Infrastructure is one of the main determinants of consistent and sustainable development in different countries and regions. Considering the Russian Federation, where there are 85 regions, not counting the federal cities, the problem of regional development and factors that can promote it, is currently of high importance. Different levels of regional development lead to higher economic differentiation between regions and cause serious damage to the Russian economy. Our main hypothesis suggests that a higher level of infrastructure development in a region positively affects economic development in the areas. Therefore, the main aim of our research is to estimate the impact of infrastructure on economic development in Russian regions using econometric analysis. In addition, cluster analysis was implemented to reveal the difference in infrastructural development levels in the regions. To provide a precise estimation, a database was constructed on Russian regions for the period of 2012 to 2016. The main method used in the research is econometric analysis and cluster analysis by using k-means method based on three main indicators: social, industrial and financial. The results of the analysis reveal 5 different clusters with highly differentiated levels of infrastructural development. Econometric analysis has shown that the most significant infrastructural factors are industrial factors and social factors. The results of the research could be taken into consideration as recommendations for development in order to improve government policy towards less developed Russian regions.

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

Interregional economic differentiation is common in most countries. On the one hand, economic differentiation is a natural phenomenon, on the other hand, it demonstrates the inefficiency of the national budget policy. However, to develop effective mechanisms for reducing interregional economic differentiation, its objective assessment is a priority. The purpose of this study is to analyse and evaluate the socio-economic differentiation of regional development. It considers the systematisation of theoretical provisions and methodological recommendations for the analysis and regulation of differentiation of socio-economic development of regions in the system of their economic security. The method of analysis for research of structure and dynamics of differentiation of social and economic development of regions is offered. The study proves the necessity of using a set of statistical characteristics and the method of cluster analysis. The authors of the study propose a methodical approach to the calculation of a one-dimensional relative indicator of the rank spread, which shapes an idea of the distribution of economic differentiation in the middle of the economic group under study. The methods used in problems of research of structure and dynamics of differentiation of social and economic development of regions are analysed, the technique of an estimation of level of differentiation is offered. The concept of socio-economic differentiation of regions is covered. The lines of regulation of social and economic differentiation and intensification of economic security of the region are offered. In accordance with the cluster analysis and the used adaptive method of assessing the economic security of the regions for monitoring and strategic planning of socio-economic development of the region, the socio-economic development of the regions of Ukraine was studied. According to the results of the analysis, it was found that there is a considerable discrepancy in many economic and social indicators, which may confirm the disparities in regional development

We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.

Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of generalization, grouping, assessment of indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities.

Over the past decade, there has been an increase in the volume of cybercrime in various spheres of life at the level of the state, economic agents, and individuals. Therefore, the issues of studying the processes of forming information security and identifying the impact on its effectiveness are becoming topical. The aim of this study is to prove the hypothesis that the behaviour of the population associated with the use of personal security measures and the formation of the corresponding consequences of incidents occurs under the influence of the level of economic development of the country. This was done using k-means cluster analysis via the Deductor Academic analytical platform and based on data from a survey conducted among respondents from EU countries. Analysis of the responses showed that there is a growing trend in the use of online banking and e-commerce services; there is an increase in the number of respondents who have become victims of cybercrimes, especially social engineering; the trend towards the use of reliable personal security equipment is declining. The results of the cluster analysis, for which data on the number of respondents who are victims of cybercrimes and the number of respondents using various personal security tools were used, made it possible to form 7 clusters of countries. Analysis of GDP per capita for the obtained clusters and visualization of the map of countries allowed us to confirm the hypothesis, but it was also determined that the dependence of the use of personal security measures and the consequences of cybercrimes is also influenced by the mental characteristics of countries formed due to the close territorial location of neighboring countries. The results obtained will be of practical importance for the development of the concept of information security and economic development of the state. They can be used to determine which sets of protection are appropriate for the income level of the population. Priority areas for further research are to determine the influence of other factors on the formation of the country's information security and the formation of a barycentric model of their measurements to ensure sustainable economic development of the state.

Celem niniejszego artykułu jest prezentacja miejsca infrastruktury transportowej w programowaniu rozwoju społeczno-gospodarczego oraz analiza charakteru i roli tego czynnika w wybranych teoriach rozwoju regionalnego. Pierwsza część pracy opisuje metodę badań oraz wykorzystywane źródła. Część druga zawiera syntetyczny przegląd literatury z zakresu ekonomiki transportu i wskazuje na elementy kluczowe z punktu widzenia rozwoju społeczno-gospodarczego oraz, co za tym idzie, zainteresowania władz publicznych. W części trzeciej opisana jest dyskusja tocząca się wokół oczekiwanej roli inwestycji infrastrukturalnych oraz ich miejsca w wybranych koncepcjach rozwoju regionalnego. Koncentruje się ona wokół dylematu „wyprzedzającego”, bądź „wtórnego” modelu rozbudowy infrastruktury, a także roli tego zagadnienia na tle innych czynników rozwoju regionalnego. Całość zamyka podsumowanie, które zawiera wnioski na temat roli sfery transportu we wspieraniu rozwoju regionów oraz konkluzję, zgodnie z którą infrastruktura transportu stanowi element niezbędny do kreowania dostępności i równolegle wewnętrznego potencjału regionów. The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.

Regional development of Russian regions is characterized by a high level of heterogeneity. Researchers highlight a significant number of factors affecting the level of regional development. Geographical factor is recognized as one of the most important factors. The development of border regions is similar to that of Russian regions. The purpose of the research is to determine the differentiation of border regions and to study the dynamics of its change. The object of the research is border regions united in the system. The process of unification of regions is based on geographical location. The subject of the study is the process of regional differentiation. Methods of assessing the convergence of economic entities are the instrument of researching regional differentiation of border regions. The convergence theorem analyzes the interregional differentiation of border regions and considers the possibility of their convergence. As a result of using convergence approaches based on the definition of convergent processes, the coefficient of variation is calculated. On the basis of the calculated values of the coefficient and its change, the possibility of convergence of border regions is assessed and the process of change of interregional differentiation is analyzed. Another direction, on the basis of which the analysis of regional heterogeneity of border regions is based, is the determination of the differentiation coefficient, which allows to determine the level of the gap between polar groups of regions. The goal set in the study will allow assessing the impact of geographical location on economic development and formulating directions of economic policy. Spatial heterogeneity of border regions defined by means of mathematical tools can be used when writing the Program and the Strategy for Regional Development, within which one of the competitive advantages will be the location of the territory.

Local food production benefits sustainable regional development and should be considered as one the pillars of sustainable regional development strategies. Local food producers share a common heritage because of the cultural and historical ties in their regions, while consumers tend to value food products produced locally. The purpose of this article was to explore market participants’ attitudes toward the impact of local food product attributes on sustainable regional development. The authors’ findings on the main advantages and barriers to consumption of local food products have pointed out the complexity of the relationships between market participants (i.e., producers and consumers) and indicated that a deeper understanding is necessary for overall economic development. The problems of local food products in Serbia, in the context of sustainable regional development, have not been investigated so far, and for this reason, it is important to analyze the differences between consumer and producer attitudes to reduce this perceived gap in the literature. In this way, these insights can offer opportunities for strategic actions in regard to the local food product supply and consumption, with the aim of including different regional stakeholders.
