Problems of Improving Organizational Structures Management of Construction Companies

In this article, special attention is paid to the issues of improving the organizational structures of management of companies in the construction industry. The criteria for changes in the management structure of the company are being specified; tasks that pose the transformation and optimization of the management structure to business entities. The main reasons for the search for new organizational structures of management in the organizations of the investment and construction sphere are considered; the main reasons that prevent the introduction of methods of structural adjustment. The main problems of the formation and improvement of organizational structures of management in the investment and construction sphere at different levels of the organization are raised. Attention is focused on the main tasks of modernizing the organizational structure of company management.

The aim of the study is to form an effective management structure for enterprises in the energy sector of the economy, operating in an unstable external environment. The result of the analysis of modern types of organizational structures is the proposed form of management structure, which takes into account the construction specifics. The developed set of guidelines for assessing the efficiency of the management structure can be applied not only in the construction industry but also in other industries, including in the energy sector. Special attention is paid to the analysis of external and internal factors affecting the activities of enterprises. Various structures of enterprise management are modeled using mathematical models and the preference matrix method when assessing the integral indicator of the management structure efficiency.

The article examines the success of companies depending on the quality of human resources and the organizational structure of their management. Based on the structure of human potential, the work highlights the processes that reduce it; the values of work of employees of the studied companies are ranked: work as a means of subsistence, communication with colleagues, confidence in the future, the installation "work as the main value in life", the possibility of creative growth. Problems in the field of personnel management are identified in two areas: composition of employees; performance management of staff. To improve the work of managers in the studied companies, it is proposed to implement a comprehensive program. It should include the following areas: changing the management structure, where job responsibilities are clearly reallocated; reviewing job descriptions in order to regulate employee responsibilities, support the most effective technology; and building organizational commitment of staff. The organizational structure of the studied trading firms should be made problem-oriented. Changing the structure will allow to: create additional links that deal with strategic planning; organize production and sales, improve quality, and develop production; the line manager will be able to delegate authority on certain issues and tasks.The proposed problem-oriented management structure, which has the advantages of all organizational structures, has no obvious disadvantages. It provides a high level of specialization of employees, performing a specific function; it is combined with the structure of the management system, is easy to form and operate, and is adaptive to changes. We suggest evaluating the effectiveness of human resource management when changing the organizational structure of management by the level of management decisions of organizations.

The article is devoted to the review of modern types of organizational structures through the prism of their practical application by both commercial structures and public administration bodies. Modern types of organizational structures provide great opportunities to achieve the goals of different levels. In general, the trend of development of organizational structures is reduced to the predominance of a set of highly organized teams on the principle of horizontal management as opposed to the hierarchy of mechanistic organizational structures. The author emphasizes that there is no single correct, the most ideal type of organizational structure suitable for all organizations, regardless of production or service technology, organizational and legal form, strategy and operating conditions. First of all, for modern organizations it is important to adapt to the changing factors of the environment and the choice of the optimal organizational structure, taking into account the specifics of the activity. The requirements of the citizens to the quality of services and management functions are changing, the requirements of the world community to the implementation of public administration are also constantly growing - all this makes changes in the structure of public administration. This article attempts to explore the possibility of adapting new types of structures in the field of public administration, which is committed to the concept of Good Governance.

RESUMO: Este trabalho apresenta um diagnóstico do desenvolvimento organizacional das empresas do setor da construção civil. O objetivo é estabelecer um perfil organizacional das empresas a partir do estudo empírico das variáveis associadas às principais características organizacionais. A pesquisa foi baseada em um Survey que levantou dados de 125 empresas. Os dados, relacionados a 17 variáveis dividas em cinco categorias, foram analisados com base em estatística descritiva. Os resultados mostraram um setor caracterizado por uma estrutura centralizada e níveis de formalização elevados. A autonomia e o controle sob as atividades dos funcionários são altos e bem caracterizados entre as empresas. Além disso, elas possuem um quadro de funcionários pouco qualificado e com alto nível de polivalência. Isso tudo se reflete em uma atuação tímida e pouco flexível em relação ao mercado. A principal contribuição do trabalho para a área de conhecimento é de apresentar um diagnóstico inicial das principais características organizacionais das empresas do setor da construção civil. ABSTRACT: This paper presents the organizational structure of construction companies. The research aims to establish an organizational profile of construction companies based on a Survey. The gathered data of 125 companies. 17 variables related to key organizational characteristics were statistical analyzed with descriptive analysis. As results, this study was able to characterized construction companies regarding its organizational characteristics. The companies analyzed presented centralized structure, high level of formalization, high control and autonomy over employee’s’ activities, low level of staff qualification and multitasking employees. These characteristics reflect in the industry’s shy and inflexible performance. The main contribution of this work is to present an initial diagnosis of the main organizational characteristics of companies in the construction industry.

The firms in the construction industry have to determine pricing and promotion policies, then these policies must be carefully and systematically integrated with the marketing strategies. Not only the demand and cost are important in pricing decisions but competition is also a significant variable to be considered. To determine the difficulties and the affecting factors in applying pricing decisions within the marketing concepts in construction sector, a survey was carried out among the Turkish companies as a sample group. In total 49 companies, mostly medium-size firms have been surveyed. The responses of firms are considered based on their actively engaged subsectors, namely, residential, commercial/public buildings, and infrastructure construction. The answers of firms are also evaluated based on their stated organizational structure, namely, simple, hierarchical, project, and network. The views about the various aspects of pricing policy development in phases, for example before and during bid, differ in the construction companies depending on their actively involved fields and their organizational structures.

Aim. The presented study aims to identify opportunities for maintaining the organizational efficiency of companies during a pandemic.Tasks. The authors analyze organizational changes occurring during a pandemic and their impact on organizational efficiency; find ways to compensate for the loss of efficiency under new conditions using approaches based on communication management.Methods. The study is conducted by analyzing available sources and modeling the behavior of organizational structures using multi-agent models and an original methodology for evaluating organizational efficiency.Results. The authors have identified one of the sources of negative impact of organizational restructuring during a pandemic on organizational efficiency associated with a decrease in communication supply. The ways of compensating for this impact by including verified communicators in the organizational structure are considered. The positive impact of such innovation on organizational efficiency is shown, and the ways to achieve the maximum effectiveness of this measure are determined for organizations with different levels of individual employee efficiency or different intensity of changes in the external environment.Conclusions. The negative impact of reduced information supply on organizational efficiency during a pandemic can be successfully compensated through organizational restructuring associated with the introduction of verified communicators in the organizational structure.

The main problems of governance and development trends of organizational structures of management the enterprises of the construction industry. It is noted that the greatest influence on the state of the construction industry providing financial and credit system, which enables the construction of long-term financial resources. Therefore, one of the most important conditions for the sustainable management of construction enterprises is the effective management of its finances. To achieve this requires a clearly structured and established system of financial and economic service of the enterprise with clearly defined centres and areas of responsibility for the economic and financial policies for specific business units of financial and economic service. A model of financial and economic service, which is listed in article advantages, is more resistant to changes in factors internal and external environment of the enterprise. The model has the property of adaptability, which is a necessary condition for the successful functioning of any organizational structure in contemporary business conditions.

Development trends in management and organizational structures are considered one of the limitations of the ongoing transformation of the company architecture of enterprises in the Czech Republic. This study is based on the survey data of over 450 enterprises in different sizes and sector categories conducted in 2016–2019. Statistical dependence between the type of organizational structure and size of an enterprise is confirmed with a trend of transition to a department-based organizational structure at the expense of a division-based structure. A high degree of statistical dependence is found between the number of management levels and size of a company. However, a low level of statistical dependence is found between the number of management levels and the sector type. Dependence between management structure/size of an enterprise and its profitability is not confirmed. A critical strategic task for companies is acceleration of the transformation of the company architecture, including the organizational framework, and intensification of the innovation and digitalization based on a transfer of new knowledge into corporate practice. If enterprises accomplish this strategic task, they will generate higher value and they can be more profitable and sustainable. A transfer from classical management structures to departmental structures is demonstrated, which creates preconditions for transformation in process and project management. A new finding is an independent relationship between management structure/size of an enterprise and its profitability; and an opposite trend considering the number of management levels compared to the prediction, i.e., their decrease.


This study investigated the use of e-Procurement in selected construction firms in Oyo state, Nigeria. The data were derived using a well-structured questionnaire survey involving 104 respondents. Descriptive statistical and correlation analyses were used to analyze the data. Findings show that the use of electronic procurement in the selected construction firms for carrying out procurement function is high with majority of the professionals affirming the use of the system, the four categories of e-Procurement used were e-mail, static websites, web.2.0 technologies and portals that have capabilities of supporting the execution of functions limited to intra and inter firm communication and exchange of project information and data. Consequently, between 84 percent and 76 percent of the respondents used these e-Procurement technologies for communication of information, exchange of bill of quantities, project reports, CAD drawings and project specifications. Consequently, factors with the highest positive impacts on the use of these technologies in the firms were the speed of transactions, lower transaction cost and ease of use. The study implies that the selected construction firms in Oyo state Nigeria predominantly use e-mails and websites to support the execution of pre-award phase of construction procurement. Finding also shows that there is positive relationship between e-Procurement (e-Notifying, e-Exchange, and e-Submission of bid) and Project delivery. The study suggests that to accelerate the rate of uptake of e-Procurement and maximize its benefits in the Nigerian construction industry, there is a need to improve the quality and quantity of ICT infrastructure across the country; and to embark on aggressive enlightenment campaigns, training and skill development programs in the use of e-Procurement in the construction industry in this country.
