Preconditions of development of Bologna arrangements on creation of uniform educational space, their main objectives and realization directions are briefl y stated in this article. The main attention is paid to the analysis of impact mechanisms on mobility increasing of students and teachers of higher educational institutions as important element of all-European educational space formation.The special place is allocated for defi nition of Russia’s role in the global market of educational services, for identifi cation of the most signifi cant problems of Russian education which reduce its competitiveness in the international market, and for development of scientifi c and practical recommendations on optimization of intellectual migration regulation system in the Russian Federation.

The article is meant to analyze the legal basis and organizational models of educational services export in the Russian Federation. The authors believe that the sale of educational services to foreign legal entities and individuals can become one of the alternatives to commodity exports and an important source of income for educational institutions and the country’s budget. The regulatory framework for developing the export of educational services in the Russian Federation, despite some of its shortcomings, allows to eff ectively promote the interests of Russian universities both in Russia and abroad, but not all universities are ready for such activities. Within the framework of the Federal project "Development of the export potential of Russian education", fi ve models of educational services export by Russian universities were proposed. However, according to the authors, introduction of bilingual bachelor’s, master’s and postgraduate programs, creation of a unifi ed register of accredited providers of Russian educational export services, development of a list of export education courses and standards for their teaching could also contribute to the increase in export indicators.

The changes in the procedure for providing paid educational services by budget educational institutions, approved by the decree of the Government of the Russian Federation No. 1441 of September 15, 2020 for the period up to December 31, 2026, which entered into force on January 1, 2021, are considered. A comparative analysis of the previously valid and newly approved rules for the provision of paid educational services, which should be guided by medical educational institutions in the next five years, is carried out. The article analyzes the procedure for obtaining targeted education, its implementation in medical educational institutions, and the features of further employment of graduates.

The article examines the experience of higher education educational organizations of the Russian Federation in the development and implementation of digital tools and services to form equal access to educational content. The Anti-Crisis Measures adopted by the Ministry of Science and Higher Education of the Russian Federation to regulate the higher education sector are being evaluated to ensure that education is accessible and that the learning process is stopped during the COVID-19 pandemic.Over the past few months, studies in higher education on the quality of digital solutions used and their adequacy during the spread of the pandemic of the new COVID-2019 coronavirus infection and the transition mainly to remote forms of educational services show a low degree of readiness to provide equal access to education and reflect the risks of social conflict. It is important to ensure the digital readiness of higher education organizations to provide quality educational services through the introduction of advanced domestic programs and technologies, including those with elements of artificial intelligence; training of teachers and the administrative staff of educational institutions. Particular attention is paid to ensuring access to education in the subjects of the Russian Federation, where students and entrants face difficulties in remotely studying national languages and national culture. The study proposes to consider, among other things, support for the creation and implementation of online educational courses in the languages of national minorities, the expansion of e-library services containing unique cultural and language content, taking into account the specifics of the region’s learners.

The aim of the study is to develop an algorithm for promoting higher education institutions using innovative technologies. The authors considered the most common problems faced by institutions of higher education when integrating promotion tools with the use of innovative technologies into their activities. An algorithm for promotion with the use of innovations, adapted for institutions of higher education, has been developed the practical application of which is currently possible by classical universities in the Russian Federation.

Introduction. Contemporary challenges to the development of education imply the search and understanding of highly effective approaches and management methods. Experts who have conducted PISA studies in Western educational systems have identified a direct correlation between the autonomy of an educational institution and the results of its activities. The extrapolation of PISA results in the Russian education system is possible only with unified theoretical approaches to understanding the conceptual unit of "autonomy", the category "autonomy of an educational institution" and the principle of autonomy, as well as a sociological study, the respondents of which are the heads of educational institutions in Russia. The purpose hereof is a conceptual analysis of existing approaches to understanding the phenomena of "autonomy" and "autonomy of an educational institution" in the legal framework of the Russian education system, in domestic and foreign sources. A certain set of indicators of the phenomenon of autonomy in the Russian educational environment was used in this research as the main toolkit for achieving this goal. Materials and methods. The ideas of the systemic and activity approaches, the general scientific method of comparative analysis serve as the methodological basis of the research. The content-invariant foreign and domestic sources served as the platform for quantitative and qualitative content analysis. In addition to general scientific methods, within the framework of this research, a private scientific survey method was used in the form of a questionnaire survey of the heads of general educational institutions. More than 10 thousand school principals from 84 constituent entities of the Russian Federation took part in the experiment in the course of the sociological research "Autonomy of educational institutions: results and prospects". Research results. The study reveals the theoretical and practical aspects of the implementation of the autonomy principle in the educational system of the Russian Federation. The analysis of domestic and foreign thesaurus on the problem of the autonomy of an educational institution was carried out. The authors dwell in detail on the mechanisms for introducing the principle of autonomy in the educational process in Russia, identify existing obstacles to the implementation of the provisions declared in the legal field. Clustering of elements (indicators) that determine the degree of autonomy is significant for further research of the phenomenon of "autonomy of educational institutions".

TodayRussiahas embarked on the difficult path of transition to a new, higher, production and export level, so it is important to understand in which areas domestic enterprises can increase supply volumes abroad and most successfully compete in the global market. To this end, the article identified the key features of the concept of «export potential»: its dependence on the existing production capacity and the competitiveness of products manufactured for export. A retrospective analysis of the commodity structure of Russian export deliveries showed that non-fuel components account for about 41%, and about 34% of products have a non-resource character, with positive dynamics in such important groups as «machinery and equipment», «chemical products and rubber» and others. However, by the end of 2017, there is a predominance of goods of the lower redistribution (about 46% of non-resource non-energy exports), that indicates the high dependence of the Russian exports on the simplest products. Experts identified the points of growth of non-resource exports: the sphere of high technologies, the internationalization of small and medium-sized firms, the development of the regional export potential, and the expansion of tourism and educational services exports.

Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.
