Agriculture and development of rural areas are important sectors of Polish-Moldovan cooperation and development aid. Importantly, both of them constitute structural problems, similar to those which faced agriculture in Poland in the 1990s. Through Polish aid and development cooperation, various measures are initiated which increase the competitiveness of Moldovan agricultural production, improve sanitary and phytosanitary conditions, bring technological innovations in agricultural farms, ensure modernization of rural infrastructure, providing support to small and medium-sized entrepreneurs, cooperatives, and agricultural consultants, along with professional activation of the Republic’s residents.

In recent years the Republic of Moldova has implemented a set of reforms in order to increase the efficiency of agricultural production. The main purpose of this paper is to highlight economic advantages and disadvantages of large and small scale farms, and also to focus on the multidimensional role of the small scale farming for rural areas. The methodology used in the article is based on analysis of statistical data, as well as on results of relevant qualitative and quantitative surveys. The main expected results of this paper lay in the proposals of ways in which agriculture can make a contribution to the vibrancy of rural communities from the Republic of Moldova.

Agriculture plays a relevant role in most green economy issues which will be discussed in the next conference on sustainable development at Rio de Janeiro (Rio+20). Food security, water, disaster risks, are the most related issues but the contribution of agriculture will be wider and horizontal. In the European context, policies have implemented many of the priorities of sustainable development, linking them to the characteristics of the territories and with strategic objectives of EU. In particular, around 2000, the concept of rural development was born as the recognition of the role of agriculture not only as a productive sector but also as a growth factor for a balanced and integrated development of rural areas. Farming became again one of the components of the local development of those territories where there has not been an evident development of the industrial or service sector. Concretely, farmers receive a financial support if they demonstrate to perform activities that directly or indirectly benefit the environment and this is a payment for the supply of a public good of collective interest. The message addressed to the farmer is clear: it is not only important that he/she is able to produce but what is even more important is the quality of the product and the sustainability of the process adopted. This is not just a different approach to business, but a cultural change that is difficult to spread especially because of the low presence of young people in agriculture but also because public support cannot ensure an adequate remuneration. The green component of agriculture is encountering difficulties to take off, overwhelmed by the historical structural problems aggravated by the current crisis. This article discusses the main agricultural pressures on the environment and analyses some related economic activities that can be considered as examples of the green component of the rural development.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

The official development aid provided by donor countries does not solely depend on government decisions; it is also affected by trends in public opinion. This means that it is important to find out more about the opinions, views and attitudes of the citizens of donor countries. In spite of this, very few research studies have specifically analysed the opinions of people from rural areas. The aim of this research is to analyse the attitudes of the inhabitants of rural areas in northeast Spain to assess the degree of support for policies of international cooperation and development. To this end we carried out a survey of 403 people resident in small towns, selected using a stratified sampling process. We then conducted multivariate statistical techniques of the information we had gathered, in which we found that there were three types of individuals according to their level of interest, concern and action: aware but not actively involved, not interested and passive, and proactive with strong convictions. This research has shown that educational level, size of the town and age all influence the person’s interest in the problems affecting the rest of the world and their support for international cooperation.

There was a heavy change in the characteristics of the agriculture in the last 20 years. It become a multifunctional, sustainable, organic system, which needs strategic approach. On the problem map of the hungarian agriculture the most importatnt questions are the following: dual charachter of the land structure, to occidentalize the farm structure. To develop the rural areas we need to real markets needs adapted, competitive, local agricultural production. From the ’90s into Europe’s economic development policies integrated the clusters, this research tries to certify, that this system is viable in classic agriculture and able to dissolve the defecinces, to support the aims of rural development.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.


The EU funds are an important factor in the development process of any new member state of the European Union. As such, EU funds support modernization and help facilitate further economic development in a member state, including its rural regions. The Republic of Croatia, based on NUTS3 classification, is predominantly rural with 79.01% of its territory being rural and 56.07% of population living in rural areas. Therefore, rural development is an integral part of overall economic development of the country. In order to improve competitiveness of Croatian agriculture sector, especially its small family farms, it is crucial to invest in their means of production and modernization of their assets. Funds awarded within the EAFRD framework in The Republic of Croatia tend to facilitate this process and further aid rural development. Croatian Development Index has a very important role in allocation of before mentioned funds. Its values are taken as criteria for state-aided areas, scoring projects (including EAFRD and other EU funds applications) and other aspects of public development policies. As one of the primary goals of Rural Development Programme in the Republic of Croatia, it is especially important to achieve a more balanced territorial development of rural areas given the fact that Croatian rural regions (counties and municipalities) are not equally developed, ensuring job creation and job retention in the process. The existence of disparities in the level of development is not a characteristic that can be found only in the Republic of Croatia, but it is an issue that should be taken into account when devising or reconsidering criteria for allocation of future EU funds in the Republic of Croatia, in order to further reduce regional disparities in the level of development. The aim of this paper is to provide empirical evidence on associations between the indicators of Croatian Development Index and spatial distribution of EU funds awarded within the Rural Development programme in The Republic of Croatia based on available data for the most recent invitation to tender for EAFRD funds.
