The Indonesian government plans to move the capital city from Jakarta to Penajam Paser Utara (PPU) which is the upstream area of Balikpapan Bay, East Kalimantan. There are several activities in the planned new capital city that potentially affect the condition of land and marine ecosystems, including clearing new land for housing and agriculture as well as expanding mining and petroleum areas. Directly or indirectly, these activities could affect the oceanographic conditions of Balikpapan Bay. For this reason, in order to obtain an up-to-date picture of Balikpapan Bay, an oceanographic survey was conducted in early March 2020. In addition, to support the analysis of marine dynamics in these waters and their predictions in the future, numerical simulations of hydrodynamic modeling were also carried out. Oceanographic observations indicate significant water stratification in the area about 20 km from the mouth of the bay. This result is also well illustrated in the hydrodynamic model numerical simulation, where there is a water loop at the confluence between salt and fresh water masses from two rivers 18-20 km from the mouth of Balikpapan Bay. Administrative Transboundary Project: Public Participation Analysis in Indonesia’s New Capital City Planning Processes The Central Government of the Republic of Indonesia once again formulated a plan for moving the National Capital (IKN). The existing government centers in DKI Jakarta Province will be moved to North Penajam Paser Regency and Kutai Kartanegara Regency in East Kalimantan Province. As the progress of planning and preparation for the implementation of this discourse, public opinion is still dominated by negative sentiment, one of the escalated issues is public participation. As the core of democracy, public participation in decision making in the Republic of Indonesia is a necessity. This study intends to review the IKN planning process that has been carried out from the perspective of the participation ladder theory. Descriptive qualitative method used by analyzing electronic news (understanding chronological stories of the project) and media social data (public participation and perception). Comparing those data with previous researches were done to increase depth of analysis. The result showed that participatory regional planning process in IKN project is in the degree of tokenism or symbolism. This is hoped to provide evaluation in the implementation of the capital city relocation project, thus could contribute in creating more inclusive planning processes in further implementation stages.

The Government of of Indonesia plans to move the Capital City from Jakarta to East Kalimantan Province. The problem is what is the status of the administration of Jakarta Province after it no longer bears the status as the capital city of Indonesia. Does Jakarta Province still have the right to obtain status as a provincial region even though the government structure is not divided into municipal and regency areas, or the existing administrative area must be made an autonomous region and then legally qualify as a provincial region ?. Research Methods using qualitative descriptive methods. Based on the politics of decentralization contained in the 1945 Constitution, regarding the formation of special regions and reviews several laws which form the legal basis for granting special regions in Indonesia, or what is theoretically known as asymmetric decentralization. If the national capital is moved to East Kalimantan, the ex Jakarta Province still qualifies as a province that has special autonomy as the Province of Jakarta Special Region, because the history and role of the city of Jakarta on national government in the past cannot be forgotten. Therefore, the governance structure in the form of one level of autonomy is maintained, and the central government can surrender or delegate greater authorities for the management of economic, trade and service sectors, such as the Nusantara Bonded Zone, including the establishment of special economic zone, so that it can play a role as a locomotive of the national economy.

The decision to move Indonesia's capital city to East Kalimantan received mixed responses on social media. When the poverty rate is still high and the country's finances are difficult to be a factor in disapproval of the relocation of the national capital. Twitter as one of the popular social media, is used by the public to express these opinions. How is the tendency of community responses related to the move of the National Capital and how to do public opinion sentiment analysis related to the move of the National Capital with Feature Selection Naive Bayes Algorithm and Support Vector Machine to get the highest accuracy value is the goal in this study. Sentiment analysis data will take from public opinion using Indonesian from Twitter social media tweets in a crawling manner. Search words used are #IbuKotaBaru and #PindahIbuKota. The stages of the research consisted of collecting data through social media Twitter, polarity, preprocessing consisting of the process of transform case, cleansing, tokenizing, filtering and stemming. The use of feature selection to increase the accuracy value will then enter the ratio that has been determined to be used by data testing and training. The next step is the comparison between the Support Vector Machine and Naive Bayes methods to determine which method is more accurate. In the data period above it was found 24.26% positive sentiment 75.74% negative sentiment related to the move of a new capital city. Accuracy results using Rapid Miner software, the best accuracy value of Naive Bayes with Feature Selection is at a ratio of 9:1 with an accuracy of 88.24% while the best accuracy results Support Vector Machine with Feature Selection is at a ratio of 5:5 with an accuracy of 78.77%.

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.

The problem of simulation the noise generated during the operation of the propeller is considered. Calculation methods are described and numerical simulation of the noise of a light aircraft propeller by the acoustic-vortex method is performed. The results of numerical modeling of the tonal components of the propeller noise when operating under static conditions are compared with experimental data and calculation results based on a semiempirical model.

This chapter addresses the numerical modeling of freestanding rigid blocks by means of a semi-discrete approach. The pure rocking motion of single rigid bodies can be easily studied with the differential equation of motion, which can be solved by numerical integration or by linearization. However, when we deal with sliding and jumping motion of rigid bodies, the mathematical formulation becomes quite complex. In order to overcome this complexity, a Semi-Discrete Model (SMD) is proposed for the study of rocking motion of rigid bodies, in which the rigid body is considered as a mass element supported by springs and dashpots, in the spirit of deformable contacts between rigid blocks. The SMD can detect separation and sliding of the body; however, initial base contacts do not change, keeping a relative continuity between the body and its base. Extensive numerical simulations have been carried out in order to validate the proposed approach.

Sexuality is an important aspect of an individual’s life which is often surrounded by stigma. The lack of acceptability to talk about sexuality creates considerable stress for individuals. Consequently, sexuality concerns present themselves in psychotherapy. In such situations, the counselors’ ability to create a safe environment, develop an empathic understanding, and affirm the client’s identity facilitates competent practice. Counselors’ ability to engage with issues of sexuality may, in turn, be determined by their own comfort. Thus, to understand the quality of counseling available for sexuality concerns, it is primary to study the counselors’ comfort and interventions with these issues. For this exploratory study, self-constructed questionnaires were administered to 31 counselors from Delhi, capital city of India and the National Capital Region (NCR), with a postgraduate degree in psychology and at least a year experience as practicing counselors. Ten case vignettes were presented and the counselors were asked to rate their comfort on a 5-point Likert-type scale and provide three interventions. Descriptive analysis of the Likert-type scale responses was undertaken while the interventions listed were analyzed thematically. The counselors perceived themselves to be very comfortable with sexuality concerns and obtained a mean score of 41.806 out of 50. Counselors’ interventions were reflective of their approach, and some interventions employed could be conceptualized along the affirmative sexuality framework. The counselors listed evidence-based strategies which were influenced by their own theoretical orientation and experience. The counselors varied in their engagement with ethical and legal issues. This study has implications for research, counselor training, and practice.

A method is proposed for imaging of scattering heterogeneities in continuous media on the basis of numerical modeling of forward and backward wave propagation. It is shown that the combination of a solution for backward propagation of waves and direct wave propagation allows us to visualize scattering heterogeneities. The results of numerical simulation are presented.
