The discursive domain of (in)security is integral to nationalist populism, as documented in the political rhetoric of Donald Trump. This article combines insights from political psychology on blame attribution with scholarship in International Relations on security narratives to show how the reframing of national identity through a populist security imaginary elevated internal ‘enemies of the people’ to an ontological status of equal, or even superior standing to that of external threats to national security. Portraying internal and external Others as equally existential threats endangering the ‘real’ United States informed both foreign policy choices and mobilised voters through an affective persuasion of audiences, actively dividing society for political gain. Populist appeals to resentment, fear, and anxiety constituted a shared affective space between Trump and his followers that provided a source of mutual ontological reassurance and the legitimation of America First measures from immigration restrictions to trade protectionism and a Jacksonian foreign policy.

The “will of the (national) people” is the ubiquitously invoked reference unit of populist politics. The essay tries to demystify the notion that such will can be conceived of as a unique and unified substance deriving from collective ethnic identity. Arguably, all political theory is concerned with arguing for ways by which citizens can make e pluribus unum—for example, by coming to agree on procedures and institutions by which conflicts of interest and ideas can be settled according to standards of fairness. It is argued that populists in their political rhetoric and practice typically try to circumvent the burden of such argument and proof. Instead, they appeal to the notion of some preexisting existential unity of the people’s will, which they can redeem only through practices of repression and exclusion.

The main objective behind the parliamentary practice of Question Period is to ensure that the government is held accountable to the people. Rather than being a political accountability tool and a showcase of public discourse, these deliberations are most often displays of vitriolic political rhetoric. I will be focusing my research on the ways in which incivil political discourse permeates the political mediascape with respect to one instance in Canadian politics - the acquisition of the F-35 Lightning II Joint Strike Fighter. I believe that incivility in the political discourse of Question Period must be understood within the mechanics of the contemporary public sphere. By interrogating the complexities of how political discourse is being mediatized, produced and consumed within the prevailing ideological paradigms, I identify some of the contemporary social, cultural and political practices that produce incivility in parliamentary discourse.

Данная статья освещает специфику языковых средств, используемых в немецких СМИ для создания образа политического деятеля. Поскольку средства массовой информации обладают мощнейшим манипулятивным действием, они играют ведущую роль в формировании массового сознания и социального мнения. В СМИ специально создаются политические образы не только отдельных представителей власти, но и государств в целом. Политический имидж лидеров стран влияет на развитие международных отношений: от положительной или негативной окраски того или иного государственного деятеля напрямую зависит успешность проведения внешней политики страны. Цель статьи - рассмотреть на примере двух немецких политиков, Сары Вагенкнехт и Аннегрет Крамп-Карренбауэр, языковые средства создания имиджа, формирующие у аудитории данных деятелей субъективное мнение о них. СМИ выступает мощнейшим оружием в данном вопросе, придавая особую значимость тем или иным высказываниям политиков. Выражая собственную оценку, средства массовой информации незаметно влияют на сознание и суждения людей. Предмет исследования - средства выразительности, которые оказывают воздействие на создание положительных или негативных медиаобразов политиков Германии. Актуальность темы проявляется в необходимости правильно трактовать тонкости речи и письма, которые могут формировать оценочные мнения о том или ином политическом деятеле. This article considers the issues of language means of creating the image of a politician used in the German media. Since the media have a powerful manipulative effect, they play a leading role in creating mass consciousness and social opinion. In the media, political images are specially formed not only of individual representatives of the government, but also of the state as a whole. The political image of the leaders of states have the influence the development of international relations: the success of the country's foreign policy directly depends on the positive or negative coloring of a statesman. The purpose of the article is to examine, using the example of two German politicians, Sarah Wagenknecht and Annegret Kramp-Karrenbauer, as language means for creating an image, forming a subjective opinion of them among the audience. The media act as a powerful weapon in this matter, attaching particular importance to certain statements of politicians. Expressing their own assessment, the media imperceptibly affect the consciousness and judgments of people. The subject of the research is the means of expression that influence the creation of positive or negative media images of German politicians. The relevance of the topic is manifested in the need to understand the intricacies of speech and writing, which can form evaluative opinions about a concrete political figure.

This chapter describes the tension between democratic decision-making procedures and constitutional judicial review. It shows that the liberal values that justify a democratic self-government may also vindicate some limits on majoritarian decision-making procedures, but not necessarily in the form of the current constitutional regimes. The chapter argues that constitutional courts are not a necessary feature of a liberal regime. It also acknowledges that democratic decision-making has many defects. These defects concern the fate of persistent vulnerable minorities, the tendency towards short-sightedness, a similar tendency to downplay people's rights and liberties for the sake of greater economic gains or in the force of external threats, and finally the dangers of populism and anti-liberal politics gaining ground within a democratic system. The chapter then depicts courts as essentially conservative institutions which are not — and cannot be — as counter-majoritarian as depicted by legal scholars, mainly because their legitimacy and the acceptance of their decisions depends on the people. It contends that the acceptance and efficacy of judicial review is context dependent, but that some fights still need to be fought in the political, not the legal arena.

Abstract This article examines the complementarities among Laclau and Mouffe’s discourse theory, Bourdieu’s notions of habitus and field, and Huysmans’s conception of discursive security strategy as a mediator of people’s relation to death. The interplay among these theories explains how hegemonic security discourses emerge. The self-referential aspect of the Copenhagen School’s Securitisation Theory (ST) does not contradict the existence of a relation of forces among securitising actors and audiences in given security fields, based on the ownership of social capital. This article rejects the theoretical positions adopted by Bigo, Tsoukala and Balzacq in terms of which ST is regarded as intersubjective. Utilising the discourse theory of Laclau and Mouffe, it is possible to verify how hegemonic security discourses are determined. Bourdieu’s concepts of habitus and field and Huysmans’s premises about security strategy also have implications for ST, mainly for the discussions about whether it has an intersubjective or self-referential aspect. As discourses of danger construct the political identities of states, the study of their influence on foreign policy is relevant to international relations. This article concludes that when the degree of otherness gets closer to the radical Other, extraordinary measures are easily tolerated by the agents involved in the securitisation process.

Abstract Employing a discursive understanding of populism and combing it with insights of poststructuralist international relations theory and Lacanian psychoanalysis, this article examines the conceptual links between foreign policy and populist forms of identity construction, as well as the ideological force that populism can unfold in the realm of foreign policy. It conceptualizes populism and foreign policy as distinct discourses that constitute collective identities by relating Self and Other. Identifying different modes of Othering, the article illustrates its arguments with a case study on the United States under Donald Trump and shows how the Trumpian discourse has used foreign policy as a platform for the (re)production of a populist-nationalist electoral coalition. Unlike common conceptions of populism as an ideology that misrepresents reality, the article argues that the discourse develops its ideological appeal by obscuring the discursive construction of social reality and thereby promising to satisfy the subject's desire for a complete and secure identity.


Subject UK foreign policy. Significance Last week the EU and United Kingdom published their negotiating objectives for the future relationship. The European Commission’s negotiating mandate largely reflects the Political Declaration, including a desire for close formal cooperation in defence, security and foreign policy. The United Kingdom’s objectives indicate that it wants less formal cooperation as it seeks to de-institutionalise its relationship with the bloc. Impacts The economic impact of Brexit could cut the size of the UK defence budget, which has already fallen more than 10% in real terms since 2010. The absence of formal channels of EU-UK cooperation and coordination could result in a weakening of the EU’s sanctions regime on Russia.  The re-election of US President Donald Trump would herald a further four years of transatlantic tensions.

The article treats one of A. F. Kerenskii’s most important speeches, the speech of 29 April 1917, known to historians for its reference to ‘rebellious slaves.’ It examines the speech’s political significance by reconstructing its reception and political currency and by analyzing its effect on the revolution’s political culture. The article compares variants of the speech as reported in the political press, resolutions and collective letters printed in the press, and also Kerenskii’s personal documents bearing on the speech. The article demonstrates that Kerenskii’s speech was a part of his tactical effort to create a coalition government on conditions favorable to him. The speech had a major impact on the political rhetoric of the revolutionary epoch, with various participants in the political arena manipulating Kerenskii’s reference to ‘rebellious slaves’ for their own purposes. The address contributed to the formation of a personality cult, built on Kerenskii’s image as ‘leader of the people.’

But since the Red Sea parted for Moses and the sun obligingly paused for Joshua, the human will has been unable to recapture the control over topography and climate exhibited by those forceful gentlemen, and it is probably safe to say that it was by Russian geography rather than by men that the diminutive Corsican was finally defeated. If he is still living, there is at Waterloo even today a loyal guide who asserts with unshakable conviction that neither genius nor skill but a swampy ditch gave that victory to Wellington.Unfortunately for the political scientist with a fondness for simplification, but fortunately for the statesman striving to overcome the geographic handicaps of his country, neither does the entire foreign policy of a country lie in geography, nor does any part of that policy lie entirely in geography. The factors that condition the policy of states are many; they are permanent and temporary, obvious and hidden; they include, apart from the geographic factor, population density, the economic structure of the country, the ethnic composition of the people, the form of government, and the complexes and pet prejudices of foreign ministers; and it is their simultaneous action and interaction that create the complex phenomenon known as “foreign policy.”

The relevance of this research is defined by the need for analyzing the historical experience of adaptation of foreign economic activity of the Soviet State to the challenges of Western policy deterrence, the imperatives of which are being applied to Russia in the current context. The subject of this research is the Soviet grain procurement crisis and foreign policy ways for its overcoming. The object of this research is trade and diplomatic relations between the Soviet Union and the United States. The scientific novelty lies in elaboration of the concept of “commercial diplomacy” – the foreign economic activity of the USSR government aimed at solution of the domestic problems and tasks of modernization. Leaning on the newly introduced sources, the conclusion is made that the policy of commercial diplomacy implemented by the Soviet Union suggested the use of international dialogue within the framework of cooperation between the governments and public-private business circles on achieving the economic goals associated with the national interests of the Soviet Union. The critical need for grain procurement, discovery of the oil resources potential, and détente in the international relations between the two superpowers led to a new round in the Soviet Union – United States relations. It is underlined that grain and oil manifested as the factor of maintaining domestic political stability and the object of foreign policy exchange. The article answers the question: how the grain procurement problem has transformed from the economic into social issue, and the grain import has become the vulnerable spot of the Soviet Union in the ideological confrontation with the United States, and the object of international relations.
