Taking the Vereinigung der Opfer des Stalinismus (Association of the Victims of Stalinism) as a case study, this article argues that civil society organisations which claim to represent the interests of victims of historical injustice must seek to construct and propagate notions of the political and social relevance of victimhood. They must do so in such a way that victimhood both offers a coherent point of identification for individual victims and speaks to the concerns of the political system on which victims rely for compensation and recognition. By examining the discourse of officials of this organisation over time, it is possible to demonstrate the extent to which victims’ representatives must adapt their conception of victimhood in order to respond to changing circumstances. The article also points to the challenges these organisations face in remaining relevant in the new political contexts.

If this institution is not developed and strengthened, there can be no discussion of the establishment of democratic, social government, of the development of the rule of law, or of an expansion of the infrastructure of civil society.

Beginning in the early 1970s, Jewish and Muslim feminists, tackled “oral law”—Mishna and Talmud, in Judaism, and the parallel Hadith and Fiqh in Islam, and several analogous methodologies were devised. A parallel case study of maintenance and rebellion of wives —mezonoteha, moredet al ba?ala; nafaqa al-mar?a and nush?z—in classical Jewish and Islamic oral law demonstrates similarities in content and discourse. Differences between the two, however, were found in the application of oral law to daily life, as reflected in “responsa”—piskei halacha and fatwas. In modern times, as the state became more involved in regulating maintenance and disobedience, and Jewish law was backed for the first time in history by a state, state policy and implementation were influenced by the political system and socioeconomic circumstances of the country. Despite their similar origin in oral law, maintenance and rebellion have divergent relevance to modern Jews and Muslims.

This article examines the use of personal narratives in two tabloid newspaper campaigns against a controversial welfare reform popularly known as the ‘bedroom tax’. It aims first to evaluate whether the personal narratives operate as political testimony to challenge government accounts of welfare reform and dominant stereotypes of benefits claimants, and second to assess the potential for and limits to progressive advocacy in popular journalism. The study uses content analysis of 473 articles over the course of a year in the Daily Mirror and Sunday People newspapers, and qualitative analysis of a sub-set of 113 articles to analyse the extent to which the campaign articles extrapolated from the personal to the general, and the role of ‘victim–witnesses’ in articulating their own subjectivity and political agency. The analysis indicates that both newspapers allowed affected individuals to express their own subjectivity to challenge stereotypes, but it was civil society organisations and opinion columnists who most explicitly extrapolated from the personal to the political. Collectively organised benefits claimants were rarely quoted, and there was some evidence of ventriloquisation of the editorial voice in the political criticisms of victim–witnesses. However, a campaigning columnist in the Mirror more actively empowered some of those affected to speak directly to politicians. This indicates the value of campaigning journalism when it is truly engaged in solidarity with those affected, rather than instrumentalising victim–witnesses to further the newspapers’ campaign goals.

AbstractWhy do repressive states create human rights institutions that cost them money and political capital but fail to silence international criticism? The academic literature assumes that states engaging in disingenuous human rights behavior are hoping to persuade (or deceive) liberal Western states and international advocates. But if human rights promoters in the West are the target audience for the creation of these half measures institutions, the strategy appears puzzlingly miscalculated. It reveals that the repressive state is sensitive to international opinion, and often results in increased pressure. The author argues that states engaging in human rights half measures are playing to a different, previously overlooked audience: swing states that can act as veto points on multilateral efforts to enforce human rights. The article illustrates these dynamics with a case study of Sri Lanka’s response to international pressure for postwar justice. The author shows that although the creation of a series of weak investigative commissions was prompted by pressure from Western governments and ngos, it was not an attempt to satisfy or hoodwink these actors. Instead, it was part of a coalition-blocking strategy to convince fellow developing states on the UN Human Rights Council to oppose the creation of an international inquiry and to give them the political cover to do so.

In 2015, the Myanmar Government, the Myanmar Tatmadaw (military) and eight ethnic armed organisations (eaos) signed the 2015 National Ceasefire Agreement (nca). In 2019, this agreement was signed by three more eaos, and there have been four annual conferences (Union Peace Panglong Conference 2016, 2017, 2018, 2019). The ceasefire arrangements, which are present primarily in Southeast Myanmar, have failed to make significant progress in key areas such as the provision of access to civil documents and land to returning refugees, displaced persons and conflict-affected communities. Violence has escalated in the last two years. It is not an exaggeration to say that Myanmar is at a critical juncture of transition. This article examines how the peace process is being communicated amongst different civil society organisations, international organisations, donor organisations, and government representatives in an area directly affected by the peace process. The article details the experiences of these participants exchanged in workshop in Mon State in July 2018. The exchanges during the workshop reveal a practical obstacles faced by civil society organisations, especially, in their attempt to support returnees. Many reported frustration with the implementation gap between promoting a peace process and providing for local enabling conditions that support peace. Specific barriers faced by civil society organisations, and in turn the communities they are seeking to help were threefold: information and communication barriers concerning the peace process; women’s fear and reluctance to seek services due to personal safety concerns, and the persistence of traditional gender norms which affects access to information.

This chapter considers the case of Flanders. In Flanders, Christian women's movements belonging to Catholic civil society used to draw a large following and were able to contribute to the political, religious, and social emancipation of Catholic women throughout Belgium. Today, however, these Christian women's movements face declining membership and the need to ‘reinvent’ themselves according to contemporary times and women's needs. Looking at how a movement that is constitutive of Christian women's history in Flanders rethinks its self-presentation, the chapter aims to generate important insights, both descriptive and normative, into the role and place of Christian feminism and Christian women's movements in the face of social changes that take place across Western Europe.

AbstractIn this article, by studying the candidate-nomination process of the two major political parties, I show how power is distributed within the political party in Bangladesh. I show that the general acceptance by scholars that political power lies in the hands of the innermost circle of the political-party leadership in Bangladesh is too simplistic. A more nuanced observation of power and influence within the party structure shows that, in the context of Bangladesh's clientelistic political system, which is based on reciprocity between patrons and clients and relies on the ability of middlemen to organize and mobilize (in order to disrupt through hartals and strikes), power is often in the hands of those mid-level leaders who are in charge of mobilizing because their demands cannot be ignored by the topmost leadership. Through studying the candidate-nomination process of the major political parties and using the Narayanganj mayoral election of 2011 as a case study, I answer questions such as whose interests political parties are representing, what channels of influence are being used, and why these channels exist.

From the late eighteenth century to WWII, shrine Shintō came to be seen as a secular institution by the government, academics, and activists in Japan (Isomae 2014; Josephson 2012, Maxey 2014). However, research thus far has largely focused on the political and academic discourses surrounding the development of this idea. This article contributes to this discussion by examining how a prominent modern Shintō shrine, Kashihara Jingū founded in 1890, was conceived of and treated as secular. It also explores how Kashihara Jingū communicated an alternate sense of space and time in line with a new Japanese secularity. This Shintō-based secularity, which located shrines as public, historical, and modern, was formulated in antagonism to the West and had an influence that extended across the Japanese sphere. The shrine also serves as a case study of how the modern political system of secularism functioned in a non-western nation-state.
