The mass migrations of 2015 were not merely a watershed moment for ‘EUrope’ but also for the scholarly study of migration to EUrope. With academic expertise and insights becoming much sought-after in the media and political discourse, migration scholarship has gained in unknown popularity over recent years. This current ‘migration knowledge hype’ has particularly benefited scholarship that claims to be of relevance for EUropean policymakers in finding responses to ‘migratory pressures’. This article critically interrogates the increasing intimacy between the worlds of migration scholarship and migration policy and seeks to unpack how the quest for policy-relevance has shaped the process of research itself. The impact of policy on migration research can be discerned when policy categories, assumptions, and needs constitute the bases and (conceptual) frames of research that seeks to be legible to policymakers. However, with EUropean migration policies causing devastation and undeniably harmful effects on migrant lives, what is the responsibility of researchers for the knowledge they produce and disseminate? Should the ‘do no harm’ principle prevalent in the migration discipline be expanded to also include the potentially harmful consequences resulting from research made relevant to migration policymakers? This article makes the case for an engaged scholarship that does not shy away from intervening in the contested field of migration with the intention not to fix but to amplify the epistemic and other crises of the EUropean border regime.

The so-called European migration crisis has sparked significant attention from scholars and raises questions about the role of solidarity between states and the European Union (EU) in providing policy solutions. Tension exists between upholding the rights of those seeking entry and pooling resources between Member States to provide a fair and efficient migration system. This article deconstructs the shifts that have occurred in EU migration policy since 2015 to highlight how narratives of health have become tools of governance. It does so to illuminate how health narratives operate to minimise the impact that conflicts on the nature and substance of EU solidarity have on policy development in response to the perceived crisis. A governmentality lens is used to analyse the implications of increasingly prescribed policy applications based on screening and categorising, and how measures operate to responsibilise migrants and third-countries to act according to EU values. It is argued this approach to governance results in migrants facing legal uncertainty in terms of accessing their rights and excludes them from the EU political space, which is problematic for how EU governance can be understood.

Abstract The present article explores the interface between online misogyny and xenophobia in the context of both socio-cultural factors which are conducive to verbal aggression against women and cyberspace’s technological affordances. The former, as will be argued, can be linked to “rape culture”, where the notion of rape and sexual violence are used not only as instruments of subjugation and domination, but also as tools to legitimize racial, ethnic, or religious hatred. In the case of the latter, anonymity, interactivity and connectivity will be discussed as factors which facilitate generating, amplifying and perpetuating hateful and aggressive content online. Applying the Media Proximization Approach (Kopytowska 2013, 2015a, 2018a, 2018b; forthcoming) and drawing on previous research examining online xenophobic discourses and hate speech, the article scrutinizes hate speech targeting female politicians, namely Angela Merkel, current Chancellor of Germany, and Ewa Kopacz, former Polish Prime Minister, for their pro-refugee stance and migration policy. Data-wise, the examples analyzed will be taken from the corpora comprising comments following online articles in niezalezna.pl (a Polish conservative news portal) and YouTube videos on migrants and refugees.

The article is intended to analyze the legal aspects of the impact of educational migration on the national security of Ukraine. The legal basis of educational migration is considered, in particular, the consolidation of Ukraine's participation as a full participant in the European educational space in the regulatory framework and its impact on Ukraine's national security. The positive and negative consequences of educational migration and their impact on the national security of the country are analyzed. Comprehensive measures, including legal ones, in the field of education and migration policy of Ukraine have been identified. Academic mobility and cross-border education are identified as the main institutional forms of educational migration. Today, the national security of Ukraine requires the protection of the public interests of all segments of the population, including young students, which ensures the sustainable development of the country and society. The vast majority of migrants are young people - the most active part of the population, prone to self-development and adaptation in a multicultural environment. Ensuring constitutional human rights and freedoms, including their right to education, are objects of national security. It is proved that international integration and integration of the national higher education system into the European educational space is one of the main principles of state policy in education. Accordingly, there are academic mobility programs in the field of international cooperation. Migration policy is one of the priority areas of the country's development. Migration is a complex process that includes, in addition to legal, economic, socio-psychological, political and cultural interrelationships. The issue of modern migration processes and national security is always promising in terms of further research, especially given that the analysis of the migration situation in Ukraine shows that they are developing much more dynamically than the process of legal regulation in this area. In fact, it is about the complexity of effective legal regulation of migration processes in the country.

Resumen: El objetivo del presente artículo es desvelar el relato de la prensa española sobre los migrantes que intentan cruzar la frontera de la Unión Europea pero se ven estancados en la misma a causa de la estrecha vigilancia. Para ello, se ha llevado a cabo el análisis de contenido y el análisis crítico del discurso de una muestra de noticias de varios periódicos nacionales, de aquellas que informan sobre la migración irregular en el Mediterráneo. No se han encontrado grandes diferencias en el tratamiento de las noticias publicadas por los periódicos seleccionados. La construcción del discurso sigue la lógica de las políticas migratorias de la Unión Europea, que consisten en la externalización de las fronteras (la gestión de las mismas fuera de la UE) y la producción estatal y mediática del estatuto de irregularidad de la migración. En el discurso mediático los migrantes son retratados en la mayoría de los casos como agentes pasivos, como víctimas de las mafias o como objeto de atención asistencial por parte de diferentes entidades. En algunas noticias aparecen como actores que hacen uso de la violencia para alcanzar su propósito, mientras que son pocos los casos en los que aparecen como sujeto activo no asociado a conflictos. En suma, el relato dominante “desciudadaniza” a estas personas en los distintos discursos analizados. Abstract: The main purpose of the present article is to uncover the account of the Spanish press about migrants who try to cross the European Union border but find themselves at a standstill caused by the strong surveillance. In order to that, we use both content analysis and critical discourse analysis of a news sample of several national newspapers, specifically of those news which inform about irregular migration in the Mediterranean Sea. We haven’t found huge differences in the news treatment offered by selected newspapers. The way that the discourse concerning migration is elaborated follows the logic of European migration policy, which is based on the externalization of borders (the management of EU borders abroad) and the state and media production of the statute of irregularity of migrants. According to the discourse of the media, migrants are reflected in most cases as passive agents, mafia victims or assisted by different entities. Sometimes they appear as actors using violence to reach their purpose while the image of them as an active subject which is not linked to conflicts is limited. To sum up, the prevailing discourse “takes citizenship away” from these people, as we have seen in the analyses of the different media outlets.

Abstract The COVID-19 pandemic occurred in many parts of the world has disrupted many aspects of life. One precaution to protect ourselves from this virus is cleaning our hands by using hand sanitizers and cleaning surfaces that are frequntly touched by using disinfectants. Therefore, there is tremendous need of this chemical substance in this pandemic era. This fact enforces people to make this chemical at home.. This homemade manufacture and use of sanitizers and disinfectants must be in accordance with the regulations, so that they don't cause any harmful effects for the body. This program is carried out with the aim of providing education to the community, especially residents of Duren Sawit Village. The media used in this program are Instagram and YouTube, and the materials were delivered in form of videos. Videos were uploaded to Instagram and YouTube on 2 – 23 June 2020. After that, a questionnaire was filled on 23 June – 1 July 2020. From the questionnaire data, it can be shown that the respondents have benefited from the video generally. The benefits obtained by the community were dealing with the functions and active ingredients contained in hand sanitizers and disinfectants; method of producing hand sanitizers and disinfectants; the importance of providing hand sanitizers and disinfectants at home; caution in using hand sanitizers and disinfectants; as well as the impact if there is a misuse of hand sanitizer or disinfectant. Through this program, it is expected that the community will be able to make and use sanitizers and disinfectants safely and effectively to achieve a healthier Indonesia. Abstrak Pandemi COVID-19 yang terjadi di berbagai belahan dunia mengakibatkan banyak aspek kehidupan terganggu. Salah satu tindakan pencegahan untuk melindungi diri kita dari virus ini adalah dengan membersihkan tangan menggunakan hand sanitizer dan membersihkan benda-benda yang sering tersentuh dengan disinfektan. Oleh karena itu, di masa pandemi kebutuhan bahan kimia tersebut meningkat tajam dan mendorong masyarakat untuk membuatnya sendiri di rumah. Pembuatan mandiri serta penggunaan hand sanitizer dan disinfektan ini harus sesuai aturan sehingga tidak menimbulkan efek yang tidak baik bagi tubuh. Program ini dilakukan dengan tujuan memberi edukasi kepada masyarakat, khususnya warga Kelurahan Duren Sawit, Kota Jakarta Timur. Materi disampaikan dengan video animasi melalui media Instagram dan YouTube. Video diunggah ke Instagram dan YouTube pada 2 – 23 Juni 2020. Setelah itu, dilakukan pengisian angket pada 23 Juni – 1 Juli 2020. Dari hasil angket, secara umum responden menyatakan sudah mendapatkan manfaat dari video yang dibagikan. Manfaat yang diperoleh masyarakat berupa fungsi, dan bahan aktif yang terkandung dalam hand sanitizer dan disinfektan; cara membuat hand sanitizer dan disinfektan; pentingnya penyediaan hand sanitizer dan disinfektan di rumah; beberapa peringatan dalam menggunakan hand sanitizer dan disinfektan; serta dampak yang ditimbulkan jika ada kesalahan dalam menggunakan hand sanitizer atau disinfektan. Melalui program ini diharapkan masyarakat mampu membuat serta menggunakan sanitizer dan disinfektan dengan aman dan efektif untuk mencapai Indonesia yang lebih sehat.

Since 2019, the COVID-19 pandemic has become a new factor in changing the migration situation in the world, and its impact has had an extremely negative impact in all countries of the world. In the article, the authors consider the impact of the COVID-19 pandemic on the migration situation and migration policy in Belarus. At the beginning of the pandemic, the Belarusian authorities did not recognize the threat of COVID-19 and denied the need to impose a ban on crossing the state border, which is why the current situation in Belarus was not like other countries. However, as in other countries, the COVID-19 pandemic has significantly affected the labor market and labor migration in general. Belarusian migrants, like most migrants in the world, leave in search of a better life, career and high wages abroad. In 2019-2020, the majority had to return to their homeland and adapt to new living conditions, including finding a job at home, with a relatively high unemployment rate in the country. Also, it is worth noting that despite the pandemic, money transfers that were transferred by migrants from abroad did not decrease, but on the contrary increased, which is most likely due to the fact that migrants provided assistance to their relatives and friends who found themselves in a difficult situation at home.

The article is devoted to the impact of the epidemiological situation in the countries of the European Union in connection with the coronavirus COVID-19 pandemic on the migration policy of the integration association. Based on the analysis of documents and statistical materials, the author identified the key factors that determine the transformation of European migration policy at the present stage. In addition to that the author put forward the idea of the EU maintaining the course for the implementation of a set of measures taken in this area before the beginning of the pandemic. The article analyzes some of the consequences of the migration crisis of 2015-2016. Some documents adopted in the EU during and after the migration crisis are cited. A critical understanding of the "open door policy" is given. After the outbreak of the COVID-19 pandemic, the EU countries faced a new challenge. The global lockdown put tens of thousands of migrants in a vulnerable position in EU countries awaiting status. Despite the fact that the primary tasks of accommodating and helping migrants at the beginning of the pandemic were solved, it is worth noting that the European Union did not show proper coordination of actions. For example, a comprehensive approach to the formation of a unified migration policy has not yet been developed.

Purpose of the research. The paper aims to analyse the relationship between migration and the sustainable development of the countries, identifying the tendencies evolutions of the migration theory in the context of three dimensions: content, geographical and historical. Methodology. The description of tendencies of the evolution of the theory of management of migration processes was done with bibliometric analysis tools. For this purpose, the author generated the meta-data of scientific publications on the researched issues from Scopus. The results of the bibliometric analysis were visualised using VOSviewer. To determine the relationship between migration and sustainable development of the country, a nonparametric measure of Spearman's correlation was calculated using the EViews. Results. According to bibliometric analysis, the main directions of scientific research on migration issues are determined. The development of the theory of management of migration processes by geographical and temporal dimensions is described. The following scientific clusters could be highlighted: the most significant cluster (red) – focuses on the general aspects of the migration; green cluster – focuses on the demography and cultural as core factors that influenced migration; blue cluster – focuses on the impact of migration policy and governance efficiency on the migration; yellow cluster – linking among gender factor, economic and social development, and migration. It was determined that the latest publications focus on the study of relationships among migration processes and the effectiveness of sustainable development goals. Practical meaning. The author empirically proved the existence of a correlation between migration and sustainable development of the country. Prospects for further research. The results justified the necessity to test the hypothesis of long-term causal links between migration and indicators of sustainable development of the country.

This article examines how international law in form of treaties deals with the intersection of the three concepts. Our hypothesis is that international law, in the form of treaties, has been reluctant to engage with national security when dealing with migration, leaving this to national law. Instead, the intersection of national security—most commonly in the form of concerns about terrorism and migration—takes place in political discourse, which acts as a passerelle for various types of state violence against people classified or suspected of being migrants. We examine this mechanism that we call an insecurity continuum driven by the politics of fear in a European context. This is a politics that takes place outside of international law but has the effect of limiting access by individuals to international law protections, particularly in the case of people who claim international protection against persecution or torture.
