Ecological Education As a Factor of Sustainable Economic Development

The year 2017 is called the year of ecology, because the state of the environment is constantly deteriorating and requires a serious attitude towards itself. The lack of proper environmental education entails misunderstanding and the inability to adequately assess the catastrophic ecological situation that has developed. The article analyzes the components of the university environmental education in Russia: a scientific one, including the theory and methodology of the issue of environmental protection; normative, studying moral, legal and aesthetic issues; value, considering ideals, ideas, goals and defining nature, as a primary value. The problem of environmental education for economists, financiers, managers in the conditions of the “new economy” has been studied. Conclusions are drawn about the need for comprehensive environmental education, which includes economic, social and educational aspects for improving the ecological culture of the society, with a special role of the educational aspect of environmental education.

The article describes the changes taking place in culture and education of the 21st century in connection with the civilization search for ways of sustainable development. The role of environmental culture as a platform for the formation of a sustainable development culture is considered. The problem of developing methodological approaches to ensuring the continuity of the formation in general education of the foundations of a culture of sustainable development based on ecological culture is actualized. The conclusion is made about the new mission of environmental education as education for sustainable development, which forms the prerequisites for the development of the foundations of sustainable development culture. A comparative characteristic of environmental culture in its classical understanding as a result of natural-scientific ecological education of schoolchildren, and ecological culture for sustainable development, as the integration of cultural results of all general education, is given. The essence of culturological, cultural-creative, value-worldview, integrative, semiotic-hermeneutic and institutional approaches to ensuring the continuity of the formation of ecological culture and culture of sustainable development is revealed. The development degree of these approaches and the pedagogical means of their implementation in the general educational process are analyzed. It is concluded that the application of the identified methodological approaches requires a rethinking of the theory of constructing the environmental education content, its sources, criteria and indicators of its results, primarily personal

Based on the analysis of the results of experimental work, the effectiveness of the proposed pedagogical conditions for the formation of ecological culture in the process of educational activity in the lessons of natural sciences is revealed.

The paper is based on archival materials about the activities of the Kuibyshev Planning Institute of the 1930s. It reconstructs the biography of the Russian and Soviet diplomat, military and academic of the first third of the 20th century, Vasily Lvovich Pogodin (1870 - after 1937). The study reveals a set of documentary evidence on the diplomatic and pedagogical career of V. Pogodin in the first years of the Soviet power, and determines the features of his pedagogical and party activities in Kuibyshev in 1933-1937. The author highlights a special role of the Planning Institute party committee materials as well as the high school workers trade union in the reconstruction of Pogodins biography. The paper emphasizes that Pogodin was considered to be one of the best lecturers of the Kuibyshev Planning Institute and a credible party worker. It is noted that his noble origin, service in the tsarist army and membership in the party of the Social Revolutionaries until 1937 were not the reason for penalties or prosecution by the party or the university administration. As a result, the author concludes that the fate of Vasily Lvovich Pogodin shows an extraordinary character of his personality. He made a brilliant military career in the years of the late Russian empire and became a major general of the Russian imperial army. Then he managed to integrate into the new Soviet system, radically changing the sphere of his activity and having achieved no less outstanding results in diplomacy and education. He became the plenipotentiary representative of the Far Eastern Republic in China, the director of a number of educational and cultural institutions of the Far East, then a professor of political economy in Kuibyshev.

The article is devoted to the analysis of the role that environmental education and upbringing play in the formation of eco-friendly awareness and thinking. The author outlines that at the moment, it is becoming clear that it is impossible to overcome the ecological crisis exclusively by technical means. It is also noted that the creation of a system of environmental education and upbringing is one of the most important ways to overcome the environmental crisis. The result of the work of such a system should be the formation of a developed eco-friendly awareness among all age and social groups. Theoretical bases. The features of environmentalism and the principles of eco-friendly awareness formulated by N.F. Reimers are reviewed; the main requirements for modern environmental education are analyzed. Special attention is paid to ecological culture in the philosophy of ecology. The scientific and educational projects in the field of ecology aimed at the exchange of experience and practical skills between the older and younger generations are described. As part of the course "History and philosophy of science" at the Institute of philosophy of the Russian Academy of Sciences, postgraduate students of biological specialties are taught a course on the basics of bio-and ecophilosophy to develop a holistic worldview in the field of science under study. It is concluded that environmental education contributes to the development of eco-friendly awareness, ecological culture and eco-friendly thinking, which is the most important condition for overcoming the environmental crisis and the harmonious coexistence of humanity and nature.

A teacher is a key figure in ecological education of preschoolers for their safe and happy future life. Intensiveness of preschooler’s development, dependence of his life from grown-ups, direction of development to future life requires to raise social ecological responsibility of teachers before the future generation. The purpose of the article is to show the specific character of teachers’ training as the organizational and pedagogical condition of ecological education of preschoolers in the conditions of natural and sociocultural environment of a kindergarten. Analysis of theoretical sources and teaching practice allows you to identify the most valuable content lines and technological mechanisms of professional training of preschool students and practicing teachers for environmental education of children. The research methods are the analysis of the theory and practice of environmental education of preschoolers, professional training of teachers, generalization, and correlation of the analysis results with the goals of sustainable development, comparison, systematization, questioning of teachers of preschool educational organizations. Achieving the goals of sustainable development of society makes it necessary to focus the content and technologies of organizing environmental education for children on the knowledge of the consistency of the structure and functioning of the natural and sociocultural world, the allocation of ecosystems of different levels in it. In this case, the semantic needs of the future will be reflected in the pedagogical design of the present. Determination of the system-forming role of environmental education will optimize professional training and comprehend the unity of natural science and humanitarian knowledge. Strengthening the personal orientation of education by taking into account the level of training, individual interests, preferred styles of information processing, increases cognitive activity and creative self-realization of each student. The use of project activities and interactive forms and methods of designing environmental education for children create conditions for improving the professional qualities of teachers, increase the value of training. Thus, the directed specificity of the content of vocational education of kindergarten teachers from the perspective of the future increases their social and environmental responsibility to future generations and the effectiveness of the results of environmental education of preschoolers in the process of professional implementation. The necessity of transition to ecologically oriented civilization, conditionality of formation of system of knowledge in education education and culture is shown. The system of values of ecocentric orientation is offered. In the conditions of transitive modern society the complex of ecologically significant skills is formed at receiving education and is transformed into internal beliefs of the individual. It is argued that the modern reality requires immediate initiation and development of ecological education of youth at all stages and levels of education: the state of the environment can not wait for full formation of generations, which is subject-oriented environmental education in early childhood, and does not allow time for long-term experiments.

Environmental education and enlightenment in a rapidly changing world should become the goal and essence of new education, a tool to reduce tensions not only between society and the environment but also between peoples, an instrument of peace and mutual understanding. This is the sphere of international cooperation, where the unity of interests of the world community in the self-preservation of world civilization is most noticeable.Recent research and publications analysis. The objective, tasks, principles and philosophical understanding of the importance of environmental education, its essential and substantive characteristics are covered in the works of N. Anatska, G. Biliavskyi, V. Tanska, M. Drobnokhod, M. Moiseev, and others. V. Chervonetskyi, A. Bereka, A. Shumilova, A. Shevel, V. Krysachenko and M. Khylko studied ecological education as one of the directions of the formation of ecological culture. Conceptual principles of increasing the level of environmental education in protected areas are substantiated in the work of O. Mudrak. Peculiarities of activity of regional public eco-organizations in the realization of informal ecological education of youth were studied by O. Dukh, O. Halahan and I. Mykhaliuk.Highlighting previously unsettled parts of the general problem. The choice of our study is due to the contradiction in the need of modern society to take practical action to improve the quality of the environment, the development of an ecologically literate population capable of an ecologically centric approach in relation to nature, and the lack of a systematic approach to this process. A comprehensive approach to the organization of training of all subjects of environmental education will ensure that the population receives the greatest amount of necessary environmental knowledge and skills, regardless of age and professional differences.Paper main body. There has been carried out the analysis of the essence of such concepts as “environmental education” and “environmental enlightenment”. The principles, goals, objectives and structure of environmental education are substantiated. The necessity for systematic organization of continuous environmental education and enlightenment for sustainable development is proved. The role of environmental education and environmental enlightenment in the system of public administration is determined. Elements of the system of environmental education are given, which also include environmental enlightenment and self-education.Conclusions of the research and prospects for further studies. The domestic system of environmental education is fragmentary, unsystematized, does not have proper management of educational processes that would meet modern challenges. Traditional educational paradigms require a significant revision and introduction of innovative and most effective methods, techniques, forms, technologies for the formation of environmental education and improving the environmental culture of the population.Non-formal environmental education and enlightenment should become one of the priorities and strategic directions of the state environmental policy at both the national and regional levels, and receive appropriate financial support.The urgency of the topic does not cover all aspects of the problem of the continuous environmental education and enlightenment, as they require further development of cooperation between public authorities and local governments with numerous educational and public organizations that can provide environmental education services to the population.

To reduce environmental tension the development of Kuzbass ecological culture is of great importance. Its most significant component is environmental education, in general, and the training of mining engineers with high level of ecological education, in particular. The presence of environmental education in the field of nature management cannot yet become a guarantor of environmental problems solution. It should be embodied in the behavior of a person, in the image of his life, in the system of values, in his ecological worldview. Educational reforms have become a response to the challenges posed by the social-and-economic development to the personality of a specialist, including the personality of a mining engineer in Russia and its regions. To identify the features of environmental education in the transition to the sustainable development it is important to set the main links in the system of continuous education and their peculiarities, which radically change the quality of training of mining engineers and the demand for specialists in the labor market.

The article presents a grim vision of the world in which teaching is no longer conducted. This serves as a basis for a critical evaluation of the abolishment of didactic process in favor of publications. The main idea is that the basis for the teaching process in the humanities is the only way in which humanities can develop understanding that will reach culture through the mediation of students which are the beneficiaries of humanistic ideals of teaching. There are also presented ideas concerning possible practices that counter negative tendencies. One of them is focused on creating publications about the humanistic didactic process that would include students not only as forces to gain knowledge withing the university but also as an active participants of culture that can develop themselves through the humanistic ideals. Special role of cultural studies in this process is also emphasized.
