The article deals with social and geographical theoretical questions of formation and development of local educational systems (LESs), general methodological approaches of their studies and results of organizational and functional development. The determining position of local educational systems as lower element of educational process organization in the structure of national educational complex is also described. It was remarked that LESs possess certain educational potential, have several aspects of evaluation such as determining the levels of population education and forming the structure and network of educational institutions regarding the population multiplicity and labor market in particular. The urgency of the problem under investigation is determined by the need to identify and develop the basic theoretical and methodological foundations of the process of self-organization aimed at developing the mechanism of self-development and achieving the desired result (goal) of college educational system in the current socio-economic situation. The purpose of the article is to scientifically substantiate the theoretical and methodological foundations of the process of self-organization of the educational system of college aimed at developing a mechanism for self-development and achieving the desired result in the preparation of highly qualified specialists for professional adaptation and career growth in the labor market. The leading method of research is the analysis and generalization of scientific provisions on this topic. The article substantiates scientific, methodological and technological tools, develops a conceptual model and algorithm for the process of self-organization of college educational system capable of forming a mechanism of self-development, of responding promptly to changes in the current social and economic situation and of achieving the desired result in the preparation of competitive specialists in demand on the labor market. The developed conceptual model, scientific-methodical and technological tools are aimed at solving practical problems of increasing the effectiveness of educational systems, identifying and forecasting the key factors of their self-development in the changing social and economic situation and in the external environment.

Abstract In the 1930s W.H. Auden taught at several public schools in Britain while simultaneously embarking on his poetic career. Later in life, he lectured at various educational institutions and returned to Oxford, his alma mater, in the 1950s as Oxford Professor of Poetry. His experience of teaching allowed Auden to reflect upon the pitfalls of Britain’s interwar educational system and its social function. Therefore, this article diverts attention from the prevailing scholarly focus on Auden’s poetry to his critical prose in order to examine the poet’s concerns about the content, purpose and role of education in society, his views on the structure of the educational system and disquiet about the tension between the utilitarian and humanistic dimensions of the educational process. At a more general level, the paper points out the relation that Auden maintained existed between education, democracy, art and the “crystallizing” power of poetry.

Being one of the leading coal mining regions in the world, Kuzbass (Russia) demands from its regional higher educational institutions to master a range of competences of the graduates, namely mining engineers. Foreign language competence is considered to be among the key ones. The article reveals the concept of the competence, its relevance for mining engineers. We also analyze existing mobile applications from the point of view of their educational potential and present the results of the experiment conducted to assess effectiveness of mobile applications in mastering foreign language competence of mining engineering undergraduates. Our methods included interviews with students, classroom observations and surveys of students. The results suggest that integrating mobile applications in educational process is likely to have a positive impact on foreign language competence and increase students’ motivation and satisfaction with foreign language learning.


The article is devoted to the results of a nationwide study «Ukrainian Higher Education Reforms in Assessments of Participants in the Educational Process», conducted by the Sociological Association of Ukraine and financially supported by the International Renaissance Foundation in late 2015 – early 2016. The analysis of Ukrainian students’ attitudes towards implementation of such elements of Ukrainian educational system transformational process as obligatory froing language skills based on the results of focus-group discussion is provided. Comparative analysis of students’ and teachers’ opinions on transformational process of Ukrainian educational systems practices as a whole and their academic mobility as well as language skills in particular has been done. It has been concluded that such skills and practices take a significant part in intercultural communication development, which might be considered as a significant factor on the one side and as a substantial component of the transformation of the educational system of Ukraine on the other side. A number of practical solutions and practical proposals aimed to promote academic mobility of Ukrainian students’ as well as teachers’ is been offered.

The article has analyzed the advantages and disadvantages of test control of knowledge in ecology with implementation of modern computer technologies; work features in the scope of Moodle Learning Management System have been investigated; vulnerable elements in the creation of tests have been found. According to the results of the research, it has been determined that the system of test tasks should include open questions and creative tasks and have an easy-to-use interface, be unified internationally and economically accessible for educational institutions of the country. The training platform Moodle corresponds to the following requirements. The advantages of Moodle are the ability to create tasks of various types and levels of difficulty, optimize the working hours of teachers, adapt Ukrainian students to international educational systems and optimize the educational process for children with special needs. The main drawbacks of knowledge control in the Moodle environment are the sensitivity of the response to a register, case, numeric or verbal indication; failure to take account of synonymous options of answer.

V.V. Davydov scientific ideas of developing training. Since the early 1990s their scientific research results have been formed in the educational system and began to be used in general primary school. However, when the widespread use of developmental education in elementary school, further studies on the age possibilities of adolescents and the content of their education have not been completed. Targeted research was organized again under the leadership of B.D. Elkonin only in 2000. Designing of teenage school in the framework of the principles and ideology of this system started at the same time at the Psychological Institute of the Russian Academy of Education and many other educational institutions. The article presents the hypothetical ideas about the content, forms and methods of organization of educational process in the second stage of schooling. Particular attention is paid to the fate of the educational activity in teenage school, as well as methods and forms of organization of other activities in the adolescent school.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). The connection of Ukraine with the world and European community implies a focus on the Person, his/her spiritual education, upbringing of value attitude to the social environment and him/herself, with a thorough education and deep knowledge, the ability to successfully solve his/her own life problems, readiness to take on the responsibility conditions of international relations, capability of self-development and self-improvement, responsibility for other people. This fundamental approach requires a rethinking of the process of education in universities with a technical profile of training specialists, and in general in the educational system of the state. The problem of development of the Concept of educational system of the modern higher technical educational institution for today and the necessity of finding effective ways of formation of world outlook positions and values landmarks of the student youth on the basis of spiritual, moral and cultural bases of life of the Ukrainian people, coordination of interaction of educational institutions of professional education, state institutions are considered.

The introduction to the article presents a theoretical analysis of the modern state of socio-economic relations development in the People's Republic of China and the role of information and digital technologies in this process. The authors considered the planned nature of the educational system based on the educational environment digitalization introduction, for example, in the plan «Modernization of Education in China by 2035» there were identified ten main strategic objectives for the modernization of education, where the main ones include: the creation of a digital educational space; using modern technology to accelerate reform of the teaching model for gifted and talented students; introducing digital formats of educational services, designing a mechanism for the joint creation of digital educational resources and exchange them; promoting changes in education, accelerating the formation of a modern system of education management and monitoring. The research purpose is to theoretically substantiate and highlight the introduction of digital resources in the process of training musicians-teachers in educational institutions of China. The main methods used in this study are the analysis and synthesis of scientific literature and open state regulatory legal acts in the field of digitalization and digital support of the educational process. The results and discussion provide generalized information on the introduction of digital resources in the process of musicians-pedagogues training in educational institutions of the People's Republic of China. It is noted that, according to the tasks set, in general the Chinese educational system has positively reacted to the introduction of digital teaching means in the training of future music educators. Chinese scientists have created special platforms and computer products to comprehend the art of music. The acquaintance of future musicians-teachers with digital resources of student training happens gradually and taking into account their digital literacy. The conclusions provide generalized views on the training of musicians-pedagogues in educational institutions of the People's Republic of China on the basis of the educational process digitalization.
