Nexus between Public Education Expenditure and Human Resource Development: An Empirical Analysis

There was always a gap between recommendations and implementations especially in case of public expenditure on education which has serious implications on human resource development of the country. Lack of funding is one of the serious concerns which may also be reason for low ranking of India in terms of Human Development Index. It can be easily observed that the total state expenditure on education in the country has hung around 3% of GDP, far below the 6% of GDP as resolved by the National Education Policies. Descriptive method is used to study the relation between Education expenditure by the Government and Human Resource Development of India by using the secondary data collected through the reliable and authenticated sources like Union Budgets of India and Human Development reports published by UNDP. Granger Causality Test is applied to examine the causal relation between the Public Education Expenditure and Human Resource Development. Multiple regression analysis is used to analyse the contribution of education in Human Development Index. The result of the study will help to understand the Government’s role in Human Resource Development through expenditure on education.

Societal and global advancement increasingly depends upon research, invention, innovation and adaptation; all of these are products of educated mind. Education is public good in LDCs and need Government involvement to function effectively. National Education Policies of India in 1968, 1986 and 1992 (revised) have recommended 6% of GDP to spend on education which unfortunately was on an average 3.77% in last one and half decade. This insufficient funding can be considered as one of the factors for India’s low ranking in terms of Human Development Index. Descriptive and analytical methods are used to study the relationship between Public Education expenditure and Human Resource Development of India by using the secondary data collected through the reliable sources like Ministry of human resource development and Human Development reports published by UNDP. To analyse the relationship between spending by the Government on education and improvement in quality of Human resource, Granger Causality Test is applied. The results of the study show the influence of Public education expenditure on Human Resource Development in India.

This study aims to analyze the Factors That Affect Human Development Index in the City of Binjai with variable observations shopping area in the field of health, education, population, and income per capita. This research is causality by performing multiple regression analysis (Multiple Regression Analysis). The Data used is the data of the year 2005 up to 2019 are presented per semester (n=30 samples). The results of the study concluded that the shopping area in the field of health, expenditure on education, expenditure in the field of population, and per capita income is able to influence the human development index in the local government of the City of Binjai. Based on the value of the coefficient of determination (r-square) of all the variables, it was concluded that per capita income is a variable dominant that affect the human development index in the local government of the City of Binjai. Keywords: The Human Development Index, A Shopping Area In The Field Of Health, Expenditure On Education, Expenditure In The Field Of Population, And Per Capita Income.

The acceleration of changes underlines the need to enhance our efforts to adapt education to the dynamics of the current economic situation and the issue of employment. To this end, the MSc Degree programme in Educational Planning and Human Resource Development offered by the Catholic University trains graduates to become professional figures with expertise in coordinating and managing the development of human resources (guidance, selection, personal services); the professional training and retraining of project managers in social and educational contexts for both academic and corporate spheres. The guiding vision behind the MSc in Educational Planning and Human Resource Development is fully in line with the Catholic University of the Sacred Heart’s educational project, to support a culture of responsibility and creativity, entrepreneurism and collaboration, multi-disciplinary knowledge and skills, and scientific research for the purpose of holistic human development. This study aims to identify and analyze the effect of government education expenditure, government health expenditure and government infrastructure expenditure (housing and public facilities) on Human Development Index (HDI) in Aceh Province as an indicator of public welfare. The scope of study is 23 districts/cities in Aceh Province by using secondary data over period 2010-2013. The model used is multiple linear regression using panel data with Random Effect Model. The results show factors that influence on public welfare in Aceh Province are measured by Human Development Index significantly government education expenditure and government health expenditure. While government infrastructure expenditure (housing and public facilities) does not significantly influence the significance level of 5 percent but significant at 10 percent of the Human Development Index (HDI) of Aceh Province. From these results, this study suggests for local government in Aceh to pay attention to the budget set to be better alocated so that the Human Development Index (HDI) or public welfare in Aceh Province will improve. Keyword : public welfare, HDI, government expenditure, panel, REM

Human resource development (HRD) is the process of increasing knowledge, skills and capacities of employees. It is concerned with preparing employee to work effectively and efficiently in the organization. It is a complementary approach to other development strategies, particularly employment and reduction of inequalities. It also considers HRD as synonymous with human development, which encompasses education, training, health, nutrition, and fertility reduction. It ensures that organizations have adequate human resources with capabilities needed for achieving goals. This article has tried to explore the practices and relation between HRD and performance of Nepal Rastra Bank.

<p><em>Islamic bank financing, zakat, and education expenditure can increase Indonesia’s economic growth and Human Development Index (HDI). Islamic bank financing could be funding capital for the community</em><em>. Zakat plays a role in wealth distribution, while education expenditure contributes by improving the quality of human resources. This study analysed the direct and indirect relationship between Islamic bank financing, zakat, and education expenditure to economic growth and HDI. Data were analysed using path analysis based on panel data for the period 2015-2019. The results showed that the Islamic bank financing, zakat and education expenditure had a significant positive effect on economic growth. Islamic bank financing, zakat, and education expenditure had a significant positive impact on HDI. At the same time, the indirect implications showed that Islamic bank financing, zakat, and education expenditure have a significant positive effect on HDI through economic growth.</em></p><p> </p><p>Pembiayaan perbankan syariah, zakat, dan belanja pendidikan menjadi instrumen yang dapat meningkatkan pertumbuhan ekonomi dan di Indonesia. Pembiayaan perbankan syariah dapat menjadi modal pendanaan bagi masyarakat, zakat berperan sebagai penyalur kekayaan, sedangkan belanja pendidikan dapat meningkatkan kualitas sumber daya manusia. Penelitian ini menganalisis hubungan langsung dan tidak langsung antara variabel pembiayaan bank syariah, zakat, dan pengeluaran pendidikan terhadap pertumbuhan ekonomi dan IPM. Analisis data menggunakan path analysis berdasarkan data panel untuk periode 2015-2019. Hasil penelitian menunjukkan bahwa pembiayaan bank syariah, zakat dan belanja pendidikan berpengaruh positif signifikan terhadap pertumbuhan ekonomi. Pembiayaan perbankan syariah, zakat, dan belanja pendidikan berpengaruh positif signifikan terhadap IPM. Sedangkan pengaruh tidak langsung menunjukkan bahwa pembiayaan bank syariah, zakat, dan pengeluaran pendidikan berpengaruh positif signifikan terhadap IPM melalui pertumbuhan ekonomi.</p>

Literacy is an important indicator of human resource development. It is crucial for the overall development of society as it has the potential to increase human capital, removes inequality from society, affects the growth of employment opportunities, and above all liberates them from social evil. As in the development process, both men and women play an equally crucial role but the fruits of development are not equally shared among them. Therefore the study of literacy and its differential on the gender of an area is indispensable. According to Census (2011), literacy rate of India is 74.04% out of which the male literacy rate is 82.14% and female literacy rate is 65.46% and has a huge gender gap of 16.60% while at the state level in Uttar Pradesh this gender gap figure amounts to 20.10%. From a population point of view Uttar Pradesh is a very important state of the country as 16.17% of India's population lives in the state and as literacy is one of the important measures of any region's human resource development. This paper is an attempt to evaluate the Gender disparity present in the literacy level of Uttar Pradesh. For this Gender-Related Educational Development Index (GEDI) has been used on the lines of Human Development Index of UNDPto measure the disparity level. The paper uses the data of two consecutive census i.e. 2001-2011 to measure the GEDI both in a spatial and temporal context. It is found that the state has improved as the GEDI value increased from 0.530 in 2001 to 0.662 in 2011, showing that there still exists a disparity which needs to be reduced.

<p align="center">One of the support aspect the country development is human resource quality. When we talking about human resource quality, it’s not separated with human development. The international standard of human development is Human Development Index (HDI). HDI becomes important indicator in West Papua province which is one of the youngest provinces in Papua. There is spatial effect of human development condition among districts in West Papua. Spatial Pattern and Spatial Autocorrelation as statistical methods can be used to identify HDI dependency among districts in West Papua. The statistical tests on Spatial Autocorrelation has found that there was no spatial independency of HDI on 2017 among districts in West Papua province.</p><p>==================================================</p><p> </p><p>Salah satu aspek yang mendukung pembangunan suatu negara adalah kualitas sumber daya manusia. Berbicara mengenai kualitas sumber daya manusia maka tidak lepas dengan pembangunan manusia. Ukuran standar pembangunan manusia yang dapat digunakan secara internasional yaitu Indeks Pembangunan Manusia (IPM) atau <em>Human Development Index</em> (HDI). IPM menjadi hal yang penting bagi Provinsi Papua Barat mengingat Papua Barat menjadi salah satu provinsi termuda hasil pemekaran wilayah Provinsi Papua. Sangat dimungkinkan adanya pengaruh spasial pada kondisi pembangunan manusia antar kabupaten/kota di Provinsi Papua Barat.<em> Spatial Pattern</em> dan <em>Spatial Autocorrelation</em> menjadi metode statistika yang dapat mengidentifikasi adanya dependensi IPM antar kabupaten/kota di Provinsi Papua Barat. Dengan beberapa pengujian statistik <em>Spatial Autocorrelation</em> menghasilkan bahwa tidak terdapat dependensi spasial terhadap angka IPM pada tahun 2012 antar kabupaten/kota di Provinsi Papua Barat.</p><p> </p><p> </p>

The paper assesses trends in poverty and improvements in the material conditions of life of millions of people living in poverty and human deprivation. It discusses the growth and poverty dimensions and associated structural problems. Determinants of poverty in Pakistan are discussed with a view to identify areas of intervention and public policies. Poverty reduction and human development programmes are discussed to show that pumping financial resources to address the issue of poverty is not a correct strategy for poverty reduction and human resource development. The paper discusses the poverty reduction strategy to assess government commitment to poverty reduction and human resource development in a sustainable manner. It concludes that poverty reduction and human development in Pakistan is dependent on many factors particularly the strengthening of institutional capacity and availability of human and financial resources.
