The Government of of Indonesia plans to move the Capital City from Jakarta to East Kalimantan Province. The problem is what is the status of the administration of Jakarta Province after it no longer bears the status as the capital city of Indonesia. Does Jakarta Province still have the right to obtain status as a provincial region even though the government structure is not divided into municipal and regency areas, or the existing administrative area must be made an autonomous region and then legally qualify as a provincial region ?. Research Methods using qualitative descriptive methods. Based on the politics of decentralization contained in the 1945 Constitution, regarding the formation of special regions and reviews several laws which form the legal basis for granting special regions in Indonesia, or what is theoretically known as asymmetric decentralization. If the national capital is moved to East Kalimantan, the ex Jakarta Province still qualifies as a province that has special autonomy as the Province of Jakarta Special Region, because the history and role of the city of Jakarta on national government in the past cannot be forgotten. Therefore, the governance structure in the form of one level of autonomy is maintained, and the central government can surrender or delegate greater authorities for the management of economic, trade and service sectors, such as the Nusantara Bonded Zone, including the establishment of special economic zone, so that it can play a role as a locomotive of the national economy.

AbstractThis paper seeks to explore the Darul Islam rebellion in Aceh under the leadership of Daud Beureu’eh, particularly the main factors which instigated the rebellion, the dynamics which took place during the rebellion, and the end of the rebellion. The Darul Islam rebellion in Aceh occurred because of several factors. Firstly, the people of Aceh were disappointed with the central government of Indonesia which failed to fulfill its promise to grant Aceh special autonomy. Secondly, there was a clash between the ulemas (Moslem clerics) faction who supported the autonomy and the uléëbalangs (customary leaders) who opposed the autonomy because they did not want the ulemas to assume dominance in the government of Aceh. Third, the Indonesian central government at that time was adopting a parliamentary system which was highly unstable and inconsistent in its perspective on and treatment of Aceh. The Darul Islam rebellion in Aceh is considered unique in that it did not claim as many lives as other Darul Islam rebellions in various regions throughout Indonesia. This rebellion effectively ended on May 8, 1962. In order to bring this conflict to a speedy end, the central government gave up military operations and sought for political settlement andamicable dialogues with DI/TII to reach a consensus concerning the Aceh problem. Peace in Aceh was secured after the central government decided to grant Aceh the status of Daerah Istimewa (Special Region), which meant that Aceh was given the right to exercise a special autonomy in the areas of religion, education, and tradition.---Abstrak Tulisan berusaha menjelaskan tentang pemberontakan Darul Islam pimpinan Daud Beureu’eh di Aceh, terutama terkait dengan faktor utama pemicu terjadinya pemberontakan, dinamika, dan akhir dari pemberontakan tersebut. Pemberontakan Darul Islam di Aceh terjadi karena beberapa faktor. Pertama, rakyat Aceh merasa bahwa pemerintah pusat Indonesia tidak menepati janjinya untuk memberikan otonomi khusus buat Aceh. Kedua, adanya pertentangan antara ulama yang mendukung status otonomi dan ulibalang yang menentang otonomi karena mereka tidak menginginkan ulama menjadi dominan dalam pemerintahan Aceh. Ketiga, pemerintah pusat Indonesia saat itu menerapkan sistem pemerintahan parlementer yang ternyata menciptakan ketidakstabilan dan inkonsistensi dalam memperlakukan Aceh. Pemberontakan Darul Islam di Aceh dianggap unik dibandingkan dengan pemberontakan Darul Islam di daerah yang lain di Indonesia. Pemberontakan ini berakhir pada tanggal 8 Mei 1962. Agar konflik ini segera berakhir, pemerintah pusat menghentikan operasi militer dan memandang bahwa pendekatan politik bisa dilakukan melalui dialog dengan gerakan DI/TII untuk menemukan konsensus dalam menyelesaikan masalah Aceh. Perdamaian di Aceh baru dapat dicapai setelah pemerintah pusat memutuskan untuk memberikan status Daerah Istimewa, yakni Aceh diberi hak khusus untuk mengatur masalah keagamaan, pendidikan, dan budaya

Administrative Transboundary Project: Public Participation Analysis in Indonesia’s New Capital City Planning Processes The Central Government of the Republic of Indonesia once again formulated a plan for moving the National Capital (IKN). The existing government centers in DKI Jakarta Province will be moved to North Penajam Paser Regency and Kutai Kartanegara Regency in East Kalimantan Province. As the progress of planning and preparation for the implementation of this discourse, public opinion is still dominated by negative sentiment, one of the escalated issues is public participation. As the core of democracy, public participation in decision making in the Republic of Indonesia is a necessity. This study intends to review the IKN planning process that has been carried out from the perspective of the participation ladder theory. Descriptive qualitative method used by analyzing electronic news (understanding chronological stories of the project) and media social data (public participation and perception). Comparing those data with previous researches were done to increase depth of analysis. The result showed that participatory regional planning process in IKN project is in the degree of tokenism or symbolism. This is hoped to provide evaluation in the implementation of the capital city relocation project, thus could contribute in creating more inclusive planning processes in further implementation stages.

The plan to relocate the Indonesian capital as set out in the 2020-2024 National Medium-Term Development Plan (RPJMN) to East Kalimantan Province will start in 2024. During the process, the government also plans to move central civil servants to the new capital. The planned relocation of the capital city impacts all central civil servants located in DKI Jakarta and surrounding areas. This research used secondary data sources as a basis for population and employment projections. From the results obtained, West Java's population will continue to grow during the growth rate decline. The relocation plan will directly impact the West Java population, but the effect tends to be less significant given the small number of central civil servants located in west java compared to West Java's population as a whole. The relocation plan will impact social environment conditions, economic activity, and the environment in surrounding areas.


The paper presents the current scenario of education in India and as examined the rural areas of Patna district area becoming nastiest in spite of initiatives taken and expenses made by the government in this regard. This paper used some statistical measures to evaluate the purpose of the right to education, which is not mere providing education but to provide the right to receive an education of good quality to every child. A quality education is maintained by three key columns viz. providing quality teachers, providing quality resources and by providing secure and compassionate atmosphere. Some suggestive measures have been given through this paper which will help in improving the status of education especially in primary schools in our country

<p>Today the world has entered the era of modern air transport where human movement needed to support facilities and infrastructure that support for the movement of activity. The number of routes and flights are always growing by leaps and bounds every year.</p><p>In Indonesia alone by more than 10 of the largest airliner in which two, namely Garuda Indonesia and Lion Airline, based on data in 2012 each have no less than 50 routes per day and more than 4,000 flights per week [1] (web magazine ZonaAero). To support the security and safety of air transport, the government through the aviation authorities are trying to build an adequate infrastructure. A number of local governments and central government together with Angkasa Pura and Airnav Indonesia (LPPNPI) has a lot to develop the airport terminal, lengthen and widen the runway, install instrument flight (radar, DVOR, ILS etc.), and make the regulations more guarantees The good level of a security and aviation safety.</p><p>However, for things that are not desirable that may occur as aircraft accidents, it is necessary to support the system also prepared to facilitate the search for the location of the accident. Still clear in our memory how when, on May 9, 2012 a plane Sukhoi Superjet 100 has crashed in the promotion and demonstration flights. It takes more than one day to find the crash site in the area around Mount Salak located less than 100 kilometers from the capital city of Jakarta [2] (Indonesia Wikipedia).</p><p>The distance of time ranging from a loss of communication with the aircraft until the discovery of the accident scene will be very good if it can be reduced to as small as possible. This will help Basarnas and NTSC accelerate the process of investigation and to provide certainty for the families of the victims as well as those of other interested parties.</p>Location tracking system of aircraft accident would be able to find the location of a plane crash just a few moments after the breakdown of communication between the aircraft control tower / flight controller.

In 2015, the central government issued a document on building the harmonious labor relations, which emphasized the right to rest of workers and rectified the current severe imbalance of labor relations. This document released a signal to guarantee the sustainable development of the labor force for the future. These measures, such as relative departments perfecting the legislation and law enforcement, the trade union performing their duties actively, employing units and workers raising their awareness and enhancing mutual understanding and branches of the government cooperating, can realize the right to rest of workers to the greatest extent possible.

Regional autonomy is the right, authority, and duty to regulate autonomous regions and manage their own affairs and interests of local communities in accordance with the legislation. One of which is owned by the local authority is the authority to impose taxes. Supporting local autonomy, the local tax management policies cannot be separated from the regional autonomy policy direction outlined by the Central Government. Local Government as implementing regional autonomy in the management of local taxes tends to be subject to the rules specified by the Central Government. Changes of local tax management policies show that the government has no found raw format in the management of local taxes management yet. Management of local taxes does not show the direction to the actual implementation of regional autonomy due to dominant intervention by the central government.Key words : policy, local taxes, local autonomy

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.

The presence of the digital industry is driving changes in the modes of public transportation from conventional to modern using online applications. The positive impact of the presence of the digital industry especially on line transportation for the community is the existence of new jobs and sources of income. But on the other hand, the presence of on line transportation also presents various problems. This study uses mixed methods with a qualitative main approach and supported by a quantitative approach. The results show that there are problems in social welfare and social protection for two-wheeled online transportation riders which caused by a legal vacuum in the status of the partnership pattern. Therefore, the researcher proposes a partnership agreement model involving the government as the party that has the right to determine the regulation, and in the agreement process requires a bargaining process so that the welfare of two-wheeled online transportation riders as informal sector workers can be fulfilled
