Economic Cooperation Between Latvia and China on the Background of Belt and Road Initiative with Focus on Cargo Potential

Latvia is a Belt and Road Initiative country and can contribute to its Eurasian Land Bridge. The existing railway infrastructure can be used for establishing the Eurasian Land Bridge Northern Branch via Latvia, but the problem is a lack of cargo for this route. It can be integrated into the existing Eurasian Land Bridge with specialization to connect China and some European countries—the Scandinavian countries. The aim of the study is to assess the potential volume of Latvian cargo for the Eurasian Land Bridge Northern Branch through Latvia. The methods of the study are statistical analyses and the forecasts of experts. Forecast of experts is an innovative method for investigating this topic. The study contributes to the discussion regarding One Belt One Road and Eurasian Land Bridge. The research shows that it is possible to establish regular container block train between Latvia and China for distribution of Chinese goods in the Scandinavian countries and vice versa because cargo potential for this route is growing, the seaport of Riga in Latvia is the shortest route to the seaport in the European Union and previous demonstration trains were successful.

The Belt and Road Initiative (BRI) is a central policy of the Chinese government. The initiative is directly associated with President Xi Jinping, who first put forward the BRI in Kazakhstan and Indonesia in 2013, initially as One Belt One Road. Different from repetitive literature that concludes the BRI as China's global strategy, this article makes a contribution to argue that the BRI is China's domestic and non-strategic policy. To justify this argument, this article analyses how the BRI has been embedded into aspects of Chinese domestic policy by revealing its nexuses with Chinese domestic economy, politics and ideology. To deepen the understanding of the BRI's connection with the Chinese economy, this article explores the link between the BRI and China's supply-side structural reform. Meanwhile, this research demystifies the BRI as a global strategy and the difference between joining and rejecting the BRI to prove the BRI's non-strategic essence. In the end, this article discusses the BRI's far-reaching geopolitical influence.

Responses to the Belt and Road Initiative (BRI) have been mixed. Many commentators have welcomed the opportunity for infrastructure development and projects to build economic, political and social connectivity across the region. Others have been openly critical or slow to formulate a clear position. In general, advanced economies have responded less positively than developing economies. This paper employs a constructivist approach to interpret responses to the BRI in advanced economies through analysis of commentary in the United States, the European Union, Japan, Australia and New Zealand. It identifies a diversity of responses within and among these economies and a strong ideational coherence in the frameworks used to assess the BRI. It is concluded that the reception of Chinese-promoted concepts in international affairs, like the BRI, remains challenging due to the dominance of liberal and realist assessments and the accompanying political values. This suggests a need for greater intellectual engagement and more substantial feedback between China and the advanced economies, so as to open the way for a long overdue regional conversation on how development is conceptualized and co-created in a region with diverse approaches to regional economic policy.

At present time, there are three main international integration projects actually operating in the Eurasian space ‒ the European Union (EU), the Eurasian Economic Union (EAEU) and the Chinese “Belt & Road Initiative” (BRI) project. All three differ in the time of their beginning, in economic and political possibilities, in methods of implementation and in its goals. All projects, one way or another, interact with each other in Eurasia with different intensity, potentially open up wide opportunities for them, but also create new problems. For Russia relations with China is one of the most important factors of its foreign policy and the Chinese project is a substantial part of it. The article examines the history of the Chinese project, the reasons for its occurrence, and the problems arising in bilateral and global relations in the context of Russia’s participation in it.

Belt and Road Initiative (BRI) or One Belt One Road (OBOR) first introduced by Xi Jinping on September 2013 in Kazakhstan, when he stated “Silk Road Economic Belt”, specifically. One month later, he stated the term “Maritime Silk Road” in Indonesia. OBOR is both a concept and a work plan that designed by China to connect towards Eurasia, Africa, and Oceania. The connections are both distance and political influence. China’s bargaining position on Australia is considered strong enough, and vice versa. Australia is important for China for its iron ore that exported to China. China will not put their position at a stake considering its 60% dependency of iron ore from Australia, based on the research by Professor Rory Medcalf from Australia National University (Medcalf 2017, 110). The complexity of the struggle for power in this region is increasing since Australia has been the ally of The United States of America (USA) to whom China is declaring Trade War. China’s expenditure and development of the Navy growing increasingly reflects the higher attention on maritime security. Political condition in Asia Pacific will be effected by this condition with the growing influence of the superpower of the South China Sea, the People’s Republic of China. This paper will explore about sea power in Asia Pacific and its relations with the growing and more advanced China-Australia relations.   Keywords: OBOR (One Belt One Road), Maritime Security, Sea Power, Asia Pacific.     Abstrak     Istilah Belt and Road Initiative (BRI) atau dikenal juga dengan jargon One Belt One Road (OBOR) pertama kali digaungkan oleh Xi Jinping pada bulan September 2013 di Kazakhstan, ia mengucapkan “Silk Road Economic Belt”, secara spesifik. Sebulan kemudian, Ia menyinggung konsep “Maritime Silk Road” dalam kunjungannya ke Indonesia (Davies, 2016, 218). OBOR adalah sebuah konsep, sekaligus juga workplan yang dirancang sedemikian rupa oleh China untuk mendekatkannya dengan Eurasia, Afrika, dan Oceania. Dekat dalam artian keterhubungan melalui kemudahan transportasi, dan dekat secara pengaruh (political influence). Tulisan ini akan mengambil studi kasus kerja sama perdagangan yang dilakukan antara China dan Australia. Posisi tawar China terhadap Australia cukup kuat, dan begitu pula sebaliknya. Australia diunggulkan dengan komoditi biji besi yang diekspor ke China, sehingga membuat China memiliki ketergantungan terhadap Australia. Professor Rory Medcalf dari Australia National University (ANU) mengatakan bahwa China tidak akan mempertaruhkan hubungan perdagangannya dengan Australia, mengingat dependensi China terhadap impor biji besi dari Australia sebesar 60% (Medcalf 2017, 110). Australia adalah sekutu Amerika Serikat (AS) yang kini sedang dalam kondisi perang dagang dengan China, membuat hubungan diantara negara-negara ini menjadi kompleks. Anggaran belanja pertahanan dan percepatan pertumbuhan Armada Laut China cenderung meningkat, sehingga dapat disimpulkan adanya keseriusan dalam hal peningkatan keamanan maritim (maritime security). Kondisi politik regional di kawasan Asia Pasifik akan terdampak atas kedigdayaan maritim China di kawasan. Tulisan ini akan membahas mengenai Sea Power di kawasan Asia Pasifik dan kaitannya dengan hubungan dagang China-Australia yang semakin intens. The development of the tourism industry and the development of the country's economy as a whole complement each other, because an increase in the tourist attractiveness of the region and the number of tourists contribute to the development of the corresponding infrastructure - hotels, catering establishments, transport, roads. In addition, related sectors of agriculture and industry receive additional incentives for development. Along with the agriculture, tourism in Ukraine can become an engine of economic growth, because the country is quite interesting for both travelers and foreign investors. The purpose of this study is to assess the state of tourism development in Ukraine and substantiate the need for broader international cooperation in this area based on the use of the capabilities of the Belt and Road Initiative, formerly known as One Belt One Road. To confirm the hypothesis of the research, the authors use the provisions of the international cooperation theory, which is based on three questions: 1) what is the purpose of international cooperation? 2) What are the ways of international cooperation? 3) What is the value of international cooperation? The answers to these questions allowed the authors to substantiate the vision of the successful development of the tourism industry in Ukraine, taking into account its strengths and weaknesses. The priority steps for reforming the tourism industry in Ukraine have been identified. These steps involve state support, improvement and expansion of the range of tourist services, the introduction of modern technologies, and the adoption of the best practices of other countries. Tourism can become an effective tool for the dissemination of Ukrainian culture, economic growth in the country. Tourism will give an opportunity to represent Ukraine to the world, increasing the interest of foreign investors and encourage cooperation in international projects such as Belt and Road Initiative.

The main aim of this article is to evaluate the impact of the China's Belt and Road Initiative (BRI) and of Uzbekistan's proactive regional policy to promote regional interconnectivity and to develop an “endogenous” cooperation mainly focused on the strategic interests of Central Asian countries. Within the BRI, Central Asia holds a strategic relevance, because this region is crossed by two of the six main BRI corridor projects – the China-Central Asia-West Asia Economic Corridor and the Eurasian land bridge – which will contribute to improve regional cooperation and connections among these countries. For Central Asian republics, BRI represents an attractive project benefiting of Chinese huge investments aimed to boost infrastructures and to develop national economies. Under Mirziyoyev's leadership, Uzbekistan has undertaken a proactive and constructive regional diplomacy in Central Asia, based on the improvement of relations and cooperation with other Central Asian republics, which has become a key priority of Tashkent's foreign policy.

This article is a conceptual review of identifying the factors of the successful implementation of Belt and Road Initiative (BRI) on small-medium enterprises (SMEs) in Malaysia. China’s president Xi Jin Ping has launched the China’s ‘One Belt One Road’ (OBOR) initiative or BRI in 2013. BRI focusses on the connectivity and cooperation between Asian, European and African continents economically and strategically through massive infrastructure developments, trades and investments. BRI is specified to two international trade connections: land-based ‘Silk Road Economic Belt’ and sea-based ‘21st Century Maritime Silk Road’. Malaysia is one of the Southeast Asia countries that actively participated in BRI. According to the World Bank, SMEs are almost 98.5 per cent of business establishments in Malaysia, which undoubtedly indicates how important SMEs are in Malaysia. As such, that is the question to ponder of how BRI could connect and associate with the enhancement and development of Malaysia’s SMEs. Therefore, the objective of the study is to identify the factors of the successful implementation of BRI on SMEs in Malaysia. Based on this study’s literature reviews, it would be suggested that new business and investment opportunity creations, connectivity and cooperation enhancement, trade and export boosting, geographic location and enhancement of e-commerce were the most critical factors in the successful implementation of BRI on SMEs in Malaysia.

The One Belt One Road initiative is a global strategy proposed by President Xi in 2013. It was referred to as the new silk road approach which includes a land-based and ocean-based routes. The BRI, were it to reach its milestones, would be a landscape changing plan of the world and not just for China. As Australia's number one trading partner, China plays an important role for Australia especially for its economy. However, there has been a poor and lacking understanding of this strategy since 2013. The chapter highlights the importance of the strategy and the approach by the Australian politicians. Fearing being left behind, Australia politicians begin to pay attention to the strategy and especially any related plans which may or may not include Australia. The aim of this chapter is to ascertain and explain why Australia has adopted a cool and almost negative approach towards the Chinese Belt and Road Initiative (BRI). With further exploration of the Australia-China trade relationship, the chapter raised the question of the importance of China to Australia.

The 16+1 concept (including 16 Central and Eastern European countries and China) is complementary to the Belt and Road Initiative (BRI). This article explores different aspects of cooperation between China and Central and Eastern European Countries (CEEC), focusing on the perception of cooperation through the prism of foreign direct investments (FDI) and individual Central and Eastern Europe-16 (CEE-16) countries (bilateral links between China and a given country against the background of CEE-16). This article is an attempt to present and interpret facts and issues related to cooperation as well as to explore rational applications in terms of future forms of cooperation. It is clear that there is a need to develop more effective mechanisms of cooperation, using the established secretariats and other institutions beyond them. The article also makes recommendations for bilateral cooperation between China and individual countries, including actions at the regional level. Moreover, the postulates resulting from this analysis indicate the need to harmonize and improve the availability of economic data relating to economic cooperation within the framework of the 16+1 initiative, especially in the context of the group of European countries outside the European Union (EU).

With the proposal of the Belt and Road Initiative, Hainan has witnessed a great development opportunity. This article analyzes the importance of Hainan in the Belt and Road Initiative from the perspectives of history, location and culture. Based on the prop position of tourism industry in Hainan’s economy, it puts forward that trade in tourism service should be considered as an important joint point for the construction of “One Belt, One Road”. Countermeasures and suggestions for the development of trade in tourism service in Hainan are put forward combined with the strategic background of “One Belt, One Road”.
