In common with other psychiatric units throughout the land, we have been struggling to come to terms with the Government directives regarding the Care Programme Approach. A great deal of time has been spent attempting to devise a system which is workable and useful but which might leave some time for face-to-face contact with patients; implementing it forces the psychiatrist into a catch–22 situation. If things are seriously wrong for a patient, the psychiatrist could be criticised for not putting somebody on CPA, or criticised for putting them on it but not carrying the process through thoroughly enough. In spite of this, I have participated in the scheme, if only because the consensus would seem to be that it is necessary to have the system in place, mainly as a defensive measure or in the hope of ensuring adequate resources. My overwhelming feeling, however, has been that it has been a time-consuming way of formalising good practice, and that the time spent filling in the forms would be better spent talking to the patients. I have always felt uncomfortable listing needs and solutions with the patient and ‘the team’, because it seemed reductionist, but I thought that this was my idiosyncratic response, and that I should get on with it. Recently, however, there was a near disaster with a patient which served to strengthen my reservations.

In legal studies on telemedicine, the requirement of face-to-face consultation emerges as a major concern. Although the legal basis of the “face-to-face consultation” requirement is often assumed to come from Medical Practitioners Law Article 20, it is actually from a notice issued on 24/12/1997 in Health Policy Publication No. 1075 by the Ministry of Health, Labor and Welfare (MHLW). In this article, through analysis of how the court made a judgment in regard to “face-to-face consultation” in previous rulings related to the Medical Practitioners Law Article 20, the authors clarify that judgment is based on these “notices”. In addition, through analysis of what policy on telemedicine the MHLW announces in the government ministries’ response issued on 20/10/2009 to the questionnaire from the members of a task force in the IT Strategic Headquarters, it is ascertained that interpretation of the “face-to-face patient care” in telemedicine becomes broader than the “notices”. This paper accelerates the broader interpretation and establishes a legal system defining telemedicine independently.

At present neither the prospect of home rule nor the danger from Germany nor the mighty design of imperial federation assails the public mind of England so insistently as the demand for the enfranchisement of women. Since 1905 it has come to be realized that British men and women are face to face with a change of profound importance, and that the veil of the future hides immense possibilities of good or of ill soon to come.Allowing British women to take part in the government of the realm is a question of the last century and particularly of the years since 1867, but the antiquarian traces the elements of the problem in the feudal law of the earlier middle ages, when tenure and service rather than persons furnished the basis of organization, and when instances occur of women taking part in local affairs and holding office and jurisdiction. For the most part, however, these instances are valuable now merely as the slender basis for legal argument.

Only 23% of Malaysian workforce has tertiary education compared to Organisation for Economic Co-operation and Development countries such as Singapore and Finland that have tertiary education with an average of 28% and around 35%, respectively. This study investigates perceived needs lifelong learning programmes for professionalisation among the workers. A survey was conducted on workers from the industries. Most of the workers felt that lifelong learning programmes provide personal satisfaction. In terms of perceived needs, workers from higher positions in industries need lifelong learning programmes to get better positions and better salaries as compared to those with lower positions in industries to get better job and education. Both groups have different preferences for means of learning whether face-to-face or online learning. The implications are that the government has to change their policy in terms of requirement for these companies to register with the Human Resource Department Fund so that their workers be subsidised for attending lifelong learning programmes and to encourage the participation of public higher learning institutions for providing online and weekend lifelong learning programmes to the workers.

AbstractCorporate Social Responsibility (CSR) is like a chameleon, that changes its colour according to the context it is in. In the developed economy, it takes the form of sustainability and/ or philanthropy, whereas, in emerging economies, it speaks the language of religious, political and/ or mandated CSR. India, in recent times came into the limelight with its mandated CSR policy that was incorporated into its Companies Act 2013, which became operational from the financial year 2014 - 2015. Mandated CSR is thus a new area of study that is based on the philosophy that ‘CSR should contribute to the national agenda in emerging economies,’ under some statutory guidelines as laid down by the Government.But, business houses, do look for maximising its profit. Profit can be financial and/ or non-financial. If not money, then at least the effort must be compensated with reputation, image, that helps in brand building! And, to have this as an objective, their efforts should be strategic! But, does all strategies work? With these questions and conceptual thinking, this empirical research aims to identify the key aspects of Strategic Management, CSR and Firm Performance and establish relationship between them; apart from developing a valid and reliable scale to do so. This is indeed one of the first researches and documentations done among the large Indian firms in India immediately in the post mandate period and thus forms a base for understanding the CSR dynamics in the years to come.

The literature on sustainable tourism is scant, particularly in the least developed countries. Very few studies touch upon the concept and no holistic theoretical or conceptual frameworks around the idea of sustainable tourism have been formulated. This study aims at exploring the role of tour operators in developing sustainable tourism in Pakistan and how the tour operators (TOs) conceive their role in this regard. TOs were reached through phone calls, emails, and virtual sources as face-to-face interviews were not possible due to COVID-19 pandemic and restrictions on travel by the government. In-depth interviews were conducted to gather data. Results suggest that the TOs although realize the importance of social, environmental, and economic dimensions of tourism on the communities but have no management systems in place to cater accordingly. There are no incentives in place by the government facilitate TOs to design and implement such systems. The TOs do not select a destination based on Global Sustainable Tourism Council criterion, but rather the selection of destination is mostly demand-based and profit-oriented. The study suggests that corporate profit motive is the sole criterion for decision making and is one of the major causes impeding sustainable tourism in Pakistan. The role of TOs in developing sustainable tourism is vague as the TOs do not have any systems in place to implement sustainable models. The study recommends that efforts need to be put in place to incentivize sustainable tourism in Pakistan and proper laws should be set forth by the authorities to comply by the TOs. The role of TOs is important and understood, however, there is a need to put proper systems in place.

Abstract Background The COVID-19 pandemic has required governments around the world to suspend face-to-face learning for school and university students. Colleges of pharmacy are faced with the challenge of training students in hospitals that are under considerable pressure at this time. The government of Saudi Arabia has moved all classes and training online to limit the spread of the virus. This study describes the experience of the Introductory and Advanced Pharmacy Practice Experience (IPPE and APPE) students and preceptors engaged in the virtual IPPE training. Methods A cross-sectional study was conducted to describe and appraise the implemented virtual IPPE training from the experiences of IPPE and APPE students, and their preceptor. The IPPE students described their experiences in close-ended questionnaires, while APPE students in open-ended questionnaires, and the preceptor described the experiences in narrative. The study focused on highlighting the advantages, opportunities, challenges, and shortcomings of the virtual training. Results Two preceptors and seven APPE students participated in the preparation and administration of the virtual training. The IPPE students’ experiences, based on 87 respondents, were mostly positive. Although IPPE students enjoyed the time flexibility that allowed the learning of new skills and reflection on previous experiences, 15% experienced difficulty finding quiet places with a reliable internet connection or had difficulty working on team-based activities. Moreover, some were anxious about the lack of adequate patient-care experience. On the other hand, the APPE students found the experience enriching as they gained experience and understanding of academic workflow, gained skills, and overcame the challenges they faced during this virtual training experience. Conclusions Future training programs should be organized to overcome the challenges and to maximize the benefits of training experiences. Schools of pharmacy may benefit from the training materials constructed, prepared, and administered by APPE students to improve IPPE students’ learning experiences and outcomes.

Despite the prevalence of anti-government rumors in authoritarian countries, little is currently known about their effects on citizens’ attitudes toward the government, and whether the authorities can effectively combat rumors. With an experimental procedure embedded in two surveys about Chinese internet users’ information exposure, this study finds that rumors decrease citizens’ trust in the government and support of the regime. Moreover, individuals from diverse socio-economic and political backgrounds are similarly susceptible to thinly evidenced rumors. Rebuttals generally reduce people’s belief in the specific content of rumors, but often do not recover political trust unless the government brings forth solid and vivid evidence to back its refutation or win the endorsement of public figures broadly perceived to be independent. But because such high-quality and strong rebuttals are hard to come by, rumors will erode political support in an authoritarian state. These findings have rich implications for studies of rumors and misinformation in general, and authoritarian information politics in particular.

Background: Cigarette consumption remains high and increasing in Indonesia. The government implemented a pictorial health warnings requirement of 40% cover of the pack (front and back) using fear appeal messages. Objective: Our study aims to assess the effectiveness of cigarette pictorial health warnings by message and size. Methods: We conducted a mixed factorial experiment online study using three messaging approaches (fear vs. guilt vs. financial loss) and two picture sizes (40% vs. 75%) among 209 smoking participants. Sociodemographic variables included gender, education, income, employment status, and marital status. Data analysis used a mixed model ANOVA to see the main effect and interaction effect on dependent variables. For subgroup analysis, we used t-test and one-way ANOVA. All analyzes were in SPSS 22. Results: We found significant differences in the three message types, in which fear and guilt have higher effectiveness than financial loss. By subgroup, the guilt message was more compelling among female smokers and married smokers. The financial loss message was effective among lower-income smokers. We found no difference in pictorial health warning effectiveness by image size, potentially because participants could zoom in/out the cigarette pack image on the screen. Conclusions: Our finding supports more diverse message types in pictorial health warnings in Indonesia and other countries.

ObjectiveThis study, conducted in China, explores tobacco farmers’ willingness to accept (WTA) compensation for tobacco crop substitution.MethodsThe contingent valuation method was used to elicit farmers’ WTA compensation. A face-to-face survey was conducted with 280 tobacco farmers in Lichuan City, China. The standard logit regressions were used to identify the factors that influence farmers’ WTA.ResultsWithout compensation, most of the respondents were unwilling to implement tobacco crop substitution. However, if the government provided compensation, the proportion of respondents’ willingness for substitution increased to 86.7%. Male tobacco farmers are more likely to accept a given compensation value than female farmers. Older tobacco farmers have a higher probability of accepting compensation. The number of farmers engaged in tobacco growing in a family is negatively associated with the probability of accepting a given compensation amount. Tobacco farmers with greater confidence in the expected benefits of tobacco crop substitution tend to be more willing to accept compensation. The mean WTA estimate was achieved as US$2020.35/ha/year.ConclusionsIf appropriate compensation is provided for tobacco farmers, there is a potential to implement the tobacco crop substitution policy in the study area.

This case illustrates the issues pertaining to the “PutItOn” campaign promotion launched by the Malaysian AIDS Council (MAC). This case primarily discusses the social marketing challenges encountered by MAC with the task to promote intervention programs on condom use and women’s safe sex practices to influence social change. However, promoting condom use is regarded as taboo and is not allowed to be mentioned in Malaysian mainstream mass media because of restrictions by the Communications and Multimedia Act. The government also cannot openly advocate condom use because of sociocultural sensitivity. In addition, some people might misinterpret promoting condom use as encouraging promiscuity. On the other hand, official statistics show that new HIV cases have shifted the trend from men to women in recent years, and the major factor for women infected by HIV was through sexual transmission. Dr. Suzi, communication manager of MAC, is in charge of the “PutItOn” campaign. She faced difficulty in increasing awareness among women about the campaign with the consideration of social and cultural issues. The campaign was launched in December 2014, but not many people seemed aware of this campaign after four months of its launch. The chairman of MAF, Dr. Roselina, advised her to come up with an effective promotional strategy for the “PutItOn” campaign by April. Dr. Suzi had only one month to devise a plan to solve the problem; otherwise, MAC has to close the campaign. Dr. Suzi was worried about the sociocultural pressure to promote the “PutItOn” campaign.
