The tasks being solved by the military units, which are part of the Bulgarian Army, require the possession of high-level knowledge and abilities for organizational activity from the newly promoted Logistic Officers. While performing his functional obligations, the Logistic Officer must promptly and thoroughly estimate the received task, duly organize the activity of the subordinated units and personnel and organize the collaboration with the State authorities, with the business, non-governmental and further organizations.The research target is the professional military training of the future Logistic Officers, while the research subject is the developing of readiness for the organizational activity of the Logistic Officers in the course of their professional military training. The aim of the research is to outline the lines for improving the process of developing of readiness for the organizational activity of the Logistic Officers in the course of their professional military training. The research methods are: a theoretical analysis of the literature for military education and of the standard documents is made in the course of the research; analysis and synthesis of the scope and the contents of the basic definitions, being used in the elaboration; abstraction; conclusion and analogy.

The article considers legal-regulatory frameworks for military libraries different types. Their creation was carried out by the War Office formed in 1802; this fact gave grounds to attribute its book collections to the departmental libraries category. The military administration activity to establish and improve legal frameworks for these libraries is presented. Fundamental documents contributed to military librarianship history are represented and analyzed. The analysis of legal documents for military libraries arrangement permits to conclude: in the first half of the XIX century a reason of their misery was the lack of legislative frameworks, in the second half of the XX century the military department developed legal frameworks that covered all aspects of the various type libraries life and activities. The introduction of the military district management system led to creation of libraries in headquarters and offices of military districts, garrison officers' meetings with libraries; improved the organizational-financial position of military units and institutions libraries. Reorganizing the Military Ministry control organs took place along with the reform of the local military offices. Main documents regulated their activities were the following: Regulation «On the officers’ libraries establishment in the Corps of Engineers» 1838, «Regulations on officers’ libraries in the Corps of Military Engineers» 1863 and 1889, «The Charter of military meetings» 1874, «Regulations on officers' meetings in certain regiments» 1884, «The instruction on the libraries content of military-educational institutions subordinated to their Chief Governance» 1882, «The charter of internal service», orders of the military authorities, circulars of the General Staff, positions on the military training schools, orders and circulars of the War Department Chief Governances, military district commanders, orders and directions of military units and commanders, private rules, statutes, regulations, instructions of military libraries. Adopted legal instruments united military libraries of various types into a united system of military librarianship.

Today, the activities of military units become especially important in conditions of instability in the country. Consequently, the study of the psychological characteristics of such people becomes expedient. Modern types of combat are requirements that often exceed the capabilities and resources of the military. This, in turn, creates a need for a special type of personality - stable, socially active, with a high level of self-regulation and the ability to withstand pressure from adverse factors [9].In modern psychology, the individual way in which a person can cope with a complex, crisis situation is determined by the concept of coping behavior. The study of this concept is especially relevant for persons working in the Armed Forces of Ukraine. Coping is a strategy of behavior in complex stressful situations, which is chosen by servicemen to deal with stress. This is a kind of response of the psyche, which is an adaptive mechanism at the time of negative impact. The choice of coping strategies is determined by a number of personality traits that determine the dominant pattern of behavior of a particular serviceman during decompression.

A detailed study on modeling and simulation of anti-ship missile terminal guidance radar whole work process, such as target echo, environmental clutter, electronic jamming ,signal processing and data processing etc, is made in this paper.On this basis, an anti-ship missile attack-defense confrontation simulation system is developed to realize the verification of anti-ship missile attack-defense confrontation ability. The application of this simulation system proves that the efficiency of the military training is improved and the cost of training is cut down.

The purpose of the article is to determine the nature, characteristics and keyproblems of the main types of economic and legal instruments for the realizationof foreign direct investment (FDI). the methodological basis of the study is asystematic approach to the processing and compilation of statistics and indicators,as well as methods for their comparison, analysis and synthesis and a method offorecasting decisions on the use of investment potential to increase the attractivenessand volume of FDI attraction. The scientific novelty of the research lies in theanalysis of greenfield and brownfield strategies as the main forms of FDIimplementation, the disclosure of the content and interpretation of data on thereal state of FDI attraction, the search for opportunities to improve the investmentclimate and effective mechanisms for attracting foreign investors. conclusions. Itis confirmed that the investment attractiveness and rating of the country in theinternational market are the main factors for attracting investors. Inaccessibleinfrastructure, inefficient judicial system, high level of corruption and imperfectlegislation are the main obstacles that need to be overcome in order to attractforeign investors’ funds, providing a full package of assistance and support ateach stage of the implementation of investment projects. Greenfield and brownfield(M&A) are the most effective forms of FDI in order to achieve high growth ratesof the domestic economy, improve the level of population well-being andinternationally enter Ukraine. An analysis of the statistics on the effectiveness ofinnovative enterprise development projects, the characteristics of economic andlegal instruments indicate the gradual improvement of the investment climate andthe promotion of FDI inflows into the region’s economy through the implementationof greenfield and brownfield strategies. Examples of effective implementation ofthese strategies in the creation of new enterprises, companies of foreignrepresentation, which are expanding their capacity and entering new domesticmarkets are given. Examples of the brownfield strategy have been analyzed torestart existing and high-quality structural and organizational changes in inefficiententerprises, which have given impetus to improving the economic environment,investment attractiveness of the economy of the region and the country as a whole.

The Second High-Level United Nations (UN) Conference on South-South Cooperation (also known as BAPA+40), held in Buenos Aires, Argentina, from 20 to 22 March 2019, promised to reinvigorate efforts to further achieve and implement South-South cooperation (SSC). Forty years on, the Global South is shaping its image as a solutions provider. Immense strides have been made in improving access to allow a multitude of state and non-state actors to cooperate, while broadening and deepening modes of cooperation and facilitating the exchange of knowledge and transfer of technology, thus moving beyond the simplistic view that developing countries require aid to function and move forward. However, noting these symbolic strides, the Global South should move forward by building understanding of monitoring and evaluation (M&E) frameworks; integrating multi-stakeholder models; improving the visibility of peace and security in South-South programming; and building effective communications systems.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

A multidimensional analysis of the state of Russian studies on the education issues over 1993–2016 was carried out based on the materials of the data contained in the Web of Science (SSCI, A & HCI and SCI-E databases). There were determined the dynamics and trends of a number of relevant indicators, such as the number of Russian publications by year, the share of these publications in the global flow of publications on education issues, the dynamics of the share of publications made in co-authorship with foreign colleagues, etc. A number of distributions of Russian publications on educational issues was compiled and analyzed: by journals, by Russian regions and cities, by organizations and authors of the publications. It was found that most of these distributions were characterized by a high level of non-uniformity. A list of journals (125 titles) in which Russian works on education issues had been published was compiled. Russian organizations (308) and domestic researchers (about two thousand) engaged in studying the issues of education were identified. It was discovered that more than 200 organizations and about 400 academicians from 60 foreign countries had participated in Russian studies on the education issues.

The paper is limited to the application of hydraulic power to lathes designed for shell making although, in the author's opinion, there is an immense field for the application of the same principles in other directions. Self-contained hydraulic machine tools have been dealt with by Mr. H. C. Town,† but in the system to be described all the machines are operated from a central hydraulic plant. Three complete installations on this principle have been established by the author, and the present paper contains an account of this work from the first experiments in 1915 until about four years ago. The first plant was constructed in 1915 for the production of 3·29-inch shells, known as “18-pounders”, from the solid bar. The output was 2,000 shells per week of 135 hours, with girl operators working on three shifts. The second plant was put down in 1916–17 for an output of 500 9·2-inch howitzer shells per week of 135 hours, also with girls working on three shifts. The third plant is of recent design. It was started in 1938 for the production of 3·45-inch shells, known as “25-pounders”; and was laid out for an output of 1,000 shells per week of 47 hours. This plant included four types of hydraulic lathes which the author was engaged to design for the War Office. Soon after the commencement of the last war in 1914 it became evident that shell production would have to be greatly increased, and engineering firms were pressed to take up shell manufacture. The author, on behalf of his firm, undertook to help in the movement, and he at once set about the construction of some simple machines for the job. These conformed on general lines to the practice of the period as regards design and operation. He soon realized, however, that drastic changes would have to be made if production was to reach the high level that circumstances demanded. Although quite familiar with hydraulic machinery of various types and of many applications in presses and certain types of heavy tools, he was not aware of any instance in which hydraulic power had been applied to the movements of a lathe. It appeared to him, nevertheless, that it would be possible to construct a very useful machine on these lines, and he accordingly started immediately to carry out experiments and to prepare designs. It was considered essential that machines for the duty which the author had in mind should be much heavier and more rigid than the ordinary machines of the time, so that they should be free from vibration and “chatter” or spring with the heaviest possible cutting. The standard of rigidity aimed at was that which would permit a half-crown coin to remain balanced on edge on the moving saddle or turret while the tools were making the heaviest cuts. This object was achieved, and the demonstration was frequently made in the presence of those who came to see the lathes at work.

The article represents trends and results of world investigations for safety of textile materials for humans and environment. The algorithm for identification of potential influence vector of chemical emissions from textile and the environmentally aimed methods based on the alternative chemical substances for textile wet processing were presented. Using the procedure for oleophobic effect determination, the oil resistance levels of a number of modern fabrics for clothes were established. The experimental research results of the oil products concentration in the textile materials after chemical treatment based on the method of the capillary gas chromatography were presented. It was found out that hydrocarbons from C14H30 Tetradecane to С36Н74 Hexatriacontane are the main components with high level of contaminants concentration. The average values of hydrocarbon concentration on the cleaned up samples for the main areas of the clothe surface were determined. Accumulation of residual contaminations, based on saturated hydrocarbons (С17Н36 – С25Н52 block) and related special-purpose clothes areas, was identified. Recommendations for target-oriented correlation of the clothes protective properties were proposed. UWO (unified work order).
