MSMEs face a greater number of problems, because they not only face the external factors mentioned above, but also their own limitations and weaknesses, of their company, so they must make a greater effort to compete against the Products or services that have a greater technological and marketing impact. This study was intended to assess whether the bidding notices of Cerejeiras and Cabixi had put regional development foward, under the terms of Complementary Law 123/2006. The research is exploratory, quantitative, with a longitudinal cut, based on the bidding notices from the health and education departments, which were carried out in 2017 and 2018, extracted from transparency portals of the studied towns. The notices were organized and classified in a table, identifying each one of the items covered by the Complementary Law, comparing them with the law and what is contained in the notices. It was checked that the city halls apparently have little knowledge or clarification about the application of the law, since its public notices establish more tiebreakers criteria for Micro and Small Enterprises (MSEs) than other benefits allowed by law. It was also observed that the provided parts by law are not used. The construction contract notices did not provide for the subcontracting of MSEs. Most notices presented the preference for hiring local and regional companies incorrectly. There were no notices with quotas for the exclusive supply of MSEs in bids for goods of a divisible nature. In addition, it was noted that public agents from these towns need training related to the topic to apply the law and thus foster regional development correctly. The present study aims to assess the existing financial support ecosystem for the Micro and Small Enterprises Sector in the state of Jammu and Kashmir against the parameters of sufficient supply of capital / funding, adequate number of financial support schemes, collateral security a big problem for MSEs in availing the finance and access to finance cumbersome due to complex procedures and formalities. And on the basis of the findings suggest measures to improve the financial support ecosystem for the robust entrepreneurship development in Micro and Small Enterprises Sector in the State. Findings indicate that to the extent that the collateral security and procedural hiccups were streamlined and more supply of funds made available, there will be remarkable entrepreneurship development in the MSEs Sector of the State.

The research axis revolves around how public projects can influence the digital inclusion of micro and small enterprises. The objective proposed in the work is to study the concepts of information technology for public projects aimed at the digital inclusion of MSEs. The methodology used has a qualitative approach of a descriptive nature, based on content analysis. Through the study it was concluded that the use of technologies contributes to the growth and maintenance of micro and small enterprises in the competitive market, but that the resources to accompany the technological evolution are scarce, and therefore, the development of public projects aimed at inclusion of micro and small businesses seems to be essential.

AbstractCOVID-19 has created an un-precedent crisis for SMEs and challenged each single enterprise to reconsider its business operations and to adapt to the new unexpected circumstances. The present paper aims to explore the resilience measures that the micro and small enterprises in Romania can consider to dealing with the disruptions caused by the pandemic. A questionnaire-based survey was used to collect data from a sample of micro and small enterprises operating in the central part of the country. An exploratory factor analysis was employed to identify underlying variables that explain the pattern of correlations between the resilience measures for enterprises, which help them cope with the pandemic effects. There are seventeen resilience measures to the pandemic included in the analysis and further tested in the paper. In addition, a multiple linear regression was conducted to determine which of the resilience measures has the most impact on the enterprises’ overcoming illness. The results show that in order for the micro and small enterprises to better cope with the disruption caused by the COVID-19 pandemic they should demonstrate, on the first place, openness to production innovation and adaptation and ensure a strong support for customers and communities. On the second place, efforts should be directed toward ensuring efficiency of their internal operational management and worker protection. While there exist external circumstances that lead enterprises to adopt several resilience measures to better respond to the pandemic, the motivations that are most relevant in this decision are generally internal in nature.

Micro and Small Enterprises are a very important sector that continues to contribute enormously for the economic development of the country and to the state of Manipur in particular. The success and failure of these enterprises depends a lot on the efficient management of its financial resources. This paper therefore attempts to study the accounting and financial management practices followed by the Micro and Small Enterprises (MSEs) in Manipur and to make an awareness about the importance of accounting and financial management practices in their business conduct. For the purpose of the study both primary and secondary data are used. Secondary data were collected from the related available literature like books, articles, magazines, MSME annual report, directory of MSME Manipur, etc. Primary data is obtained by distributing questionnaire to 100 respondents who are owner/manager of the MSEs. The collected data were analysed using various statistical tools to get meaningful conclusion. The results of the study revealed that majority of the MSEs do not maintain proper accounting records of their business which made it difficult for the owner-manager to measure the performance of their business. The main reason for the failure of the enterprises to keep proper accounting records is their lack of knowledge in accounting. The financial management practices followed by the MSEs in Manipur are only fire-fighting in nature and no standard rules or procedures are followed for managing their finance. Finally, the study suggested that both the Central and the State Government should make strict rules and regulations to adopt accounting and financial management practices to each and every MSEs operating in the state. Organizations must strive to increase competitiveness and to improve the economic and social conditions of the environment in which they work, thus creating shared value. Corruption and crime limit social development, government effectiveness, and the conditions in which private companies operate. For this reason, based on the shared value theory, the purpose of this research is to make a co-relation analysis between what micro and small enterprises (MSEs) think of the increase in sales and the risk of closing their business, with respect to corruption and crime. The study was made to a sample by convenience of 484 MSEs in the southern area of Bogotá, which work in different industrial and service activities, using a validated questionnaire of 99 items that ask about corruption and crime.

AbstractThe purpose of this study was to examine the effect of external factors on industry performance: in micro and small-scale enterprises. To achieve its objectives, the study employed a descriptive and explanatory research design and used quantitative research approach. The target population of the study was 395 MSEs owners working in manufacturing, trade, and service sectors. It used stratified and simple random sampling techniques and the required data have been collected from a sample size of 199 MSEs through standardized 5-point Likert-scale questionnaire. The study used both primary and secondary sources of data. For data analysis purpose, it employed descriptive and inferential statistical data analysis methods like correlation and multiple linear regression analysis. The finding of the study discovered the agreement of respondents to the positively significant relationship between external factors and industry performance in the study area. Specifically, marketing factors, financial factors, infrastructure, work premises factors, trade fair factors, and political-legal factors all have a positive effect on enterprises’ performance in the study area. In addition, the study result shows that financial factors, marketing factors, infrastructure, work premises factors, and trade fair factors have a positive significant effect on industry performance but political-legal factors do not significantly affect the dependent variable industry performance. From the predicting variables, infrastructure has more effect on industry performance than the rest of variables in the study area. The study recommends that the government/micro and small enterprises development offices should maintain different supportive trainings, decrease infrastructural problems, facilitate credit services, and create attractive environment to entice or create productive MSEs. In addition, the MSEs owners should design adoptive plans and programs with the external as well as internal environment to increase their performance.
