This study aims to analyze the Factors That Affect Human Development Index in the City of Binjai with variable observations shopping area in the field of health, education, population, and income per capita. This research is causality by performing multiple regression analysis (Multiple Regression Analysis). The Data used is the data of the year 2005 up to 2019 are presented per semester (n=30 samples). The results of the study concluded that the shopping area in the field of health, expenditure on education, expenditure in the field of population, and per capita income is able to influence the human development index in the local government of the City of Binjai. Based on the value of the coefficient of determination (r-square) of all the variables, it was concluded that per capita income is a variable dominant that affect the human development index in the local government of the City of Binjai. This study aims to identify and analyze the effect of government education expenditure, government health expenditure and government infrastructure expenditure (housing and public facilities) on Human Development Index (HDI) in Aceh Province as an indicator of public welfare. The scope of study is 23 districts/cities in Aceh Province by using secondary data over period 2010-2013. The model used is multiple linear regression using panel data with Random Effect Model. The results show factors that influence on public welfare in Aceh Province are measured by Human Development Index significantly government education expenditure and government health expenditure. While government infrastructure expenditure (housing and public facilities) does not significantly influence the significance level of 5 percent but significant at 10 percent of the Human Development Index (HDI) of Aceh Province. From these results, this study suggests for local government in Aceh to pay attention to the budget set to be better alocated so that the Human Development Index (HDI) or public welfare in Aceh Province will improve. Keyword : public welfare, HDI, government expenditure, panel, REM

<p><em>Islamic bank financing, zakat, and education expenditure can increase Indonesia’s economic growth and Human Development Index (HDI). Islamic bank financing could be funding capital for the community</em><em>. Zakat plays a role in wealth distribution, while education expenditure contributes by improving the quality of human resources. This study analysed the direct and indirect relationship between Islamic bank financing, zakat, and education expenditure to economic growth and HDI. Data were analysed using path analysis based on panel data for the period 2015-2019. The results showed that the Islamic bank financing, zakat and education expenditure had a significant positive effect on economic growth. Islamic bank financing, zakat, and education expenditure had a significant positive impact on HDI. At the same time, the indirect implications showed that Islamic bank financing, zakat, and education expenditure have a significant positive effect on HDI through economic growth.</em></p><p> </p><p>Pembiayaan perbankan syariah, zakat, dan belanja pendidikan menjadi instrumen yang dapat meningkatkan pertumbuhan ekonomi dan di Indonesia. Pembiayaan perbankan syariah dapat menjadi modal pendanaan bagi masyarakat, zakat berperan sebagai penyalur kekayaan, sedangkan belanja pendidikan dapat meningkatkan kualitas sumber daya manusia. Penelitian ini menganalisis hubungan langsung dan tidak langsung antara variabel pembiayaan bank syariah, zakat, dan pengeluaran pendidikan terhadap pertumbuhan ekonomi dan IPM. Analisis data menggunakan path analysis berdasarkan data panel untuk periode 2015-2019. Hasil penelitian menunjukkan bahwa pembiayaan bank syariah, zakat dan belanja pendidikan berpengaruh positif signifikan terhadap pertumbuhan ekonomi. Pembiayaan perbankan syariah, zakat, dan belanja pendidikan berpengaruh positif signifikan terhadap IPM. Sedangkan pengaruh tidak langsung menunjukkan bahwa pembiayaan bank syariah, zakat, dan pengeluaran pendidikan berpengaruh positif signifikan terhadap IPM melalui pertumbuhan ekonomi.</p>

This study aimed to determine the effect of economic growth, government expenditure, and ZIS distribution on IHDI in East Java in 2001-2016. The research method using quantitative approach by usingOrdinary Least Square (OLS) to see the elasticity of independent variables to dependent variables. The result of statistical test analysis showed that three of four independent variables had a positive and significant value on IHDI, which were: economic growth, goverment expenditure on education, and government expenditure on health. Zakat, infaq, sadaqah variables have nosignificant effect on IHDI.Keywords: Economic Growth, Education Expenditure, Health Expenditure, ZIS Distribution, Islamic Human Development Index

There was always a gap between recommendations and implementations especially in case of public expenditure on education which has serious implications on human resource development of the country. Lack of funding is one of the serious concerns which may also be reason for low ranking of India in terms of Human Development Index. It can be easily observed that the total state expenditure on education in the country has hung around 3% of GDP, far below the 6% of GDP as resolved by the National Education Policies. Descriptive method is used to study the relation between Education expenditure by the Government and Human Resource Development of India by using the secondary data collected through the reliable and authenticated sources like Union Budgets of India and Human Development reports published by UNDP. Granger Causality Test is applied to examine the causal relation between the Public Education Expenditure and Human Resource Development. Multiple regression analysis is used to analyse the contribution of education in Human Development Index. The result of the study will help to understand the Government’s role in Human Resource Development through expenditure on education.

The authors explore an alternative way of analyzing the relationship between human development and individualism. The method is based on the first principal component of Hofstede's individualism index in the Human Development Index rating domain. Results suggest that the general idea that greater wealth brings more individualism is only true for countries with high levels of development, while for middle or low levels of development the inverse is true.

Human development is a development paradigm that puts human (population) as the focus and final target of all development activities, namely the achievement of control over resources (income to achieve decent living), improvement of health status (long life and healthy life) and improve education. To see the success rate of human development, UNDP publishes an indicator of Human Development Index (HDI). This study discusses the achievements of human development that have been pursued by the government. The problem analyzed in this research is the difference of human development achievement in some provincial government in Indonesia. This paper aims to compare the achievements of human development in some provincial governments seen from the achievement of human development index of each province. Gender Inequality Index is a major indicator presenting level of development of the countries as Human Development Index, which is calculated regularly every year by UN. In this study, an alternative calculation has been proposed for measuring gender inequality index which is an important barrier for the human development. Each indicator in the index integrated as MAUT- AHP and also AHP-TOPSIS and these methods carried out again for the alternative ranking member and candidate countries of the European Union. The main objective here is to represent that the indicators form gender inequality index can be reclassified with different weights for each indicator.

The condition of the border areas in Indonesia is largely isolated, lagging, poor, and backward so as to require an affirmafive and innovative development policy. This study discusses the asymmetrical policy of Jokowi-JK government in the development of border areas in Indonesia. Most of the border areas are Underdeveloped Regions, so a symmetrical or special policy is required so that the development of border areas is not left behind with other regions or other countries. The implementation of the policy was carried out with the development of infrastructure and basic social services for the community as well as financial distribution, implementation of specific policies and arranging the formation of New Autonomous Region (DOB) in welfare-oriented border areas. This asymmetric policy encourages accelerated development in border areas so as to improve the human development index.
