Abstract The 74th step of "100 Concrete Step of Nation Plan" initiated by the first president of the Republic of Kazakhstan (RoK) Nursultan Nazarbayev states that Kazakhstani reserves reporting system must be changed to the international standards. One of them actively proposed is the SPE-PRMS. Therefore, the main goal of the paper is to show challenges of the transition, discuss possible problems, their solution and, eventually, advantages for the companies. In the paper the main aspects of the current State Committee of Reserves (SCR) system or well-known as GKZ system inherited from the Soviet system and used in Kazakhstan are reported. Especially, we try to highlight the reserves categories of A, B, C1 and C2 and their impact on further field development in details. Also SPE-PRMS and SEC rules are shown in terms of differences and similarities with the current system. Importantly, authors demonstrate how the SPE-PRMS standards are wide-spread around the globe. Finally, details of planned shift, some recommendations and simplification of reporting process are exhibited. As the result of the study the following points are investigated. Firstly, what will be with reports just recently approved by the SCR. Especially, for the big fields whose preparation takes up to several years. Secondly, what the frequency is for the reporting. Thirdly, whether the reports will be handled through several approval stages or just submitted. Moreover, how close to SPE-PRMS the new system should be adopted taking into account Kazahstani realities and if the reports should be composed in English along with Russian, since the main purpose of the transition is to be clear and transparent for the foreign investors. Otherwise, unfamiliar language and big deviation from the well-known standards may ruin the efforts. Despite the complexity of these issues the benefits of the new system are obvious and there are several reasons. The main advantage is that the SPE-PRMS is all about economically recoverable reserves without any ties with fixed recovery factor. In addition, report is done in short time and less volume. Finally, if the norm of the report's submission without going to tedious approval process is accepted, that will ease work of the subsoil users’ because it accelerates further preparation of field development project. The study is done due to recent changes of the RoK subsoil usage regulations, where the requirement for reserves reporting system's transition to the new international standards is mentioned. However, the issue is not much highlighted in technical publications from the operating companies’ point of view. Thus, having experience with GKZ, SPE-PRMS and SEC systems the authors take this opportunity to show challenges and benefits of the decision.

Abstract:This article examines the early history of disability rights activism in Kenya. The transitional years from colonialism to independence were a period of great expectations. For persons with disabilities in particular, decolonization held additional possibilities and potential. National independence promised not just majority rule but also an all-inclusive citizenship and the commitment to social justice. Among the visually impaired of Kenya, such collective aspirations led to the birth of the Kenya Union of the Blind in 1959. In 1964, after years of futile correspondence with government officials, the Union organized a street march to the prime minister's office to attract attention to its grievances. The result was a government panel, the Mwendwa Committee for the Care and Rehabilitation of the Disabled, whose published report became the blueprint for social and rehabilitation programs. The government possessed limited resources, and the reforms that ensued were long overdue. Yet the sociohistorical dynamics behind the march are of particular significance. From the social historian's point of view, they affirm not only the historical agency of persons with disabilities, but also the need to recast and broaden the scope of African social history.

This work is focused on the diagnosis of behavior, from the point of view of control emissions and noise level, of a power Turbogas plant during the process of commissioning, to guarantee that its operation complies with national and international standards. The environmental diagnosis of the power plant was developed as part of the performance evaluation of the unit. The conditions of the unit evaluation include operation at base load and partial load, as well as time periods for load changes. The evaluated power plant consists of an aeroderivative gas turbine installed in a simple cycle, operating with a cooling system (chiller) installed in the urban zone of Mexico City. Therefore, it should comply with the legislation and regulations of the city concerning air pollution and allowed noise, besides the international standards established by the manufacturer. The study includes emissions measurements using a Continuous Emissions Monitoring System installed in-situ, previously calibrated and checked during and after the test which was found inside the permissible deviation of 3%. Measurements were recorded at intervals of 5 minutes during test periods of 110 minutes for each load and 45 minutes for load changes. On the other hand, noise pressure evaluation was carried out in near field as well as far field produced by the power plant during operation. Measurements were carried out by using precision instruments installed specifically for it. A temporary system for obtaining data was used to monitoring the environmental conditions every 30 seconds. It was possible to verify that the turbogenerator complies with all noise levels and contaminant emissions requirements and regulations according to the limits established by the manufacturer and national and international standards.

This study aimed to identify the impact of school principals' practice of re-engineering administrative processes on achieving quality assurance standards from the point of view of educational supervisors in the Kasbah Brigade. A survey method was used. The sample consisted of (42) supervisors. The results of the study showed that the degree of practitioners of public schools to re-engineering administrative processes from the point of view of educational supervisors in the Kasbah Brigade was high. Furthermore, the degree of achieving the quality assurance standards from the point of view of the educational supervisors in the Kasbah Brigade was moderate. The study recommended that the principal should pay attention to continuously improve the administrative processes in all its aspects and devise new ways to manage the school and perform its various tasks.

Abstract In this research, entrance surface doses of patients which are resulted from a classical radiograph in most widespread tests (Chest, skull, abdomen, limbs, …) have been measured with selected instruments in (Specialized surgeries hospital) and one of the private clinic in Baghdad, the instruments are of various origins and different make date. A group of patients (10 patients) for each test and according the average of the resulted doses. Comparison of the patient’s doses, in this research, has been close with the reliable International standards and it has been found that radiological doses are bigger than reference doses ranging (132–1.79) in most of the appliance and the range doses to one whenever the instrument is new and the radiographer has good experience, this increase relates to several functions discussed in the research in detail For the importance of the quality assurance of x-ray instruments, three tests have been performed by three of the instruments only, and these tests are : Beam Alignment test : The Beam Alignment was measured and the x-ray radiograph was found symmetrical round the two axes of the instruments (A, B) but it is about 3 ° away from the vertical axis of the instrument (C). Optical and Radiation Field Congruence Test: The light field coincides with the radiative field in a and b and their mismatch in c. Focal Spot Size Test: The radiation focus area was measured by the star tool and what appeared is that the focus of the x-ray instrument (C) is smaller than the international standards on the contrary of the focus area of the x-ray instrument (E) which is identical with the international standards. From these results reached is that the instruments (A, B) have passed quality assurance tests and they are suitable for work in the present, but the instrument (C) has not passed most of the quality assurance tests, so this instrument should not be used for medical tests This in research is considered the first one for these instruments to evaluate their doses or measure a quality assurance.

Model-Driven Engineering (MDE) is an approach to software development that uses models as primary artifacts, from which code, documentation and tests are derived. One way of assessing quality assurance in a given domain is to define domain metrics. We show that some of these metrics are supported by models. As text documents, models can be considered from a syntactic point of view i.e., thought of as graphs. We can readily apply graph-based metrics to them, such as the number of nodes, the number of edges or the fan-in/fan-out distributions. However, these metrics cannot leverage the semantic structuring enforced by each specific metamodel to give domain specific information. Contrary to graph-based metrics, more specific metrics do exist for given domains (such as LOC for programs), but they lack genericity. Our contribution is to propose one metric, called s, that is generic over metamodels and allows the easy specification of an open-ended wide range of model metrics.

Background. Limited laboratory capacity is a significant bottleneck in meeting global targets for the control and elimination of neglected tropical diseases (NTD). Laboratories are essential for providing clinical data and monitoring data about the status and changes in NTD prevalence, and for detecting early drug resistance. Currently NTD laboratory networks are informal and specialist laboratory expertise is not well publicised, making it difficult to share global expertise and provide training, supervision, and quality assurance for NTD diagnosis and research. This study aimed to identify laboratories within five World Health Organisation regions (South-East Asia, Eastern Mediterranean, Americas, Western Pacific and Europe) that provide NTD services and could be regarded as national or regional reference laboratories, and to conduct a survey to document their networks and capacity to support NTD programmes. Methods. Potential NTD reference laboratories were identified through systematic searches, snowball sampling and key informants. Results. Thirty-two laboratories responded to the survey. The laboratories covered 25 different NTDs and their main regional and national roles were to provide technical support and training, research, test validation and standard setting. Two thirds of the laboratories were based in academic institutions and almost half had less than 11 staff. Although greater than 90 per cent of the laboratories had adequate technical skills to function as an NTD reference laboratory, almost all laboratories lacked systems for external verification that their results met international standards. Conclusions. This study highlights that although  many laboratories believed they could act as a reference laboratory, only a few had all the characteristics required to fulfil this role as they fell short in the standard and quality assurance of laboratory processes. Networks of high quality laboratories are essential for the control and elimination of disease and this study presents a critical first step in the development of such networks for NTDs.
