Assessing the impact of infrastructure on the social and economic development of Russian regions

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

The relevance of the study is that the poor quality and fragmentary engineering arrangement of rural settlements negatively affects the demographics of rural areas. The aim of the study is to develop a comprehensive methodology for assessing the impact of the state of engineering infrastructure of rural settlements on the demography of rural territories, which is an integral indicator of the proposed rural population density. The paper proposes a method for a comprehensive assessment of rural areas by the level of development of engineering infrastructure. The composite index of rural engineering infrastructure development aggregates seven private statistical indicators calculated for each region of Russia in 2018 and normalized using the linear scaling method. The main difference between the author’s method and the previously conducted research is the combination of the results of ranking Russian regions by the level of development of engineering infrastructure in rural areas with grouping by the density of the rural population. The novelty of the proposed approach is associated with the formation of two-dimensional groupings of rural areas, where population density is regarded as the primary grouping characteristics, and the level of development of engineering infrastructure as a secondary grouping characteristic that gave the possibility to evaluate the correlation between the level of development of social and engineering infrastructure of rural territories and their people. The results of the correlation analysis indicate a moderate relationship between the density of the rural population and the level of development of engineering infrastructure in rural areas. In practical terms, the typology formed serves as an objective basis for identifying and comparing growth points and priorities for sustainable spatial development of rural territories in the future, which creates prerequisites for the unification of state approaches to strategic planning and management of socio-economic development of rural territories of the Russian Federation and regions. The directions of further research are related to the development of the proposed approach in terms of comprehensive coverage of other components of socio-economic development of rural areas (demography, economy, agriculture, social infrastructure) for a more complete assessment of their impact on the rural population density.

The purpose of this research is the assessment of the impact of the transport infrastructure on the social-and-economic development of the region. The authors carried out the analysis of the existing approaches to the assessment of the role of the transport component for the socioeconomic development. The assessment technique including principles, the system of factors and indicators, the algorithm and methods of the assessment of the transport infrastructure impact on the socio-economic development of the region is offered. According to the carried-out analysis, it is proved that the availability of the developed transport infrastructure is linked with the level of development of the region, in particular with Gross Regional Product and the consolidated regional budget revenues. The results of the research can be used by regional authorities for the justification of the strategic directions of socio-economic development of the region, when developing target programmes, etc.

Economic development due to the increased production and consumption growth has a negative impact on the environment. It is possible to estimate and analyze the environmental changes by creating economic models that reveal the effect of different factors on the balance of natural environment. The approach proposed in the current article is based on calculating the functions of pollution, which allows analyzing different ways of investment distribution, estimating the impact of the economy structure change, and considering the dynamics of investments and costs of environmental protection. The article also examines the correlation between environmental and economic indicators of the development of different regions in Russia, builds models describing the correlation, defines the groups of regions with similar environmental and economic characteristics and proposes calculations. The authors demonstrate that the development of 3 groups of regions is described by the environmental Kuznets curve with different parameters, and specify the values of the gross regional product per capita when the emissions may start decreasing. For each of the four determined groups of regions of Russia the factors influencing the emission of pollutants in the atmosphere are revealed. Russian regions vary significantly depending on their level of social and economic development, and hence it is important to estimate how the differences influence on the type and on the parameters of the applied models, and therefore on the environmental and economic processes. The study makes it possible to conclude that improvement in the environmental situation is connected with investments into economy modernization, in developing new sectors of economy and in protecting the atmosphere. The obtained results will facilitate getting more precise forecasts of environmental and economic processes and regional development strategies.

In the conditions of limited sources of financing for the introduction of advanced innovative technologies and equipment modernization, to retain the existing positions and increase the overall level of competitiveness can only the company that establishes a close relationship with government bodies, local governments and trade union organizations with the aim of obtaining possible preferences for development within the existing regulatory right field. The purpose of the article is to analyze the main socio-economic indicators of the development of Ukraine and its regions, the definition and justification of possible areas of establishing interaction between private enterprises and government agencies. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the Kherson region; economics and mathematics – to study the influence of a defined group of indicators on the index of the physical volume of the gross regional product; abstract-logical – for a theoretical synthesis and formulation of conclusions. It is revealed that among the key areas of interaction is the promotion of the state and local authorities in the creation of industrial parks. The conducted research on identifying the strengths and weaknesses, opportunities and threats of the economy of the Kherson region indicates the need to develop measures to ensure the economic security of the region. To solve these problems at the regional level, it is proposed to implement a state policy that would be carried out in the following areas: ensuring a solid institutional protection of investor's property rights; improvement of the legislative framework; establishing an effective mechanism for combating corruption in Ukraine, developing an effective state policy on amnesty and unshadowing of incomes of individuals and legal entities. The main components of the processes of socio-economic development of society are presented, as understood by leading scientists — economists and practitioners in foreign countries and in Russia during the late XIX, XX and first twenty years of the XXI century. The necessity of the continuity of a reasonable theory with progressive practice in the selection and justification of the components in the processes of socio-economic development is substantiated. The structure of systemically substantiated elements of economic processes that ensure the satisfaction of the vital needs of the population has been formed. The results of an economic analysis of the interaction and effectiveness of the constituent processes of human activity and the satisfaction of their needs are presented. The necessity of realizing the theoretical postulate of A. Marshall on the impact on productive labor and economic efficiency of the full satisfaction of the needs of workers and members of their families, regardless of ownership, is substantiated. The processes of interaction between employers and workers in the socio-economic development of the country for the systemic continuity of theory and practice are visualized. The organizational and technological priorities of the cluster organization of production with low-waste, non-waste and fuel and energy-saving technologies are substantiated.

The subject of this research is public debt and its impact on the dynamics of the gross regional product (GRP) of Russian regions. The aim of the paper is to study and scenario forecast the dynamics of changes in the internal public debt of Russian regions and model its impact on the gross regional product. The relevance of the study is due to the fact that most regions in Russia are forced to increase their internal public debt to cover the budget deficit and attract additional resources to solve important problems of socio-economic development and implement strategic projects and programs. The scientific novelty of the research consists in the development of a methodological approach to modelling and scenario forecasting of the level of GRP of different groups of regions, taking into account the dynamics of changes in their public debt using ARIMA modelling methods and panel regression analysis. The authors apply the methods of panel regression analysis and ARIMA modelling. The authors theoretically substantiated that public debt has a different effect on the GRP of Russian regions, grouped the regions according to the identified trends in the dynamics of public debt (the first group — regions with the dynamics of debt reduction over the period from 2005 to 2019, the second group — with the all-Russian trend of debt reduction since 2017, and the third group — with the dynamics of increasing debt over the period under review); developed a methodological approach to modelling and scenario forecasting of the GRP level of the Russian regions, taking into account the dynamics of changes in their public debt; carried out ARIMA forecasting of the dynamics of the public debt of different groups of regions and built regression models of the influence of the dynamics of the public debt on the GRP of Russian regions within the selected groups; formed forecast scenarios for changes of the GRP level of regions, taking into account the identified dynamics of transformation of their internal public debt. Conclusions: public debt has a negative impact on the dynamics of the GRP of Moscow and the Moscow region and a positive effect on the dynamics of the GRP of the regions of the second and third groups. The findings of the study may be used by the federal and regional executive authorities to find ways to reduce public debt and increase the level of socio-economic development of territories.

Inequality in the distribution of income of the population has a certain impact on different aspects of the economic and socio-cultural development of countries and regions. This inequality arises due to a number of factors as the current nature of the production specialization, the availability of production and economic infrastructure, the achieved level of development of the social sphere, socio-cultural, demographic, and other factors. The main objective of this study is to assess the nature and extent of the impact of income inequality in the Russian regions for the subsequent justification of the directions of socio-economic development. We conducted an econometric analysis of the impact of intraregional income inequality (the Gini coefficient), fixed capital investment per capita, and average per capita consumer spending on one of the main indicators of regional economic growth (GRP) per capita was carried out. The model is based on panel data for the period 2012-2018 for 85 regions of the Russian Federation. The results of the study confirm two of three hypotheses. As prospects for further research, it is proposed to consider the impact of inequality in the distribution of household income on economic growth for different groups of regions, including resource-type regions and regions with a predominance of manufacturing industries, as well as for leading regions and regions with a relatively low level of socio-economic development.

The study analyses the role of the transit function in the development of a regional transport system drawing on the example of the Kaliningrad exclave region (Russia). The article studies the role and extent of the impact of changes in the volume and structure of transit operations on the value-added creation in the regional economy. The assessment of the transit function was conducted using analytical software for strategizing and situational forecasting of the socio-economic development of the Kaliningrad region, the analogue of which is the CGE-model. The article describes the results of the regional value-added modelling based on the integrated index of gross regional product (GRP) and the changing volume and structure of transit cargo. The article explores the transit specialisation options for the Kaliningrad region based on different scenarios of its social and economic development and the changes in external factors. The results can be applied to similar studies on assessing the transit potential of a particular territory and developing measures to support the transportation system development in other regions.
