It is argued that the European practice of smart specialization is based on partnerships between business, government, scientific and technical institutions, and the public for the development of key sectors of specialization in the region aimed to stimulate intellectualization and digital transformation of regional economies. The shortcomings of the processes of intellectualization and digitalization of regional economies in Ukraine are identified, in particular, in the following aspects: the number of new technological processes introduced in industrial enterprises, the level of the Internet use, export and import of telecommunications, computer and information services. The results of the content analysis of strategic and program documents related to the innovative development of certain sectors of the economy adopted in Ukraine in the period 2013-2020 are summarized. Perspective goals and tools of regional strategies of smart specialization in the focus of a new vision of Ukraine's development are identified. The scientific novelty of the research results lies in the substantiation of the system and tools of regional strategies of smart specialization in the focus of new perspectives of innovative and digital development of Ukraine differentiated for the regions that are innovation-oriented, partially innovative, and backward in terms of innovation. Accordingly, with such an approach it is possible to achieve higher efficiency of the state policy for intellectualization and digitalization of regional economies within the strategy of smart specialization of regional development. The practical significance of the research is that the implementation of selected tools of the regional policy will result in the intensification of the processes of intellectualization and digital transformation of regional economies and society in Ukraine. Implementation of own smart specialization strategies by regions of Ukraine will not only increase regional competitiveness, create new jobs and improve the quality of life, but also draw additional financial resources for regional development, including priority sectors of the economy, by increasing investment attractiveness.

Introduction. In the conditions of the economy cyclicality and the imbalance of financial and economic relations, it is necessary to consider budget planning as one of the most important state regulation tools of the country’s socio-economic development. The issue of financial-budgetary planning is largely used separately from strategic planning issues. In addition, in modern economic science, Ukrainian scholars have not disclosed the question of its combination with the approaches of strategic planning of regional development, which is carried out on the basis of smart specialization. Purpose. To reveal approaches of improving the methodology of financial and budgetary planning by defining approaches of strengthening its interrelation with strategic planning on the basis of smart specialization, which will promote the effective use of the resourses of state regional development fund, increase the level region’ economic and innovative growth. Results. Financial-budgetary planning is a key instrument for managing the country’s financial system, which is closely linked to socio-economic and strategic planning of regional development, in particular. Currently, among the sources of regional development financing there resourses of the state fund of regional development, local budgets, international technical assistance (sectoral support programs, projects funded from the funds of the European Union). In 2019 30.8 bln UAH will be allocated for regional development (for comparison, in 2018 – UAH 25.4 billion). The largest amount of budget funds of the state fund of regional development in 2015–2018 was directed to financing projects in the field of education – 1066 million UAH, road infrastructure – 812.5 million UAH, physical culture – 284.4 million UAH, social protection – 100, 1 mln. UAH. At the same time,projects dedicated to the development of the economy, creation of new industries, development and implementation of innovations are remained unfulfilled. Today, in the European Union, the condition for obtaining funds for financing regional development is the availability of smart specialization strategy. Partnership, dialogue between business, science, public and government is a key condition for smart specialization. Conclusions. Financial and budgetary planning should be regarded as an instrument of state regulation of socio-economic development, which is represented by a set of organizational, methodological measures for determining the volumes, sources and directions of using budget funds in accordance with the results of strategic planning of regional development on the basis of smart specialization in order to ensure sustainable, innovative, economic development of regions.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. The article is devoted to the analysis of current measures of the process of digitalization of public services in the Donetsk region. The experience of implementing smart specialization technology in the practice of European Regional Development is analyzed in detail, and its compliance with the principles of strategic planning for regional development in the EU is determined. The role of "smart specialization" as a mandatory condition for regions to receive funds from European funds is noted. Attention is focused on a vertically oriented approach when choosing regional development priorities. The ambiguity of selective selection of regional development directions and the need to balance the interests of all territorial stakeholders are noted. Based on the assessments of the UNDP Development Program in Ukraine on the introduction of e-management tools for regional state administrations and compulsory health insurance of Donetsk and Luhansk regions, the analysis of problematic issues of digital transformation of public services and Electronic Document Management in state and local authorities was carried out. It is noted that the progressive Ukrainian scientific community is quite capable of generating ideas that will immediately be used by entrepreneurs, who, as employers, can form an educational request, thus ridding the labor market of specialists who do not have demand in the labor market. The need for urgent measures of the first stage of EDP implementation of e-governance in the Donetsk region is stated, in particular: development of a roadmap, identification of stakeholders and creation of innovative ecosystems, workshops where an analysis and joint vision of the development of priority start-specialization industries will be carried out. Systematic effective recommendations are given for the implementation of certain tasks of the corresponding operational goal of the Donetsk Region Development Strategy until 2027.

The research is devoted to the economic essence disclosure of smart specialization in the regional development and the identification of impact directions of such specialization on regional competitiveness and innovation activity.It is determined that smart specialization concept involves the relationship between science, education and economy, and in the context of regional development we are talking about the triad "business – science – public sphere". In accordance with these relations, the smart specialization goal is the optimal use of individual regions and countries potential through the maximum adaptation of possible development directions of science and education in theseregions or countries to their specific socio-economic conditions.It has been established that the main advantage of smart specialization at the regional levelis to increase its competitiveness and innovation activity, because availability of innovations inmodern globalized world is a major economic growth factor. It has been determined thenecessity of smart specialization concept implementation in Ukraine in regional policy field,primarily in the direction of attracting universities, other educational institutions and researchcenters to the determination of regions comparative advantages and to the formulation ofstrategies for their development based on specialization on such advantages realization.

Regional development is related to the effective management of disruptive industries on the local level. In the European Union, the innovation regional development policy is based on a smart specialization strategy, which neighboring countries try to apply as well. In their regional strategies, they notice the goals which are designed within the Joint Research Center methodology. It allows revealing the most efficient industries in the region, leading to a new level of regional competence on the global level. The study aims to identify smart specialization priorities based on JRC methodology in certain Ukrainian regions and assess its applicability in emerging markets (Ukrainian case) and develop the set of recommendations considering the specificity of the national economy. The methodology is based on the static and dynamic analysis of economic (the indicators of the growth of average salaries and the number of employees indicators are calculated) and innovation (the indicators of productive, process, organizational, and marketing innovations are analyzed) potential of the region, which is examined in the article. It is revealed that the JRC methodology in identifying the smart specialization priorities has limited application in Ukraine. The restrictions related to the lack of data on innovations and other economic indicators. The analysis of certain regions shows what industries should be recommended as the priorities of smart specialization. However, discussions of the calculated results with the key stakeholders have differences which are not acceptable in the regional innovation policy development. As a result, the experts’ opinions are recommended to consider the priorities of different regions in Ukraine and other developing countries, which are on the path of smart specialization during stakeholders’ communication sessions.

The sustainable development of the industrial enterprises in the Qaidam Circular Economy Pilot Zone must meet both the current needs and the future development, as well as the economic and ecological development, as well as the dual development of industrial enterprises and regions. For the industrial enterprises in the experimental area, in order to ensure sustainable development, their own strategies and efforts are very important, but in a policy-dependent area like Haixi Prefecture, the influencing factors of the objective environment are more important. The impact of sustainable development of HaiXi industrial enterprises is of great practical significance. Therefore, according to the subjectivity of Haixi Prefecture and the experimental area and the nature of industrial enterprises, the objective environmental factors are divided into four categories: regional development, regional material resources, regional greening, and regional security. In the end, it was concluded that industrial enterprises in the test area not only need to pay attention to the restraint of their sustainable development in terms of brain drain, energy consumption and environmental greening, but also continue to maintain the role of regional development and regional security in promoting their sustainable development.

Ukraine lags behind the developed countries in technological and economic spheres, by average income per capita, by renovation of production equipment, etc. Instead, comparatively high level of labour resources’ qualification and intellectual capacity remain to be the competitive advantage. Based on the theory of competitive advantages and current EU smart specialization strategy, it is possible to focus on technology-intensive industries oriented on exports to secure the countries’ sustainable development. The state of innovation activity of enterprises of industry, entrepreneurship sectors and regions is considered. The structure of the types of innovative activities of Ukrainian industrial enterprises for 2010-2017 includes internal and external impacts, such as the purchase of equipment and software, training of employees, etc. Statistical, table, questionnaire, factor analysis methods were used. The comparative analysis provides an innovative index of Ukraine and its 10 components (human resources, attractive research systems, innovation friendly environment, finance and support, firm investments, innovators, linkages, intellectual assets, employment impacts, sales impacts) calculated by EU economic experts according to the methodology The European Innovation Scoreboard. Based on the answers of the managers of small businesses, the bottlenecks of innovation management are grounded: internal (qualifications of managers and specialists), limited financial resources, risk of activities diversification) and external (corruption, formal approach of authorities and institutional infrastructure). The paper proves the reasonability of the state policy of further investment development and stimulation of the IT sector due to its low material resources, proper system of education of specialists, legal support and fiscal policy. The record high growth rate of the information services market and the corresponding high-intellectual cluster of specialists allows predicting the integration of the national industry into the international division of labor from the angle of geopolitical smart specialization.

Purpose. The purpose of this article is to establish the role of state regulation and management in the field of forest relations in order to ensure effective protection, proper protection, rational use and reproduction of forests. Define the powers of state bodies through which the state manages forest resources. Identify forest management functions. To analyze the main tasks of state regulation and management in the field of forest relations. Method. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material and the formulation of relevant conclusions and recommendations. The following methods of scientific cognition were used during the research: terminological, logical-semantic, functional, system-structural, logical-normative. Results. As a result of the study, it was found that in our country there is a very extensive system of control of government agencies over activities in the forest sector. But its effectiveness is low, because illegal deforestation is carried out en masse, and the authorities that are supposed to monitor it do not seem to notice anything, or officials who depend on the solution of a particular issue decide them in their favor, not in favor of the state. Such cases are not uncommon - mostly mass. Therefore, we need to change and improve this control system - otherwise we may be left without forests. This in turn affects the ecological environment of citizens and their lives and health. Scientific novelty. In the course of the research it was established that the system of state management of forest resources is inefficient and needs to be improved. Practical significance. The results of the study can be used in law-making and law enforcement activities during the implementation of measures for the protection, use and reproduction of forests.

Background. The development of the national brand correlates with the development of the country, its economic condition and political system, cultural and social development, the level of national security, geostrategic priorities, and integ­ration aspirations. The rapid development of Ukraine as a full-fledged partner of international economic relations is manifested in strengthening its position in the world market of goods and services, actualizing the development of the national brand. Analysis of recent research and publications has shown that despite the existence of some scientific achievements, an important scientific and practical problem of the institutional components of a brand-oriented economy remains unresolved. The purpose of the article is to explore the areas of institutional support for the formation of brand-oriented economy of Ukraine, as well as on their basis to propose management decisions for further formation of a comprehensive system of state incentives for brand-oriented industries. Materials and methods. The methods of scientific research were used: analysis, synthesis, comparison, grouping, generalization, statistical methods of estimation of dynamics and structure. The information base contains scientific publications of domestic scientists (monographs, scientific periodicals), regulations of Ukraine. Results. The analysis of directions of institutional support of formation of brand-oriented economy of Ukraine is carried out. Based on the results of this study, a set of proposals was developed, in particular: introduction of simplified customs procedures for import for own use of production equipment that is not manufactured in Ukraine; creation on a voluntary basis at the expense of enterprises of funds to support export production; introduction of preferential lending for brand-oriented industries; creation of a system of specialized insurance companies; providing real assistance to industrial enterprises to save jobs through partial unemployment benefits, simplifying the mechanism for obtaining it; regulatory and legal support for confirmation of the fact of force majeure during the COVID-19 pandemic; creation of a system of protection of intellectual property rights, etc. Conclusion. In the conditions of the whole complex of factors that determine the state and prospects of the domestic national brand, there is a need for urgent steps to further form a holistic system of measures of state stimulation of brand-oriented industries. This, on the one hand, will contribute to the effective overcoming of existing problems and obstacles in their financial and economic activities, on the other hand, will maximize the positive changes in the economy and foreign economic policy of Ukraine in the interests of national brand development. These provisions require further research on the mechanism of institutional support for the formation of a brand-oriented economy of Ukraine, which will determine the European and international mechanisms of state regulation of brand-oriented industries. The active position of the state in these issues, along with the effective use of existing competitive advantages in the policy of promoting brand-oriented production, will allow Ukraine to form a decent competitive national brand to ensure the balance of mutual interests in order to consistently strengthen Ukraine’s geoeconomic position.

Abstract. Purpose. The research is aimed at studying and substantiating the directions of improving the state planning system and adapting the methodology of its use to the trends of modern economic reality. Methods. The methodological apparatus of research on the stated problem is based on methods of economic and comparative analysis, expert assessments. Methodological aspects of the development of the state territorial plan for agricultural development are described. Results and practical significance. The article examines the features of the formation of the state planning system in the agricultural sector of the economy. The mechanism of forming a program-target approach in the national system of state planning is studied. The necessity of using state planning tools in the conditions of adaptation of the agricultural sector of the economy to the trends of turbulence in the world and national economy is substantiated. It is argued that the lack of effective scientific-based tools for the system of state regulation of the economy is becoming the main factor hindering the development of the agricultural production sector of the country. The results of the study show that in modern conditions, the use of state planning tools should be systematic, including macro-and microeconomic aspects. The conceptual provisions of the study and its practical conclusions can be used by economic entities to improve the quality of management decision-making, as well as by public authorities at various levels of management as a tool for scientific foresight and variant analysis to stabilize the agricultural sector of the economy in the new economic reality. Scientific novelty. The developed model of state territorial planning of development of agrarian sector of economy of Russia, presented the key elements of the state strategic planning: plans, forecasts, programmes and projects, and adapted to the new economic reality. The trends of the pandemic allowed us to emphasize once again the author's hypothesis that state planning is a tool for the progressive development of agriculture in modern conditions.
