Over the years, views on tourism have changed from pleasure seeking activity to a mere economic activity. Today, tourism is the major source of income and economic activity for developing countries. It generates employment, foreign exchange earnings, and also supports in development of infrastructure of the destination. Tourism may also have potential in addressing socio economic issues through sustainable tourism development. Local community participation in tourism activities has also become one of the major principles of sustainable tourism. Tourism is a people oriented industry and its major functions depend on human resources. Tourism is a major source of employment and it has all the capabilities in contributing towards the livelihood of the local community by providing employment and involving them in all kinds of tourism activities. The major objective of the study is to find out how local communities are involved in various activities and practices adopted by resorts for the development of the local community. The scope of the study is confined to wildlife resorts. Percentage analysis is used to analyze the data.

Tourism has involved the local communities as a key stakeholders in many tourism destination in Indonesia that are growing due to the phenomenon of digital tourism. In Tebing Breksi Yogyakarta, the growth of tourism sector as a result of the digital tourism phenomenon has made the local people relying on tourism as the main sector to ful l economic needs after the mining ban from the local government. This research conduct the SUSTDI (Stakeholder Understanding of Sustainable Tourism Development Index) method as a tool to asses level of understanding of local communities about sustainable tourism concepts. According to Timur & Getz (2009: 223) about the theory of key stakeholder role, three groups of local community has identi ed such as: host community group, local authority group and tourism industry group. The proportional sampling and strati ed random sampling conducted to determined the amount of representative respondent. The result showed that the local communities as the key stakeholder in Tebing Breksi have a high overall level of understanding about the sustainable tourism concept at the scale 4,19 out of 5,00. Despite of that, the level of understanding on the three of the group respondent on question number 23 implies that the “economic development funds should to be used to promote tourism” as “Medium”. Moreover, tourism planner can use this results to develop a precise education and training program to improve their knowledge about sustainable tourism development.

One of the main principles a community empowerment in sustainable development is that the primary benefits should be returned to the local community and become an integral part of the development activity. However, Tangkoko as a centre for natural tourism development in North Sulawesi, Indonesia has tended to concentrate on tourism development without adequately considering livelihoods of local communities. This study is aimed to examine to what extend The model of community empowerment can be applied into the practice of community empowerment development in Tangkoko Nature Reserve. The study will contribute to the formulation of government policy in formulating and establishing the R- Urban conservation efforts, especially in the utilization of local natural resources by using the principles of sustainable development in Tangkoko Nature Reserve. In addition, the results of the study will be able to promote the use of community-based empowerment and participation through the use high-value natural surrounding environment. This study involves desktop research and fieldwork comprising questionnaire surveys and on-site observations to provide evidences of community-based empowerment in Tangkoko Natural Reserve. This study develops a model of sustainable tourism development through creative community empowerment that will ensure the outcomes from tourism will be returned to strengthen the local economy as well the quality of life of local communities.

In tourism development, community participation is very important. Community participation does not just appear but must start from the right perception of tourism. Local people, with all their perceptions about tourism management, have been involved in tourism management. The purpose of this study was to determine the local community's perception of the manager of the main tourism destinations and to determine the sustainable tourism development model in Simanindo District, Samosir Regency. This type of research is a social survey and descriptive-quantitative. The technique used in sampling is the Franc Lynch method, with a sample of 95 people as respondents, aged 15-64 years old. The type of data used is primary by using a questionnaire with a Likert scale in each question. The data analysis technique used is value perception and multiple regression analysis. The results of this study show: 1) The percentage of the average value of the independent variable is 85%, this means that the perception of the local community about the management principles of Lake Toba tourist destinations is in a positive or good area 2) Sustainable tourism development has a positive relationship and influenced simultaneously by service, attractiveness, human resources, environment, and participation. Therefore, the sustainable tourism development model must emphasize the attractiveness and human resources in Simanindo District

Tourism has a positive impact, especially in economic aspects. The tourism activities involve interaction between the host community and tourist. One of the concepts in sustainable tourism development is Community-Based Tourism. This concept requires contribution and active participation of the local community in tourism development. The purpose of this study is to explain how the concept of sustainable tourism through Community-Based Tourism approach. This study used a qualitative method with a literature study. Finding of this study is the concept of Community-Based Tourism is used as tourism development design that focuses on the community with emphasizing the local potential and encouraging the community capacity development. The important aspects in the successful sustainable tourism development through Community-Based Tourism can be seen from various fields, like social-political, economic, environmental and cultural. In the social-political related to community involvement in decision-making, planning, and development. In the economic aspect aims to improve community welfare. While the environmental and cultural aspect associated with the protection of natural and cultural resources.

Nowadays, the concept of Tourism Planning has shifted into sustainable tourism development. Because of the slow movement in implementing the concept, many alternative approaches have been offered. One of the alternative approaches to gain the sustainable development tourism is implementing the Cittaslow philosophy. This study aims to identify the local community’s empowerment and involvement in the tourism sector in Pahawang Island, Pesawaran Regency, Lampung Province, Indonesia. The local community involvement and empowerment are the essence ingredients of Cittaslow philosophy implementation.  From the implication of those two aspects in the tourism sector, this study will analyze through which sustainable tourism is better to conduct. The local community empowerment was noted in the context of psychological and social aspects of local community empowerment, particularly for developing and managing tourism. This study used the qualitative method in the case of Pahawang Tourism in Pesawaran Regency, Lampung Province, Indonesia. The result reveals that, the more effective collaboration among government, local communities (businesses, and residents), the more chance to gain sustainable tourism.

Tourism has emerged as the global industry and has been playing a leading role in the all-round development of any country. A planned and sustained development of tourism industry in the form of 'Ecotourism' or 'Responsible Tourism' would lead the country to everlasting prosperity in all aspects. Intensive care should be given in developing tourism in the respective areas to maximize output and minimize the bad impacts.The co-operation and participation of local community is of great significance to all industries especially tourism industry since it deals with the people of different regions, languages, cultures etc. But it is equally difficult to elicit the encouragement, co-operation and support from the local community in developing ecotourism effectively.The major objective of this article presents the role of local communities in promoting ecotourism in any region. The authors have portrayed the emerging challenges to be faced in developing ecotourism and suitable strategies have been suggested to overcome the challenges.

This paper is intended as a contribution to the debate on tourism sustainability and the need to involve local communities in planning practices, key to sustainable tourism. The community-based approach has been widely theorized and used in projects of sustainable tourism development, because it tends to maximize the participation of local population from the earliest stages of development and affect tourism policies, while also responding to the changing needs of contemporary tourists, especially in terms of development of niche and special-interest tourism. The only exception is in the construction of the tourist imaginary: the involvement of the community in this fundamental sphere has always been scarce, with the result that often there is a strong imbalance – even dissonance – between the image promoted through the marketing, that continuously re-shaped by the locals and that experienced by the tourists. The purpose of this study is to investigate the potential for restructuring industrial areas toward tourism development within local communities, with a special emphasis on the socio-cultural determinants of residents, as well as their attitudes regarding the sustainable development of tourism. The research is also oriented toward the interests of local communities with respect to entrepreneurial activities in the field of tourism within regions relying on traditional industries, in this case, one of the largest open-pit mining surfaces in Europe (near the Serbian town of Lazarevac). The survey was conducted on a sample of 273 respondents. The research results point to the residents’ attitudes regarding the acceptability of tourism development options, as well as their attitudes toward tourism development, with the aim of providing the conditions for a successful transition from a typical heavy industrial setting toward sustainable tourism development.

The full involvement of local communities in the tourism sector, not only benefits them and the environment in general, but also improves the quality of the tourism experience. Projects imposed from outside and motivated by the pursuit of rapid economic growth often override local needs, conditions and resources, and result in unacceptable environmental, social and cultural costs. Local involvement is crucial to sustainable and appropriate development, which meets the needs of the local people and safeguards their natural and cultural environments. Thus a local development strategy is essential, especially in disadvantaged areas and countries.

This study provides an overview of the development patterns of tourism activities through the management of Human Resources, capital, technology and natural potential including plantations and animal husbandry. Research is descriptive with a quantitative approach. Researchers obtain the best method for managing tourism through the Analytical Hierarchy Process. Researchers obtained results that the development of tourism activities based on the Analytical Hierarchy Process is an increase in tourism not only on the beach but also on agribusiness tourism such as plantations and animal husbandry. There needs to be cooperation with investors to increase tourism activities, in addition, improving human resources is very important for the process of adaptation to the development of global tourism. In addition, technology is an equally important aspect. With this increase, tourism activities will run optimally. The researcher suggests that the manager of the Pantai Baru Pandan Simo area to further optimize the development of agro tourism activities that focus on marketing agricultural and livestock activities so that tourists can blend in with the activities of the local community. This will add value to economic activity.
