The Community Union model of organizing in Rio Grande Valley colonias

In theorizing community organizing, Saul Alinsky’s model still forms the dominant narrative in the United States. Yet, countless communities do not map neatly onto this model. In particular, there is growing recognition of César Chávez’s organizing in South Texas and, additionally, how this work differs from Chávez’s more well-known organizing in California. In the 1960s, Chávez created the Community Union model, which forms the basis of contemporary organizing in much of the region’s colonias, extralegal communities within 150 miles of the United States/Mexico border that suffer from a dearth of basic services and infrastructures. By providing these basic services and political support, the Community Union model has become the dominant mode of organizing and engagement in South Texas colonias. Through an insurgent historiography provided by colonia organizers in the Rio Grande Valley of South Texas, a counternarrative of colonia organizing shows the past, present, and potential future of the Community Union model in South Texas colonias. This counter narrative was composed through archival research on the United Farmworkers and open-ended interviews with colonia organizers conducted between 2014 and 2017. Ultimately, this analysis of the Community Union model suggests that Latinx organizing may be marginalized in organizing literature due to their “everyday” characteristics: slow movements, non-direct actions, and (re)questioning of priorities. From this, the role of organizing theories from organizers on-the-ground becomes central: we cannot assume organizers everywhere operate under universally applied theories. As such, it is important to see organizers as dynamic and context-specific in their motivations and guiding theories.

To address regional flooding in the United States, federal and state agencies are adopting strict drainage policies in any large-scale commercial development within the watershed boundary. The conventional approach of implementing a wet detention pond (WP) reduces the land cover and causes operation and maintenance challenges eventually. The present study developed a decision-support system (DSS) in the Lower Rio Grande Valley region of South Texas for optimal selection of Best Management Practices (BMPs) by substituting a portion of the WP footprint with three regionally promising low-impact development practices, namely, porous concrete pavement (PCP), bioretention (BR), and bioswale (BS). Source Load Assessment and Management Model for Windows (WinSLAMM) was used as the foundation for the DSS database and algorithm development. This tool suggested that the implementation of bioswale alone can considerably reduce the footprint and construction cost. Less than 0.95 ha of installation of BR and BS can mitigate 79–91% of runoff from a maximum of 5 ha of commercial development. A combination of BR, BS, and WP was found to reduce runoff significantly (~100%), which suggests that the successful adoption of DSS might support better planning of the urban stormwater management in the Lower Rio Grande Valley (LRGV).

Six cantaloupe farms and packing plants in South Texas (950 cantaloupe, 140 water, and 45 environmental samples), including the Rio Grande Valley area, and three farms in Colima State, Mexico (300 cantaloupe, 45 water, and 15 environmental samples), were sampled to evaluate cantaloupe contamination with Salmonella and Escherichia coli during production and processing. Samples collected from external surfaces of cantaloupes, water, and the environments of packing sheds on cantaloupe farms were examined for the presence of Salmonella and E. coli. Of a total of 1,735 samples collected, 31 (1.8%) tested positive for Salmonella. Fifteen Salmonella serotypes were isolated from samples collected in Texas, and nine from samples collected in Colima. Two serotypes (Poona and Oranienburg) that have been associated with three large Salmonella outbreaks in the United States and Canada linked to the consumption of contaminated cantaloupe were found in water samples collected at four farms (three from the United States). Susceptibility of Salmonella isolates to 10 antimicrobials was evaluated by disk diffusion. Eighty-eight percent of the isolates from the United States and Mexico were pansusceptible to the antimicrobials tested; eight isolates from the United States demonstrated an intermediate susceptibility to streptomycin and only two isolates were resistant to the same antimicrobial. From Mexico, four isolates showed an intermediate susceptibility to streptomycin and one isolate was resistant to nalidixic acid and streptomycin. Repetitive sequence-based PCR analysis of Salmonella isolates helped to trace potential sources of Salmonella contamination in source water and in subsequent water samples obtained after the filtration systems of U.S. and Mexican cantaloupe farms. No differences could be seen between the levels of Salmonella contamination in melons from both countries.

Watermelon mosaic virus was first reported in 1965 from the Rio Grande Valley, TX. We report here the first complete genome sequence of a watermelon mosaic virus isolate from watermelon collected from the Rio Grande Valley of Texas.

Summary Newly established populations of endangered species can help mitigate declines elsewhere and can be a valuable genetic reservoir. When these populations are located within anthropogenic habitats, they may also help mitigate the potential biodiversity loss created by urbanization. The Red-crowned Amazon Amazona viridigenalis is an endangered species that has become naturalized in multiple urban areas throughout the United States and Mexico, and these populations may currently outnumber the population within their historical habitat. While these urban populations may hold the majority of this endangered species, very few studies have analyzed the status and trends of this species, or of threatened parrots in general, in urban areas. Our study focuses on an urban Red-crowned Amazon population in the Lower Rio Grande Valley (LRGV) of Texas: the only parrot population currently recognized as native to the United States. To determine a timeline of Red-crowned Amazon arrival and growth in the LRGV, we reviewed published literature and online citizen science databases. To quantify current population levels and trends, we conducted 412 surveys at all known roost sites throughout the LRGV from January 2016 through April 2019. We also quantified the ratio of adult and juvenile parrots at roosts. Our data suggest the species has been present in the LRGV consistently since the 1970s and showed rapid growth from the mid-1990s through roughly 2016. Roost counts suggest there is currently a minimum LRGV population of about 680 and the population has been relatively stable over the last 3.5 years. Productivity averaged 19% over three breeding seasons, suggesting successful internal reproduction. This study provides important baseline information for the management and conservation of Red-crowned Amazons in the region and provides a valuable timeline on the beginnings and trends of this recently established urban population of Amazona parrot.

Washington, DC, July 13, 1993—Africanized honey bees have been found in Arizona, the second state where the "killer bees" have migrated into this country, according to the Agriculture Department. A swarm was found in a state Department of Agriculture trap 2 miles north of Sasabe, AZ. The bees were destroyed. The fierce and unmanageable bees are descendants of honey bees imported from Africa to Brazil in 1956. They have been spreading north and south from Brazil since their release in 1957. They tend to sting with less provocation and in greater numbers than other honey bees. They migrated for the first time into the United States in 1990, near Hildago, TX, in the Rio Grande Valley. They have also entered the country on ships.

This chapter explores the history of maternalist mobilization and women’s community politics in the United States. It argues that both “maternalism” and “community” have proved to be highly flexible mobilizing frames for women. Building on the insights of intersectionality theory, the authors suggest that women’s maternal and community politics is shaped by their social locations within multiple, intersecting relations of domination and subordination, as well as their political ideologies and historical context. The chapter begins by discussing the politically contradictory history of maternalist mobilization within the United States from the Progressive era to the present. It then explores other forms of women’s community politics, focusing on women’s community volunteerism, self-help groups, and community organizing. It discusses how these frames have been used both to build alliances among women and to divide or exclude women based on perceived differences and social inequalities based on race, nativity, class, or sexual orientation.

November 1988 marks the tenth anniversary of the U.S. Government's adoption of guidelines for federally-funded sterilizations. This action was the result of years of organizing by the anti-sterilization abuse movement which grew in the early 1970s in response to the alarming increase in numbers of coercive sterilizations, particularly among poor and minority women. This retrospective examination looks at the strengths and weaknesses of anti-sterilization abuse organizing in the United States, and draws out lessons for other areas of work. It begins by exploring the problem of sterilization abuse and the history of the movement against it. The movement is analyzed using key theoretical concepts of community organizing. An evaluation indicates that the anti-abuse efforts were successful and rich with lessons for reproductive rights and other popular health struggles today.

Harlington, TX, July 19 (AP)—Federal agricultural officials say that the honey bees that killed an 82-year-old rancher last week were the Africanized variety known as "killer bees." "Our lab has confirmed that the bees are Africanized," said Kim Kaplan, a Spokeswoman for the Federal Department of Agriculture in Greenbelt, MD. Final autopsy results are not yet available, but the pathologist who did the autopsy listed the preliminary cause of death as acute fluid buildup in the lungs caused by insect stings. If the cause of death is confirmed, the rancher, Lino Lopex, would be the first person killed by Africanized bees in the United States since the aggressive variety migrated into Texas in 1990. Harlington, TX, in South Texas, is about 15 miles from the Mexican border. Mr. Lopez apparently tried to drive the bees out of a wall in an abandoned house by poking the hive with a stick wrapped with a burning burlap sack. He was dead on arrival at the hospital, with about 40 stingers still attached to his body, officials said.

The Rio Grande Valley (RGV) in South Texas has one of the highest prevalence of obesity and type 2 diabetes (T2D) in the United States (US). We report for the first time the T2D prevalence in persons with HIV (PWH) in the RGV and the interrelationship between T2D, cardiometabolic risk factors, HIV-related indices, and antiretroviral therapies (ART). The PWH in this study received medical care at Valley AIDS Council (VAC) clinic sites located in Harlingen and McAllen, Texas. Henceforth, this cohort will be referred to as Valley AIDS Council Cohort (VACC). Cross-sectional analyses were conducted using retrospective data obtained from 1,827 registries. It included demographic and anthropometric variables, cardiometabolic traits, and HIV-related virological and immunological indices. For descriptive statistics, we used mean values of the quantitative variables from unbalanced visits across 20 months. Robust regression methods were used to determine the associations. For comparisons, we used cardiometabolic trait data obtained from HIV-uninfected San Antonio Mexican American Family Studies (SAMAFS; N = 2,498), and the Mexican American population in the National Health and Nutrition Examination Survey (HHANES; N = 5,989). The prevalence of T2D in VACC was 51% compared to 27% in SAMAFS and 19% in HHANES, respectively. The PWH with T2D in VACC were younger (4.7 years) and had lower BMI (BMI 2.43 units less) when compared to SAMAFS individuals. In contrast, VACC individuals had increased blood pressure and dyslipidemia. The increased T2D prevalence in VACC was independent of BMI. Within the VACC, ART was associated with viral load and CD4+ T cell counts but not with metabolic dysfunction. Notably, we found that individuals with any INSTI combination had higher T2D risk: OR 2.08 (95%CI 1.67, 2.6; p < 0.001). In summary, our results suggest that VACC individuals may develop T2D at younger ages independent of obesity. The high burden of T2D in these individuals necessitates rigorously designed longitudinal studies to draw potential causal inferences and develop better treatment regimens.
