The article is devoted to the study of the phenomenology of deviance of law enforcement agencies. The structural model of determination of deviant behavior of military personnel, which is implemented at two levels – behavioral and personal, is substantiated on the sample of 121 people. Used 5 diagnostic techniques: questionnaire SACS "Strategies for overcoming stressful situations"; the questionnaire for the assessment of the propensity to breach of duty (military) discipline; the technique of diagnostics of tendency to deviant behavior (A.N. Orel); five-factor personality inventory; Multilevel personal questionnaire "Adaptability" (A.G. Maklakov and S.V. Chermenin). In the structural model, the personal sphere is formed by both partial (psychological stability, aggression, normativity, volitional self-control) and synthetic characteristics (tendency to break discipline, tendency to delinquent behavior, tendency to self-injurious behavior). Behind each of the manifestations of deviation there are personal characteristics that can provoke or restrain it. Correlation analysis of data was applied. The proposed approach can be used as a basis for a complex (detailed) psychological (deviantological) portrait of a serviceman, which allows predicting his tendency to deviations of different etiologies.

At least show that the limited understanding of the use of criminal<br /><span>sanctions also affect the determination of criminal sanctions in administrative<br /><span>law. "Errors" in the formulation of the implications for the difficulty and<br /><span>confusion in the law enforcement, because there is a gap of two disciplines,<br /><span>namely the criminal law on the one hand and on the other hand administrative<br /><span>law, which has its own procedural law. The problem of regulation of behavioral deviations in the youth environment attracts the attention of many researchers in various branches of science. Regulation of behavioral deviations means the prevention of unfavorable living conditions of adolescents, namely the elimination of factors that can cause certain negative consequences. The article reveals and analyzes the important factors that determine the criminal behavior of adolescents. In particular, such factors are singled out: uncensored propaganda of negative behavior styles that provoke adolescents to imitate «heroes» with bloody and violent behavior; the influence of families that give their children little attention from preschool age, turn a blind eye to their bad behavior, have an irresponsible attitude to the world around them and the environment, encourage their children’s whims; inconsistency of legal reform, extremes in modern judicial practice. The results of the study of predisposition to criminal behavior of adolescents are also presented. The methods chosen for the study: “Diagnosis of the tendency to overcome social norms and rules (Yu.A. Kleiberg)”, “Methods of diagnosing the tendency to deviant behavior (A.N. Orel)”, “Diagnosis of hostility (according to the Cook-Medley scale)”, “Obozov-Shchokintest to determine the degree of determination”, “A. Bass-A. Dark diagnosis of indicators and forms of aggression”. The type of social regulation of behavioral deviations such as individual prevention of juvenile delinquency is considered in detail. Its essence is purposeful work with a particular teenager and their closest people. Social workers, social educators and modern law enforcement agencies are comprehensively called to carry out this type. Individual prevention is directed at the adolescent and their negative traits, the environment that shapes them, as well as the conditions, circumstances and situations that contribute to or facilitate the commission of crimes by minors.

The relevance of the study is due to the growing need of the state and society to improve the efficiency of the Investigative Committee of Russia. Improving the effectiveness of investigative activities is impossible without taking into account the personal characteristics of the investigator. It is important to study personal and professional resources of employees that help improve productivity and performance. More and more women choose professions that were traditionally considered male. Of scientific interest is the study of the personal characteristics of employees of the preliminary investigation units of the Ministry of Internal Affairs of Russia, where women work along with men. In this regard, the purpose of the study is to identify personal characteristics of male and female employees of investigative bodies. The article presents the research of male and female personality characteristics in the group of law enforcement authority's employees. The sample consisted of 23 officers aged 22 to 43 years (11 men, mean age was 29.18±4.05 years, 12 women, mean age 29.42±4.62 years).The average period of service in law enforcement authorities was 4.7±4.1 years. A fivefactor personality questionnaire was used in the study. It was revealed that male employees of the law enforcement authorities are characterized by a high level of self-control, a tendency to dominate, combined with perseverance and prudence. Female officers are prone to emotional stress, they also persistent, curios and tend to dominate. In addition, the influence of age and length of service on the personality characteristics of the officers, both male and female, was discovered.

An online survey was conducted in Estonia among 223 judges, prosecutors, police officers and victim support officers; 223 victims were interviewed via phone and 26 legal professionals (including lawyers) were interviewed face to face with an aim to determine the level of protection of victims after implementation of the Directive 2012/29/EU. The results reveal that victims lack knowledge about their rights although law enforcement agencies are, in general, convinced that they do a good job in this respect. Victims desire criminal proceedings in which they are respected, their opinion is heard and matters, and they are kept informed about developments of the case. The reality, however, does not meet their expectations. As law enforcement agencies are focused on determining guilt of a defendant, victims’ needs fall to the background. There seems to be a dichotomy between the expectations of law enforcement officials and those of the victims: While the latter awaits to be contacted and informed, the officials expect at least certain initiative from victims themselves. The idea that victims should be allowed to speak just to provide them with satisfaction and sense of fair proceedings is still somewhat strange for the authorities. When it comes to sentencing, some state officials believe that the opinions of a victim should not even be asked as determination of the punishment is court’s business. Victims’ opinions are much more readily heard in the conciliation proceedings, which are based on the ideas of restorative justice, but in which defendants’ needs seem to have been forgotten.

The study of professionally significant individual-psychological features of employees of law enforcement units in relation to the leading type of activity, including taking into account professional experience, is an actual scientific and practical issue. The identification of the requirements of the profile activity imposed on the employee, the assessment of different-level individual-psychological qualities allows to draw a conclusion about the effectiveness and suitability of the employee for the profession. The professional experience of employees of law enforcement agencies significantly affects the features of stress response, decision-making, motives for official activity, and the state of maladjustment. The study aims to identification of individual-psychological characteristics of law enforcement officers with different profiles and professional experience. 179 male law enforcement officers (average age - 30,2±6,2 years, average professional experience - 7,5±6,1 years) were examined. The employees were divided into 3 groups, depending on the type of professional activity. Group 1 consisted of employees of the security profile (n=67), group 2 - of the communicative-informational profile (n=46), group 3 - of the inspector-communication profile (n=66). The subjects were further divided into subgroups with professional experience up to 9 years inclusive and with experience of 10 or more years. The methodological complex includes: Self-control questionnaire; Behavior Activation and Inhibition questionnaire; Test Technology of Psychosemantic Analysis - Semantic Analysis of Activity (Noss I.N., 2009); Test Problem Situation Analysis (Noss I.N., 2009); a modification of the S. Rosenzweig Frustration Toleration Test (Noss I.N., Ignatkin V.N., 1997). The employees of the security profile were distinguished by the predominance of intropunitive reactions and fixation on the obstacle when assessing the conflict from their own position, high physical activity. Individuals of the communicative-informational profile were distinguished by impunitive reactions, fixation on self-defense and satisfaction of needs, high inhibition of behavior to negative stimuli, high activation of behavior, and high efficiency of resolving problem situations when assessing the conflict from an external position. Persons of the inspector-communication profile were distinguished by high rates of extrapunitive reactions in the whole, unrestrained affect of irritation, preference for simple tasks, low inhibition of behavior. The classification in a group of the security profile with high professional experience contribute: a preference for simple tasks, high activation to promote; in the group of communicative-informational and inspector-communication profile - high activation of achieving the goal. The generalized group of law enforcement officers with 10 years or more of experience in assessing the conflict from their own position was distinguished by the severity of extrapunitive reactions and fixation on the obstacle and on self-defense, the predominance of unrestrained affect of irritation, preference for simple tasks, low inhibition of behavior to negative stimuli. The results obtained allow us to conclude that there are differences in the psychological profile of law enforcement officers with different types of official activities and work experience. The profile of employees of communication-information activities was more consistent with the universal personal and professional qualities required for employees of law enforcement agencies in terms of psychophysiological qualities. Least consistent with a universal professional requirements officers of inspector-communication activities, which was reflected in low capacity for learning, reducing the effectiveness of problem-solving, emotional instability. With an increase in the length of professional experience, there is a predominance of externally blaming response strategies and low self-control.

The article is devoted to the problem of psychology of financially competent behavior of servicemen. The psychological etiology of financial literacy / illiteracy of the personnel of the Armed Forces of the Russian Federation is shown. The study was conducted using: 1) content analysis of information (publications, materials of official inspections, etc.) about the attitude of the personnel of law enforcement agencies to money and financial behavior; 2) expert survey; 3) psychodiagnostic examination (method "California psychological questionnaire". Experts and subjects were 67 soldiers. The study found that financially literate / illiterate behavior is determined by a pattern of both General and specific qualities. The basis of the pattern of General qualities of a soldier with a financially competent command were such characteristics as responsibility, self-control and developed intellectual and prognostic abilities. Persons with financially illiterate behavior were distinguished by: inability to competently plan a personal budget; propensity to risky financial transactions; promiscuity and inattention to spending money; frivolous attitude to debts and loans; focus on spending money, not saving it. Thus, the more socially responsible is the behavior of the soldier, the more they demonstrate financially competent behavior. The material of the article allows to justify the involvement of military psychologists to solve the problem of improving the financial literacy of personnel. First of all, it concerns preventive psychodiagnostics of propensity of the military personnel to financially illiterate behavior. This should be followed by the provision of psychological assistance to persons in need of it, as well as the formation of the personnel of financial responsibility and predictability, the ability to plan and control personal spending. Ultimately, the work to improve the financial literacy of military personnel will have a positive impact on overcoming the problem of deviant behavior of personnel, as a consequence, to maintain a high level of combat readiness of the Armed Forces.

The XXI century, marked by numerous achievements in various fields, became the time of systematic arrangement of not only cante flamenco, but the law enforcement agencies and procedures in Spain as well. These phenomena, which at first glance have no common ground, appear to be inextricably entwined, since in the folklore of Southern Spain are often mentioned the committed crimes and the imposed punishments. The object of this research is the coplas of cante flamencto that contain information about crimes against ethnic groups, prison conditions, family visits procedure, death penalty, correctional labor, physical punishment and other aspects of being in the penitentiary institutions of that time and interaction with the judicial and legal system. The subject of this research is the law enforcement and penitentiary practices in Spain of the XIX centuries. The texts of cante flamenco have not been translated into the Russian language; only some of them drew the attention of domestic researchers, which defines the relevance of conducting interdisciplinary research dedicated to the historical records on the judiciary, prisons and law enforcement practice in Spain of the XIX century, which were contained in coplas of cante flamenco. The goal of this article lies in determination of peculiarities of delivering information related to crimes and punishments in coplas of cante flamencto, and its correspondence to the historical realities of that time. The research is based on the cante flamento colletcions&nbsp;of A. Machado-Alvarez and M. Balmaceda published in 1881. It is established that the lyrics of flamenco songs accurately reflect the difficulties and flaws in various aspects of functionality of the judicial and legal system and penitentiary institutions during their integration into the state system.

Change readiness is an important precondition for human activity and a component of the overall professional readiness. At the same time, an important component of a police officer’s personality is his/her creativity, which allows him/her to make decisions successfully and effectively in the changing and uncertain conditions of law enforcement services. The research aimed at establishing the correlation between the resilience of law enforcement officers to perform duties in unforeseen circumstances and their ability to be creative in this activity. The paper empirically examines the level of manifestation and correlation of creativity, change readiness and uncertainty tolerance in law enforcement officers. The study involved a set of diagnostic techniques for assessing the level of creativity, change readiness and uncertainty tolerance. Quantitative and qualitative methods of data processing were used. Strong correlations between indicators of creativity, change readiness and uncertainty tolerance were found in law enforcement officers. The prospect of further research is to clarify the correlation between creative solutions to occupational situations, change readiness and resilience, as well as other personal characteristics of law enforcement officers. This will help to outline a more holistic portrait of law enforcement officers and make their training more effective.

In recent years, gangsterism and gang related activities among Indians are perplexing and alarming. Although this issue is considered as an old phenomenon, researches related to underlying factors for gangsterism are still lacking. With this in mind, this study aimed to explore psychological and criminogenic factors behind gangsterism among Indians in Malaysia. This study utilized a non-experimental research design. This study is a qualitative research (semi-structured, face-to-face individual interview guide) that makes use of the inductive approach based on a combination of subjectivism and interpretivist philosophies. Six ex-gangsters and four police personnel were interviewed; and their experiences of gangsterism were used to gain a reality-based understanding regarding the factors underlying gangsterism. The thematic analyses generated three psychological factors (negative emotional responses, low self-control, and high impulsivity) and three criminogenic factors (substance abuse, having antisocial peers, and dysfunctional families). One new theme emerged: monetary gain, with three sub-themes (ease of obtaining money, amount and immediacy, and benefits derived from illegal monetary gains). The outcome of this explorative research provides insight to the growing body of knowledge on gangsterism in Malaysia and is useful for community leaders and law enforcement agencies to strategize appropriate intervention, prevention, and suppression efforts to combat gangsterism.

The article is devoted to the issues of organizational and legal support of the mechanism of counteraction to modern crime in the conditions of a significant deterioration of the criminal situation in the state; t examines the conceptual foundations and problems of the mechanism of combating crime and domestic criminal policy; the place and role of counteraction to crime in the state mechanism, its external and internal contours are reconsidered, insufficient elaboration of the corresponding doctrinal (theoretical) provisions is recognized; emphasis is placed on gaps in relevant legislation and inadequate regulatory support of law enforcement agencies (in particular, the lack of legal instruments on issues of anti-crime strategy, forensic examination, etc.Based on the study of the positive experience of the scientific community and the practice of law enforcement, proposals have been formulated in the relevant areas for improving the crime prevention system, increasing the effectiveness of law enforcement agencies in the fight against the shadow economy, organized crime (and its individual manifestations), and an attempt has been made to optimize the modeling of the law enforcement system in the perspective preventive activities in the context of the implementation of the criminological policy of the state, determination of the strategy and tactics of combating crime.
