In modern world, also in Russia, tourism is dynamic, independent branch of the economy. The tourism expands the boundaries of commercial offers and deepens specialization. Landscape, environment and space are the foundation for the tourism development. The potential of Russia's tourism industry, as one of the most important factors of regional development, is still underestimated. Many of landscape and cultural features remain unnoticed and unused. The tourism development in small cities is very important, since they have a valuable historical and cultural heritage, they are an important source of improving the welfare of the country. This territory can be represented as a system that opens great opportunities for knowledge about the history, culture, customs, spiritual and religious values of small cities in Russia. The article is dedicated to the regional features of tourism development in small historical cities of Russia. Nowadays the government has a great deal of attention to the development of tourism in the Russian Federation, in particular, the article discusses the federal programs that are currently being implemented. Many small cities have historical status now. The modern development of tourism in small historical cities was promoted by an increase of people's interest in their historical heritage, their past. This type of tourism is especially important for the preservation of the individuality of the peoples of the Russian Federation, their involvement in the world civilization. Creation in 2007 of the Association of Small Tourist Cities confirms this. The peculiarity of each of the cities is the perfectly preserved appearance of their historical part with a lot of unique monuments of architecture, history and culture. Some monuments are included in the UNESCO World Heritage List.

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.

He is the first deputy chairman of the Spiritual Administration of Muslims of the Russian Federation, a member of the Presidium of the Council of Muftis of Russia, a member of the Public Chamber of the Russian Federation, rector of the Moscow Islamic Institute, professor of St. Petersburg State University, a member of the Commission on Improving Legislation and Law Enforcement Practice of the Council for Cooperation with Religious Associations under the President of the Russian Federation, a member of the working group of the Commission on Religious Associations under the Government of the Russian Federation, a member of the Public Council of the Federal Agency for Nationalities. He was awarded the medals of the Spiritual Administration of Muslims of the European part of Russia “For Merit” and “For Spiritual Unity”; by Mufti Ravil Gainutdin decree was awarded the highest award of Muslims of Russia - the Order of Honor “Al-Fakhr”, the Order of Muslims of Russia “For Merit”. The interview comprehends the role of Islam in the modern world, including its role in maintaining peace and stability in regions of Islam. Particular attention is paid to cooperation and development of relations between the Russian Federation and the Eastern countries, including the CIS states, through religious channels. Damir Mukhetdinov emphasizes the importance of improving Islamic education in Russia, as well as the development of such scientific areas as Oriental studies, Islamic studies, Theology.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. Nizhny Novgorod received the status of the Library Capital of Russia for 2022, and it is going to host the XXVI All-Russian Library Congress next year.

The relevance of the research is determined by the need to assess the domestic tourism at the present stage to solve the strategic problem of balanced development of the Russian Federation. The article assesses the dynamics of the domestic tourism flow by such parameters as the number of people placed in collective accommodation facilities, the number of tours sold, the duration of trips, the dynamics of paid services in the context of the regions of the Russian Federation. The analysis allows us to conclude about the nonuniform distribution of the domestic tourism flow, a high degree of its concentration. The authors emphasize that in order to consolidate measures of targeted support of individual regions, the issues of assessing interregional tourism flows in individual regions are of great importance.  The article is prepared according to the results of studies carried out at the expense of budgetary funds on the government assignment of the Financial University under the Government of the Russian Federation of 2019.

This article provides the first legal justification for the thesis that involvement of regional authorities in development of the tourism industry is an international obligation of the Russian Federation in the field of sustainable tourism development. The key to its effective implementation should be a differentiated legal regulation of the powers of state bodies at various levels. In the study of the powers of the Russian Federation and its subjects in the field of sustainable tourism development, analysis and synthesis methods were used, as well as a combination of comparative and formal legal methods. The study revealed legislative separation of competencies and powers between the Russian Federation and its entities in the tourism sector does not fully comply with international obligations of the state. The concentration of “tourist” powers in the hands of the federal authorities will not allow achieving the Sustainable Development Goals in the tourism sector of the economy, and also significantly reduces effectiveness of state tourism policy.

The main mechanism for the tourism industry development both in the country and in the certain region is investment. The authors define the investment attractiveness estimation of the regions for the domestic tourism development as a system of indicators that comprehensively reflect the potential for investment, based on the investor’s strategic objectives and accounting for profitability, future cash flows and the level of risk. The article contains a number of basic methodological provisions that must be taken into account when elaborating a system of such indicators. For today the investment attractiveness estimation system of the regions for the domestic tourism development does not yet exist, whereas for many other industries and spheres of the economy, such systems have been developed to a sufficient extent. The scientific literature gives insufficient attention to the issue of assessing the regional investment attractiveness of the tourism sector. The authors make an attempt to create the universal system of parameters and estimated indicators, allowing to form understanding of the degree of tourism sector investment attractiveness of particular entities in the Russian Federation. The article offers the tourism investment attractiveness estimation model for the Russian regions based on the data of the Federal State Statistics Service. This model has been tested on the example of three entities of the Russian Federation - Altai, Krasnodar and Perm regions. The obtained results indicate that the proposed system of indicators and the evaluation model is fairly objective and representative. The developed tourism investment attractiveness estimation model for a region can be widely applied in the practice of all participants of the investment process in the course of justifying and making decisions on investment activity in the tourism development in specific regions. Also, the offered model and the system of indicators will be useful in planning and creating regional programs for the tourism development

In connection with the launch of the "Strategy of development of tourism in the Russian Federation until 2020", approved by the Decree of the Government of the Russian Federation on May 31, 2014 №941-p, opportunities for coordination of tourism activities of municipalities have increased significantly. The complex of effective mechanisms is presented in the Strategy and Action Plan for its implementation, and they have opened up great opportunities for municipalities to develop the potential for domestic tourism. The primary purposes of the current step for the coordination of tourism activities in municipalities are to assist in the promotion of tourist resources of small cities, towns, and villages, programming event-tourism activities taking place in towns of Russia, participation in festivals of Russian towns, development of measures to support efforts to promote tourism services in small cities of Russia, including through public-private partnerships. This corresponds to the documents of Federal Target Program "Development of domestic and inbound tourism in the Russian Federation (2011—2018 years) " in terms of solving the problem of the development of tourist and recreational complex of the Russian Federation. The article is based on materials of the research carried out with the direct participation of the author, the main result of which is the development of the program content of the subject "Management of tourism in at state and municipal levels " in the programme of master training 43.04.02 "Tourism ". The article deals with the organizational support of the process of coordination of tourism activities at the state and municipal levels, aimed at obtaining a specific socio-economic result of the introduction of innovative technologies. The results obtained directly by the author are based on a fairly extensive empirical basis, which consists of the legal documents developed in the regions and municipalities for tourist activities coordination, as well as the programs and subprograms of tourism development in regions and municipalities. Technology developed to improve the efficiency of tourism activities in municipalities take into account the requirements of government agencies, businesses and social forces aimed at the development of tourism in the Russian Federation, and they are conducive to the processes of self-identification and promotion of domestic tourism. Tourism in Russia today is more than an economic phenomenon; it is, above all, an opportunity to carry out educational activities by means of tourism, to educate the historical memory of the population.

This trend has affected both tourist countries and countries where tourism is not the primary economic sector. This paper examines the socio-economic aspects of the development of the Russian Federation's tourism industry in recent years. The objective of the study is to evaluate the development of the tourism industry in Russia. For this purpose, the issues of methodology for collecting official statistical information in tourism are considered, statistical data on tourism development are analyzed, and key indicators of the Tourism Development Strategy in the Russian Federation for the period up to 2035 are analyzed. The authors used general scientific research methods, namely, methods of reviewing the economic literature on the stated topic, analyzing statistical data characterizing the development of tourism in the Russian Federation in 2014–2018, and synthesizing the results obtained. The data source was indicators characterizing the development of the tourism and hospitality industries in Russia, the activities of collective accommodation facilities, and tourist companies. The study describes the social and economic aspects of the development of the tourism and hospitality industries in Russia for 2014–2018, identifies the necessary organizational and economic conditions to increase the volume of domestic tourism through administrative, fiscal, and social measures, proposes mechanisms to stimulate national tourism development to achieve the key indicators of tourism development until 2035.
