Abstract:This study aimed at describing the interaction of the factions in the organization's decision-making process DPRD Malang; with a focus on the kind of interaction both internally and externally fraction of the party over government policies Malang in development projects / peralian traditional market status and Dinoyo Blimbing Malang into Modern market in the city of Malang. Based on the results of field research (Member of Parliament Malang in Malang Parliament Office II) and analysis of data regarding political interactions between members of the board in a fraction in DPRD Malang; especially the interactions between the factions with regard to public decision making (policy Making) in the case of market Dinoyo and Blimbing can be seen the political interaction between the factions in the organization DPRD Malang in various forms, including: conflict, Accommodation, Compromise, and the Coalition in the process of pushing or thwart development policy and the transitional status of both markets.Although the final decision through voting; DPRD Malang still approve policies Dinoyo market development and market Blimbing as the modern market, since the beginning of the discussion on the construction of two projects in the city parliament Malang occur Pros and Cons of each-each faction will be the plan. Semuannya behalf of the interests of the people to remain grounded in their respective party platforms. The difficulties in the market building approvals showed adannya interaction among factions in the party's internal and external parties on development projects in both markets. The change of final views and policies fractions as a result of lobbying-lobbying in the political interaction between factions both in the form of cooperation (Pro) and the opposition (Counter) shows the form of interaction in political communication who conducted members of the faction DPRD Malang internal and external parties resulting in a decision together though through a vote to approve the construction of traditional markets and Dinoyo Blimbing into Modern market. Keywords: Fraction of DPRD II Malang, Interaction and Political Communication, Public Decision

<p>Throughout Aotearoa-New Zealand many of our landscape features are deeply connected to whakapapa (genealogy/lineage) and hold grave amounts of cultural and spiritual significance to tangata whenua (indigenous people). One prominent example of this is the Whanganui River. Throughout history being seen as a sacred source, the recent acquisition of legal personhood has witnessed the acknowledgement of its mauri (life force) and future well-being. Being a widely used and respected waterway, the river holds identifiable character and meaning throughout its journey through the Manawatu. </p> <p>With the scope set with the city of Whanganui, something that is lost with the reaches of the urban river environment is the ability to convey these ideas and values to the people of the city. Many significant sites and history are lost to the standardization of the river’s edge. This added with the issue of flooding leaves areas lacking in connection and resilience. With a river surrounded in cultural importance and personhood, how can these ideas be conveyed to people less familiar, but still respect the values of local iwi (tribe) and the river itself? </p> <p>This design-led research aims to explore the ideas and values behind Te awa tupua, and how the contrasting perspectives of nature and culture can be understood and re-thought in regards to the riverside landscape. Focusing on the understanding of values, history, connection and health. The research uses a built framework to guide decision making. While the design solution acts to improve the cultural and spiritual presence along the river’s edge. Utilizing forgotten areas of land along the river’s journey, old Pā sites are resurfaced and reconnected to the city. While the connection the riverside landscape has been rethought to bring the idea of ownership and use, back to the river environment itself. </p>

This chapter describes the tension between democratic decision-making procedures and constitutional judicial review. It shows that the liberal values that justify a democratic self-government may also vindicate some limits on majoritarian decision-making procedures, but not necessarily in the form of the current constitutional regimes. The chapter argues that constitutional courts are not a necessary feature of a liberal regime. It also acknowledges that democratic decision-making has many defects. These defects concern the fate of persistent vulnerable minorities, the tendency towards short-sightedness, a similar tendency to downplay people's rights and liberties for the sake of greater economic gains or in the force of external threats, and finally the dangers of populism and anti-liberal politics gaining ground within a democratic system. The chapter then depicts courts as essentially conservative institutions which are not — and cannot be — as counter-majoritarian as depicted by legal scholars, mainly because their legitimacy and the acceptance of their decisions depends on the people. It contends that the acceptance and efficacy of judicial review is context dependent, but that some fights still need to be fought in the political, not the legal arena.

The political and ritual life of early modern Rome provided its inhabitants ample opportunities not only to express grievances with papal government but also to voice expectations of newly elected pontiffs. Three ritual moments in particular—each linked as a cycle related to the pope’s reign—looked toward the future. These were the papal election, the possesso (the newly elected pontiff’s procession to San Giovanni in Laterano), and the pope’s death. As the papal election commenced in the conclave, Romans communicated their hopes for a pontiff who would adhere to a traditional moral economy by keeping the city abundantly supplied with grain and other foodstuffs. The ceremonies connected to the possesso reinforced these concerns; during the pope’s procession from Saint Peter’s to San Giovanni, the people greeted him with placards, statues, and ritual shouts, which reminded him to uphold this sacred duty. A pope who failed to abide by this moral economy faced popular discontent. This took the form of murmuring and pasquinades that wished for his imminent death, thus anticipating an end to his odious reign and to the future freedoms of the vacant see, a time in which the machinery of papal government and justice halted, allowing the people to vocalize their anger. Immediately on the heels of the pope’s death came the papal election, starting the cycle anew. This paper will argue that the rhythms of papal government enabled the people to articulate their expectations of papal rule, both present and future, grounded in traditional paternalism.

Local self-government has faced a number of challenges over the past decade. The financial crisis has revealed new dimensions of the eternal question of financing self-governing local communities, while distrust and a lack of interest in participation in local democracy among the people have led to considerations of different approaches to public decision-making concerning local issues. A comparative overview shows that the question of the “perfect size” of municipalities is currently very relevant and aimed at finding dimensions that would enable the municipality to ensure both local-level democracy and identity and economic efficiency in the delivery of public services. The most popular tool for achieving this goal is the merger of municipalities, although other approaches also exist, including various forms of inter-municipal cooperation. Some forms of inter-municipal cooperation have already taken firm hold in Slovenia, although the question of the potential impacts of alternative forms of inter-municipal cooperation on the democratic legitimacy of decision-making processes and the potential of these processes for the developmental breakthrough of Slovenian municipalities has yet to receive adequate attention.

Apresentam-se como características da gestão democrática, a participação da comunidade na busca de autonomia, as tomadas de decisões, a descentralização do poder e o exercício da cidadania. Partindo deste pressuposto, o presente trabalho teve como objetivo discorrer sobre a gestão democrática escolar, analisar a construção do Projeto Político Pedagógico e compreender a concepção de autonomia da comunidade do Centro Municipal Helena Esteves, em Barra do Garças-MT. A metodologia utilizada foi pesquisa de campo e a bibliográfica. Espera-se que este trabalho propicie corroborar na implementação e fortalecimento da gestão democrática escolar rumo à autonomia fundamentada na legitimidade do Projeto Político Pedagógico.Palavras-chave: Gestão Democrática. The title of this research is "Political Marketing in Pilkada (Case Study: Victory of the Herman Deru-Mawardi Yahya Pair in the Election of the Governor of South Sumatra 2018 in the City of Palembang)". This study examines the phenomenon of political marketing as a strategy in a campaign. This paper elaborates and discusses how the political marketing process carried out by the successful team of the couple Herman Deru-Mawardi Yahya in Palembang City. The findings obtained from this study indicate that the political marketing process carried out by the success team of Herman Deru-Mawardi Yahya in Palembang City was very structured and managed to get the voice of the people of Palembang City. The political marketing process carried out by the success team of Herman Deru-Mawardi Yahya in the city of Palembang is first, showing the political products of this couple to the community such as spreading the vision and mission program of this couple to the entire Palembang City community. Secondly, to promote the people of Palembang City both through direct interaction and through print media, electronic media, and social media carried out directly by successful teams. Third, determine prices in the campaign, both in the campaign funding process and to build the price of the image of the couple. Fourth, the location of the campaign which was not only focused on one place but spread throughout the corner of the city of Palembang, because there was no major campaign in the city of Palembang.

  Las ideas que a continuación se desarrollan permiten aproximarse al conocimiento de aquellos aspectos que caracterizan a la inversión pública y su influencia en la reducción de la pobreza en la ciudad de Portoviejo, durante el periodo 2013- 2016 el cual se enfoca en identificar como las personas de esta localidad se han beneficiado con proyectos realizados por entidades gubernamentales y han incidido en su calidad de vida. Para lograr llevar a cabo este trabajo, inicialmente se obtuvo información de diversas fuentes como libros, folletos, páginas web, el GAD Municipal para conocer la inversión generada dentro de la ciudad. Mediante la investigación de campo se logró determinar que aproximadamente el 50% de la población objeto de estudio, obtiene sus ingresos a través de la informalidad, seguido del subempleo, identificando una cifra alarmante en la población de estudio, ya que sólo cuatro de cada 100 habitantes posee un trabajo fijo. Por otra parte, de las personas que se beneficiaron con los proyectos de inversión pública realizados, la mayoría de ellos se benefició con viviendas y un tercio de los mismos, de los servicios de educación y salud, mientras que en lo referente a servicios básicos realizados en esta localidad en el periodo de estudio, no alcanza el uno por ciento.   Palabras clave: Inversión, estado, pobreza, desarrollo, crecimiento.   ABSTRACT   The ideas that are developed below allow us to approach the knowledge of those aspects that characterize Public Investment and its influence in the reduction of poverty in the city of Portoviejo, during the period 2013-2016 which focuses on identifying how people from this locality they have benefited from projects carried out by government entities and have had an impact on their quality of life. To achieve this work, initially obtained information from various sources such as books, brochures, web pages, the Municipal GAD to know the investment generated within the city. Through field research it was possible to determine that of the population under study, almost half of it obtains its income through informality, followed by underemployment, identifying an alarming figure in the study population, since only four of every 100 inhabitants has a fixed job. On the other hand, of the people who benefited from the public investment projects carried out, most of them benefited from housing and a third of them, from education and health services, while in terms of basic services provided. in this locality in the period of study, it does not reach one percent.   Keywords: Investment, state, poverty, development, growth.

This study discusses the political communication of legislative candidates in influencing the political participation of the community in North Aceh District. Political communication is a process of communication or the process of giving symbols or symbols of communication containing political messages that have implications affect the attitudes and behavior of audiences who become political targets. Legislative candidates are elected by the general election through legislative elections normally proposed by political parties. This research uses survey method with mixmethod approach, quantitative and qualitative. Based on the results of the research, political communication of legislative candidates influences the political participation of the people in Aceh Utara Regency by 33.2% and the rest is influenced by other things that are not examined. Coefficient of positive value means the more effective political communication of legislative candidates, then the increasing political participation of the community. Likewise, the results of interviews with political figures show that political messages are arranged in such a way by the legislative candidates submitted at the time of the campaign either face to face or through mass media and the ability to communicate or convey messages may affect the participation of the people to vote for the legislative candidate in legislative elections.Penelitian ini membahas mengenai komunikasi politik calon legislatif dalam memengaruhi partisipasi politik masyarakat di Kabupaten Aceh Utara. Komunikasi politik merupakan suatu proses komunikasi atau proses pemberian lambang-lambang atau simbol-simbol komunikasi yang berisikan pesan-pesan politik yang memiliki implikasi memengaruhi sikap dan tingkah laku khalayak yang menjadi target politik. Calon legislatif dipilih masyarakat melalui pemilihan umum legislatif yang biasanya diajukan oleh partai politik. Penelitian ini menggunakan metode survei dengan pendekatan mixmethod, kuantitatif dan kualitatif. Berdasarkan hasil penelitian, komunikasi politik calon legislatif memengaruhi partisipasi politik masyarakat di Kabupaten Aceh Utara sebesar 33,2% dan sisanya dipengaruhi hal-hal lain yang tidak diteliti. Koefisien bernilai positif artinya semakin efektif komunikasi politik calon legislatif, maka semakin meningkat partisipasi politik masyarakat. Begitu juga dengan hasil wawancara dengan tokoh politik menunjukkan bahwa pesan-pesan politik yang disusun dengan sedemikian rupa oleh calon legislatif yang disampaikan pada saat kampanye baik secara tatap muka maupun melalui media massa dan kemampuan berkomunikasi atau menyampaikan pesan dapat memengaruhi partisipasi masyarakat untuk memilih calon legislatif tersebut dalam pemilu legislatif.

The development of political communication relies on multidisciplinary based on concepts in communication, political science, journalism, sociology, psychology, history, rhetoric, and others. This study deals with commitment of political communication in the mayor of Banda Aceh, Indonesia. Constructivism paradigm is used in this study to discuss the perceptions on truth, explanation, beliefs and views about the world. The result shows that the mayor paradigm in building the Banda Aceh city area referred to the concept of the Prophet's development in Medina, and the Aceh Sultanates in building the area. Success in building the country and region are basically fully committed to carrying out and enforcing Islamic law in order to be strong and reside in the souls of the people. Therefore the mayor believes and is committed to continuing to build the city of Banda Aceh as a civil city model that is inseparable from building Islamic law in a consistent manner.
