We study voters’ response to marginal changes to the fine for electoral abstention in Peru, leveraging variation from a nationwide reform. A smaller fine has a robust, negative effect on voter turnout, partly through irregular changes in voter registration. However, representation is largely unaffected, as most of the lost votes are blank or invalid. We also show that the effect of an exemption from compulsory voting is substantially larger than that of a full fine reduction, suggesting that nonmonetary incentives are the main drivers behind the effectiveness of compulsory voting. Voter registration is thought to have a substantial negative effect on American voter turnout. The authors clarify this understanding in two ways. First, using a natural experiment in Wisconsin, they estimate the pure effect of registration, stripped of aspects such as the closing date. Registration lowers turnout by about 2 percentage points. Second, the authors argue that administrative capacities of local election officials are important moderators of how much registration affects turnout. Municipalities with less capacity are associated with bigger decreases in turnout. Researchers and policy makers should consider administrative capacity as a component in the equal application of voting laws.

Disparities in voter turnout have increased significantly over the past four decades. Members of historically oppressed groups, those who are low-income, and or who have lower levels of education vote at significantly lower rates than white, wealthy and or more educated community members. These disparities correlate directly to political power and the eventual allocation of resources by elected officials. Therefore, eliminating these disparities through targeted voter engagement with client groups is particularly important for the profession of social work. This article describes the conceptualization of voter engagement as a three-legged stool, consisting of voter registration, regular voting, and basing voting decisions on self-interest.Without attention to all three legs, the potential for generating political power collapses, resulting in minimal influence on elected officials.

One of the chief complaints raised against sanctuary cities is that they can increase crime, while one argument in their favor is that they can increase the incorporation of Latino and immigrant communities. This chapter analyzes both the positive and negative effects of sanctuary polices, finding that these policies have no effect on crime rates when comparable cities are compared to one another and when crime rates pre/post sanctuary are examined. The findings show that sanctuary policies can have positive effects, potentially increasing both Latino voter turnout and police force representation. While sanctuary policies are found to have few downsides and potential positive benefits, antisanctuary legislation like Texas’s SB4 are found to have a negative effect. In high-immigrant areas, antisanctuary legislation is found to depress the number of 911 calls, suggesting that antisanctuary legislation does in fact reduce crime reporting, as opponents claim.

Abstract Across Europe, far-right parties have made significant electoral gains in recent years. Their anti-immigration stance is considered one of the main factors behind their success. Using data from Finland, this paper studies the effect of immigration on voting for the far-right Finns Party on a local level. Exploiting a convenient setup for a shift-share instrument, I find that a 1 percentage point increase in the share of foreign citizens in a municipality decreases the Finns Party’s vote share by 3.4 percentage points. Placebo tests using pre-period data confirm this effect is not driven by persistent trends at the municipality level. The far-right votes lost to immigration are captured by the two pro-immigration parties. Turning to potential mechanisms, immigration is found to increase voter turnout, potentially activating local pro-immigration voters. Moreover, the negative effect is only present in municipalities with high initial exposure to immigrants, consistent with the intergroup contact theory. Finally, I also provide some evidence for the welfare-state channel as a plausible mechanism behind the main result.

AbstractIt has been suggested that political distrust is associated with lower levels of voter turnout and increased votes for challenger or populist parties. We investigate the relationship between political (dis)trust and electoral behaviour using the 2009 Belgian Election Study. Belgium presents an interesting case because compulsory voting (with an accompanying turnout rate of 90.4 per cent) compels distrusting voters to participate in elections. Nevertheless, distrusting voters are significantly more inclined to cast a blank or invalid vote. Second, distrust is positively associated with a preference for extreme right (Vlaams Belang) and populist (Lijst Dedecker) parties. Third, in party systems where there is no supply of viable challengers (i.e. the French-speaking region of Belgium), the effect of political trust on party preference is limited. We conclude that electoral effects of political distrust are determined by the electoral and party system and the supply of electoral protest.

Studies of voter turnout across states find that those with more facilitative registration laws have higher turnout rates. Eliminating registration barriers altogether is estimated to raise voter participation rates by up to 10%. This article presents panel estimates of the effects of introducing registration that exploits changes in registration laws and turnout within states. New York and Ohio imposed registration requirements on all of their counties in 1965 and 1977, respectively. We find that the introduction of registration to counties that did not previously require registration decreased participation over the long term by three to five percentage points. Though significant, this is lower than estimates of the effects of registration from cross-sectional studies and suggests that expectations about the effects of registration reforms on turnout may be overstated.

After the drastic relaxation of voter registration requirements in the 1960s, do present state laws keep people away from the polls? More specifically, which provisions have how much effect on what kinds of people? We have answered these questions with data from the Current Population Survey conducted by the Census Bureau in November 1972.State registration laws reduced turnout in the 1972 presidential election by about nine percentage points. The impact of the laws was heaviest in the South and on less educated people of both races. Early deadlines for registration and limited registration office hours were the biggest impediments to turnout.Contrary to expectations, changing these requirements would not substantially alter the character of the electorate. The voting population would be faintly less affluent and educated; the biggest difference would be a matter of one or two percentage points. In strictly political terms, the change would be even fainter–a gain for the Democrats of less than half a percent.

AbstractHigh voter turnout gives legitimacy to the political system and strengthens the stability of a country. Since voter turnout matters, it is important to determine which factors boost electoral participation. While there is a vast literature on turnout focusing on institutional, socio-economic, and contextual indicators, there appears to be a shortage of scholarship on the relationship between religion and turnout. In our study, we evaluate the impact of the Islamic religion on electoral participation. Drawing on a large dataset that incorporates all legislative elections worldwide from 1970 to 2010 and controlling for compulsory voting, the electoral system type, the decisiveness of the election, the competitiveness of the election, the size of the country, the regime type and development, we find that Muslim-majority countries have lower turnout rates than majority non-Muslim countries. We also find electoral participation to be lower in countries where Islamic tenets are more strongly entrenched in politics.

Election-related information covers a broad range of topics—voter registration, voter turnout, opinion polls, election results, and campaign finance data—spanning national, state, and local levels. Who collects and provides all the data related to an election? Interestingly, many sources of election statistics are available online through private institutions (e.g., universities, research institutions) rather than government sources. This applies to both recent information and historical information.This article focuses on just a few of the many resources for election data. Three sources are briefly examined, followed by an in-depth look at one source: the American National Election Studies (ANES). These sources cover a broad range of subject matter and delivery methods.
