The article considers legal-regulatory frameworks for military libraries different types. Their creation was carried out by the War Office formed in 1802; this fact gave grounds to attribute its book collections to the departmental libraries category. The military administration activity to establish and improve legal frameworks for these libraries is presented. Fundamental documents contributed to military librarianship history are represented and analyzed. The analysis of legal documents for military libraries arrangement permits to conclude: in the first half of the XIX century a reason of their misery was the lack of legislative frameworks, in the second half of the XX century the military department developed legal frameworks that covered all aspects of the various type libraries life and activities. The introduction of the military district management system led to creation of libraries in headquarters and offices of military districts, garrison officers' meetings with libraries; improved the organizational-financial position of military units and institutions libraries. Reorganizing the Military Ministry control organs took place along with the reform of the local military offices. Main documents regulated their activities were the following: Regulation «On the officers’ libraries establishment in the Corps of Engineers» 1838, «Regulations on officers’ libraries in the Corps of Military Engineers» 1863 and 1889, «The Charter of military meetings» 1874, «Regulations on officers' meetings in certain regiments» 1884, «The instruction on the libraries content of military-educational institutions subordinated to their Chief Governance» 1882, «The charter of internal service», orders of the military authorities, circulars of the General Staff, positions on the military training schools, orders and circulars of the War Department Chief Governances, military district commanders, orders and directions of military units and commanders, private rules, statutes, regulations, instructions of military libraries. Adopted legal instruments united military libraries of various types into a united system of military librarianship.

In modern conditions, at the stage of professionalization of the Armed Forces of Kazakhstan, it is necessary to reorient to own forces, to concentrate the intellectual and financial potential on the further development of the domestic system of military education and military science. The aim of this study is to consider the development trends of the training of reserve officers and military personnel in different countries, as well as highlight on the basis of the obtained data the main effective ways to improve the qualifications and improve military-patriotic education of military personnel. As a result, stages of the implementation of ways to improve the military-patriotic education of student youth are proposed, and it also presents what development prospects this brings in terms of improving the Kazakh army, as well as open opportunities for improving the teaching of military training in higher educational institutions.

The tasks being solved by the military units, which are part of the Bulgarian Army, require the possession of high-level knowledge and abilities for organizational activity from the newly promoted Logistic Officers. While performing his functional obligations, the Logistic Officer must promptly and thoroughly estimate the received task, duly organize the activity of the subordinated units and personnel and organize the collaboration with the State authorities, with the business, non-governmental and further organizations.The research target is the professional military training of the future Logistic Officers, while the research subject is the developing of readiness for the organizational activity of the Logistic Officers in the course of their professional military training. The aim of the research is to outline the lines for improving the process of developing of readiness for the organizational activity of the Logistic Officers in the course of their professional military training. The research methods are: a theoretical analysis of the literature for military education and of the standard documents is made in the course of the research; analysis and synthesis of the scope and the contents of the basic definitions, being used in the elaboration; abstraction; conclusion and analogy.

Рассмотрена структура Главного управления военно-учебных заведений, сформированная после военных реформ 1863-1874 гг. Путем анализа архивных данных и исторической литературы выявлено, что в систему военно-учебных заведений входили Пажеский Его Императорского Величества корпус, кадетские корпуса, военные училища, юнкерские училища, военные школы, офицерские школы и военные академии. Охарактеризованы специфические признаки всех видов военно-учебных заведений, влияющих на подготовку военнослужащих. The structure of the General Directorate of Military Educational Institutions, formed after the military reforms of 1863-1874 of the XIX century, is considered. By analyzing archival data and historical literature, it was revealed that the system of military educational institutions included his Imperial Majesty's page corps, cadet corps, military schools, Junker schools, military schools, officer schools and military academies. The article describes the specific features of all types of military educational institutions that affect the training of military personnel. Abstract This article presents a research on the motivation for education and training activities and their relation with the satisfaction of choosing a military specialisation or a civilian specialty, based on the example of cadets and students from the Vasil Levski National Military University in Bulgaria. Motivation for education and training activities is the main research subject of the study which is conducted in a real educational environment. The object of the study is cadets in the last year of their education in the Military Science professional field, specialising in Organisation and Management of Military Units at a Tactical Level at the National Military University in Bulgaria. The study includes students and cadets in the first year of education as control groups for comparison. The study launched in 2012. It continues to the present. It is supported by military experts from over 11 foreign military educational institutions - universities and academies from all across Europe.

In the scientific article the training of future officers for professional activity in military lyceums is considered as not only theoretical but also practical component, because without the theoretical component in combination with practice it is impossible to orient properly in the educational process of higher military educational institutions and military training units of higher educational institutions during the training of tactical level officers and the assessment of training final results. The training of future officer of the Armed Forces of Ukraine for professional activity in military lyceum is considered and scientifically substantiated both as a purpose and as a result of professional training. Since the main purpose of any higher military educational institution is to prepare the graduates for professional activity, the main guideline and basis for solving the problems of training of future officers for professional activity should undoubtedly be the essence of this activity, which reflects the set of its deep connections, relations and internal laws. The detailed analysis of the scientific works provided grounds to substantiate the author's determination of training of future officers of the Armed Forces for professional activity in military lyceum, which provides the formation of a holistic personal education as a result of special professional and psychological-pedagogical professional training, which ensures the transition to a qualitatively new form of activity for the cadet as a future officer of the Armed Forces and it is a set of interdependent and interconnected components: motivational-value, cognitive and reflexive. The criterias of readiness for professional activity of an officer of the Armed Forces of Ukraine as an important and defining feature that characterizes various qualitative aspects, essences and specifics of professional activity of a serviceman are evaluated. The professional activity of an officer of the Armed Forces of Ukraine in a military lyceum is characterized by a high degree of social responsibility, conservatism of values and clear regulation of the conditions for its implementation. In the professional environment of the military lyceum, the role of socially conditioned characteristics and conditions of activity of both faculty that includes officers of the Armed Forces, and pupils (lyceum students) is significantly increasing. It follows that mastering the profession of an officer of the Armed Forces is not only the ability to effectively perform duties, but also the adoption of the appropriate lifestyle, way of thinking, system of norms and values by a future officer.

The article is the first attempt to present, on the basis of on a large number of pre-revolutionary sources, the history of formation and existence of various military-scientific, literary-scientific, cultural-educational, and entertainment societies, as well as special interest circles and clubs in the Military Department. The author analyzes in detail the history of creation and activities of the comradeship meetings of “dvoryane” and “konstantinovtsy” as one of the forms of historical memory of fellow officers. The article presents the activities of the military educational institution’s graduates on creating the Library Department of the Konstantin Military School, which consisted of its former students’ works on military science, history and literature. The article contains a comparative table for 1901 and 1916 with the names of authors and the number of literary works, created by the former students of the Noble Regiment and its successor institutions, donated for the Special Department of the Konstantin Artillery School’s library. The article focuses on the fact that this initiative found universal support among the students of the school and was one of the cultural traditions in other military educational institutions and military units of the Military Department.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

Проводимые мероприятия опирались на достижения русской педагогической мысли и военной педагогики. Комплекс управленческих решений был теоретически обоснованным, проводился последовательно и поступательно, до достижения необходимого положительного результата. Решить масштабные и сложные задачи оптимизации процесса военного образования было бы невозможно без усиления внимания к социально-гуманитарным дисциплинам, преподаваемых в военно-учебных заведениях. Накопленный исторический опыт реализации принятых управленческих решений актуален и востребован в настоящее время. the article substantiates the objective need to change the management system of military education in the framework of military reform in the second half of the XIX century. The events were based on the achievements of Russian pedagogical thought and military pedagogy. It is emphasized that the complex of management decisions was theoretically justified, carried out consistently and progressively, until the necessary positive result was achieved. It would be impossible to solve these large–scale and complex tasks of optimizing the process of military education without increasing attention to the social and humanitarian disciplines taught in military educational institutions. The accumulated historical experience of implementing management decisions is relevant and may be in demand at the present time.
