The possibilities of using distance learning on the Internet are considered with the fulfillment of the requirements of the Federal State Educational Standard of Higher Professional Education to the learning out-comes according to the indicators established in the discipline programs - to know, be able, and have skills. It is noted that distance learning, being accessible to users, does not have an evidence base for its effectiveness in ensuring the quality of education. In universities with a technological focus, the creation of an educational environment that meets the established requirements is impossible with distance learning. As an additional educational resource, it can be used in organizing students' independent work, studying optional courses, in DPO centers (retraining, professional development).

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

The paper presents arguments in support of competency-building approach as a methodic determinant of modern-level education in the light of globalization process; justifies, that competence should be considered as innovation standard in the Third Generation Federal State Educational Standard of Higher Professional Education. Also presented is a set of competencies stipulated by the FSES for the training direction 040400.62 �Social Work� (with the degree (qualification) of Bachelor). The author reveals her own views on how to draw out an exemplary map of proper blend composition of competencies for a Bachelor-degree social worker with further integrating this map in the educational process, as one of the ways to implement competencybuilding approach. Challenge areas in developing and assessing competencies and benchmarks for eradicating these shortcomings are suggested with respect to implementing Third-generation FSES of Higher Professional Education.

Workshop on constitutional law of the Russian Federation prepared in accordance with the Federal state educational standard of higher education on specialty "Jurisprudence", qualification (degree) "bachelor". The workshop contains the topics of seminars, a list of questions for each topic, sources of legal regulation, basic terms and complex theoretical and practical tasks. Each topic is accompanied by questions for reflection, which can become a subject for debate and to form opinions of the students on the issues of concern. The workshop also included self-assessment tests, sample list of examination questions, a list of the basic literature in the discipline. This publication focuses on using a creative approach to the study of constitutional law of the Russian Federation. This article is devoted to the description of the experience in the development and implementation of innovative forms of organizing training in the course of teaching pedagogical disciplines. Based on the analysis of the Federal State Educational Standard of Higher Professional Education in the direction “Pedagogical education” and “Pedagogical education (with two training profiles)” and the survey conducted, the author substantiates the need to introduce new forms of work with students at the university. Among them, the educational games “A journalist for myself”, “Find a problem and a solution” are distinguished; using infographic techniques and designing book trailers. The games considered in the article are copyrighted, the rest of the methods are modified in accordance with the objectives of the study and the specifics of the taught discipline. As a result of the study, the author concludes that work in this direction is promising and the influence of the considered forms of organizing training on the formation of educational independence.

The article considers the urgent problem of modern higher pedagogical education related to the formation and development of professional competencies of a future teacher. The purpose of the article is to identify, on the basis of analysis of federal state educational standards of higher education, as well as own pedagogical experience of the professional competencies of a future history teacher, which are necessary to improve the quality of teacher training in the process of educational and extracurricular work at a university. The article presents various interpretations of the concept of professional competencies of a teacher presented by both domestic and foreign researchers. Based on the analysis of professional tasks and activities declared in the Federal State Educational Standard of Higher Professional Education and Higher Professional Education (2011, 2014, 2016, 2018). Five professional competencies of a history teacher have been identified. They are included in the curricula and working curricula for the disciplines of the subject preparation of the bachelor's degree (profile History and Social Studies): Methods of teaching and upbringing in historical education, Use of information and communication technologies in teaching history, Game technologies in teaching and upbringing, "Pedagogical workshops" as additional to the general professional competencies contained in the federal state educational standard of higher education. The formation of professional competencies of future history teachers is carried out as part of the students' academic work, and their development and practical application in the process of extracurricular work. The professional competencies of the teacher are characterized by his level of professional training, his attitude to work, to himself and affect the effectiveness of the implementation of educational and educational work in school.

The analysis of requirements to the content of discipline "Life Safety" as obligatory discipline of professional cycle for various directions and specialties on which the training is conducted at Ufa State Aviation Technical University has been carried out. Comparison of requirements to discipline content minimum in the context related to the 2nd and 3d generations of State standards of higher professional education has revealed essential shortcomings of formulations of Federal state educational standard (3d generation GOSt) competences, referring to knowledge and abilities in the life safety area. The ways related to problem solution of drawing up of training programs and formation of lecture streams for discipline teaching are offered. The features of training of bachelors in “Technosphere Safety” direction, a content ratio of such obligatory disciplines as "Noksology" and "Life safety", as well as questions of graduate’s competence-based model formation are considered.
