The priorities and problems of the implementation of the national project “Education” at the level of a comprehensive school in the region are investigated. The factors of the origin of conflict zones and types of conflicts based on the analysis of contradictions of the opinions of scientists are revealed. The role of unity and struggle of opposites as a phenomenon of overcoming conflicts is determined. Based on the author’s monitoring of the education management system in the Mari El Republic, the positive and negative dynamics of the number of educational organizations studying in them and in the system of additional education over the past five years, the enrollment of students in specialized education, as well as the dynamics of participants in the regional and final stage of the All-Russian Olympiad of schoolchildren were revealed. Particular attention is paid to the study of the state of modernization of the regional system of general education in the framework of the national project, highlighting such priorities as computerization, replenishment of the school library stock, improving the quality of education and developing the personnel potential of the industry. According to the authors, the resolution of such problems as the creation of effective mechanisms for financing educational services in organizations with a weak social infrastructure, the availability of high-quality education, the low attractiveness of working conditions and the level of salaries of teachers, and others remain incomplete. To eliminate them, it is necessary to apply such measures as the further development of innovative forms of the education system, the strengthening of interdepartmental bodies and organizations to increase the educational needs of the population, the creation of a specialized financing system for the modernization of educational institutions, as well as the increase in the level of professionalism of teachers. Their actualization at the present stage contributes to the reduction of conflict zones in the education system.

Important issues in the development of regional tourism are the provision of tourist services, formation of the market of services and infrastructure improvement. The creation of clusters in the tourism sector remains relevant. From the standpoint of geographical science, the formation of tourist clusters is quite studied. The tourist potential of Khmelnytskyi region first of all includes the objects of nature reserve and historical-cultural funds available in the regional territory, which have not been involved in tourist activity yet. They are the basis for the formation of new tourist attractions, which can be used for the development of rural tourism, job creation, finding sources of income for newly formed territorial communities in order to obtain a positive effect from their formation. It is established that the synergetic effect promotes the creation of clusters with similar specialization. Determining the prospects of the tourist cluster of Khmelnytskyi region, special attention should be paid to such a form of tourism as rural (green) tourism. Extensive implementation of green tourism in the practice of newly formed united territorial communities in the region will provide additional resources to enhance their socio-economic development. Especially relevant tourist and recreational activities are in the buffer zones of national nature parks and landscape Regional Park, which are located in the Khmelnytskyi region. It is described that the material and technical base of tourism consists of: temporary accommodation facilities; specialized transport companies; tourist and excursion institutions and their subdivisions; information and advertising services; enterprises for the production and sale of tourist goods. Social infrastructure is also important for the organization of high-quality recreation for tourists: the availability of housing and communal services, cultural and household services, health care, and trade. From the standpoint of traditional economic and geographical complex formation, all factors of tourist complexes are divided into two major groups: socio-economic (labor, transport, trade and catering, souvenirs, city tourist development) and natural (geographical location, nature surface area, air temperature) etc. Many scholars, as the main social factors in the development of the tourist complex distinguish: socio-cultural: cultural-historical (architectural-historical) resources, settlement, administrative-territorial division; production and economic: labor resources, the structure of the city's economy, sources of environmental pollution, transport, land resources. Analysis of the location of these factors from the standpoint of social geography will justify measures aimed at enhancing the development of tourism in the regional tourism complex. Mass tourism is possible only if the needs of travelers in food and accommodation are met. Relevant facilities should have a range of hygiene and waste disposal facilities for tourists. Therefore, it is important, especially in rural areas, to provide in the plans of socio-economic development and general schemes of rural development places for temporary stay of tourists, appropriate infrastructure facilities, to reserve land for their arrangement. The analysis of the possibilities of Khmelnytskyi region in the tourist market of Ukraine showed that it occupies the middle places. This is due to the transit transport and geographical location. Within this region there is a clear polarization of tourism development, which determines the spatial features of the regional tourist complex development. This article sets out to present a new imagery for capturing the power and potential of Olympism in attempting to educate the next generation of sport consumers and decision makers. It is hoped that the new imagery can make a contribution on how to moderate and regulate the rampant commodification of sport. This new imagery begins with the need for physical educators to open their minds and instigate a critical orientation to thinking about sport and Olympic matters. It is argued that doing this might help in the creation of new possibilities and visions for Olympism and sport and allow us to confront some of the disagreeable contemporary concerns in sport that scholars have identified. The new imagery for Olympism is based on the development of a critical pedagogy that draws on the works of Apple, Freire and Kincheloe, and is re-contextualised for school physical education and sports programmes. It is concluded that decisions, behaviours and actions that are made at present actually propagate many of the policies that will be made tomorrow. It is argued that a critical pedagogy for Olympism is needed to address the many current disagreeable aspects of sport.

This research aims to tap into the largely opaque origins of opportunities in the online context by exploring the role of business model development as a key for the creation and configuration of the mental and social infrastructure necessary for the emergence of online entrepreneurial opportunity. Tracing the sources of online entrepreneurial opportunity reveals that successful online entrepreneurs claim to proactively manage their environment in terms of unfolding actions which result in the enactment and creation of entrepreneurial opportunities. Based on this real life contention and the emerging view of entrepreneurial opportunity, this chapter aims to achieve a deeper understanding on the creation of online opportunities through a quantitative study empirically testing the link between business model development and online entrepreneurial opportunity as creation in order to shed light on how business model generation shapes the way entrepreneurs socially co-create opportunities in the online context.

The monograph is devoted to the development of a mechanism of interaction between the public and private sectors of the economy, which is aimed at making managerial decisions on the implementation of socially significant infrastructure projects, ensuring the creation of social, transport, engineering, manufacturing and other infrastructure at the Federal level, the level of subjects of the Russian Federation and municipal. The book focuses on socially significant infrastructure projects in the social sphere, which provide for the creation of new, reconstruction of already created and the return of previously lost social infrastructure. In developing the proposed mechanism of interaction of economic agents in the activities of real estate companies and administrations of the administrative-territorial formations, identifies the problems in realization of socially important projects for the development of social infrastructure, provides a mechanism for the selection of eligible applicants for the implementation of investment and other development projects for the creation of real estate objects for various purposes inclusive of mandatory social infrastructure development, the requirements for the necessary set of development and other investment companies on the structure of their assets, which are involved in the implementation of socially important infrastructure projects for the creation of socially-oriented objects, are formed. Simulation of such interaction is carried out in the form of coalition-free games. Based on the results of the model are analyzed for the presence of strong Nash equilibria on the basis of the relevant procedures. To form a game that will present a situation of strong Nash equilibria, developed methods of correction of the institutional environment and prove the theorem about the existence of such factors of adjustment of the institutional environment that determine the existence of strong Nash equilibria. The book analyzes the legal aspects of the implementation of socially important infrastructure projects, as well as provides an overview of international practices of their implementation. The publication is addressed to employees of public authorities and local self-government, commercial and non-profit organizations, scientists and employees of departments specializing in the problems of socio-economic development, teachers, graduate students and students of higher education studying economic specialties.

The article examines the state and current trends in the social development of the village as a determinant of the mechanism for managing its economic development. His main problems were identified, including those related to demographic processes, migration, availability of jobs, welfare, accessibility to social infrastructure services. The necessity of elaboration and implementation of an innovative model of social development of the village is proved, which implies application of an integrated approach to the solution of existing problems and demands the implementation of transformations in the system and structure of the mechanisms of state regulation by this process both at the central and local levels. Strategic directions concerning overcoming of negative tendencies of social development of village in the context of formation of innovative economy are systematized. In our opinion, strategic directions of further social development of the village should be as following: Not only the creation of new jobs, but places that are especially attractive to young people. Among the latter, there may be rural green, ecological and agro-tourism, the development of which contributes to the creation of new jobs, the preservation of ecological balance, and the restoration of natural and social resources. After all, in order to provide these types of tourism, it is necessary to build a boarding house, a micro-hotel for tourists in a village, which means to activate the construction industry, retail trade, and service life. The formation of the public opinion on the importance and prestige of agrarian labour by guaranteeing an effective system of its social motivation and protection. The comprehensive assistance to the restoration and further development of the social infrastructure of the village, in particular such important areas as: cultural and domestic services, medical care, construction of well-organized and equipped housing. The overcoming of disproportions at the level of service of rural residents. It should be promoted by increasing the solvent demand of the population for social humanitarian services, which necessitates the expansion of the industrial segment of the economy in the village. The enhancement of authorities’ power and the capacity of communities to carry out the process of controlling and stimulating rational resource use in agricultural enterprises of all forms of ownership, attracting investment in the industrial, social and environmental spheres of rural territories. That is, new technologies, new non-standard forms of management, new approaches to the organization of local income distribution and social services must come from the city to the village. The observance of the minimum funding for rural development (at least 1% of GDP). The creation of the fund for support of the social development of the village at the expense of deductions of economic entities of all forms of the ownership in the amount of 1.5% of their income. The introduction of preferential taxation for newly created enterprises in the village in the case of the innovative nature of their production activities, provision of socially necessary services or the implementation of infrastructural provision of these territories, etc.
