The article analyses the results of electric power industry reformation. At most, two key tasks are not completed: creating a competitive market of electric power prices of which are not controlled by the state, but formed on the basis of demand and supply of its participants; and raising private investments to renew generating powers. The reform only laid legal, economic, technological and infrastructural basis for creating efficient, reliable and compatible industry, it is needed to develop competitive relationships, perfect rate regulation and provide equality of all industry participants.

This paper refers to a study of micro and small companies belonging to the State of Mexico, whose objective is to study their operations management and identify the main threats and weaknesses they face in a competitive market. In general, MSMEs do not have a formal operations manage-ment, functions in the various functional areas are done intuitively, according to the knowledge and experience of the owners of the company or those in charge at that time. This makes it harder to grow and stay in a market as competitive and uncertain as it currently exists.

Oil spills are harmful to both the environment and people. To avoid accidents companies must follow the safety regulations established by the state. Companies tend to avoid compliance with the regulations or fail to comply with them. Inspections of oil companies are carried out by the state in order to ensure an acceptable level of safety at the enterprises. Inspections can be both planned and unscheduled. In this paper we model a competitive market with two oil companies deciding whether to comply with the safety regulations or not. The results of the research show that in the competitive environment companies choose behavioral strategies depending on the expected probability of the inspection. Thus, the higher the probability of the audit, the sooner the company will comply with the safety rules.

This article examines the characteristic features of the concept of "competitiveness" of the region. The key methods for assessing competitiveness, their advantages and disadvantages are considered. The factors influencing the competitiveness of the region are analyzed, the main directions of increasing the competitiveness are formed. The conceptual approaches of scientists-economists on the development of the competitive market space in the region are formulated (in comparison). An overview of the dynamics of the level of competitiveness of the federal districts of the Russian Federation in the production of electricity and raw materials for the period from 2008 to 2019 is presented. A brief comparison of the assessment of the state of the competitive environment in Russia using data from the reports of the analytical center under the Government of the Russian Federation for 2016 and 2020 is given. In 2020, a typical representative of the sample looks like this: the owner of his own business (68%), the age of this business is more than 5 years (77.8%), the target markets for it are the markets of individual Russian regions or municipalities (62%) or the market The Russian Federation as a whole (33%). The market model of competition that has developed in the country (including in a separate region) forms the state and determines the further development of the competitive space in the economic sphere of both the region and the country as a whole. The article examines the factors on which the situation of the competitive environment of the region depends. The subsequent development of the competitive market space in the region will be influenced by both positive and negative factors. The task of the state in this case is to ensure the competitive potential of the region, that is, its readiness for normal competition and stable functioning of a specific competitive market environment.

Why does Monopoly have a bad reputation? Is it true that Monopo- lies are always less desirable than competitive markets? The truth is that the concept of Monopoly is one of the most vitiated and badly analyzed in the economy since the analysis seems  to  tend  to  “Monopoly  yes”  or  “Monopoly no”, when in reality, the relevant discussion is the existence or not of competi- tion in the market. In this context, it could happen that in a competitive market there are several companies that provide the best service at the best price or it could happen that it is only one; that is, a Monopoly, which achieves the same objective. In other words, the Monopoly is not good or bad per se, but depends on the absence or coercion of the State and that competition is guaranteed through the free entry and exit of companies. With a view of success in the defense enterprises diversification due to a cut-down in the state defense order, it is necessary to make significant adjustments to the construction of their production subsystem for developing the market competences, which are mandatory for work in the market of civilian products. The production subsystem of the enterprise is a suitably organized interconnected set of the material and technical means, technological and business processes, which in cooperation with the social subsystem and under the control of the control subsystem ensures the creation and delivery of value to the consumer. The study showed that the issues of transformation of the production subsystem are not only reduced to the need of eliminating certain shortcomings in their construction or gaining additional experience by the management of defense enterprises. They are of more general character and require interrelated reform of the entire business model being implemented to resolve them. The article describes the principles of reforming the business model for defense enterprises, which master modern approaches to the organization of production for work in the competitive market.

The article considers the conceptual framework of the content essence of competition, the conditions for the formation of approaches for high competitiveness of business entities as the main element of the functioning of the market economy. The article analyzes the current state of the competitive market space in Russia. A comparative assessment of the state of the Russian competitive environment in 2016 and 2020 is carried out in the context of: determining the areas with the highest (and lowest) degree of influence on the competitive market, guidelines for strengthening competitive positions, positive effects of competition for business entities, etc. The key directions of increasing the competitiveness of business entities are formulated. An up-to-date set of methods for assessing competitiveness is presented. The advantages of healthy competition in the system of market relations for the growth of the welfare of economic entities, the economic development of the country and, accordingly, the improvement of the standard of living of the population are determined. In Russia, at present, the development and implementation of state programs for the development of small and medium-sized businesses in the regions is insufficient for the formation of an effective competitive market environment for the economy in the regions. While the development of healthy competitive relations allows the most effective impact on market mechanisms in the regions, and also contributes to the sustainable development of socio-economic, technical areas of the economy. And the key task of the state in this case is to provide opportunities for realizing the competitive potential of the region, that is, its readiness for effective competition and sustainable functioning of a certain competitive market environment. The formation of such an environment ensures the effectiveness of interregional and international relations of the region, which leads to positive effects in the socio-economic development of the state as a whole.

The current market is aimed at companies being vulnerable to various external factors positively or negatively as economic, technological, political, environmental, demographic or social conditions and therefore must adapt and respond to the global environment. MSMEs face a greater number of problems, because they not only face the external factors mentioned above, but also their own limitations and weaknesses, of their company, so they must make a greater effort to compete against the Products or services that have a greater technological and marketing impact. This paper refers to a study of micro and small enterprises belonging to the State of Mexico, whose objective is to study their operational management and identify the main threats and weaknesses that they face in a competitive market.
