Access to government information in a post-September 11 often involves the resolution of conflicts between privacy rights and the public interest inherent in information flow. On the one hand, information about any individual investigated by the government, or merely landing in an investigative file, might very well invade the privacy of the detainees by unduly stigmatizing them. In fact, such reasoning reflects a line of argumentation central to the federal government’s justification for denial of access: privacy interests, particularly the risk of stigmatization. This chapter reviews the origins and expansion of stigmatization as grounds for protection of information under the FOIA. Examination of several key post-Reporters Committee cases decided by the federal courts illustrates the scope of the problem, as stigmatization has gained a great deal of legal traction in recent years.

What is the logic of an information law which:• makes available a State Department Memorandum rationalizing the President's use of troops overseas without congressional consent, but has thus far failed to make available World War II documents concerning allegedly repatriated Russian soldiers,• which makes available a Federal Trade Commission staff study on auto warranties but leaves numerous other advisory studies difficult to locate and their status unclear,• breaks loose a key Federal Reserve Board vote but has thus far left the votes and minutes of other multi-member agencies difficult to locate?The answer is that the logic is not in the law itself, but in the kind of pressure put upon the bureaucracy to follow it. The Freedom of Information Act which became effective July 4, 1967 is not self enforcing. It depends upon the initiative and energy of those who want government information, giving them a tool with which to prod an unwilling bureaucracy. To date, this prodding has come principally from the press and interested business organizations; meaning that the information made available has been oriented toward the single news story, often an expose, or the isolated regulatory decision. This is certainly a valuable use of the Act but the pressure of interested citizens is not sufficient to force the government to make available the scope of information and indexing needed for scholarly research.The organized scholarly community, while traditionally supporting the principle of free access to government information, has made no systematic effort to either assess the newly available information or to pry loose information presently withheld.

This article investigates if the adoption of the Liberian Freedom of Information (FOI) law 2010 has led to a transparent government and increased the free flow of government information. Freeing government information is expected to create transparent and accountable governments. It brings forth democratic and inclusive government institutions that work for the people. Inclusivity, transparency and accountability are expected to address sustainable development challenges and democracy deficits. Transparency and accountability can only be achieved through access to government information. The right to access government information is also included in the national constitution of Liberia. The citizens of Liberia in West Africa suffered from a protracted civil war between 1989–1996 and 1999–2003 respectively. These wars were partly caused by non-accountability of the governments, endemic corruption and the mismanagement of the countries’ resources. Efforts are being made by the government with the help of the international community to embrace a new democratic dispensation. Liberia was also one of the first African countries to enact a Freedom of Information (FOI) Law that would enable Liberians to access government information.

Sierra Leone was engulfed in a destructive civil war between 1991 and 2002. The civil war was partly caused by the non-accountability of the government, endemic corruption, misrule and the mismanagement of the country’s resources. Efforts have been made by the country, with the help of the international community, to embrace a democratic dispensation. To demonstrate its commitment to the democratization agenda, Sierra Leone passed the Right to Access Information (RAI) Act in 2013. The Act guarantees access to government information and also imposes a penalty on failure to make information available. However, Sierra Leone’s state institutions are still weak due to mismanagement and lack of transparency and accountability. Freedom of expression and access to information are cornerstones of modern democracies. Public information/records are a means of power that governments and other political institutions use to exercise control over citizens, but are also a means of citizens’ empowerment. Through access to government information/records, media can play their watchdog role and people can assess the performance of governments and hold them accountable. The purpose of the paper is to demonstrate the fact that it is not enough to enact freedom of information laws (FOIs) if there is no political will to make government information accessible, an information management infrastructure to facilitate the creation, capture, management, dissemination, preservation and re-use of government information and investments in civil education to promote an information culture that appreciates information as a resource that underpins accountability and transparency.

The first part of this commentary argues that because the production of dissent depends on the availability of information, greater attention should focus on government restrictions on access to official information. At no time is this more important than when information is monopolized by the government. If not constrained, government’s monopoly control of information, combined with its incentives to shape support for its policies, may at some times and in some ways reduce dissent. In the second part of the commentary, a cost-benefit approach is proposed to analyze an individual’s incentives to produce speech and is then applied to assess the role social communities play vis-à-vis individual dissent. This analysis underscores the important and complex (sometimes encouraging, sometimes discouraging) role that communities play in the generation of dissent. Our analysis uses economic tools, often accompanied by an antitrust perspective, to better understand the implications of government information control and social pressures upon speech and dissent.

The paper reports findings from a study that explored health communication strategies employed by the media on the state of preparedness by the Zimbabwean government during the COVID 19 crisis by the Zimbabwe Broadcasting Corporation Television (ZBC-TV). The study adopted secondary data analysis. Data were collected using secondary sources. The study was influenced by the framing theory. The study found out that ZBC-TV used songs, road shows, commercial ads, dramas, musical shows on reporting the pandemic. The archival documents also revealed that ZBC-TV have used periodical updates as health communication strategies to educate the public about COVID 19. ZBC-TV also used Facebook showing staff from the Office of the President and Cabinet receiving the Covid 19 vaccine at the same time applauding positive response from Harare Metropolitan Province as front line workers surpassed the target under the first phase of Covid-19 vaccine roll out plan. The study concluded that the health communication strategies employed by ZBC-TV have been effective in increasing the societal awareness about health issues. ZBC-TV managed to reach out to the masses using both the television and by making use of the new media communication technologies. However, press censorship has been a challenge in publishing information concerning COVID 19 as the media house is not allowed to publish anything that tarnishes the image of the government. It is based on such evidence that the study concludes that ZBC-TV at some point distorted information to paint the picture that the government is doing all it can to contain the spread of COVID 19 and ensuring the safety of the public. The study recommends that the ministry should ensure freedom of information publicity, in which media houses, including ZBC-TV is not controlled by any political party of government. Based on the history before the reform era, there have been many cases of government committing corruption, collusion and nepotism, this is the background of the movement to create a government to run good governance. As time has progressed, the time has come for a time that is all full of digitalization, both in the economy, education and politics. This research uses normative legal research methods. This study shows that the government in running its government will also be based on the development of sophisticated information technology which can be called E-Government. Therefore, there is now a time when the Indonesian government has used and allowed the Online Single Submission (OSS) system to make it easier for people who want to take care of business licensing. The implementation of good governance during the Industry 4.0 Revolution can take advantage of science, technology and information to provide good facilities and services to the Indonesian people, and the public can easily access government information.

Rural revitalisation in China relies heavily on the rural residential environment and is vital to the well-being of farmers. The governance of rural human settlements is a kind of public good. The external economy of governance results in the free-riding behaviour of some farmers, which does not entice farmers to participate in governance. However, current research seldom considers the public good of rural human settlements governance. This research is based on the pure public goods attribute of rural human settlements governance. It begins with government information and, using structural equation modelling (SEM), researchers construct the influence mechanism of government information, attitude, attention, and participation ability on the depth of farmers’ participation. The empirical results show that ability, attention, and attitude all have a dramatic positive influence on the depth of farmers’ participation, and the degree of impact gradually becomes weaker. Additionally, government information stimulus is not enough to promote farmers’ deep participation in governance. It needs to rely on intermediary variables to indirectly affect the depth of participation (ability, attention, attitude), and there is a path preference for the influence of government information on the depth of participation. As an important organisation in the management of rural areas, the village committee can significantly adjust the effect of the degree of attention on the depth of participation of farmers. Therefore, the government not only needs to provide farmers with reliable and useful information, but also needs to combine necessary measures to guide farmers to participate in the governance of rural human settlements.

AbstractAccepting that Taiwan has accumulated “soft power” since the introduction of democratic reforms in the late 1980s, this paper assesses Taiwan's external communications during Ma Ying-jeou's presidency and how its soft power resources have been exercised. Demonstrating the strategic turn from political warfare to public and cultural diplomacy, the paper begins with the premise that the priority must be to increase familiarity with Taiwan among foreign publics. It then argues that any assessment of external communications in the Ma administration must consider the impact of two key decisions: first, the dissolution of the Government Information Office and the transfer of its responsibilities for international communications to the Ministry of Foreign Affairs and a new Ministry of Culture, and second, the priority given to cultural themes in Taiwan's external communications.
