Development policy, Western Europe and the question of specificity

In the Anglophone literature on local and regional development policy there are tendencies to overextension of claims from one side of the Atlantic to the other, or there is no comparative framing at all. As a result the specificity of the West European case tends to be lost. In contrast with the USA, the West European instance is very different indeed. Although there have been changes since the postwar golden years of urban and regional planning, central government remains crucial in the structuring of local and regional development and has given expression to counter-posed class forces: regional policy was historically an aspect of the welfare state as promoted by the labor movement, while urbanization policy has been much more about the forces of the political right. In the USA, by contrast, local governments and to a lesser degree, the states, have been and continue to be supreme; in contrast to Western Europe, location tends to be much more market-determined, with local and governments acting as market agents. Class forces have seemingly been much weaker, territorial coalitions occupying the center ground. As a first cut, these differences have to do with state structure: the Western European state is far more centralized, facilitating the implementation of policies that are relatively indifferent to local specificity, while in the USA the converse applies. State structures, however, are parts of broader social formations and reflect the different socio-historical conditions in which West European societies, on the one hand, and their American counterpoint, on the other, have emerged.

It has been attempted to make an empirical study of the framing of the Jewish pogroms upon the Ukrainian terrains in 1919 in the Ukrainian press in the West European languages in Europe (1919―1920s). For the first time, in the communication and media studies discourses, there have been elicited new, previously unknown, findings of specificity of the framing of the Jewish pogroms in the Ukrainian foreignlanguage periodicals. Those were: «Bulletiner fra det Ukrainske Pressburo» (Copenhagen, 1919—1920s), «La Voce dell “Ucraina”» (Roma, 1919—1920s), «The Ukraine» (London, 1919—1920s), «Bureau Ukrai nien de Presse: Bulletin d’Informations» (Paris, 1919—1920s), «France et Ukraine» (Paris, 1920), «L’Europe Orientale» (Paris, 1919—1920s), «Die Ukraine» (Berlin, 1918—1926s). First, it has been elucidated that the «attribution of responsibility» frame was dominant in the content of the Ukrainian foreign-language press in Western Europe. Second, the conclusion about dialectic of the frames of «attribution of responsibility» and «morality» in the coverage of the Jewish pogroms upon the Ukrainian terrains has been made. In this regard, we conclude that the «morality» frame was connected with the internationalization of this problematic in the geopolitical discourse of international relations of the postwar period. On the contrary, the frame of «attribution of responsibility» was linked to localization of the Jewish question in the multilateral conflict on the Ukrainian territories in 1919. The main conclusion of this paper is that the coverage of the Jewish pogroms in the Ukrainian foreign-language press in Europe was made primarily in counterpropaganda purposes. The follow-up studies are to make a comparative study of the stereotypes about Jews’ perception in the Ukrainian-language press both in Ukraine and abroad (in Europe or the USA), as well as in the West European and American press of the Ukrainian Revolution period (1917―1921s). Thus, these future studies will either refute or confirm the validity of the findings and conclusions of this research. The problem of power decentralization is up to date in a modern political science. We can trace its historical genesis first in European and further in the USA political ideas. Decentralization of power was considered along with the study of a perfect state system, civil society and local self-government. It is argued that the major part of successful process of power decentralization in the Western Europe was due to the idea nature for their political culture. The article attempts to retrace the history of the idea of power decentralization. As a background of the investigations of such thinkers as J. Bodin, J. Althusius, J. Locke, J.-J. Rousseau, C.-L. Montesquieu, R. Owen, C. Fourier, J. S.Mill, T. Jefferson, A. de Tocqueville and M. Dragomanov were thoroughly investigated. The paper also considers the modern definitions of power decentralization. Likewise the value of structural functionalism, symbolic interactionism and constructivism are argued in terms of further surveys of power decentralization. To conclude, the author opines that civil servants training, their theoretical teaching and moral education have to become the main objectives in perspective investigations. Furthermore, the success of power decentralization depends not only on devoting authority by central government, but also on capacity of its implementation by deputies on the local level. Independence of Regional Development in regional autonomy is the ability of local governments to self-finance government activities, development, services to the community and manage regional finances, especially Regional Original Income (PAD) and Economic Growth Levels without relying mostly on assistance from the central government. This study aims to determine the effect of local taxes, levies and the level of economic growth on the independence of regional development in CIAYUMAJAKUNING regencies / cities for the 2011-2018 period, either partially or simultaneously. The variables used in this study are Local Taxes, Retribution, Economic Growth Rate and Regional Development Independent Ratio obtained from the website of the Directorate General of Financial Balance (DJPK) and the website of the Regency / City Central Statistics Agency (BPS) in West Java. The analytical method used is descriptive analysis method and verification. The sample selection in this study used the saturated sample method, and the samples from this study were 5 districts / cities, namely Cirebon City, Cirebon Regency, Majalengka Regency, Indramayu Regency and Kuningan Regency in the 2011-2018 period so that 40 sample data were obtained. The analytical tool used in this research is simple linear regression analysis. The results of this study indicate that Retribution has a significant effect on the Independence of Regional Development.

Many important changes occurred in the Russian Federation's foreign policy since 2000s with Putin's coming to power. Although the foreign policy is defined as pragmatic during this period, it is in fact ideologically constructed on the basis of the concept of “sovereign democracy.” The concept constitutes in the same time the source of loyalty of the Russian reelpolitik towards the West, especially the USA and of the Russian anti-globalist policies. The aim of this chapter is to analyze the intellectual, normative, and conceptual dimensions of the “sovereign democracy” concept that could serve to conceive the foreign policy practice of the Russian Federation, on the one hand, and on the other hand its dialectical relationships with the West in the era of globalization.

Indonesia in the aftermath of Reformation, the relationship between powers of central and local governments has shifted the paradigm in which the power of central government has been transferred from centralized-authoritarian to decentralized-autonomy. One of decentralized powers of local government is by providing the power to self-regulate without certain interventions from central government, including the initiative to establish bylaws (Peraturan Daerah) as the results of local autonomy.  In further development of autonomy, however, the wider decentralization and autonomy attached to local governments has been responded differently. One of such responses is the establishment of sharia bylaws in which they result in problems in the Indonesian constitutional law system. From constitutional views, bylaws in local governments other than Aceh province violate citizen’s constitutional rights by which those are not accomodated in the hierarcy of national regulations. On the other hand, however, the establishment of sharia bylaw is important as an attempt to nurture social morality. Accordingly, there should not be abandonment regarding the establishment of sharia bylaws in several local governments other than Aceh province. But, the reaffirmation is needed relating to the position of sharia bylaws in the constitutional perspective which is not only seen formally, but also materially. <p><em>The implementation of regional autonomy resulted in each region to be able to manage their finances independently. This is one way the central government to remove the dependency of local governments to the central government. Thus requiring local governments to explore the sources of local revenue in order to finance regional development. In an effort to increase local revenues derived from the PAD is determined by economic factors or economic potential which has the prospect to be developed for each area. While the economic progress of a region heavily dependent on the development efforts undertaken by the government in providing public facilities to support economic activity. so it needs to be studied further economic growth in East Java, which increased from year to year, is also accompanied by an increase in revenue (PAD) as one source of income in financing regional development. The result indicates the role of the revenue (PAD) in the Regional Budget (APBD) of East Java Province indicates that there is still very small, with an average of 15.47% of the total revenue budget. This means that the level of dependence of local governments on the central government is still high. Although the results of regional revenue projections indicate that component has been great in their contribution of the reception area, which amounted to 69.52%. Using the ordinary least squre method, the result of regression correlation are insignificant. This means that the regional gross domestic product does not have an effect on revenue of East Java Province. If an increase or decrease in regional gross domestic product will not increase or decrease revenue amount. This means that there is no significant relationship between economic growths towards the reception of the revenue.</em></p><p align="left"><em> </em></p><p><strong>Keywords: </strong>economic growth, revenues (PAD), Regional Budget (APBD), Gross Domestic Product (GDP).</p>

The Bitung Special Economic Zone (SEZ) is a regional development policy specially devised to drive economic growth based on well-set-up infrastructures, and incentives. The role of central government in supervising the policy is very important in coping with each negative impact, both economic as well as social. The sole purpose of this qualitative research is to study the implementation of the regional development policy of Bitung as a Special Economic Zone. The analysis had been carried out with a case study approach, and then descriptively elaborated, and resulted in the finding of: (1) the previous development and infrastructure blueprint at the Bitung City level have so far been in line with the SEZ; (2) the SEZ has so far been attracting industry-based investment and creating work for the labors; (3) the formulated local regulations have been considered enough in giving legal security toward investment; (4) the establishment of Bitung as an SEZ has been considered as a sound strategic policy; and (5) the readiness of Bitung as an SEZ has been deemed adequate, despite the facts that it still needed minor adjustments in a few aspects, such as: better socialization, acceleration of land relinquishment, and increasing electricity/power.Keywords: Policy, Bitung Determination, Special Economic Zone (SEZ).Kawasan Ekonomi Khusus (KEK) Bitung merupakan kebijakan pengembangan wilayah dalam mendorong pertumbuhan ekonomi yang didukung infrastruktur berkualitas, serta pemberian kemudahan (insentif). Penelitian kualitatif ini bertujuan untuk mengkaji implementasi pembangunan ekonomi dan penetapan kebijakan Bitung sebagai KEK. Analisis kajian dilakukan menggunakan pendekatan studi kasus, yang dipaparkan secara deskriptif. Hasil penelitian menunjukkan: (1) pembangunan yang telah ada maupun pengembangan rencana infrastruktur pada kawasan Kota Bitung sudah mendukung KEK; (2) KEK Bitung telah menciptakan investasi berbasis industri dan penyerapan tenaga kerja; (3) regulasi lokal yang dibentuk sudah memberikan kepastian hukum kepada investor; (4) Penetapan KEK Bitung merupakan kebijakan strategis pemerintah yang tepat; (5) kesiapan Bitung menjadi KEK secara umum sudah memadai, tetapi masih perlu untuk melaksanakan: sosialisasi kepada masyarakat, percepatan eksekusi pembebasan lahan, dan penambahan daya listrik.Kata kunci: Kebijakan, Penetapan Bitung, Kawasan Ekonomi Khusus (KEK).

The term Orientalism has long been used to describe constructed interpretations of the Eastby the Westerners. Nowadays, these stereotypes most frequently apply to Arabs and Muslims, as wellas others who find themselves in conflicts with the USA. At an appropriate historical moment, a singlestory can have a devastating influence on our perception of the Other. One example is the book byBetty Mahmoody, Not Without My Daughter, which was released in a period when the West showedan increased interest in the Iranian culture due to various conflicts in the region. The story of a womanand her daughter, who are held captive in Iran and finally make a heroic escape, became more than justa true story of one individual. Instead of focusing on problems which need to be discussed, like therole of women in Muslim societies, it exposed a number of condemning cultural, ethnic and religiousstereotypes about the East.

Our article focuses on a corpus of crime television series reflecting upon differences between western and eastern Europe – a phenomenon that we will address as the ‘West–East slope’. The series figure as instances of the struggle for recognition at the level of the social imaginary, between western and eastern Europe. Addressing the double logic of the western narrative on eastern Europe and the eastern narrative of western Europe, one of our main findings is that the recognition aesthetics of eastern Europe produced a multi-layered representation of the West varying from country to country. On the other hand in western productions, there is still a bias towards a more politically correct image of easternness, a state of affairs that is questioned by eastern European attempts to produce their original contents.
