The article describes the main provisions of the report of the rector of Russian State University of Tourism and Service, A. A. Fedulin on the Fourth Russian-Armenian interregional forum. The article reveals the vision of prospects of development of tourist infrastructure as promising areas of cooperation between the Russian Federation and the Republic of Armenia. Tourism is a tool for exploring historical, cultural and spiritual heritage of the Republic of Armenia, which awaken high tourist interest. Tourism is an integral element of Russian-Armenian trade-economic and humanitarian cooperation. The author proposes solutions for the strengthening tourist exchanges between the countries and takes into account the current social and economic conditions and development trends of tourist flow. Also he makes the proposals to build a unified tourism space between the Russian Federation and the Republic of Armenia in the framework of the provisions of the strategy of development of cooperation of States-participants of CIS in the field of tourism for the period up to 2020. There are presented perspectives of expansion of the tourist flow of Russians in the Republic of Armenia in the result of the work on simplification of tourist formalities. The author gives the estimation of the factors limiting accessibility of the tourist product of the Republic of Armenia. As the result, there are proposals on integration in tourism information space of Russia and the promotion of tourism potential of the Republic of Armenia. In this regard, he makes the hypothesis about expediency of use of various channels and ways to increase awareness of tourism products and brands of the Republic of Armenia in Russia. Based on the experience of scientific-research developments of the University, the author shows the possible areas of cooperation, including conducting joint projects on development of tourist complex of the Republic of Armenia, as well as in the field of training and retraining of personnel for tourist industry and infrastructure.

The article presents the results of a study of the activities of the International Airport "Simferopol". After the Republic of Crimea became a part of the Russian Federation, one of the priorities of the state's domestic policy was the development of the regional infrastructure of the Crimean Peninsula. Simferopol International Airport occupies a special position in the structure of regional airports of the Southern Federal District. Regional airports of the Southern Federal District serve a significant part of the seasonal tourist flow of citizens coming from the regions of the Russian Federation. Based on the analysis of the tourist flow of the Republic of Crimea in the period from 2014 to 2020, as well as on the basis of a comparative analysis of Simferopol International Airport with other regional airports in the Southern Federal District and the analysis of the experience of European airlines in developing the route network on the basis of regional airports, a model of the prospective development of Simferopol International Airport in the period 2021-2025 was developed. It is important to note that the positive economic effect of the airport development will be achieved both at the regional and national level.

The present publication provides the review of the joint seminar of young scientists from the Institute of Legislation and Comparative Law under the Government of the Russian Federation and Petrozavodsk State University faculty of law which took place on April 29, 2015 in Petrozavodsk. During the event the main activities of the Institute were presented. Particular attention was paid to such areas as scientific legal support of activities of the Government of the Russian Federation, carrying out basic and applied scientific researches in legal sphere, examination of legal experience of foreign states and international associations, realization of functions of the interdisciplinary center for coordinating scientific and educational methodological support in combating corruption, realization of policy in education and professional development, performance of functions of the Secretariat of the Russian Federation delegation in the European Commission for democracy through law, activities of the Council of young scientists and the Council of graduate students, etc. At the same time, special attention was also paid to the questions of participation of youth in the Institute’s scientific life and involvement of young scientists-lawyers in joint research projects. During the seminar the foundation was laid for the main areas of interaction between the young scientists of the Institute and the University, including publishing of the results of joint scientific researches in publications of the Institute and the University, participation in the events held by the Institute and the University, involvement of the University graduates in the Institute’s Master programs, exchange in educational and scientific literature, etc. The seminar proceeded in a friendly businesslike atmosphere; its participants recognized the efficiency of the held meeting.

The article analyzes trends in the development of the theoretical construction of the form of government of the modern Russian state after amendments to the Constitution of the Russian Federation in 2020. Based on the analysis of the positions of leading Russian legal scholars on the issue of the form of the Republic of modern Russia, the conclusion is made that the changes made to the Basic law of the country in the summer of 2020 predetermined an even greater gap between the real and nominal characteristics of the Russian form of government. The author considers it possible to agree with the opinion of legal experts who define the nominal form of government of the Russian Federation as a presidential-parliamentary Republic with a dominant position of the President in the system of higher state authorities. The analysis of the constitutional amendments of 2020 shows that in practice, due to the real correlation between the branches of state power, the highest state bodies, and direct and inverse relations between state bodies and the population, the form of government in modern Russia can be defined as a special type of presidential Republic.

With the process of European Integration of Higher education under way and the Russian Federation building up social, political, economic and cultural relations with its European partners, the development of intraurban, domestic and international academic mobility of Russian HE student is gaining momentum, attracting increasing numbers of HE institutions. The article analyses student academic mobility, focusing on the concepts of ‘mobility’ and ‘academic mobility’ as well as the students’ stance on academic mobility and the state policy in regard to the phenomenon. The author researches the dynamics of the Russian State University of Tourism and Service student participation in mobility schemes and presents the data collected in the course of a theme pilot testing surveying undergraduate and post-graduate students of the targeted university.

The article is in memory of Vera Ivanovna Anishina, Doctor of Law, Professor of the Russian State University of Justice, Chairman of the 2nd Judicial Collegium for Administrative Cases of the Supreme Court of the Russian Federation. The author of the article highlights the basic doctrinal provisions of the independence of the judiciary in the writings of Professor V.I. Anishina, highlights the scientist's contribution to improving the mechanism of the judge's responsibility in the Russian Federation. Many topical issues are being touched on the judiciary in the Russian Federation. The author analyzes numerous works of the scientist in the field of the principles of the administration of justice and discloses the content of the principles of independence and independence of judges. Conclusions are drawn about the need to change the system of principles of law, by adding new ones. The idea of a new qualitative approach to the formation of a system of constitutional and legal ideas of the modern development of the judiciary in the Russian Federation is being put forward. Based on the assumption of the need to reform the system of bringing the judge to justice, ideas are offered regarding the mechanism for bringing the judge to legal responsibility on the basis of the ideas of Judge V.I. Anishina, who participated in the consideration of the complaints of judges, deprived of the status of a judge and appealing decisions of the qualification collegiums of judges and the highest qualification board of judges in the country's highest judicial body, other scientists and international experience. It is concluded that the mechanism of judicial responsibility must be enshrined in the federal law "On the responsibility of a judge in the Russian Federation". Current conclusions, having elements of scientific novelty, made by the author in the work, correlate with the available sources on the topic of the research, supported by theoretical research.
