Reinvigoration of BIMSTEC and India’s Economic, Strategic and Security Concerns

This article contends that India’s efforts for the reinvigoration of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) are the result of an amalgam of its Act East and Neighbourhood First policies’ objectives. Since 2014, India has been trying to rejuvenate the BIMSTEC to exploit the untapped trade opportunities, promote energy and food security and also boost the development of its North Eastern region by enhancing infrastructural connectivity with South East Asian countries and promoting greater economic integration in the Bay of Bengal region. Its strategic interests and security concerns, especially to build the pressure on Pakistan, counter China’s forays into its strategic backyard and ensure the security of the North Eastern region, have also resurged India’s interests in the revival of BIMSTEC. Like South Asian Association for Regional Cooperation (SAARC), there are some hurdles in the way of BIMSTEC, for instance its image of an India-dominated bloc, India’s bilateral differences with other BIMSTEC countries from South Asia, especially with Bangladesh and Nepal, and bilateral disputes between other member countries, particularly Bangladesh and Myanmar and Thailand and Myanmar.

Significance Prime Minister Narendra Modi last month visited the Maldives and Sri Lanka, shortly after his election victory and reinauguration. Leaders of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) had been invited to his swearing-in ceremony. When Modi came to power in 2014, invitations to his inauguration were sent to leaders of all countries in the South Asian Association for Regional Cooperation (SAARC). Impacts India will try to improve infrastructure in its north-eastern states to facilitate integration with mainland South-east Asia. Delhi will seek support from Tokyo and Washington to execute development projects in the region. Pakistan in its diplomacy will turn more pronouncedly towards China and Saudi Arabia.

Bay of Bengal and Andaman Sea (BoBAS) constitutes a single economically integrated region. Though for the strategic purpose, India looks at Bay of Bengal (BoB) separated from the Andaman Sea (AS). Since 2000, India has been making an effort to integrate its north-eastern region to the vibrant economies in Southeast Asia. In this context, BoBAS becomes significant to emerge as an economically integrated region that has the potential for growth. Most of the countries, except for Myanmar, have witnessed 6–8 per cent growth for the past 10 years. They face similar maritime security threats, issues of terrorism and drug trafficking. Over the past few years, the countries of the region have invested on establishing connectivity network and are ready to cooperate on blue economy as a part of sustainable development. Several bilateral and multilateral cooperations that exist suggests that the region will emerge as an integrated economic and security zone in the future.

This chapter presents the results of an online perception survey of South Asian and East Asian opinion leaders defined as representatives of the academia, government officials, business, and media. The objective of the survey was to assess the views of the stakeholders in SA and EA on the relative strengths of the key findings of the earlier chapters of the book. A sample of 5,300 respondents was selected and the survey was undertaken to assess the views of opinion leaders on findings and recommendations of the above chapters. Are the findings and recommendations robust? Among the questions asked were: What are the benefits and costs of SA/EA integration? What are the respective roles of market-led versus regional cooperation policies? Could SA/EA integration be an example of ‘open’ regionalism? What are the policies that SA should adopt under their LEP2 to link themselves with production networks in EA? What is the role of connectivity? What are the factors that have led to the revival of land connectivity or old South-western Silk Road in Asia? Should efforts to promote ASEAN–India connectivity be supported? Should the membership of East Asian institutions be expanded to cover South Asian countries or should South Asia establish its own institutions? In particular, should India be invited to join the various ASEAN+3 initiatives for financial cooperation? Should South Asian countries (other than India) be invited to join the negotiations for the Regional Comprehensive Economic Partnership? Why is the level of economic integration in SA low and can SA–EA integration reinvigorate economic integration in South Asia?

The Bodo of the North Eastern region of India have their own kinship system to maintain social relationship since ancient periods. Kinship is the expression of social relationship. Kinship may be defined as connection or relationships between persons based on marriage or blood. In each and every society of the world, social relationship is considered to be the more important than the biological bond. The relationship is not socially recognized, it fall outside the realm of kinship. Since kinship is considered as universal, it plays a vital role in the socialization of individuals and the maintenance of social cohesion of the group. Thus, kinship is considered to be the study of the sum total of these relations. The kinship of the Bodo is bilateral. The kin related through the father is known as Bahagi in Bodo whereas the kin to the mother is called Kurma. The nature of social relationships, the kinship terms, kinship behaviours and prescriptive and proscriptive rules are the important themes of the present study.

Background: Malaria is endemic in various parts of India particularly in the North- Eastern states with Plasmodium falciparum-the most prevalent human malaria parasite. Plantderived compounds have always received tremendous importance in the area of drug discovery and development and scientific study of traditional medicinal plants are of great importance to mankind. Objective: The present work deals with the computational study of some antimalarial compounds obtained from a few medicinal plants used by the tribal inhabitants of the North-Eastern region of India for treating malaria. Methods: In silico methodologies were performed to study the ligand-receptor interactions. Target was identified based on the pharmacophore mapping approach. A total of 18 plant-derived compounds were investigated in order to estimate the binding energies of the compounds with their drug target through molecular docking using Autodock 4.2. ADMET filtering for determining the pharmacokinetic properties of the compounds was done using Mobyle@RPBS server. Subsequent Quantitative-Structure Activity Relationship analysis for bioactivity prediction (IC50) of the compounds was done using Easy QSAR 1.0. Results: The docking result identified Salannin to be the most potent Plasmepsin II inhibitor while the QSAR analysis identified Lupeol to have the least IC50 value. Most of the compounds have passed the ADME/Tox filtration. Conclusion: Salannin and Lupeol were found to be the most potent antimalarial compounds that can act as successful inhibitors against Plasmepsin II of P. falciparum. The compounds Salannin and Lupeol are found in Azadirachta indica and Swertia chirata plants respectively, abundantly available in the North-Eastern region of India and used by many inhabiting tribes for the treatment of malaria and its symptoms.

To the North Eastern Region (NER) of India, lie the unexplored states of the Indian Union. This region holds a unique place in the federal structure of India. This article attempts to scrutinise the diversity of NER, along with the potential of the National Cadet Corps (NCC) as a medium to change, uplift and assimilate it with pan India. The article aims to comprehend how NER can accommodate the regional identities and cultural affinities with Indian mainstream identity through the intervention of NCC at college and university level. The methodology of this article is based on secondary resources such as published books, journals, web pages, reports, newspapers and online sources. The article is analytical and descriptive in nature based on thematic approach.

The Sunamganj district is covered by major Haor systems in the north-eastern region of Bangladesh. Flash flood is the most commonly occurring water related disaster in the Haor areas. During the flash flood it is very common that people lost their primary agricultural productions which are the only source of their livelihood. The present study focuses on the effects of 2017 early flash flooding on rice and fish production of Sunamganj Haor areas. The flood caused enormous damage to agriculture such as rice especially Boro rice and fish production on which the Haor dwellers rely upon for their livelihood. The total affected land of Boro rice cultivation in Haors of Sunamganj was 149,224 hectare and the total amount of damaged rice was 393,855 metric ton (MT). The total number of affected farmers was 315,084. The early flash flood also affects the quality of Haor water which caused the death of fishes. The total amount of damaged fish was 49.75 MT and the loss was 158.70 lakh taka. The total number of affected fishermen was 44,445. This findings could be very useful for the environmental scientists to predict the probable future effects on agricultural production due to early flash flood events in Sunamganj Haors areas.
