Efficiency-improving technologies for tourism activities in municipalities

In connection with the launch of the "Strategy of development of tourism in the Russian Federation until 2020", approved by the Decree of the Government of the Russian Federation on May 31, 2014 №941-p, opportunities for coordination of tourism activities of municipalities have increased significantly. The complex of effective mechanisms is presented in the Strategy and Action Plan for its implementation, and they have opened up great opportunities for municipalities to develop the potential for domestic tourism. The primary purposes of the current step for the coordination of tourism activities in municipalities are to assist in the promotion of tourist resources of small cities, towns, and villages, programming event-tourism activities taking place in towns of Russia, participation in festivals of Russian towns, development of measures to support efforts to promote tourism services in small cities of Russia, including through public-private partnerships. This corresponds to the documents of Federal Target Program "Development of domestic and inbound tourism in the Russian Federation (2011—2018 years) " in terms of solving the problem of the development of tourist and recreational complex of the Russian Federation. The article is based on materials of the research carried out with the direct participation of the author, the main result of which is the development of the program content of the subject "Management of tourism in at state and municipal levels " in the programme of master training 43.04.02 "Tourism ". The article deals with the organizational support of the process of coordination of tourism activities at the state and municipal levels, aimed at obtaining a specific socio-economic result of the introduction of innovative technologies. The results obtained directly by the author are based on a fairly extensive empirical basis, which consists of the legal documents developed in the regions and municipalities for tourist activities coordination, as well as the programs and subprograms of tourism development in regions and municipalities. Technology developed to improve the efficiency of tourism activities in municipalities take into account the requirements of government agencies, businesses and social forces aimed at the development of tourism in the Russian Federation, and they are conducive to the processes of self-identification and promotion of domestic tourism. Tourism in Russia today is more than an economic phenomenon; it is, above all, an opportunity to carry out educational activities by means of tourism, to educate the historical memory of the population.

The presented analytical review considers environmental and socio-economic problems of environmental management in the Arctic, the comprehensive studies of which were carried out within the framework of the subprogramme "Development and use of the Arctic" of the Federal target program "World ocean", the Federal target program "risk Reduction and mitigation of natural and man – made emergencies in the Russian Federation", the UNEP/GEF project "Russian Federation-support to The national action plan for the protection of the Arctic marine environment" and other international projects. Many of the author's conceptual and methodological developments remain relevant at present to solve the problems identified in the strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, the Strategy of development of Maritime activities of the Russian Federation until 2030, the Strategy of national security of the Russian Federation. Strategic planning documents have been developed: including the Basics of the state policy of the Russian Federation in the Arctic, the action Plan of the Arctic Council for sustainable development, the Strategic action program (SPD) for environmental protection of the Arctic zone of the Russian Federation, the draft concept of sustainable development of the Arctic zone of the Russian Federation, investment proposals and guidelines for cleaning the Arctic territories from pollution, including in the areas of the Russian presence on the Svalbard archipelago, reduction of natural and man-made risks of emergency situations and increase of protection of valuable natural areas. Also in the monograph are considered: proposals for the regulatory consolidation of the boundaries of the Arctic natural territory in the Russian Arctic to establish a special regime of natural resources, taking into account the high vulnerability of Arctic ecosystems to man-made impacts; methods of causal analysis to determine the relationship between the quality of the environment, the activities of sectors (industries) and the policy of public administration and regulation; road map for the transition from sectoral to complex (integrated) management of marine environmental management; methods of marine spatial planning; strategic environmental assessment of infrastructure projects, etc.

In modern world, also in Russia, tourism is dynamic, independent branch of the economy. The tourism expands the boundaries of commercial offers and deepens specialization. Landscape, environment and space are the foundation for the tourism development. The potential of Russia's tourism industry, as one of the most important factors of regional development, is still underestimated. Many of landscape and cultural features remain unnoticed and unused. The tourism development in small cities is very important, since they have a valuable historical and cultural heritage, they are an important source of improving the welfare of the country. This territory can be represented as a system that opens great opportunities for knowledge about the history, culture, customs, spiritual and religious values of small cities in Russia. The article is dedicated to the regional features of tourism development in small historical cities of Russia. Nowadays the government has a great deal of attention to the development of tourism in the Russian Federation, in particular, the article discusses the federal programs that are currently being implemented. Many small cities have historical status now. The modern development of tourism in small historical cities was promoted by an increase of people's interest in their historical heritage, their past. This type of tourism is especially important for the preservation of the individuality of the peoples of the Russian Federation, their involvement in the world civilization. Creation in 2007 of the Association of Small Tourist Cities confirms this. The peculiarity of each of the cities is the perfectly preserved appearance of their historical part with a lot of unique monuments of architecture, history and culture. Some monuments are included in the UNESCO World Heritage List.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

Preparing children for safe behavior on the Internet is one of the most important tasks of secondary school, which is recognized at the state level. It is confirmed by the order of the Government of the Russian Federation of December 2, 2015 "Concept of Information Security of Children for 2018–2020" and the order of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation of February 27, 2018 "On Approval of the Action Plan for the Implementation of the Concept of Information Security of Children for 2018–2020". The First Region Week of Cybersecurity was held as part of the implementation of this plan in October 2018 in the Arkhangelsk region. The article is devoted to the description of one of the events of this week — the contest of tasks on cybersecurity. The article presents the conceptual basis for the development of a system of competitive tasks, which were offered to schoolchildren of different classes of secondary school, and provides examples of problems with solutions. The authors of the article believe that the inclusion of such tasks in the content of school computer science textbooks will give teachers really effective tools to prepare schoolchildren for recognizing cyberthreats and the correct behavior when meeting with them.

The relevance of the research is determined by the need to assess the domestic tourism at the present stage to solve the strategic problem of balanced development of the Russian Federation. The article assesses the dynamics of the domestic tourism flow by such parameters as the number of people placed in collective accommodation facilities, the number of tours sold, the duration of trips, the dynamics of paid services in the context of the regions of the Russian Federation. The analysis allows us to conclude about the nonuniform distribution of the domestic tourism flow, a high degree of its concentration. The authors emphasize that in order to consolidate measures of targeted support of individual regions, the issues of assessing interregional tourism flows in individual regions are of great importance.  The article is prepared according to the results of studies carried out at the expense of budgetary funds on the government assignment of the Financial University under the Government of the Russian Federation of 2019.

Abstract. Grain production and legal regulation of this industry are of paramount importance for the food security of the country. Therefore, the purpose of this study is to analyze the adopted laws and regulations governing relations in the field of grain and its processed products, as well as the state of grain growing in the Sverdlovsk region. The article uses the methods of analysis and synthesis, the method of generalization, the method of environmental forecasting, as well as the method of strategic planning. The results of this article are based on the fact that the Law of the Russian Federation No. 4973-1 “On Grain”, adopted on May 14, 1993 (currently not in full force), established in the first article that grain is a national treasure of the Russian Federation, one of the main factors of economic stability. By Decree of the Government of the Russian Federation No. 491 of August 4, 2005, state control over the quality and safety of grain, mixed feed and components for their production, as well as by-products of grain processing, is assigned to the Federal Service for Veterinary and Phytosanitary Supervision. The scientific novelty lies in the fact that the Law “On Grain” has not become the main integrated legal act in the complex regulating relations in the field of grain growing. Therefore, at present, the most important legal act is the Long-term strategy for the development of the grain complex of the Russian Federation until 2035, which, according to the authors, should consider the organizational and economic mechanisms for the production of the grain complex in close interconnection, where high-quality grain should be provided with appropriate technologies at all stages of its production, as well as during transportation, storage and processing.

May 7, 2018). The report also highlights priority directions of the economic policy, primarily in investment activity, development of the domestic market, as well as financial and organizational support for the suggested actions.

The article discusses the concept of “regulatory guillotine” and how its realization in the Russian Federation will affect on the field of assurance of measurement uniformity. According to the principles of the “guillotine”, regulatory requirements that negatively affect the existence and development of entrepreneurial activity should be identified and either completely eliminated or maximally simplified. The Government of the Russian Federation has developed an action plan (“roadmap”) for the realization of the “regulatory guillotine” mechanism, according to which all obsolete regulations will be repealed or no longer valid in the territory of the Russian Federation, and new ones will be developed in their place, corresponding to actual trends and realities . In addition, new systems of legal regulation will be built in the relevant areas of activity, based on the principles of openness, scientific and technical soundness, risk-based orientation, proportionality and feasibility. Since field of assurance of measurement uniformity is inextricably linked with most fields: from production and labor productivity, to ensuring defense capabilities and national security, any reforms will affect on the country's social and economic development.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.
