<p align="center">One of the support aspect the country development is human resource quality. When we talking about human resource quality, it’s not separated with human development. The international standard of human development is Human Development Index (HDI). HDI becomes important indicator in West Papua province which is one of the youngest provinces in Papua. There is spatial effect of human development condition among districts in West Papua. Spatial Pattern and Spatial Autocorrelation as statistical methods can be used to identify HDI dependency among districts in West Papua. The statistical tests on Spatial Autocorrelation has found that there was no spatial independency of HDI on 2017 among districts in West Papua province.</p><p>==================================================</p><p> </p><p>Salah satu aspek yang mendukung pembangunan suatu negara adalah kualitas sumber daya manusia.

In this study, it is discussed the Regency/City Human Development Index (HDI) in North Maluku Province to determine the spatial influence of HDI. The data used are Regency/City HDI in North Maluku Province from 2013 to 2017. Furthermore, spatial autocorrelation test with Geary C index is used based on resampling by using Estimated Kernel Density. The test is done to determine whether the Regency/City HDI affects the neighboring Regency/City HDI. Based on the results of optimal bandwidth usage (hopt) with a repetition of 10000 times it is obtained p-value 0.0318, 0.0272, 0.0282, 0.0262 and 0.0258, respectively from 2013 to 2017. Thus, there is a spatial between Regencies/Cities in North Maluku Province from 2013 to 2017. In other words, if the HDI in a Regency/City is high then the neighbouring Regency/City HDI tends to be high, and vice versa.

Human development is a direct function of human capability, understood through the different facets of the human development index. The impact of gender inequality, women empowerment, environmental and socioeconomic sustainability has also been described in this review. It brings forth and reinforces that national development is an assessment of not only per capita income but by other influential factors which affect development comprehensively, such as educational achievements and health. A thorough primary screening was done for articles on human development index using the data bases of PubMed, Scopus and Google Scholar using the key words human development, United Nations, measures, indicators and index, followed by a secondary screening, with due concern to avoid overlap of information. The articles were categorized based on the subject of Human Development with due prioritization. Human development index has evolved periodically taking into consideration the developments, limitations and criticisms. It has become an important indicator of human progress and serves as a guide to state, societal, community and individual developments. India currently holds a rank of 130 denoting medium human development.

Human Development Index is a measure of human development achievement based on the appropriate dimensions of health, education, and living. Papua is located in eastern Indonesia consisting of 2 provinces of Papua and west Papua. This study conducted a research about modeling of district/city of human development index value using binary logistic regression model, estimation of model parameters using maximum likelihood method. The data used in this study is secondary data obtained from the central statistical agencies of Papua and West Papua provinces. This study involved several factors that predicted to be affected the Human Development Index of district/city in both provinces, namely PDRB/capita, sex ratio, population density, population growth rate and number of mobile health centers. Based on the result of the analysis, it can be seen that the independent variables that significantly influence the value of Human Development Index of district/city in Papua 2014 is income/capita with the probability value of 0.003 and the population of mobile health centers with the probability of 0.034

<p>Human development progress in Central Java. It is characterized by a continued rise in the human development index (HDI) of Central Java. HDI is an important indicator for measuring success in the effort to build the quality of human life. HDI explains how residents can access the development results in obtaining a long and healthy life, knowledge, education, decent standard of living and so on. HDI is affected by four factors, namely life expectancy, expected years of schooling, means years of schooling, and expenditure per capita. Currently the Central bureau of statistics do grouping HDI, using calculation formula then known how the value HDI each regency or city in Central Java. In this research we classified the regency or city in Central Java based on the HDI be high, middle, and under estimate area. We used cluster analysis. Cluster analysis is a multivariate technique which has the main purpose to classify objects based on their characteristics. Cluster analysis classifies the object, so that each object that has similar characteristics to be clumped into a single cluster (group). One of the cluster analysis method is <em>k</em>-means. The result of this research, there are three groups, high estimate area, middle estimate area, and under estimate area. The first group or the under estimate area contained 12 regencies, namely Cilacap, Purbalingga, Purworejo, Wonosobo, Grobogan, Blora, Rembang, Pati, Jepara, Demak, Pekalongan, and Brebes. The second group or the middle estimate area contained 8 regencies, namely Banjarnegara, Kebumen, Magelang, Temanggung, Wonogiri, Batang, Pemalang, and Tegal. The third group or the high estimate area contained 11 regencies, namely Banyumas, Kudus, Boyolali, Klaten, Sukoharjo, Karanganyar, Sragen, Semarang, Kendal, Surakarta, and Salatiga.</p><p><strong>Keywords</strong><strong> : </strong>cluster analysis, <em>k</em>-means, the human development index.</p>

This study aims to determine empirically the effect of local revenue on the increase in the human development index in West Papua province and to empirically determine the effect of capital expenditure on the increase in the human development index in West Papua province. The data analysis technique used is multiple linear regression analysis. Based on the results of the analysis, it is known that the Original Regional Income has a positive and significant effect on the increase in the District / City Human Development Index in West Papua Province. This shows that an increase in Regional Original Income (PAD) will tend to increase the Human Development Index. Capital expenditure has a positive and significant effect on increasing the District / City Human Development Index in West Papua Province. Keywords: PAD; Capital Expenditures; Human Development Index.

There was always a gap between recommendations and implementations especially in case of public expenditure on education which has serious implications on human resource development of the country. Lack of funding is one of the serious concerns which may also be reason for low ranking of India in terms of Human Development Index. It can be easily observed that the total state expenditure on education in the country has hung around 3% of GDP, far below the 6% of GDP as resolved by the National Education Policies. Descriptive method is used to study the relation between Education expenditure by the Government and Human Resource Development of India by using the secondary data collected through the reliable and authenticated sources like Union Budgets of India and Human Development reports published by UNDP. Granger Causality Test is applied to examine the causal relation between the Public Education Expenditure and Human Resource Development. Multiple regression analysis is used to analyse the contribution of education in Human Development Index. The result of the study will help to understand the Government’s role in Human Resource Development through expenditure on education.

The authors explore an alternative way of analyzing the relationship between human development and individualism. The method is based on the first principal component of Hofstede's individualism index in the Human Development Index rating domain. Results suggest that the general idea that greater wealth brings more individualism is only true for countries with high levels of development, while for middle or low levels of development the inverse is true.

Human development is a development paradigm that puts human (population) as the focus and final target of all development activities, namely the achievement of control over resources (income to achieve decent living), improvement of health status (long life and healthy life) and improve education. To see the success rate of human development, UNDP publishes an indicator of Human Development Index (HDI). This study discusses the achievements of human development that have been pursued by the government. The problem analyzed in this research is the difference of human development achievement in some provincial government in Indonesia. This paper aims to compare the achievements of human development in some provincial governments seen from the achievement of human development index of each province. Research location in Banten Province, West Java and DKI Jakarta. Keywords:Human Development Index, Human Development Achievement

Gender Inequality Index is a major indicator presenting level of development of the countries as Human Development Index, which is calculated regularly every year by UN. In this study, an alternative calculation has been proposed for measuring gender inequality index which is an important barrier for the human development. Each indicator in the index integrated as MAUT- AHP and also AHP-TOPSIS and these methods carried out again for the alternative ranking member and candidate countries of the European Union. The main objective here is to represent that the indicators form gender inequality index can be reclassified with different weights for each indicator.
