In the aftermath of the 2009 national elections in India a number of commentators observed that Indian party politics is a dynastic affair. Why is this the case? This paper claims that absence of a party organization, independent civil society associations that mobilize support for the party, and centralized financing of elections has led to the emergence and sustenance of dynastic parties in India. The paper assesses the impact of dynastic parties and shows that not only are party systems more volatile when parties are dynastic but more important, dynastic parties serve to make the political system less representative.

AbstractThis article compares Indonesia's party systems of the 1950s and the post-Suharto period. It explores the question of why the party system of the 1950s collapsed quickly, while that of the contemporary polity appears stable. Challenging established assumptions that party systems fail if their individual parties are weakly institutionalised, I submit that the fundamental difference between the party politics of the 1950s and today's democratic system is related to the character of inter-party competition in both periods. While inter-party contestation in the 1950s took place at the far ends of the politico-ideological spectrum, the competition between parties in the contemporary democracy exhibits centripetal tendencies, stabilising the political system as a whole.

AbstractThis paper examines the internal dynamics of Korean political parties to understand why the minority coalition government of Kim Dae-jung suffered from political stalemate or deadlocks in the legislature. It shows that a focus on the size of the government in terms of a majority status in the legislature does not offer a convincing explanation of why the Kim Dae-jung administration slid towards ungovernability. Instead better insights come from an analysis of party organization, an aspect of party politics rarely examined through in-depth analysis. The paper shows that in terms of the key dimensions of organization (leadership type, factionalism, funding, linkage role) Korean political parties fail to connect citizens to the political system.

This article analyses the impact of constitutional referendums on the political system in Italy. There were three constitutional referendums conducted in 2001, 2006 and 2016. All of them have been organised by the ruling parties, however, only the first one was successful. In the subsequent referendums, the proposals for amending the constitution have been rejected by voters. The article finds that lack of public support for the government resulted in voting „no” in the referendum.

This article investigates the impact of Brexit on the British political system. By critically engaging with the conceptualisation of the Westminster model proposed by Arend Lijphart, it analyses the strains of Brexit on three dimensions developed from from Lijphart’s framework: elections and the party system, executive– legislative dynamics and the relationship between central and devolved administrations. Supplementing quantitative indicators with an in-depth qualitative analysis, the article shows that the process of Brexit has ultimately reaffirmed, with some important caveats, key features of the Westminster model: the resilience of the two-party system, executive dominance over Parliament and the unitary character of the political system. Inheriting a context marked by the progressive weakening of key majoritarian features of the political system, the Brexit process has brought back some of the traditional executive power-hoarding dynamics. Yet, this prevailing trend has created strains and resistances that keep the political process open to different developments.

The article deals with the mechanism of impact of sociopsychological phenomena such as the national character and the political mentality in the construction and functioning of civil society. It aims to show the impact of climate, religion, and the perception of happiness on the state of civil society through details of a national nature. The main research method is to compare data from global research on the state of civil society with data from climatic conditions, dominant religions, and happiness indices. The article proves coincidently that these factors are reflected in such essential characteristics of civil society as "openness" and "closed-mindedness". The interaction between the national character and the construction of civil society has two stages. It is concluded that the results obtained are important to evaluate the prospects for the construction and development of civil society in different countries and regions of the world. Further research in this direction involves the study of other aspects of the impact of national character and political mindset on the functioning of civil society.

This article considers the impact of terror and fear on the political health of liberal democratic societies. It examines the strategic use of terror to produce a politics of fear through an exploration of current Western reactions to terrorism. The argument is developed through a presentation of a three-part map of the politics of fear constituted by the instigation of fear, the (attempted) eradication of fear and the management of fear. Central to this presentation is an analysis of the destabilising effects the introduction of terror has on civil society and government, and of the effective ways of responding to it. Running through the presentation is an analysis of the constitution of terror and fear, their relationship to each other and to the general insecurities which beset liberal democracies.

The convergence of television with Internet technologies has renewed the discussion about a new era of political communication. The adoption of Internet communication regulations in television programs has created a new hybrid model of “Internetized Television.” This hybrid model aims to reverse the passivity of television democracy, supporting a more active political participation by citizens. In this paper, an extensive empirical study of certain variables relating to participation in internetized television was conducted, focusing, in particular, on the impact of this new medium during the 2007 national elections in Greece, when a specific broadcast was aired on TV, namely the “Skai-YouTube Debate.” Based on the results of the authors’ survey, an in-depth theoretical discussion of the political and communicative challenges imposed by this form of internetized television was conducted.

This article develops a theoretical framework to consider the symbiotic relationship between civil society, social movements and the Irish state. Civil society, largely through social movements, laid the foundations for an independent Irish state in the half-century before independence. Following independence, the nature of the civil society–state relationship changed; civil society became much more dependent on the state. The article empirically traces the nature of society's relationship to the state since the 1920s, and examines the nature of the political system and its major political party, Fianna Fáil, the structure of the economy, and the dominance of particular understandings of the role of civil society and the nature of society itself. The period since the advent of social partnership in 1987 is examined; this period marks a new attempt by the state to co-opt organised civil society making it subservient to its project of the imposition on society of the requirements of global corporate profit-making. The more forceful implementation of a global free-market project by the Irish state since the 1980s, and the co-option of organised civil society into this project, has left huge space for an alternative to emerge, the potential of which was indicated by the success of the ‘No’ campaign in the 2008 Lisbon referendum campaign.

Four moments can be identified in the development of LGBT activism in France: the tensions between private actions and acting publicly (1954–1974), the movement as an activist project (1974–1989), the first attempts of institutionalization (1989–1994), and the emergence of a space of LGBT activism (1994–2013). These moments are identified based on the nature of the collective action, the internal structure of the movement, the representativeness of national collectives, and the political plurality of the community of the LGBT movement. They show the nonlinear trajectory of the LGBT movement in France and confirm that the project of an LGBT movement, a structured and representative national organization, has never been fully achieved in the country. Two characteristics of the French political and social system contribute to explain this situation: a strong and inaccessible state that transcends civil society, and the impact of Republicanism. The closure of the French state, which restricts the opportunities available to activists, has had a significant impact on activism. It not only contributes to the individualization of protest, but also leads to a radicalization of activism, a limited duration of groups over time, and a lack of centralization, institutionalization, and NGOization of social movement organizations. This closure partly results from the Republicanist ideology, which requires the state to transcend civil society groups and the particular interests they would defend in favor of so-called general will. If the development of Republican ideas has historically facilitated the development of LGBT rights, Republicanism has more recently prevented LGBT activists from articulating a specific political identity.

In recent times the historiography of the Wilhelmine Reich has clearly reflected the influence of Eckart Kehr and of later historians who have adopted and developed his work. The Rankean dogma of the Primat der Aussenpolitik (primacy of foreign policy) has been replaced by a new slogan, Primat der Innenpolitik (primacy of domestic policy). The resultant interpretive scheme is by now quite familiar. The social structure of the Bismarckean Reich, it is said, was shaken to its foundations by the impact of industrialization. A growing class of industrialists sought to break the power of the feudal agrarian class, and a rapidly developing proletariat threatened to upset the status quo. The internecine struggle between industrialists and agrarians was dangerous for both and for the state, since the final beneficiary might be the proletariat. Consequently agrarians and industrialists closed their ranks against the common social democrat enemy and sought to tame the proletariat, which had grown restive under the impact of the depression, by means of a Weltpolitik which would obviate the effects of the depression, heal the economy, and vindicate the political system responsible for such impressive achievements. Hans-Ulrich Wehler and others call this diversionary strategy against the proletarian threat social imperialism; and this, it is said, is the domestic policy primarily responsible for Wilhelmine imperialism.
