The practical questions of application of the federal law «On the independent evaluation of qualifications», which came into force on January 1, 2017 are considered. The analysis of independent assessment of the qualifications of employees, types and forms of independent evaluation, assessment tools, ways of confirming professional experience during the qualifying exam is carried out. It is proposed at the level of the federal law to clarify the organizational and legal form of the qualification assessment center, criteria for the independence of the assessment of qualifications; to clarify the initiatives of the legislator, in particular, regarding the organizational and legal form and requirements for the personnel of the evaluation centers.

Basing on the results of a Russia-Japan joint enterprise survey conducted in 2005, the paper examines the legal-organizational form of joint-stock companies (JSCs) in Russia. The Federal Law on joint-stock companies stipulates that JSCs should be established in one of the two different legal forms, namely "open" or "closed" companies that provide a unique institutional setting for Russian firms from the viewpoint of their corporate governance. The paper deliberates the determinants of organizational choice between these two legal forms. Then it examines empirical relations between the legal forms of JSCs and their organizational behavior.

The purpose of the research is to identify the features of the system of legal regulation of national professional qualifications. The research problem is caused by insufficient legal regulation of the system of national professional qualifications as well as ambiguous interpretation of the system of legal regulation of national professional qualifications. The novelty of the research is expressed in establishing the interrelation between the imperative observance both the professional standards and the interests of the participants, and the disposition of the participation procedure and the social and labor infrastructure of the independent qualification evaluation; ranking of categories of employees and establishing a special order of independent evaluation of qualifications. The main findings of the study reflect the need for an interpretation of the category of "legal regulation of national professional qualifications". Features of the legal regulation of independent assessment of qualifications for certain categories of employees. The focus is on optimizing the legal regulation system with regard to independent evaluation of qualifications.

The article considers the stages of development of human resources policy, carried out the analysis of the amendments made to the Labour Code of the Russian Federation, of the professional standards; considers the main provisions of the federal laws “On the independent evaluation of the qualification”, “On Amendments to Part Two of the Tax Code of the Russian Federation in connection with adoption of the Federal Law” On the independent evaluation of the qualification”, “On Making Amendments to the Labor Code of Russian Federation in connection with adoption of the Federal law “On the independent evaluation of the qualification”, that shall enter into force on 1 January 2017. The author offers to specify the legislator proposed initiatives, in particular on the organizational and legal forms and requirements to the personal composition of the evaluation centers.

Introduction. The article presents the conceptual foundations of building a system of criteria-based assessment of educational results, which is considered as a subsystem of the system of independent assessment of educational results. The stages of formation and development of a competence-based approach to assessment in school and university education are analyzed. The main components of the criteria-based assessment system are revealed, a description of the methods for formulating criteria and indicators is given, the key stages of building a criteria-based system for assessing educational results are highlighted.Materials and Methods. The research is based on the systemic, activity-based and competence-based approaches to the training of bachelors of pedagogical education, which made it possible to determine and coordinate the components of the criteria-based assessment system with the components of the system of independent assessment of educational results. It has been established that the key components of such a system are the target component, educational results, indicators of achievement of educational outcomes, assessment tools, assessment indicators and levels of achievement of educational results. The specifics of the presentation of educational results based on the reformulation of competencies in combination with the labor actions of the teacher are disclosed. The principles of integrity and optimality for the presentation of indicators of achievement of educational results, considered as assessment criteria, have been determined.Results. The purpose of building a system of criteria-based assessment of the educational results of future teachers is determined and a description of the concepts of "educational results", "evaluation means" is given. The ways of describing educational results and ways of presenting assessment indicators are disclosed. The description of the form of presentation of assessment tools, the structure of which includes organizational and methodological, substantive and criterion-assessment parts, is given. It is shown that the levels of success of the student's activity when performing tasks, which are evaluative tools, act as levels of achievement of educational results.Discussion and Conclusions. The article discusses the relationship between the system of criteria-based assessment and the rating system for assessing the quality of training of students. The conclusion formulated in the article is presented in the form of technological stages of building a system of criteria-based assessment of educational results.

Geodiversity assessment is recent and is passing through a stage of methodological development and consolidation. With rapid environmental change, improving the developmental states of geodiversity assessment is of paramount importance. A scientometric analysis is presented to identify knowledge gaps, current trends and avenues for future research in quantitative geodiversity assessment literature. The study is categorised into three areas of analysis: (a) methodological intentions of geodiversity assessment, (b) current trends in geodiversity assessment methods and (c) current geographic trends. A ranking tool was developed to determine whether the current methodological intentions of geodiversity assessments trend towards combined geodiversity and biodiversity assessments or towards the independent assessment of geodiversity. Results showed that about 50% of publications independently assessed geodiversity with no consideration for biodiversity, 32% discussed or reviewed geodiversity by mentioning potential links to biodiversity and 12% more strongly linked geodiversity assessment to biodiversity assessment. Tools used by scholars to determine geodiversity values varied from statistical through to the more frequently adopted geographic information systems (GIS) and spatial analytical software approaches. Study sites selected for geodiversity assessments were predominantly terrestrial at the state-wide scale. Marine assessments, or seabed geodiversity, were mostly absent from the literature, with only two publications found. Brazil in South America had many geodiversity assessments and European scholars have played crucial roles in the development of quantitative geodiversity assessment in recent years. Subsequent research will benefit from developing a unified geodiversity assessment approach, reaching a consensus on an accepted definition and standardising the geodiversity concept, broadening research site environment types and developing strategies to promote further international and intranational collaboration.

Although there is much literature that describes collaborative writing projects in undergraduate courses, little is reported about such projects for graduate students. This article reports the results of a collaborative writing project in a graduate course in usability testing. Because the graduate students were sophisticated practitioners in career positions in technical and professional communication, the instructor made the assumption that the normal requirements of journal checks, conferences, and self- and group-assessment tools would not be needed. The results proved otherwise. An analysis of the two teams' efforts—both product and process—establishes the need for structure and guidance for graduate collaborative writing projects, regardless of the audience's professional experience.

Abstract Background Clinical practice guidelines aim to support clinicians in providing clinical care and should be supported by evidence. There is currently no information on whether clinical practice guidelines in laparoscopic surgery are supported by evidence. Methods We performed a systematic review and identified clinical practice guidelines of laparoscopic surgery published in PubMed and Embase between March 2016 and February 2019. We performed an independent assessment of the strength of recommendation based on the evidence provided by the guideline authors. We used the ‘Appraisal of Guidelines for Research & Evaluation II’ (AGREE-II) Tool’s ‘rigour of development’, ‘clarity of presentation’, and ‘editorial independence’ domains to assess the quality of the guidelines. We performed a mixed-effects generalised linear regression modelling. Results We retrieved 63 guidelines containing 1905 guideline statements. The median proportion of ‘difference in rating’ of strength of recommendation between the guideline authors and independent assessment was 33.3% (quartiles: 18.3%, 55.8%). The ‘rigour of development’ domain score (odds ratio 0.06; 95% confidence intervals 0.01–0.48 per unit increase in rigour score; P value = 0.0071) and whether the strength of recommendation was ‘strong’ by independent evaluation (odds ratio 0.09 (95% confidence intervals 0.06–0.13; P value < 0.001) were the only determinants of difference in rating between the guideline authors and independent evaluation. Conclusion A considerable proportion of guideline statements in clinical practice guidelines in laparoscopic surgery are not supported by evidence. Guideline authors systematically overrated the strength of the recommendation (i.e., even when the evidence points to weak recommendation, guideline authors made strong recommendations).

Evaluation is indispensable for the staff management system of any company, as according to evaluation data any reasonable managerial decisions can be made in the field of staff rotation, training, establishment of salary amount, etc. The evaluation results constitute an important factor of performance motivation and positive change in approaches towards professional experience. Due to staff evaluation the efficient company can be established that ensures better conditions for development and growth of the employees. Performance evaluation of various officials varies depending on tasks, importance, values, difficulty of scoring. Thus, staff evaluation may be considered as a part of the staff management system and independent evaluation system to be applied within any company in a particular form. The article proposes a method of personnel assessment using a comprehensive assessment. It proposes the scale of evaluation, which is used to implement actions for measuring of the bonuses and personnel developing of the enterprise. A number of criteria for evaluating staff have been set. It distributes the share of each criterion in total amount, certain levels and their scores are also determined.
