Community development: (un) fulfilled hopes for social equality in Poland

This chapter argues that community development policies may contribute to perpetuating social inequalities in spite of the very concept of community development being ideologically underpinned by the fundamental human values, such as equality, social equity, citizenship, participation in communal life and sustainable development. The authors’ argument is grounded in Poland’s post-socialist experiences in building communities, fostering participatory citizenship and advancing community development. Drawing on historical and empirical analyses, the authors seek to establish why, despite changes in the political configurations, profound systemic changes, and social and economic transformations, community development in Poland still persists in the fragmentary and discontinuous stage.

The presidential and parliamentary elections were a political earthquake for the French political system. While the two big parties experienced massive losses of political support, the rise of new political formations took place. Emmanuel Macron is not only the youngest president of the V. Republic so far, he is also the first president not to be supported by either one of the two biggest parties. This article argues that the election results are an expression of a deep crisis of representation in France that is rooted in the economic transformations of the 1970s. The article analyses the political situation after the elections and tries to give an outlook on further political developments in France.

The study clarifies the social characteristics, community development trends in the current sustainable development process of the Cham Muslims. At the same time, explore the adaptability of the community, clarify the aspects of social life and the development of Cham Muslims in Ho Chi Minh City. For youth who are Black, Indigenous, female, or poor, coming of age within societies characterized by social inequalities presents special challenges. Yet despite the significance of being young within socially unjust settings, age as a category of analysis remains undertheorized within studies of political activism. This essay therefore draws upon intersectionality and generational analyses as two useful and underutilized approaches for analyzing the political agency of Black youth in the United States with implications for Black youth more globally. Intersectional analyses of race, class, gender, and sexuality as systems of power help explain how and why intersecting oppressions fall more heavily on young people who are multiply disadvantaged within these systems of power. Generational analysis suggests that people who share similar experiences when they are young, especially if such experiences have a direct impact on their lives, develop a generational sensibility that may shape their political consciousness and behavior. Together, intersectionality and generational analyses lay a foundation for examining youth activism as essential to understanding how young people resist intersecting oppressions of racism, heteropatriarchy, class exploitation, and colonialism.

The chapter argues that whether or not the world is successful in attaining sustainability, political systems are in a process of epoch-defining change as a result of the unsustainable demands of our social systems. This chapter theorizes a framework for analyzing the political “translation” of sustainability norms within national polities. Translation, in this sense, denotes the political reinterpretation of sustainable development as well as the national capacities and contexts which impact how sustainability agendas can be instrumentalized. This requires an examination into the political architecture of a national polity, the norms that inform a political process, socioecological contexts, the main communicative channels involved in the dissemination of political discourse and other key structures and agencies, and the kinds of approaches toward sustainability that inform the political process. This framework aims to draw attention to the ways in which global economic, political, and social systems are adapting and transforming as a result of unsustainability and to further understanding of the effectiveness of globally diffused sustainability norms in directing that change.

The Southeastern Spanish Region of Guadix is a mainly agrarian territory located in the Granada province, which is in demographic decline and has low economic dynamism. Reversing such a difficult socioeconomic situation requires the implementation of policies capable of promoting demographic revitalization and fruitfully exploiting potential for sustainable development in the zone. Such policies must be based on an appropriate diagnosis of the existing problems. In order to provide elements to make said diagnosis, this research combines the use of quantitative and qualitative methods. Quantitatively, the evolution of demographic dynamics in the region have been analyzed, as well as its levels of occupation, education, its economic situation, or its environmental conditions. In this regard, correlation analysis, factorial analysis, and clustering have been completed with the aim of revealing internal territorial imbalances. A series of qualitative interviews with key actors has also been conducted. Finally, given the little success of development programs applied to date, among other things, it is concluded that a greater involvement of local actors in said programs is needed. Thus, these actors have to be involved in development policies, which in turn must take into account the socioeconomic, cultural, environmental, and geological resources available in the area.

All around the globe, populism has become increasingly prominent in democratic societies in the developed and developing world. Scholars have attributed this rise at a response to the systematic reproduction of social inequalities entwined with processes of neoliberal globalisation, within which all countries are inextricably and dynamically linked. However, to theorise populism properly, we must look at its manifestations in countries other than the West. By taking the case of Indonesia, the third largest democracy and the largest economy in Southeast Asia, this article critically analyses the role of the political campaign industry in mobilising narratives in electoral discourses. We use the Gramscian notion of consent and coercion, in which the shaping of populist narratives relies on mechanisms of persuasion using mass and social media. Such mechanisms allow the transformation of political discourses in conjunction with oligarchic power struggle. Within this struggle, political campaigners narrate the persona of political elites, while cyber armies divide and polarise, to manufacture allegiance and agitation among the majority of young voters as part of a shifting social base. As such, we argue that, together, the narratives – through engineering consent and coercion – construct authoritarian populism that pits two crowds of “the people” against each other, while aligning them with different sections of the “elite.”

At the root of the conflict between Berlin and his critics is a fundamental disagreement over the possibility of certainty and over the relation of human ends to politics. Gerald MacCallum's formalist critique obscures the political question of whose values a free person is at liberty to pursue. Macpherson's attempt to defend positive liberty as not rationalistic is shown to fail because he (a) conflates liberty with its conditions and (b) assumes a rational pattern to human moral development. And Crick charges Berlin with ignoring politics, understood as active participation in the polis. Finally, Berlin's conception of politics as a form of human interaction aimed at creating the conditions of human dignity in a situation where we sincerely disagree over the ends of life is shown to be an effort to liberate us to live life for our own purposes. Yet Berlin's defense of liberty is problematic because it is too skeptical; to overcome this difficulty, a non-teleological yet developmentalist account of human nature and a weakly hierarchical account of human values is suggested.
