Abstract Background The risk of exogenous infections from endoscopic procedures is often cited as almost negligible (1 infection in 1.8 million procedures); however, this risk is based on older literature and does not seem to match the number of infectious outbreaks due to contaminated duodenoscopes reported after endoscopic retrograde cholangiopancreatography (ERCP). Using Dutch data, we aimed to estimate the minimum risk of duodenoscope-associated infection (DAI) and colonization (DAC) in patients undergoing ERCP. Methods A systematic literature search identified all DAI outbreaks in the Netherlands reported between 2008 and 2019. Included cases were confirmed by molecular matching of patient and duodenoscope cultures. Risk ratios were calculated based on the total number of ERCPs performed during the study period. Results Three outbreaks were reported and published between 2008 and 2018, including 21 confirmed DAI cases and 52 confirmed DAC cases. The estimated number of ERCPs performed during the same period was 181 209–227 006. The calculated minimum estimated DAI risk was approximately 0.01 % and the minimum estimated DAC risk was 0.023 %–0.029 %. Conclusions The estimated risk of DAI in Dutch ERCP practice was at least 180 times higher than previously published risk estimates. The actual risk is likely to be (much) higher due to underreporting of infections caused by multidrug-resistant organisms and sensitive bacteria. Greater awareness by healthcare personnel involved in endoscopy and endoscope cleaning is required, as well as innovative technical solutions to contain and ultimately eliminate DAIs.

PurposeThe purpose of the paper is to describe the development of the Portuguese document supply system with particular emphasis on the role of the National Library but also in its academic and public library sectors.Design/methodology/approachThe paper is descriptive in nature.FindingsPortugal emerged from a long period of monarchy and dictatorship, profited from being a EU member, and libraries are now exploiting the advantages of information technology particularly for the benefit of remote users.Originality/valueThis is probably the first overview of historical and recent developments in document supply in Portugal.

Pictorial assembly instructions are a common element of many consumer products however there is very little research published about their design, particularly regarding the creation of effective illustrations. This paper reviews published work that offers best practice guidelines for the design of pictorial assembly instructions. The application of the guidelines is discussed in the context of a project to design assembly instructions for a flat pack wheelchair for distribution in developing countries. The paper will present findings from diagnostic testing with users in Sri Lanka.
