The current system of military education of the Republic of Kazakhstan provides for a continuous educational process. It covers five levels: secondary education, technical and vocational, higher education — bachelor's degree, postgraduate education — master's and doctoral studies, as well as additional education — military departments, advanced training of specialists, training and retraining of military-trained reserves. The leading role of the postgraduate level is assigned to the National Defense University named after the First President of the Republic of Kazakhstan — Elbasy. This is the only military educational institution in the system of military education for the education, training and advanced training of higher and senior officers of the Armed Forces, other ministries and departments of the Republic of Kazakhstan, heads and officials of state and executive authorities, enterprises and institutions of the military-industrial complex , officers of foreign armies. The position of a number of Kazakh scientists on the problem of the military education system is not unambiguous. The systematic approach made it possible to reveal the goals and characteristics of the stages of continuous military vocational education. Statistical data show a tendency towards an increase in the number of military departments and military technical schools functioning at present. In our opinion, the main task of continuous military professional education should be considered the formation and development of the image of a modern soldier, who will be distinguished by immense devotion and love for the Motherland, high professionalism, competitiveness, universalism, mobility, creativity, as well as the ability to think outside the box and make decisions quickly. in any environment. Based on the conducted research, it can be concluded that the domestic system of continuous military vocational education in the Republic of Kazakhstan has a fairly well-formed structure, meets international standards and contributes to an increase in the scientific and scientific-pedagogical potential of military personnel.

Povzetek V članku sta prikazana na arhivskih virih in literaturi z analizo SWOT temelječa vojaško izobraževanje v Slovenski vojski in možnost njegovega nadaljnjega razvoja. Opisano je povezovanje vojaškega izobraževalnega in znanstvenoraziskovalnega sistema v Slovenski vojski s sistemom izobraževanja in znanstvenoraziskovalnega dela v Republiki Sloveniji ter v mednarodnem okolju tako, da je prikazan razvoj vojaškega izobraževanja v oboroženih silah Republike Slovenije, ki se je z njenim nastankom leta 1991 na novo oblikovalo, in to od osnovnega usposabljanja vojakov nabornikov do najvišjih oblik vojaškega izobraževanja in znanstvenoraziskovalnega dela na področju vojaških ved. V nadaljevanju so predstavljene pomanjkljivosti sedanjega vojaškega izobraževanja in njegov mogoč razvoj, ki bi potekal, tako kot v drugih zavezniških državah, v smeri vključevanja v bolonjski izobraževalni in znanstvenoraziskovalni sistem. Abstract The article depicts the military education model of the Slovenian Armed Forces and the possibility of its further development, which are both based on archive resources and SWOT analysis. It describes the integration of the military education and scientific and research system in the Slovenian Armed Forces with the education system and scientific research system in the Republic of Slovenia and internationally. It first describes the development of military education in the armed forces of the Republic of Slovenia, which was formed anew after Slovenia’s independence in 1991. It ranges from the basic conscript training to the most advanced forms of military education and scientific and research efforts in the field of military science. The article continues by presenting the shortfalls of the current military education system and possible ways of its development, which can be directed in a similar way as in other allied nations, namely by incorporating it into the Bologna education system and scientific research system. Reforming the Armed Forces of Ukraine in accordance with international standards and domestic political factors indicates the urgency of finding and implementing innovative ways to develop military education. The authors see the work as a tool to solve this problem in the introduction of interactive methods in the training of future military specialists. This does not mean abandoning the use of known traditional methods, it is a combination of their diversity in the educational process. Involvement of cadets in interactive activities leads to the ability to solve complex problems based on the analysis of initial data, identify contradictions, express alternative opinions, make informed decisions, participate in discussions; model various situations, learn to build constructive relationships in the team, determine their place in it, avoid or resolve conflicts, seek compromises, seek dialogue, develop skills of project activities, independent work, creative work. The paper presents the basic principles of interactive learning, classification of interactive methods. The application of some of them, namely "question-answer", "microphone", "classes with pre-planned mistakes", "brainstorming", "debate", "business game", "teaching-learning" with the indicated advantages and disadvantages is demonstrated for specific topics of classes in "Higher Mathematics". The introduction of these methods in the educational process will ensure the formation of its participants such skills as analysis, comparison, highlighting, as well as critical thinking and the ability to make responsible decisions, competitiveness, willingness to take risks. In addition, it will promote the development of each person's system of universal values and generally accepted norms of behavior, awareness of personal responsibility, the ability to unite with other participants to solve a common problem, foster tolerance, mutual understanding and respect, compassion, kindness and care, solidarity and equality, the formation of the ability to make free and independent choices based on their own judgments and analysis of reality. And most importantly, it will improve the quality of military education, ensure the growth of military-professional, intellectual, cultural, spiritual and moral potential of future military professionals, increase the prestige of the military profession, strengthen the defense capabilities of Ukraine and its Armed Forces.

The socio-economical changes in the Bulgarian society leave their traces in all spheres of public life and in the military education system in particular. The implemented reforms in the Republic of Bulgaria assign to military higher schools the task to train officers with management skills and abilities at a higher level, ready to solve efficiently complicated and versatile tasks. The specific character of the non-combatant officer’s activity, sets increased requirements to their training and assurance of its effectiveness. The non-combatant cadet’s management skills and abilities appear to be significant indicators of improving the effectiveness in the military professional training for management activity and developing a readiness for the timely taking of quality management decisions. The research target is the professional military training of the future logistic officers. The research aim is to analyze the acquired skills and abilities in the course of professional military training management and to related to them management effectiveness. The methods of research are: theoretical analyses of the military education literature, inquiry, statistics, substantiation and general conclusions.

The proposed article analyzes the peculiarities of the basic structural elements of the training systems of teachers of natural and mathematical subjects in postgraduate education of Ukraine and the Republic of Poland. The notion of professional development of specialists in the educational space of the countries is defined — intentional, planned and continuous process, which results in the expansion of teachers’ professional competences, improvement of their professional level, re-qualification of specialists, and development of universal personality. The principles on which the systems of professional development of specialists of Ukraine and Poland are built and developed are considered: humanization, differentiation, interactivity, unity of socialization and professionalization of personality, modularity and continuity of training. Also it is recognized among the principles of educational activities that are taken into account in the process of training of the Polish colleagues there are such as: the interrelation of theory and practice, variability, diversity of forms, continuity, multidimensionality, multilevelness, and openness. Important functions (socio-cultural, developmental, educational, compensatory and adaptive) that the systems of teacher training fulfill as for continuous professional development and improvement of specialists are analyzed. The author pays special attention to the analysis of functioning of the training systems of teachers of natural and mathematical subjects as multidimensional entities in postgraduate pedagogical education of the countries which are characterized by socio-state character, variability, flexibility, and construction considering different needs of teachers in their professional development. The article analyzes the level structures of advanced training systems of postgraduate education of teachers of natural and mathematical subjects of Ukraine and the Republic of Poland, which have their own subjects at each level of regulation (national, regional, local, and institutional), and use certain principles, tools and institutions for achievement of the overall goal. It is noted that the systems of advanced training of teachers of natural and mathematical subjects in the postgraduate education of Ukraine and the Republic of Poland have a lot in common at the stage of formation of goals and tasks, defining principles and functions, choosing the directions of development of educational activity. Differences are observed in the structure of education systems and teacher training financing. A detailed study of the quality criteria for the improvement of specialists in accordance with the international standards is proposed for further research, which will improve the evaluation of the results of the educational process and enhance the motivation of teachers for their personal and professional development and self-improvement.

Within the framework of shaping systemic military thinking with regard for its national interests an important part is assigned to the modernization of the military education system, the increase of the effectiveness of educational programs and curricula. The education is process of forming fundamental, including basic special knowledge, ability to think analytically. The field of military education and personnel management is regarded as the primary factor for ensuring the defense system and combat capability of the Armed Forces. In this context, the history of development of the military education system in the RA Armed Forces is examined, and the main directions of its development are analyzed. The reforming of the system of military education is gradually under way in separate areas by broadening the range of changes based on the positive results. The Armenian officer should be the bearer of the national ideology. At the same time, he must be perceived by the public as the symbol of honesty and education.

The article substantiates the principles and foundations of the system-logical approach to the organization of the educational process using distance learning in a military educational institution. The need for defense reform is due to the fact that against the background of many dynamic changes in modern society, which are characterized by uncertainty and instability along with hybrid warfare, digitalization of society, many problems arise in certain sectors of life and security, and, first of all, in such an important sector. as education in general and military education in particular. That is why the task is to update the military education system in order to prevent the consequences of possible negative events and develop appropriate countermeasures. One of the measures to preserve the stable functioning of the military education system is the introduction and further development of distance learning. This requires specific approaches to the organization of the educational process. The role, place and principles of the system-logical approach to the organization of the educational process by distance learning in a military educational institution have been substantiated. It is shown that the essence of a systematic approach to the problem of the formation of a distance learning system lies in the understanding of the educational process and the management system of educational and educational activities as components of an integral complex system of military education. At the same time, as subsystems, linked by a common goal and objectives of training and education, taking into account their role and place among other systems. A logical approach to the analysis of complex systems should form the basis of a systemlogical approach to the formation of the educational process in military educational institutions. The tasks of the logical approach are to recreate the essence or the main content of the research subject and present it in the form of mental abstractions. In this case, the logical method is based on the laws and requirements (categories) of formal and dialectical logic. It has been substantiated that a rational, truly scientific system of organizing the educational process for distance learning in a military educational institution should be based on a systematic and logical approach, ensure a high level of professional competencies of military specialists of the corresponding educational level and resist possible external and internal threats.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

The paper deals with the issues concerning the role and importance of military pedagogical traditions at the present stage of national military education system development. The author studies the concepts traditions, pedagogical traditions, military traditions, offers his own interpretation of the notion military pedagogical traditions. A study of the military-pedagogical traditions is organized in conjunction with the achievements of the military pedagogic thought of the previous periods and modern problems of military pedagogy. The author analyzes the reasons for the reform and modernization ongoing in the military education system, which is caused by need of compliance with European quality standards and new requirements of existing Russian legislation. In conditions of a multilevel system of education and a competence approach in training special attention, in the authors opinion, should be paid to special forms, methods and means of training, based on the best achievements of the military pedagogic thought, both traditional and complemented with innovative components. The author considers existing military-pedagogical traditions as well as traditions generated at the present time, taking into account present problems and challenges.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The author analyzes the periods of origin, formation and development of the military education system. The problems of military education in general and the training of officers in particular, which cannot be solved without the integration of military professional education and education in military training centers at civilian universities, are touched upon. Using the example of M. A. Bonch-Bruevich St. Petersburg State University of Telecommunications, a new approach to the formation of the personnel potential of the Armed Forces – officers’ training at a civil educational institution is shown.
