AbstractThe aim of this article is to identify the main stakeholders of institutions of professional higher education in the field of internal security in selected countries, and the most important collaboration practices, and the factors that affect collaboration. Within the framework of a qualitative phenomenographic study, interviews were conducted with representatives of Estonian, German, Finnish, and Norwegian institutions of professional education in the field of internal security. The results showed that institutions of professional higher education differ from traditional universities in prioritizing their main stakeholders, putting employers first, and not students. In addition, the ministries under whose government they operate, and other higher education institutions were named as the main stakeholders. Collaboration with stakeholders is mostly based on common interests and personal relationships (e.g., mediation, networking, joint reputation building, collaboration councils), on some kind of formal basis (e.g., feedback system, collaboration councils) or subordination (e.g., execution of orders and instructions, trading). The aspects most influencing collaboration were considered to be the aspects related to trust and professionalism, and in particular informal collaboration was valued. The results of this study enabled the author to supplement a framework from a previous study, which originally described the theoretical collaboration of the stakeholders of an institution of higher education in the field of internal security; this was supplemented by adding the dimension of collaboration diversity.

The article is devoted to student letters "to the authorities" in 1918 – early 1920s, taken as a source for studying the student corporation during the Civil War. The research is limited to the Cossack regions of the Russian South – Don and Kuban, centers of the armed struggle against the Bolsheviks. Higher education institutions were founded there shortly before the revolution. As a result of a powerful intellectual migration from Petrograd and Moscow, new universities were founded in 1918–1919. Student letters used in the study were obtained from the archival funds of higher educational institutions, government and administrative bodies of the State Archive of Krasnodar region, the State Archive of Rostov region, and the Professional Education Department Main Collection of the State Archive of the Russian Federation. Recipients’ and addressee’ statuses, time, subject, and motivation for writing are taken as parameters and considered in the analysis of letters. Attention is given to notes, official inscriptions on the documents, as well as accompanying letters, official answers, autobiographies, questionnaires, etc. The content of letters is examined within the context of the higher education space formation, along with migration processes of the revolutionary years, and the situation of civil confrontation in the South of Russia. Later, the authors of some letters became known in various fields; the discovered texts help recreate the milestones of their early biographies, especially since many tried to conceal the fact of their life and schooling on non-Soviet territories. The research reveals specific themes and plots of student letters "to the authorities", their value as an authentic source of information. These themes are admission / transfer to another institution, student mobilization, ways of solving material problems, and the activities of student organizations. The author notes how the contradictions within the anti-Bolshevik camp (clearly pronounced on the Don and Kuban) influenced the content of the texts. This is especially true for collective messages "to the authorities" that defended the interests of particular groups or students as a whole. It is shown that the interpretation of certain events and processes was determined both by the real needs of the authors of the letters and by the current political situation. In general, letters "to authorities" are an important source for reconstructing students’ daily life and the vital functions of higher education institutions in extreme conditions.

Introduction. The need for reforming the Ukrainian education system, improving it and raising the level of the quality of training specialists is a major socio-cultural problem that is largely conditioned by the processes of globalization and the needs for the formation of positive conditions for individual development, socialization and self-realization in this world. The process of modernization of higher education in Ukraine in the context of the Bologna Process most certainly affects higher education and higher education institutions. Taking into account the place and role of tourism in the life of society, the state, according to the Law of Ukraine "On Amendments to the Law of Ukraine "On Tourism", proclaims tourism as one of the priority directions of economic and cultural development and creates conditions for tourist activities.Hypothesis of scientific research. The directions of training future tourism managers are considered on the basis of the model of a competent graduate. The criteria for the activity of teachers in higher education institutions and the possibilities for their selection are formulated. It is noted that the teacher should possess modern technologies of general and professional education, a set of effective methods and techniques, sufficient amount of professional knowledge to provide education for future tourism professionals (teaching, planning, management of didactic and educational systems). The aim of this study is to highlight conceptual approaches to the preparation of future tourism managers.Research methods:– theoretical analysis - to determine the state of disclosure of the research problem in the psychological and pedagogical scientific literature, the study of normative and legal documents in the field of education;– comparison, classification, generalization - for definition of joint characteristics of objects on the basis of processing and interpretation of theoretical sources on the problem of tourism education in universities;– diagnostics (questioning, conversation, testing, observation, expert evaluation);– mathematical statistics - for processing the obtained experimental data and calculating statistical indicators in order to test the effectiveness of the introduction of pedagogical conditions, models and methods of forming the readiness of future teachers for the organization of school tourism in the educational process of higher education institutions; Results: an approach is proposed to build a holistic process for the formation of a student's personality, which should be based on the characteristics of his upbringing in the system of tourism: education through nature, culture (the principle of visualization), the formation of tolerance; humanization of relations, education in a group (team), ecology of the individual. Conclusions: Work on developing the concept of professional training for future tourism managers led to the conclusion that a conscious and thoughtful program of actions for the organization of the educational process and vocational training precedes the training of students.

The need to train highly qualified translators necessitates the need to train professional translation teachers in higher education institutions of Ukraine. The purpose of our work is to analyze the situation in the field of training translation teachers in higher education institutions of Ukraine and other countries, analyze the ways and methods of training translation teachers today and develop proposals for possible formats for training these specialists. In order to determine the requirements for translation teachers and determine the conceptual and categorical apparatus of our research we used a number of methods: analysis, synthesis, comparison and generalization of scientific and educational sources (Ukrainian and foreign ones), as well as observation, questionnaires and surveys to identify problems in the professional growth of translation teachers. It was revealed that today there is a situation when translation is taught either by the translators who do not have pedagogical education, or by the teachers of foreign languages who do not have translator’s diplomas and often do not have practical translation experience. Both categories require additional training that complements their education. The current system of short-term advanced training courses does not fully meet the task of filling gaps in the professional education of translation teachers. The author suggests the development and implementation of programs for retraining and training translation teachers that can be provided for different content depending on the previous experience of translation teachers. In both types of programs, the pedagogical and translation components of education will complement each other, so that graduates will be able to form the educational competencies necessary for a qualified translation teacher in higher education institutions. Special attention should be paid to translation didactics which has not yet been taught either in educational program for training translators, or in programs for training and advanced training of teachers. The prospects for further scientific research in this direction consist in designing and developing with taking into account modern achievements in science and practice of translating the content of the program and implementing it in higher education institutions that need such programs.Key words: translation teachers, educational program, translation, retraining program, advanced training, higher education institutions.

There is a need for individualization of professional education, which can ensure that the quality of training of graduates of pedagogical specialties meets the changing requirements of this activity. This requires the development of individual educational paths of future teachers, providing each student with his/her own ways to achieve common and individual educational goals, to develop those universal and professional competencies, demanded by modern society and the labor market. The research goal is to substantiate the concept and technology for developing individual educational paths of future teachers in higher education institutions based on the requirements of the updated Federal State Educational Standards. The study used pedagogical modelling, a study of regulatory legal acts in the field of education, benchmarking and expert methods. This article substantiates the methodological foundations of the research, presenting competencybased and systemic approaches for the development of individual educational paths. It proposes a technology for developing these paths of future teachers based on the requirements of the updated Federal State Educational Standards. The content and design procedures are described, together with the criteria for the effectiveness of developing the paths based on the study of the best practices in those higher education institutions participating in the project of modernization of pedagogical education. Modernization of higher professional education is proved by the need to increase its quality according to the requirements of a present stage of political and social and economic development of Russia. Federal state educational standards of the higher education (FSES HE) establish rather strict qualifi cation requirements to the faculty of higher education institutions. In this regard, as one of strategic problems of a number of the Russian leading universities (MSU, MGIMO, SFU, etc.), is formation and development of personnel potential. The professional standard “Teacher of Vocational Education, Professional Education and Further Professional Education” which has come into force on January 1, 2017 establishes requirements to education level, seniority and a profi le of education taking into account the taught disciplines. Authors analyze features of application and the problem of introduction of this standard in higher education institutions.

The first objective of this paper is to provide an overview of the curricula offered by Polish higher education institutions aimed at future workers in the culture and creative sectors. Desk research is supplemented by a qualitative analysis of students’ needs on professional education and the perception of cultural labour in Poland, and concluding remarks attempt to provide a preliminary response to the key expectations and gaps highlighted in the reported analysis. The paper argues that to sustain the trends of growth and to support the professionalisation of managing cultural and creative initiatives, higher education institutions in Poland have to develop a more explicit balance between pure cultural studies and cultural management education approaches. The breakthrough achievements require support from a parallel breakthrough – formation tools that adapt alternative methods from organisation studies.
