<p>Throughout Aotearoa-New Zealand many of our landscape features are deeply connected to whakapapa (genealogy/lineage) and hold grave amounts of cultural and spiritual significance to tangata whenua (indigenous people). One prominent example of this is the Whanganui River. Throughout history being seen as a sacred source, the recent acquisition of legal personhood has witnessed the acknowledgement of its mauri (life force) and future well-being. Being a widely used and respected waterway, the river holds identifiable character and meaning throughout its journey through the Manawatu. </p> <p>With the scope set with the city of Whanganui, something that is lost with the reaches of the urban river environment is the ability to convey these ideas and values to the people of the city. Many significant sites and history are lost to the standardization of the river’s edge. This added with the issue of flooding leaves areas lacking in connection and resilience. With a river surrounded in cultural importance and personhood, how can these ideas be conveyed to people less familiar, but still respect the values of local iwi (tribe) and the river itself? </p> <p>This design-led research aims to explore the ideas and values behind Te awa tupua, and how the contrasting perspectives of nature and culture can be understood and re-thought in regards to the riverside landscape. Focusing on the understanding of values, history, connection and health. The research uses a built framework to guide decision making. While the design solution acts to improve the cultural and spiritual presence along the river’s edge. Utilizing forgotten areas of land along the river’s journey, old Pā sites are resurfaced and reconnected to the city. While the connection the riverside landscape has been rethought to bring the idea of ownership and use, back to the river environment itself. </p>

<p>Whangarei City has a dying Commercial Centre. This has resulted from population shifts that have occurred over time. Significant issues have driven movement of people toward much larger cities (seeking better economic, cultural and social outcomes) and more spacious urban fringes (seeking improved environmental outcomes). The Whangarei CBD incorporates both the dying Commercial Centre and a thriving Town Basin which is the centre for Arts and Recreation within the city. The two areas are a juxtaposition. The investigation reveals reasons why two such contrasting areas exist and defines a design solution that seeks to resolve this and leverages the success of the Town Basin to revive the Commercial Centre. The aim of this thesis is to investigate ways that architecture can be used to invigorate Whangarei’s dying Commercial Centre by creating a place of activity, engagement and informal learning and by re-establishing the important connection Whangarei has with its river as well as other positives within the city.   Thesis objectives:  • Identify the reasons for the decline of the Commercial Centre and the success of the Town Basin and how a connection can be established between the two.  • Establish a beating heart within the dying Commercial Centre and provide a life source in the form of people movement into the centre from all parts of the city.  • Provide dynamic spaces which encourage informal learning, social interaction, playfulness and creativity that will engage the people of Whangarei including youth and children.  • Use the natural environment as a means of engaging people of all ages by weaving together water, a restored ecology and architecture.</p>

Introduction: One of the most important functions of municipalities as a public institution is to provide, maintain and promote the health of citizens. To improve the health of the community, we need to understand the function of the municipality in countries that affect the health and well-being of the population. Material and methods: This study is a comparative-descriptive study. After searching for databases and authoritative sources and documents, related research was introduced into the study. Considering the performance of municipalities in the provision of health services, 7 countries were selected as statistical samples. Finally, the comparative attitudes of selected countries based on the role of municipalities in providing health services, macroeconomic indicators and health economics were tabulated, compared and compared. Results: The municipalities of the selected countries in the provision of health services have been made in the form of four process factors, context, content and stakeholders, among which the health system infrastructure, government form, the degree of rehabilitation and the council system are considered as effective factors in the provision of health services. Conclusion: Development of cities and disproportionate facilities with the population, providing appropriate health services to the people is not possible except with the participation of all sectors, especially urban management. An overview of the experiences of the studied countries shows that the municipalities also play a key role in the development of the city as well as in the area of health.

Using Meizhou City as an example, the aim of this study was to verify whether e-bike sharing systems can improve the convenience of engaging in leisure and tourism activities in cities, and thus increase residents’ well-being. First, quantitative research was carried out to collect data on users’ opinions. Then, qualitative research was carried out to obtain the opinions of experts. Finally, the investigation was conducted using multivariate review analysis. The results of the research showed that e-bikes should be classified based on electric quantity, the rental fee should be charged based on mileage, and the relevant corporate information should be integrated. It is also necessary to develop a software interface with functions for users to rent e-bikes and search for information related to consumption, leisure, and travel activities, and make promotion plans. Finally, people need to be encouraged to cycle to obtain the benefits of leisure and exercise. In this manner, the convenience of participation in leisure and tourism activities can be increased, people’s physical and mental health will be substantially improved, and the happiness index of the people and the city will increase.

Abstract:This study aimed at describing the interaction of the factions in the organization's decision-making process DPRD Malang; with a focus on the kind of interaction both internally and externally fraction of the party over government policies Malang in development projects / peralian traditional market status and Dinoyo Blimbing Malang into Modern market in the city of Malang. Based on the results of field research (Member of Parliament Malang in Malang Parliament Office II) and analysis of data regarding political interactions between members of the board in a fraction in DPRD Malang; especially the interactions between the factions with regard to public decision making (policy Making) in the case of market Dinoyo and Blimbing can be seen the political interaction between the factions in the organization DPRD Malang in various forms, including: conflict, Accommodation, Compromise, and the Coalition in the process of pushing or thwart development policy and the transitional status of both markets.Although the final decision through voting; DPRD Malang still approve policies Dinoyo market development and market Blimbing as the modern market, since the beginning of the discussion on the construction of two projects in the city parliament Malang occur Pros and Cons of each-each faction will be the plan. Semuannya behalf of the interests of the people to remain grounded in their respective party platforms. The difficulties in the market building approvals showed adannya interaction among factions in the party's internal and external parties on development projects in both markets. The change of final views and policies fractions as a result of lobbying-lobbying in the political interaction between factions both in the form of cooperation (Pro) and the opposition (Counter) shows the form of interaction in political communication who conducted members of the faction DPRD Malang internal and external parties resulting in a decision together though through a vote to approve the construction of traditional markets and Dinoyo Blimbing into Modern market. Keywords: Fraction of DPRD II Malang, Interaction and Political Communication, Public Decision

This intervention asks how the people of Porirua can feel empowered and included in the decision-making processes that will shape the future of their city. I draw on my experiences as a life-long resident, activist, artist, architect, landscape architect, and urban designer in Porirua to find answers. I have found that young Pasifika are very concerned about whether their cultural values will be represented in housing and development in Porirua. This speaks to an issue facing the country as whole: while the Pasifika population continues to grow in size and importance in Aotearoa New Zealand, they are subject to flawed cultural assumptions, and are frequently overlooked or misunderstood in decision-making processes that will have profound impacts upon their future. There is room for more talanoa between Pasifika in Aotearoa New Zealand, and between Pasifika and the wider population. It is only when architects and planners expand their cultural kete that they will provide suitable housing and neighbourhoods for Pasifika.

The purpose of this study was to find out how decisions were made at the family level in order to seek treatment for family members, especially mothers during childbirth. The population in this study were community members who resided in Ngada, Southwest Sumba, North Central Timor and East Flores- Indonesia. The sample size was determined using a purposive technique, where each district was determined by two locations based on the distance factor (the farthest area and the nearest area) from the capital city of the district. Data were collected using in-depth interview techniques and Focused Group Discussions (FGD) to explore family-level decision-making processes regarding the use of health facilities. The results of this study indicate that decisions at the family level to use health facilities in areas far from the city center tend to still adhere to local traditions and local culture; and it should be based on relatives' advice; while the people who live close to the city center, the decision to use health facilities is generally in the hands of the mother and husband.

This afterword presents a vision for well-being policies and actions in the United States, focusing on the experience of the City of Santa Monica, California. The purpose of data is to put it into action. The goal in Santa Monica is to make this a reality, with benefits accruing regularly to every resident, neighborhood, business, and contributor to the community. This was the idea behind Santa Monica’s local Wellbeing Index: harnessing the power of data for the commonwealth that would reveal the story of the people and the community in new ways, and that would help to transform city government. The goal of the Wellbeing Index was to expand the measures of a community far beyond the traditional and economically-focused gross domestic product (GDP). Going forward, the Wellbeing Index will be the tool used to evaluate whether policies, programs, and other City investments are in fact improving community well-being. The chapter also looks at Santa Monica’s programs, such as the Youth Wellbeing Report Card and the Pico Wellbeing Project.

A scan of social research about rural New Zealand from the 1980s reveals power divisions which have muted the voices of ‘others’. Listening to these voices could transform how we manage the economy, sustain the environment and promote social well-being in future. Rural sociological attention in New Zealand has focused on the people and communities associated with land and resource-based assets, with little attention to the rural majority not engaged in primary production. Indigenous voices are also missing. As Jessica Hutchings argues, decisions on economic development, the environment and social services continue to uphold colonial hegemony as the dominant worldview in Aotearoa New Zealand. By being open to the perspectives of people normally ignored and particularly engaging with indigenous approaches, application of capital and power in development can be rethought and structural inequalities addressed.

The article discusses the communicative function of letters to authorities in the context of the population’s assessment of the efficiency of the requisition and taxation policies in the first decade of the Communist regime in power. Many letters during the Civil War represented complaints of confiscation and requisition. The peasants believed that the surplus-appraisal and the collection of an extraordinary revolutionary tax were carried out in violation А. Я. Лившин 150 of instructions and norms established by the Soviet state itself. Correspondents of the authorities noted that the surplus appropriation was carried out through the unlimited use of violence and coercion, leading to the destruction of trust between the government and the people, between the city and the village. The attitude of the population towards taxes in the 1920s was largely determined by the experience of the Civil War, when millions of citizens suffered from violent requisition. In the NEP years, when the regime has pursued better balanced economic and social policies, a large-scale rationalization of popular opinion regarding the principles of relationship between the government and society took place. This rationalization, as the letters to the authorities show, was especially evident in the peasant milieu. This occurred due to different circumstances, including the ability to farm on a market basis embedded in the principles of NEP. The middle-peasant majority of the village considered the policy of encouraging peasants' economic initiative to be effective, since such a policy could lead to an increase in the well-being of the whole society. Most people considered the policy of tax pressure on the peasantry which undermined the economic viability of farms in the NEP era, to be erroneous. The ability and willingness to trust the state determined a lot in the mentality and social behavior of people of the post-revolutionary era. Coercive, driven by class ideology rather than economic practicability, and, therefore, inefficient policies (including taxation policies), according to many authors of the letters, have been destructive to the atmosphere of trust and social balance in the country
