The research was carried out to determine the essence, content and trends of social and economic development of rural areas in the Republic of Tatarstan. The work was carried out using general scientific methods of analysis and synthesis, abstract-logical, monographic and comparative. The proceedings for the study was the data of the Territorial Branch of Federal State Statistics Service for the Republic of Tatarstan. It is shown that the development of rural areas of Tatarstan is influenced by structural changes in the agricultural sector, the growth of the number of peasant (farm) farms, the modernization of large agricultural organizations, ongoing measures to support other industries and social infrastructure of the village, the level of employment and life of rural residents. In 2019 at the disposal of peasant (farm) farms and individual entrepreneurs there were 306.1 thousand hectares of arable land, or 9 % of the national volume. The dominant role in improving the quality of life in rural areas is played by the degree of economic development, the amount of financial investment in production, in preserving the natural environment and improving the social sphere. In 2018, investments in fixed assets aimed at environmental protection and rational use of natural resources amounted to 5820.9 million rubles. The criterion for assessing the development of rural areas is a comprehensive indicator that includes the level of agricultural development, the efficiency of other industries and enterprises in the area, and the quality of use of other resources. From 2014 to 2018, the production of agricultural products in all categories of farms in the Republic of Tatarstan (in actual prices) increased from 184,289 to 22,6034 million rubles, or by 22.7 %. the number of students in schools and extended-day groups in rural areas increased from 10,260 to 11,646 people, or by 1,386 schoolchildren. Rural areas of Tatarstan are provided with industrial and social facilities, and work is underway to improve soil fertility. From 2014 to 2018 the use of mineral fertilizers per 1 ha of seeding increased from 47 to 55 kg, or 17.0 %

Introduction. Exogenous, in particular, environmental factors are among the most significant factors affecting the course of a number of dermatoses. A study of the effect of chemical use in agriculture on dermatological morbidity was conducted.Objective. To assess the features of dermatological morbidity in rural areas, depending on the load of mineral fertilizers per hectare of arable land and per capita.Materials and methods. The object of the study was persons aged 18 to 68 years living in two rural areas of the Tashkent region: Chinaz district - cotton sowing; Bostanlyk district - horticultural. Our research was used materials of statistical reporting on the volume of mineral fertilizers used, conducted screening testing, clinical examination and history taking.Results. The incidence of dermatological diseases was 2,5 times higher in the cotton growing area compared with the horticultural region (94,1 versus 38,2, p < 0,001). A comparative analysis of clinical manifestations in persons with dermatological diseases of two rural areas showed a higher degree of activity of the skin pathological process in the cotton growing area especially among people with diffuse and complicated variants of atopic dermatitis.Conclusion. Allergic diseases predominate in the structure of skin pathology in the examined areas of the Tashkent region. In a cotton-growing area, the manifestations of allergic dermatitis are characterized by a more severe course and frequent relapses. The results of the study show that both the dermatological service and the agricultural chemical management system of the Republic need to apply best practices to improve quality and to ameliorate problems.

Introduction. Dynamic economic growth and improvement of the quality of life of the population throughout the country are the priorities of the state policies in modern Russia. Differences in natural and climatic conditions, sectoral specialization of the economy, and infrastructural constraints have caused the differentiation of interregional and intraregional socio-economic development of the constituent entities of the Russian Federation and municipalities. The current measures of state regulation and support for the regions do not provide for overcoming inequality. Based on the results of the research conducted, the article formulates proposals on substantiation of tools that take into account the features of territories and the ways of their self-development. Materials and Methods. The research on inequality of municipalities was conducted on the basis of data from the territorial body of the Federal State Statistics Service for the Republic of Mordovia, the Ministry of Economy, Trade and Entrepreneurship of the Republic of Mordovia, as well as from reports and strategic documents of municipalities. The empirical material was processed using the methods of comparison and grouping. The level of inequality of municipal territories was identified, which made it possible to substantiate the main directions and tools for their development. Results. An assessment of the socio-economic state of the municipal districts of the Republic of Mordovia has been carried out and the level of their differentiation has been revealed with the calculation of variation indicators; the administrative and territorial units have been grouped according to the demographic situation, the differences between them and the possibilities of self-development of each of the selected groups have been analyzed. Discussion and Conclusion. The tools to overcome inequality have been identified, taking into account the features of the municipalities, which require adjustments to municipal strategies for socio-economic development until 2025 and formulation of a concept for the spatial development of the Republic of Mordovia. Recommendations for activating some of the existing tools and developing new ones have been put forward. The results obtained can be used by local governments when updating the priorities for the development of territories and the applied tools of the economic mechanism of strategic management.

Relevance, novelty and socio-economic importance of progressive development in rural areas is argued by the state importance of a scientifically sound and rational use of natural and economic potential of the country, discusses the role and importance of consumer cooperation in the development of socio-economic infrastructure in rural areas of the Republic of Tatarstan, the work of small farms, personal subsidiary and peasant (farmer) farms, individual entrepreneurs, agricultural organizations in the formation of food resources, the necessity of development of consumer cooperation in purchasing and sale activities in rural areas, use of potential of land resources, agricultural land, hayfields, pastures and arable land in developing agriculture crops and livestock, increasing agricultural production in personal subsidiary and peasant (farmer) farms, the efficiency of the agricultural organizations, the role and importance of small businesses in improving the quality of life in rural areas is summarized . they are interested in building housing in rural areas, increasing the production of environmentally friendly products, and improving the standard of living in rural areas.

Introduction. The progressive development of peasant farm enterprises requires further improvement of the methods of state financial support to completely fulfil the potential of peasant farm enterprises as the best tool in using budgetary funds allocated to improve the quality of life of the rural population. This article is based on the study conducted and aims to identify the resources of peasant farm enterprises to increase employment and incomes of the population, as well as to develop a system of priority measures for long-term state financial support. Materials and Methods. The study analyzed the official data from the territorial body of the Federal State Statistics Service in the Republic of Mordovia and the Ministry of Agriculture and Food of the Republic of Mordovia. To process the empirical material, economic and mathematical methods were used, as well as the those of comparison, groupings, and absolute differences. The set of methods used made it possible to characterize the dynamics and main trends in the development of peasant farm enterprises in the Republic of Mordovia, to study changes in their structure and specialization in terms of production concentration and efficiency, and also to assess the correlation between the amount of grants received and the volume of additional production. Results. The analysis of the organizational and economic conditions for the functioning of peasant farm enterprises in the Republic of Mordovia made it possible to assess the effectiveness of their grant support. The necessity of broadening state financial support in the form of grants and agro-startups for peasant farm enterprises, contributing to income growth, expanding consumer demand and increasing employment of the rural population, has been substantiated. Discussion and Conclusion. The proposed recommendations for improving state regulation will contribute to increasing the efficiency of the functioning of peasant farm enterprises in the Republic of Mordovia in order to improve the quality of life of the rural population. The results of the study will be useful to regional and municipal authorities when establishing territorial programs for the development of the agrarian sector of the economy.

In the Republic of Serbia, on March 15 th , 2020 Government decided to declare a state of emergency due to the Covid-19 pandemic. One of the measures was a movement ban for people over 65 in urban areas and those over 70 in rural areas. This research should indicate how people over 65 in urban areas have endured this situation, especially in relation to the same population in rural areas, as well as implications of the movement ban on the quality of life of the elderly population. Special importance is given to the rural population engaged in agriculture. A tool of data collection in this research was anonymous survey. Respondents' answers were statistically processed, which led to clear conclusions about the large negative consequences for the elderly population, including the agricultural activities in rural areas. Covid-19 is still present, which opens further questions related to the quality of life of the elderly population, if necessity for similar measures recurs in the future.

The article identifies the current state and the main rural problems that cover many levels due to the complexity and systematization. The way to solve rural problems is connected not only with the rights and interests of farmers, but also with the coordinated progress and development of the whole economy and society. Thanks to the widespread development of high-quality vocational education in rural areas, this can not only increase cultural literacy, skills and incomes of farmers, but also contribute to overall social and economic growth. Vocational education can help farmers improve their professional skills and find effective ways to solve existing problems by improving their own skills and quality. The main problems of sustainable development in rural vocational education at the policy level, management problems in vocational schools at the operational level, farmers' ideology does not meet the needs of modern social and economic development, low overall quality of rural population, unreasonable human resources structure and serious outflow population in rural areas. Reasoned solutions and countermeasures are proposed by studying the main problems of rural vocational education development, namely: to solve the problem of sustainable development of rural vocational education, the government must carefully plan the structure of rural vocational education, increase capital investment, actively implement funding for one student, guarantee the well-being of teachers, seek to narrow the gap between urban and rural education and reflect the fairness of education; organize smart teaching methods to improve the learning effect, strengthen the teaching staff, through "dual qualifications", i.e. have the knowledge and technology; to solve the ideological problems of students and parents is the use of the media for the ideological promotion of "precious skills and glorious work" throughout society. Effectively and qualitatively improve the economic development of rural areas is possible through the modernization of rural areas and the interest of farmers in scientific knowledge and technical skills, increase professional skills to improve the quality of production and labor efficiency.

One of the key factors for success of sustainable tourism industry in all areas, including rural, is the support of community members. The paper aims to analyze how rural residents’ perceptions of sustainable tourism development (expressed through economic, social, environmental, and physical benefits) can affect residents’ intentions to support tourism. The second aim was to determine if attachment to the particular community and perceived quality of life can have influence on attitudes towards sustainable development of tourism in rural communities. Using a sample of 881 residents living in rural areas of the Republic of Serbia, the results highlighted that perceived values of tourism were important for evaluating how tourism is developed, if it is sustainable for a community, and how it affects quality of residents’ life. The study provided better understanding of factors that can have impact on residents’ attitudes in relation to tourism and highlighted the importance of paying attention to local community as significant player for tourism development, especially in those regions that want to boost its economy by developing sustainable tourism.

The article discusses the influence of mineral fertilizers on formation of productivity and grain quality of different spring barley types in the soil and climatic conditions of the Republic of Mari El. Research has established, that the application of mineral fertilizers for spring barley in doses of N60P60K60 and N90P60K60 increases the crude protein content in the grain and increase harvesting of feed units per unit of cultivated area.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.
