Pro-poor tourism increases net benefits for the poor or directs profits back into the community by employing local staff and manufacturing. Existing studies have provided a theoretical understanding of how pro-poor tourism can produce environmental, economic, social, and cultural impacts. Little research has been conducted on the power dynamics that are specific to pro-poor tourism, especially in developing countries. This study contributes to pro-poor tourism theory from an operation-level perspective by addressing the alignment and coordination of three stakeholders—local governments, tourism enterprises, and community residents—involved in implementing pro-poor tourism in an ethnic, autonomous county in southern China. The results indicate that in the absence of effective cooperation between the three major stakeholders in strategic tourism development aimed at poverty alleviation, substantially greater benefits will not be delivered to the poor. The findings of this study offer important insights into the roles that stakeholders could play at various stages of sustainable development in the long run. This study can also provide useful information to governments for policy replacements and adjustments.

The subject of research is the theoretical and practical aspects of the definition and implementation of innovations, forms and directions of innovation in order to increase the competitiveness of rural green tourism enterprises. The aim of the work is to identify innovative sources of increasing the competitiveness of rural green tourism enterprises and substantiate the factors, components and tools for innovation in a knowledge economy, digital technologies, non-cash payments, high-speed Internet. The methodological basis of the article were the theoretical and methodological provisions of modern business economics, historical and monographic methods of scientific knowledge, as well as system-structural analysis and synthesis of the study of phenomena and processes, problem-based approach in justifying types, forms and directions of innovation. Results of work. The sources and offered components, directions and tools of introduction of innovations in work of the enterprises of rural green tourism, including in the form of organizational and administrative, marketing, product groups of them are revealed; in the form of IT startups, touring and digital systems and backup networks; timesharing, clustering, strategic alliances and clubs; smart Internet projects, software organization and management of the actual agro-villages and tourist enterprises in the countryside to increase their competitiveness. Field of application of results. Conclusions and results can be used in the work of rural green tourism enterprises, rural communities, public organizations, local governments; in the educational and scientific process of economic faculties of universities, colleges of tourist specialization, other institutions of higher education. Conclusions. Innovative activity in the system of strategic goals, priorities and guidelines for increasing the competitiveness of rural green tourism enterprises in the era of knowledge economy and digitalization will take a leading place. The realization of their important socio-economic functions, as well as other subjects of social life is becoming increasingly associated with an innovative type of development. In turn, it is based on a continuous and purposeful process of finding, preparing and implementing innovations. The possibility and motivation to obtain higher incomes and the need to increase the efficiency of financial and investment resources forces the participants of the tourism business in the countryside to purposefully create new tastes, interests and needs, introduce fundamentally new products, products, services and technologies. All this is also connected with the acceleration of innovation processes.

One of the main purposes of the 2015 Environmental Protection Law (EPL) of the People's Republic of China is to boost the green innovation of the enterprises. Using heavy-polluting enterprises as examples, this paper uses the Difference-in-difference analysis (DDD) technique to analyze the influence of EPL on the green innovation of enterprises under fiscal decentralization and enterprise heterogeneity. Results show that EPL exerts a negative impact on the green innovation of heavy-polluting enterprises at the national level, as well as those in the central and western areas specifically. The only presence of positive motivation for green innovation is being found in the eastern area, although, the motivation seems to be insignificant. The negative impacts have been lasting in the long run, especially for the low-performance enterprises in the central areas. As for the targeted implementation of EPL in China, local governments should make the best use of financial power under fiscal decentralization. This balanced approach is designed to motivate enterprises in different regions with various performance levels to develop green innovation based on their different weaknesses and strengths.

There Improvements in the local economy, especially for the poor through open and sustainable tourism management, are believed to be achieved through the empowerment of the tourism sector. Mapping the potential of village tourism in the Triharjo village area is one of the essential things. Identification and mapping of village tourism potential needed in order to implementation community-based tourism (CBT). This research aims to identifying and mapping the potential of village tourism in order to produce a profile of village tourism potential and identify opportunities for developing village tourism potential. The object of this study is Triharjo village, Pandak District, Bantul Regency, Yogyakarta. This research was conducted with a qualitative approach. Collecting data in this study used several research instruments, such as in-depth interviews, focus group discussions (FGD), observations, and document studies. Based on research finding while the communities and local governments of Triharjo village recognize that not all village tourism potentials are well managed. The results of the mapping of village tourism potential provide them that the involvement of local communities in the planning and management of a village tourism potential is needed and have a positive impact on the longterm. The empowerment of the local economy, especially the poor, is believed to be achieved through the empowerment of the tourism sector. Community-based tourism emphasizes community ownership and active participation, provides education to local communities, promotes and protection of culture and the environment.

The connection between organizational culture and leadership has been examined by several researchers (Schein, Schmircik, Bass) and it is proven that there is a link between them. The leader shapes the organizational culture and at the same time the organizational culture shapes the leader too. The middle managers of local governments place the major emphasis on the dimension of goal orientation for the future. From the leadership perspective they find charismatic, goal and team oriented leadership necessary for the future. The local governments have to answer the challenges of the rapidly changing environment. Quick responses and adjustments are only possible if the leader possesses a clear future vision and not only sets short-term goals but plans for the future and estimates the necessities on the long run. It is important to have a leadership with utmost dedication to the organization and to the objectives of the organization. The leaders must raise the interests of the employees, involve them in the process of setting goals and in finding ways to meet those goals, and that the employees should no longer strive to realize their own personal ambitions but focus on the common objectives. This brought transformational leadership to light. The leader establishes and shapes the organizational culture but the individuals and teams working for the organization have impact on the organizational culture as well. This becomes apparent in the organizational culture as middle managers would place the major emphasis on performance orientation. Performance orientation is a dominant motivation based on excellence, hard work, pre-calculated risk, fore planning, goal orientation and regular feedback, which shapes the leadership too, as the leader has to change as well, in order to run the organization. Scheins’ standpoint reflects the best the relationship between the organizational culture and the leadership. Schein claims that organizational culture and leadership are interwoven phenomena, as the leader shapes the culture but after a while the organizational culture itself shapes the leader too.

The article deals with scientific and theoretical understanding and the provision of the definition of the category "actors of administrative and legal support of information security in the customs area". The author has disclosed and analyzed the provisions of the administrative and legal doctrine of the above questio, besides, the problematic issues of the definition of "subjects of administrative and legal support of information security in the customs sphere" are identified, andthe necessity of distinguishing this concept from other related concepts and categories is defined. Disclosing issues of actors of administrative and legal support of information security in the cus-toms sphere, it is necessary to avoid substitution of concepts and clearly understand the difference between the concepts of "institutional mechanism of administrative and legal support of information security in customs" and "state mechanism of administrative and legal support of information security in the customs sphere "from the concept of" subjects of administrative and legal support of information security in the customs sphere ". After all, the concept that is the subject of our study, of all the above, has the most comprehensive and broad scope and meaning. That is why, disclosing a set of subjects of administrative and legal support of information security in the customs sphere, it is advisable to apply a broad approach to understanding this category, given that among such subjects must be considered non-state subjects. objects - local governments, public organizations, etc. Because without their activities such a list will not be complete, and the mechanism of administrative and legal support of information security in the customs sphere will not be such that covers all possible spheres of public life and methods of information security. The current general information and administrative legislation, as well as special legislation gov-erning the procedure of customs, is considered in order to more clearly disclose the features and legal status of the actors of administrative and legal support of information security in the customs area. Each of these entities plays an appropriate role and occupies the necessary place in the system of national security of Ukraine, information security of Ukraine in general and information security in the customs area in particular. This role can be described as the implementation of general control over information security in the customs area, as well as taking measures to respond to violations of information legislation and the emergence of threats to information in the customs area within the powers defined by law. At the same time, the administrative and legal provision of information security is carried out directly by the customs authorities.

Transnational capitals have not been as footloose as theorists of a new international division of labor have proposed. Taiwanese direct investment in southern China represents a case where transnational capital flows are shaped by cultural and institutional conditions. The effectiveness of Taiwanese direct investment in southern China is achieved through the interpersonal networks established between Taiwanese investors and local Chinese officials. Such networks, in turn, are based on two major conditions. First, the newly gained economic autonomy of local governments in southern China, as well as the Chinese bureaucratic tradition of flexible interpretation and implementation of laws. Such an institutional context provided the space for the local state in China to bypass the scrutiny of the central state and to link up with the world economy directly through overseas Chinese capitals. Second, cultural and linguistic affinity between the Taiwanese investors and local Chinese officials have provided the tools for establishing interpersonal networks between Taiwanese investors and Chinese local officials through the principle of gift exchange.

This concluding chapter summarizes the book's major findings. The road to the welfare state of the 1940s was not a wide and straight thoroughfare through Victorian and Edwardian Britain. As the previous chapters have made clear, the story of British social policy from 1830 to 1950 is really two separate stories joined together in the years immediately before the Great War. The first is a tale of increasing stinginess toward the poor by the central and local governments, while the second is the story of the construction of a national safety net, culminating in the Beveridge Report and Labour's social policies of 1946–48. The prototype for the welfare reforms of the twentieth century cannot be found in the Victorian Poor Law. The chapter then offers some thoughts regarding the reasons for the shifts in social welfare policy from the 1830s to the 1940s.

Laws regulating the movement, residence, employment, and labor of the poor, and especially of poor African Americans in states with burgeoning free populations, demonstrate how mobility, when enacted by the poor and by non-whites, was classified as a criminal action in the eighteenth- and nineteenth-century United States. In the Upper South especially, these laws had the express goal of attaching to all people of color the potential consequences of enslavement. This essay will link these ideas by tracing mobility and its construction as a classed and raced activity, as threats to existing labor regimes and social systems. This was most commonly and notoriously done through the policing of vagrancy, which allowed authorities to punish the poor, most punitively, in the South, African Americans, for unemployment or a reluctance to enter into a particular labor contract. This essay argues that the power dynamics of the South can be read clearly in the classed and raced regulation of vagrancy and geographical mobility in the antebellum era.

Brazil is a federal country in which local governments have become the main providers of universal social services funded by the three tiers of government. The chapter presents the general characteristics of the country´s local governments and its position in the federal system, describes the distribution of revenue and governmental functions, shows the incremental increase in local resources and their earmarking for social policies, the complex system of funding and regulation created and discusses the role of local governments in the provision of universal social services. The argument put forward is that local governments have become the hub of the provision of universal social services while the federal government is in charge of policies targeting the poor. Local governments, however, are dependent on funding from other levels of government raising concerns about the sustainability of the provision and the expansion of universal social services as well as concern about improving their quality.
