LANGUAGE MEANS OF CREATING POLICIAN’S IMAGE (ON GERMANY MEDIA MATERIALS)

Данная статья освещает специфику языковых средств, используемых в немецких СМИ для создания образа политического деятеля. Поскольку средства массовой информации обладают мощнейшим манипулятивным действием, они играют ведущую роль в формировании массового сознания и социального мнения. В СМИ специально создаются политические образы не только отдельных представителей власти, но и государств в целом. Политический имидж лидеров стран влияет на развитие международных отношений: от положительной или негативной окраски того или иного государственного деятеля напрямую зависит успешность проведения внешней политики страны. Цель статьи - рассмотреть на примере двух немецких политиков, Сары Вагенкнехт и Аннегрет Крамп-Карренбауэр, языковые средства создания имиджа, формирующие у аудитории данных деятелей субъективное мнение о них. СМИ выступает мощнейшим оружием в данном вопросе, придавая особую значимость тем или иным высказываниям политиков. Выражая собственную оценку, средства массовой информации незаметно влияют на сознание и суждения людей. Предмет исследования - средства выразительности, которые оказывают воздействие на создание положительных или негативных медиаобразов политиков Германии. Актуальность темы проявляется в необходимости правильно трактовать тонкости речи и письма, которые могут формировать оценочные мнения о том или ином политическом деятеле. This article considers the issues of language means of creating the image of a politician used in the German media. Since the media have a powerful manipulative effect, they play a leading role in creating mass consciousness and social opinion. In the media, political images are specially formed not only of individual representatives of the government, but also of the state as a whole. The political image of the leaders of states have the influence the development of international relations: the success of the country's foreign policy directly depends on the positive or negative coloring of a statesman. The purpose of the article is to examine, using the example of two German politicians, Sarah Wagenknecht and Annegret Kramp-Karrenbauer, as language means for creating an image, forming a subjective opinion of them among the audience. The media act as a powerful weapon in this matter, attaching particular importance to certain statements of politicians. Expressing their own assessment, the media imperceptibly affect the consciousness and judgments of people. The subject of the research is the means of expression that influence the creation of positive or negative media images of German politicians. The relevance of the topic is manifested in the need to understand the intricacies of speech and writing, which can form evaluative opinions about a concrete political figure.

Précis. In this volume, Thomas Wiegele addresses “current developments in biotechnology which in turn can be used to fashion a meaningful inclusion of biotechnology into theories about the behavior of nations” (p. 3). The primary audience is scholars of international relations. There are, however, two other intended audiences: foreign policy-makers and students (both graduate and undergraduate). The general tone aims to be objective, rather than polemical, despite the “political contentiousness” (p. 5) of the subject. The author's assumptions are that most readers will be “conversant with established theoretical and policy approaches in international relations” (p. 4) and that the book will not be used as a general textbook for the study of international relations.

AbstractThe need for a comprehensive reform of Finland's four laws of constitution has been discussed since the late 1960s. As a consequence of several substantial changes to the old constitutional laws and the political consensus to move the system of governance in a more parliamentary direction, a new Constitution was drafted during the 1990s and adopted by the Parliament in 1999. Finland's new Constitution integrates constitutional provisions into a single Constitution, and reduces the constitutional powers of the president of the republic. The new Constitution increases parliamentary control in foreign policy. It requires the president to co-operate with the government when directing Finland's foreign policy. It also requires acceptance by the Parliament of a wider range of international obligations. The system for the national organisation of matters concerning the European Union adopted in connection with Finland's accession to the Union in 1995 has also been confirmed by the Constitution, with the government and the Parliament being the main actors in that field.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. Kata Kunci: Media, Kesan Negatif, Cara-cara, Islam dan Prinsip-prinsip.

This chapter examines ideas about war, peace, and international relations over the century preceding independence, of which there were many more and in greater depth than widely supposed. It outlines how and why Indians first began to articulate views on the subject, and subsequently analyses these ideas. It proposes that, contrary to the opinion of some scholars, Indians thought carefully about the nature of international relations. Most importantly, it emphasizes the plurality of views on the subject, and explains how and why proponents of pragmatism in foreign relations came to be sidelined in the period immediately preceding independence. Several of the personalities developing notions of what a foreign policy for India should involve as of the early twentieth century, including India’s first Prime Minister, Jawaharlal Nehru, became important actors in formulating and implementing foreign policy post-independence.

With the advancement of power in 2002, the Justice and Development Party (AKP) has introduced revolutionary policies in Turkey in various realms, including foreign affairs. The new trend in the foreign policy focused on not having problems with neighbors. This could be possible or nearly possible theoretically but eliminating century-long and deep-rooted conflicts with some of the neighbors would not be easy in practice. The new idealistic/moralistic approach necessitated new ways of policy formulation based on mutual gains and unthinkable concessions on the part of Turkey. Ankara’s new approach had given a special importance to building bridges of trust with the neighbors, which also seemed attractive to the political leaders of the neighboring states. This idealistic/moralistic approach was vulnerable to the dynamic political and economic developments in the region and the world in general. The policy did not have a power of sustainability due to the various old, new, and emerging problems around Turkey and hence, the government had to give it up gradually and take a new course of foreign policy based on realistic approaches to defend its national interests.

Nos últimos anos, houve uma proliferação de livros e artigos sobre aspectos diversos da atuação internacional da China, como relações comerciais, investimentos, participação em novos fóruns multilaterais, questões de defesa, etc. Por outro lado, existe uma relativa ausência de textos introdutórios resumidos sobre a política externa do país, principalmente em língua portuguesa. O presente trabalho busca preencher essa lacuna por meio de uma análise de três aspectos centrais para se compreender a China na contemporaneidade sob lentes macro: 1) a existência de uma grande estratégia; 2) o desenho administrativo interno e os principais atores de política externa; e 3) os instrumentos à disposição para se perseguir os objetivos internacionais do país. Estudantes de graduação de Relações Internacionais – e de Ciências Sociais em geral – em estágio inicial de contato com temas sobre a China são o público-alvo, além de outros possíveis interessados no assunto.     Abstract: Over the last years there has been a proliferation of books and articles on various aspects of China's international performance, such as trade relations, investment, participation in new multilateral arenas, defense issues, etc. On the other hand, there is a relative lack of summary introductory texts on the country's foreign policy, mainly in Portuguese. This paper seeks to fill this gap by analyzing three central aspects to understand China in the contemporary world under macro lens: 1) the existence of a great strategy; 2) the internal administrative division and the main foreign policy actors; and 3) the instruments available to pursue the country's international objectives. International Relations undergraduate students – and those of Social Sciences in general – in the initial stage of contact with topics related to China are the target audience, in addition to other people interested in the subject. India played an active role in the liberation war of Bangladesh in 1971. The relation between the two countries remained cordial in the initial years but it soon soured with the coup d’etat of 1975. This also marked the rise of the anti-Indian elements in the Bangladeshi politics. This article makes a brief survey of anti- Indian elements that has remained a part and parcel of the political fabric of Bangladesh since 1971. It also looks into the ways in which the anti-India stance has been instrumental in garnering popular support to hold on to political power. The article begins with the background of the creation of Bangladesh and India’s active role in it which was followed by the friendship treaty signed between the two countries. Then it moves to the changing scenario following the coup d’état of 1975 which marked the visible changes within the polity of Bangladesh. The nature of nationalism underwent change moving from secularism to a religious character which found expression in the policies of the state. The military rule most often found it convenient to use the anti-Indian stance in order to please the fundamentalist elements of the country in its bid to garner popular support. The issues of water sharing, refugees and issues of fomenting possible insurgency with active support of India were highlighted. Even after the restoration of democracy, the anti-Indian factions remained active in opposing the government of Sheikh Hasina’s foreign policy with regard to India. Radical religious factions, who had throughout opposed the liberation war, still play a major role in fanning the anti-Indian sentiments in Bangladeshi politics.


3.8 The standard layout of a treaty A treaty, like English legislation, has a standard format. At the beginning of the treaty is a preamble setting out the main goals of the treaty and the aspirations of the parties. It is divided into clusters of items dealing with similar matters. Each cluster is called a title (which roughly equates with the division of an English statute into parts). Titles contain numbered items called Articles, each one setting out a basic rule or principle. Articles can be divided into paragraphs and subparagraphs. The numbering system is Arabic and it not as dense and complex as that used by English statutes. Figure 5.3: standard layout of a treaty 5.3.9 How do obligations entered into through treaties become part of English law? If the UK government wishes all, or part of a treaty, to become part of English law it must specifically incorporate the treaty, or part of it, into the English legal system via legislation. This legislation goes through the same procedures as any other piece of legislation. If the government expects the treaty to give rise to a range of other measures over time it will usually place sections in this legislation delegating the authority to make later legal changes to others (such as the minister of appropriate government departments). This saves time as there is no need for the full legislative process in Parliament. Whilst it is still the subject of parliamentary debate, it does have a fast track procedure. In relation to treaties becoming part of English law in this way, there is always the possibility that Parliament may refuse to enact the legislation, which would leave the government in an extremely difficult situation. However, the UK Parliament is usually controlled by the political party forming the government and the government would not risk the embarrassment of failure but would guage its position in Parliament prior to signature of a relevant treaty.

Editorials are a political force used by news media to fulfil its watchdog function in fragile democracies like the Philippines. However, they also serve as a platform to invite a more positive reading of strongman administration. Against the backdrop of media populism, the article will problematize how the Fourth Estate articulates its political stance by examining the tensions and complexities in editorials. It will highlight the ways the media deals with subjects and stories surrounding Rodrigo Duterte. Through an analysis of editorials of four leading dominant news outlets (Bulletin, Inquirer, Rappler, and Star), three meta-thematic categories of media frames are uncovered. First, character degradation frames delineate how the media denounces the ties of Duterte with other political actors, particularly the Marcoses and China’s Xi. Second, pro-establishment frames echo the optimistic mantra of the government amid crisis. And third, non-editorial frames exhibit the failure of media to publish watchdog-inspired editorials. Each of these categories has underlying frames that are indicative of the democratic potential, or lack thereof, of news media.

Abstract This article examines the complementarities among Laclau and Mouffe’s discourse theory, Bourdieu’s notions of habitus and field, and Huysmans’s conception of discursive security strategy as a mediator of people’s relation to death. The interplay among these theories explains how hegemonic security discourses emerge. The self-referential aspect of the Copenhagen School’s Securitisation Theory (ST) does not contradict the existence of a relation of forces among securitising actors and audiences in given security fields, based on the ownership of social capital. This article rejects the theoretical positions adopted by Bigo, Tsoukala and Balzacq in terms of which ST is regarded as intersubjective. Utilising the discourse theory of Laclau and Mouffe, it is possible to verify how hegemonic security discourses are determined. Bourdieu’s concepts of habitus and field and Huysmans’s premises about security strategy also have implications for ST, mainly for the discussions about whether it has an intersubjective or self-referential aspect. As discourses of danger construct the political identities of states, the study of their influence on foreign policy is relevant to international relations. This article concludes that when the degree of otherness gets closer to the radical Other, extraordinary measures are easily tolerated by the agents involved in the securitisation process.
