The socio-economical changes in the Bulgarian society leave their traces in all spheres of public life and in the military education system in particular. The implemented reforms in the Republic of Bulgaria assign to military higher schools the task to train officers with management skills and abilities at a higher level, ready to solve efficiently complicated and versatile tasks. The specific character of the non-combatant officer’s activity, sets increased requirements to their training and assurance of its effectiveness. The non-combatant cadet’s management skills and abilities appear to be significant indicators of improving the effectiveness in the military professional training for management activity and developing a readiness for the timely taking of quality management decisions. The research target is the professional military training of the future logistic officers. The research aim is to analyze the acquired skills and abilities in the course of professional military training management and to related to them management effectiveness. The methods of research are: theoretical analyses of the military education literature, inquiry, statistics, substantiation and general conclusions.

The author analyzes the periods of origin, formation and development of the military education system. The problems of military education in general and the training of officers in particular, which cannot be solved without the integration of military professional education and education in military training centers at civilian universities, are touched upon. Using the example of M. A. Bonch-Bruevich St. Petersburg State University of Telecommunications, a new approach to the formation of the personnel potential of the Armed Forces – officers’ training at a civil educational institution is shown.

Abstract The specific of the officer’s military management activities lies in its functional responsibilities. The obligations and requirements determine them. The specifics of the military management activities of logistics officer are designated by the statute of military service in the Armed Forces of the Republic of Bulgaria. This article represents the proficiency of the future logistics officers at Vasil Levski National Military University, which is achieved through training in two specialties: military training in “Organization and management of tactical units for logistics” and civil training in “Business Logistics”. In the both, cadets acquire the educational and qualification degree “Bachelor”.

Povzetek V članku sta prikazana na arhivskih virih in literaturi z analizo SWOT temelječa vojaško izobraževanje v Slovenski vojski in možnost njegovega nadaljnjega razvoja. Opisano je povezovanje vojaškega izobraževalnega in znanstvenoraziskovalnega sistema v Slovenski vojski s sistemom izobraževanja in znanstvenoraziskovalnega dela v Republiki Sloveniji ter v mednarodnem okolju tako, da je prikazan razvoj vojaškega izobraževanja v oboroženih silah Republike Slovenije, ki se je z njenim nastankom leta 1991 na novo oblikovalo, in to od osnovnega usposabljanja vojakov nabornikov do najvišjih oblik vojaškega izobraževanja in znanstvenoraziskovalnega dela na področju vojaških ved. V nadaljevanju so predstavljene pomanjkljivosti sedanjega vojaškega izobraževanja in njegov mogoč razvoj, ki bi potekal, tako kot v drugih zavezniških državah, v smeri vključevanja v bolonjski izobraževalni in znanstvenoraziskovalni sistem. Ključne besede: Republika Slovenija, Slovenska vojska, vojaško izobraževanje, bolonjski izobraževalni sistem, analiza SWOT. Abstract The article depicts the military education model of the Slovenian Armed Forces and the possibility of its further development, which are both based on archive resources and SWOT analysis. It describes the integration of the military education and scientific and research system in the Slovenian Armed Forces with the education system and scientific research system in the Republic of Slovenia and internationally. It first describes the development of military education in the armed forces of the Republic of Slovenia, which was formed anew after Slovenia’s independence in 1991. It ranges from the basic conscript training to the most advanced forms of military education and scientific and research efforts in the field of military science. The article continues by presenting the shortfalls of the current military education system and possible ways of its development, which can be directed in a similar way as in other allied nations, namely by incorporating it into the Bologna education system and scientific research system. Within the framework of shaping systemic military thinking with regard for its national interests an important part is assigned to the modernization of the military education system, the increase of the effectiveness of educational programs and curricula. The education is process of forming fundamental, including basic special knowledge, ability to think analytically. The field of military education and personnel management is regarded as the primary factor for ensuring the defense system and combat capability of the Armed Forces. In this context, the history of development of the military education system in the RA Armed Forces is examined, and the main directions of its development are analyzed. The reforming of the system of military education is gradually under way in separate areas by broadening the range of changes based on the positive results. The Armenian officer should be the bearer of the national ideology. At the same time, he must be perceived by the public as the symbol of honesty and education.

The current system of military education of the Republic of Kazakhstan provides for a continuous educational process. It covers five levels: secondary education, technical and vocational, higher education — bachelor's degree, postgraduate education — master's and doctoral studies, as well as additional education — military departments, advanced training of specialists, training and retraining of military-trained reserves. The leading role of the postgraduate level is assigned to the National Defense University named after the First President of the Republic of Kazakhstan — Elbasy. This is the only military educational institution in the system of military education for the education, training and advanced training of higher and senior officers of the Armed Forces, other ministries and departments of the Republic of Kazakhstan, heads and officials of state and executive authorities, enterprises and institutions of the military-industrial complex , officers of foreign armies. The position of a number of Kazakh scientists on the problem of the military education system is not unambiguous. The systematic approach made it possible to reveal the goals and characteristics of the stages of continuous military vocational education. Statistical data show a tendency towards an increase in the number of military departments and military technical schools functioning at present. In our opinion, the main task of continuous military professional education should be considered the formation and development of the image of a modern soldier, who will be distinguished by immense devotion and love for the Motherland, high professionalism, competitiveness, universalism, mobility, creativity, as well as the ability to think outside the box and make decisions quickly. in any environment. Based on the conducted research, it can be concluded that the domestic system of continuous military vocational education in the Republic of Kazakhstan has a fairly well-formed structure, meets international standards and contributes to an increase in the scientific and scientific-pedagogical potential of military personnel.

Abstract Ethnicity, religion, and geopolitics affect historians’ interpretations of the history of Xinjiang, a very chaotic frontier region of China that did not come fully under the control of the People’s Republic of China until recent decades. The case of Sheng Shicai, an early Republican Era Chinese military officer, shows how professional training and, most importantly, the ability to capitalize on emerging opportunities contributed to his military success in Xinjiang from 1931 to 1934. This paper analyzes the Republic of China’s government documents, Sheng and his acquaintances’ memoirs, newspaper articles, and other sources to examine how Sheng applied his military training and employed regional and foreign military forces to win battles in northern Xinjiang. Professional military training helped officers to utilize their resources efficiently and take advantage of their geopolitical situations. Amid numerous talented Chinese military officers, Sheng rose in rank and successfully secured Xinjiang as a part of the Republic of China even when Xinjiang’s geopolitics seemed extremely challenging. This study highlights the value of Sheng’s military prowess, something that the literature has not previously appreciated.

The paper deals with the issues concerning the role and importance of military pedagogical traditions at the present stage of national military education system development. The author studies the concepts traditions, pedagogical traditions, military traditions, offers his own interpretation of the notion military pedagogical traditions. A study of the military-pedagogical traditions is organized in conjunction with the achievements of the military pedagogic thought of the previous periods and modern problems of military pedagogy. The author analyzes the reasons for the reform and modernization ongoing in the military education system, which is caused by need of compliance with European quality standards and new requirements of existing Russian legislation. In conditions of a multilevel system of education and a competence approach in training special attention, in the authors opinion, should be paid to special forms, methods and means of training, based on the best achievements of the military pedagogic thought, both traditional and complemented with innovative components. The author considers existing military-pedagogical traditions as well as traditions generated at the present time, taking into account present problems and challenges.

Analysis of the foreign experience of the organisation and reformation of the armed forces in other countries, with the respective systems of military education being an integral part, reveals the specific national aspect of such activities in each country. In the meantime, there are some general methodological approaches used in military pedagogic practice across different countries of the world to be practicably considered and applied. The article examines the experience of officers’ training for the armed forces of the Republic of Hungary. The article provides information on the existing network of military educational institutions for the officer training of tactical, operational and strategic level of military command. Requirements for admission to military educational institutions for the officer training of different levels of training has been given. The terms of military specialists’ training on tactical, operational and strategic level have been defined. The analysis of the content of officer training for different armed services of the armed forces and different levels of military administration has been conducted. We used the system of the general scientific methods of theoretical and empirical research, in particular, the theoretical-methodological analysis of the problem and the relevant scholarly resources, systematization and generalization of the scientific information pertaining to the essence and content of the set objectives, monitoring of the existing system of military specialists training in the Armed Forces of the republic of Hungary, scientific generalisation, the general scientific methods of logical and comparative analysis, systems approach, peer review, analysis and interpretation of the obtained theoretical and empirical data. The general structure of the National University of Public Administration, the Faculty of Military Sciences and the training of officers is shown, as well as the main tasks that are solved by the institutes and training centers that are part of it are identified. An analysis of the concept, structure, goals, content and technologies of officers’ training in the armed forces of the Republic of Hungary shows that the military education system reflects the current stage of development of the armed forces, as well as the national cultural specificity of the country. Education and training of officers is carried out on the basis of national cultural and military tradition. The main direction of officers’ training is their fundamental military and professional training in both the military and civilian fields. The content of the officers’ training is based on two military education levels. Each level of military education ends with a certain level of qualification. It is possible to distinguish the general tendencies of development of the higher Hungarian military school: improvement of the quality of applicants’ selection, individualization of training of cadets and trainees, stabilization of their number at the present level; further informatization of the educational process, introduction of multimedia learning tools. Certainly, the positive elements of the experience of the Hungarian army can be used in the training of officers in the Ukrainian Armed Forces under the conditions of gradual transition to the recruitment on a contract basis.
