Abstract Background Healthcare organisations have undergone organisational change to respond to COVID-19. This pandemic has presented challenges for employee adjustment, with impacts on the availability and coordination of human resources in healthcare. This study aimed to characterise the organisational actions regarding the coordination of human resources in healthcare within Bogotá, Colombia, to respond to the COVID-19 pandemic. Methods We followed a case study approach to understand the response to the emergency taking into account the narratives of managerial actors who have been directly involved in the planning of guidelines oriented to face the pandemic or in the implementation of health services for COVID-19. Twenty-two interviews with multiple health system organisations within Bogotá were conducted between May and September 2020 and analysed thematically. Results Three themes emerged from the analysis of the interview data: to retain human resources, to implement actions to improve the mental and physical health of the healthcare workers, and to enhance healthcare workers knowledge, skills and availability to respond to COVID-19. Conclusions Organisational actions led by hospital managers to retain, protect, and train human health resources in the dynamic context of the COVID-19 pandemic were identified. Other system-wide organisations like scientific associations contributed to the coordination of human resources across hospitals to respond to COVID-19 in Bogotá, Colombia. The actions of hospital managers, and roles of system-wide intermediary organisations, in coordinating human resources need to be explored in other health system contexts facing COVID-19.

Abstract Introduction: Generally, in Epidemics, such as COVID-19, health care workers (HCWs) faces many problems which lead to a shortage and weakening of human resources in the health system. Therefore, using effective strategies to retain human resources is one of the most important issues during outbreaks. This study aims to collect and classify the proposed interventions to strengthen human health resources and their sustainability during epidemics through scoping review.Methods: In this scoping review study, 2300 studies were retrieved through searching international databases –PubMed, Embase, Scopus and Web of Science. The retrieved studies were screened, and finally, 50 studies were included for analysis. The strategies were classified using inductive qualitative content analysis.Results: Most of the studies were conducted in the United States and the United Kingdom. The target population in 39 studies was all health workers; five studies were on physicians, five studies on nurses, and only one study on dentists. The proposed interventions were classified into five categories: preparation, protection, support, treatment, and feedback. Discussion: Most studies focused on providing interventions in one or two dimensions of human resources, but these interventions were summarized and categorized in this review. Therefore, this study has a holistic view of various dimensions of strengthening and maintaining human health resources during epidemics by providing a thematic map. Considering that human beings are multidimensional, policymakers and managers of the health system should use a set of interventions that simultaneously cover different aspects of their needs to strengthen and maintain HCWs.

This study aims to analyze and understand the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources. This research uses a qualitative case study approach. The data collection technique is done through interviews, observation, and documentation. Data analysis is done through data presentation, data reduction, and concluding. The results showed that the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources was through the Subject Teacher Consultation (MGMP) activities which were carried out periodically by the existing schedule, involving teachers in seminars on learning methods that creative, innovative and fun, holding independent training in schools by inviting resource persons who are experts in the field, and programmed supervision carried out by school principals to employees regarding the achievement of planned educational goals.

The research aimed to analyze the suitability of local tax target setting with real potential, analyze strategies and factors that influence the optimization of the advertisement tax performance, swallow's nest tax, groundwater tax, and Non-Metal Mineral Tax in Pekanbaru City. The object of this study is the Pekanbaru City Regional Revenue Agency and four objects/subjects of local taxes studied in Pekanbaru City. The method used is qualitative with a case study approach. This research shows that the target setting of Advertising Tax, Swallow's Nest Tax, Groundwater Tax, and Non-Metal Mineral and Rock Tax has not been adjusted to the real potential. The performance reports of each Regional Tax studied were inadequate in relation to the strategies implemented, which made it difficult for the Regional Revenue Agency to make effective and efficient decisions. The factors that influence tax optimization are the inadequate organizational structure, updating of the taxation database, human resources, the use of information technology, strengthening regulations, and supporting infrastructure.Keywords: Local Tax; Target; Strategy; Constraints. AbstrakPenelitian bertujuan untuk menganalisis kesesuaian penetapan target pajak daerah dengan potensi ril, menganalisis strategi dan faktor-faktor yang mempengaruhi optimalisasi kinerja Pajak Reklame, Pajak Sarang Burung Walet, Pajak Air Tanah; dan Pajak  Mineral Bukan Logam di Kota Pekanbaru. Objek Penelitian ini adalah Aparatur Badan Pendapatan Daerah Kota Pekanbaru dan 4 objek/ Subjek pajak daerah yang diteliti di Kota Pekanbaru. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Penelitian ini menunjukkan bahwa penetapan target Pajak Reklame, Pajak Sarang Burung Walet, Pajak Air Tanah; dan Pajak  Mineral Bukan Logam dan batuan belum disesuaikan dengan potensi ril. Laporan kinerja masing-masing Pajak Daerah yang diteliti belum memadai terkait strategi yang telah dilakukan sehingga menyulitkan Badan Pendapatan Daerah dalam pengambilan keputusan yang efektif dan efisien. Faktor-faktor yang mempengaruhi optimalisasi pajak tersebut adalah belum memadainya struktur organisasi, pemutakhiran data base perpajakan, kondisi Sumber Daya Manusia, pemanfaatan teknologi informasi, Penguatan Regulasi dan sarana prasarana pendukung.Kata Kunci: Pajak Daerah; Target; Strategi; Kendala.

At the start of the COVID-19 outbreak, many countries lacked personal protective equipment (PPE) to protect healthcare workers. To address this problem, open design and 3D printing technologies were adopted to provide much-in-need PPEs for key workers. This paper reports an initiative by designers and engineers in the UK and China. The case study approach and content analysis method were used to study the stakeholders, the design process, and other relevant issues such as regulation. Good practice and lessons were summarised, and suggestions for using distributed 3D printing to supply PPEs were made. It concludes that 3D printing has played an important role in producing PPEs when there was a shortage of supply, and distributed manufacturing has the potential to quickly respond to local small-bench production needs. In the future, clearer specification, better match of demands and supply, and quicker evaluation against relevant regulations will provide efficiency and quality assurance for 3D printed PPE supplies.


Bureaucratic reform is an effort to make improvements made to the system of organizing matters relating to being institutional, business, and human resources aspects of the apparatus. Human resources are one of the most important factors that cannot even be released by an organization. This study aims to analyze and explain the reform of human resources and their implications for public services in Indonesia. The type of research used is descriptive-qualitative with a case study approach. Data collection techniques used is interviews and documentation. The instruments in this study were the researchers themselves, while the informants used purposive techniques. Data analysis techniques are "interactive models" which include the public, data condensation, data presentation, and verification. The results showed that the implementation of employee capacity building in a one-stop integrated service was well implemented, this was influenced by several factors such as education, training, and assignment, employees understood the responsibilities in carrying out the tasks given by superiors and providing services to the people. The behavior of the apparatus needs to be corrected so that they are oriented to productivity and quality of work and prioritize the benefits of the general public and social justice.

ABSTRAK Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis bentuk nilainilai keadilan dalam praktik pembiayaan mudharabah dan deposito mudharabah.Jenis penelitian ini merupakan jenis penelitian kualitatif dengan pendekatan studi kasus.Teknik pengumpulan data dilakukan melalui wawancara dan dokumentasi.Hasil penelitian ini menunjukkan bahwa BPRS Asri Madani Nusantara Jember belum sepenuhnya menerapkan kelima unsur keadilan dalam praktik pembiayaan mudharabah.Dari kelima prinsip tersebut, BPRS hanya menjalankan kedua prinsip keadilan, yaitu bentuk pelarangan haram dan maysir. Untuk memenuhi kelima prinsip keadilan tersebut, seharusnya seharusnya BPRS Asri Madani Nusantara menerapkan praktik pembiayaan mudharabah secara murni, dimana perhitungan bagi hasil dilakukan setelah proyek terealisasi, edukasi syari’ah secara itensif kepada mudharib, pihak manajemen melakukan pengawasan secara itensif terhadap usaha yang dijalankan mudharib, serta etika bisnis Islami yang harus dimiliki sumber daya manusia perbankan. Sedangkan pada praktik deposito mudharabah, BPRS ASRI Madani Nusantara Jember telah menerapkan kelima unsur keadilan yaitu bentuk pelarangan riba, gharar, maysir, dzulm dan haram dalam transaksi deposito mudharabah.Kata kunci: mudharabah, deposito mudharabah, keadilan ABSTRACT This study aims to explore and analyze the forms of fairness values in the practice of mudharabah financing and mudharabah deposits. This type of research is a type of qualitative research with case study approach. The results of this study indicate that this bank has not fully applied the five elements of justice in the practice of mudharabah financing. Of the five principles, BPRS only runs the two principles of justice, namely the form of prohibition of haram and maysir. In order to fulfill these five principles of justice, should the BPRS Asri Madani Nusantara apply pure mudharabah financing practices, where the profit sharing calculation is done after the project has been realized, the shari'ah education has been intensively to mudharib, the management supervises it intensely on the mudharibrun business, As well as Islamic business ethics that must be owned by human resources banking. While in practice mudharabah deposit, BPRS ASRI Madani Nusantara Jember has applied the five elements of justice that is the form of prohibition of riba, gharar, maysir, dzulm and haram in mudharabah deposit transaction.Keywords: mudharabah, mudharabah deposit, justice

Facts indicate the potential of tourism in the Central Sumba Regency has not been able to attract tourist arrivals. The role stakeholders, especially SKPD Department of Culture and tourism (Disbudpar) Central Sumba Regency have a heavy duty to make tourism development. The method used was a case study approach (inductive) using qualitative methods. Data were analyzed using qualitative data analysis techniques with presentation techniques qualitative descriptive data. The results of this research are the role Disbudpar Kab. Central Sumba in tourism development constrained human resources issues and other findings are necessary translation of roles more effectively and efficiently with attention to personal ability, social skills and intellectual abilities in the future culture. The next finding is the difficulty Disbudpar Kab. Central Sumba in the implementation of the work plan caused by many factor. It is important to consider in the future development of tourism is the attention to the internal and external coordination and the determination of the potential market rating that will facilitate the development of tourism attractions such as the establishment or featured travel products and preparation of human resources, infrastructure and other supporting facilities.
